Supervisor: Author: Dr. Cor Veenman Thijs van der Velden 2nd Supervisor: Prof. Dr. Aske Plaat Abstract In the Netherlands, each municipality is strongly encouraged to write an Integral Safety Plan (ISP). An ISP is a document that contains problems, goals, and priorities related to safety. This research proposes a method to select an effective and relevant ISP for a municipality out of all available ISPs. It focused on the ISPs of the 390 municipalities in the Netherlands, and aimed to determine ways to assist/support a new written ISP by suggesting relevant ISPs to municipalities in order to learn effective methods from the suggested ISPs. This was done by scoring all currently existing ISP's to get the best performing plans, focusing on crime statistics. Two dimension-reduction techniques were applied to descriptive statistics of the municipalities, and the best performing technique (t-SNE) was used. The municipalities were then clustered with K-means in the t-SNE space to retrieve groups of similar municipalities. In addition, k-nearest neighbor algorithm was used to find the K most similar municipalities from a starting point. This research showed a solution to score ISPs and two solutions to find similar municipalities in order to suggest relevant ISPs.

Sommige mensen kampen echter (tijdelijk) met een ‘verstoorde zelfregulatie’. Dit houdt in dat mensen de regie over hun eigen leven kwijt zijn en ook met hulp van anderen niet kunnen zorgen voor een stabiele woonplek en een goed leven. In 2019 maken naar verwachting 600 cliënten gebruik van een beschermd wonen voorziening in Zeeland. Daarnaast ontvangen ca. 100 mensen intensieve ondersteuning door een beschermd wonen-aanbieder in hun eigen woning. Tenslotte verzilveren in Zeeland ongeveer 120 mensen beschermd wonen-ondersteuning in de vorm van een PGB. Binnen de maatschappelijke opvang zijn er 90 plekken (20 bedden nachtopvang, 40 plaatsen 24-uursopvang en 30 plaatsen voor zwerfjongeren) beschikbaar Daarnaast zijn er 45 plaatsen dagopvang beschikbaar. De groep inwoners die gebruik maakt van deze voorzieningen is zeer heterogeen. Het gaat jaarlijks om zo’n 800 gezinseenheden (inclusief cliënten die worden begeleid in een ambulante setting en cliënten die gebruik maken van verslavingszorgvoorzieningen). Zie bijlagen 1 en 2 voor een overzicht van de voorzieningen in Zeeland. Er is veelal sprake van combinaties van ernstige psychische aandoeningen, beperkingen in het cognitief functioneren, lichamelijke beperkingen, verslaving en psychosociale problemen (armoede, schulden, huisuitzetting, werkloosheid en huiselijk geweld). Mede hierdoor zijn ze niet in staat om zelfstandig te wonen en in andere bestaansvoorwaarden zoals inkomen, gezondheid, veiligheid en sociale contacten te voorzien.
