MEMORANDUM March 2, 2017 Subject: Precedent for the Service of Active Duty Three-Star Generals and Flag Officers as the Assistant to the President for National Security Affairs From: Heidi Peters, Research Librarian, 7-0702 Lawrence Kapp, Specialist in Military Manpower Policy, 7-7609 Kathleen McInnis, Analyst in International Security, 7-1416 This memorandum was prepared to enable distribution to more than one congressional office. On February 20, 2017, the Trump Administration announced the appointment of U.S. Army Lieutenant General Herbert Raymond “H.R.” McMaster, Jr. to serve as the Assistant to the President for National Security Affairs.1 The Trump Administration further indicated that Lieutenant General McMaster would remain on active duty status following his assumption of the duties of the Assistant to the President for National Security Affairs—a position that is also frequently referred to by the title of National Security Advisor. U.S. Presidents have acted in three previous instances to designate three-star active duty U.S. military flag and general officers as the National Security Advisor: U.S. Air Force Lieutenant General Brent Scowcroft in 1975; U.S. Navy Vice Admiral John M. Poindexter in 1985; and U.S. Army Lieutenant General Colin L. Powell in 1987. While Scowcroft retired from active duty military service shortly after his designation as National Security Advisor by President Gerald Ford, Poindexter and Powell remained in their grades as three-star military officers while serving as the National Security Advisor, choices which mandated the involvement of the U.S. Senate. This memorandum proceeds in the following manner. -

Highlights: Camp Conditions: • UN agencies will visit Bhasan Char to conduct a technical study of Bhasan Char, which will evaluate its ‘technical, security, and financial’ feasibility to serve as an additional locale for Rohingyas. The plan to move some Rohingya to the island has been delayed until after the Government of Bangladesh gets the “green light” from the UN. High-level Statements: • USAID officials have condemned Myanmar’s inaction in creating conditions conducive to a voluntary, safe and dignified return of the Rohingya. • India has made multiple statements about Rohingya repatriation today, through its Foreign Minister Subrahmanyam Jaishankar, who wrote a letter to the Foreign Minister of Bangladesh, and through Prime Minister Narendra Modi, who had a bilateral meeting with Myanmar State Counsellor Aung San Suu Kyi on the margins of ASEAN summit in Bangkok. International Events: • At the end of Asean’s biannual summit last week, Asean’s 10 member countries unanimously supported the formation of an ad hoc support team to carry out the recommendations of preliminary needs. That includes continued communication and consultation with affected communities, such as the Rohingya refugees in Bangladesh. Country Visits: • USAID deputy administrator Bonnie Glick and acting assistant secretary of State Alice G. Wells visited Bangladesh November 5-7. In a statement following a visit by two top US officials to Bangladesh, the country also underscored that it would continue its efforts to bring an end to the refugee crisis. Developments: A dozen dead, fishermen missing after cyclone Bulbul lashes Bangladesh and India Reuters (November 10) At least 13 people were killed in Bangladesh and India after cyclone Bulbul lashed coastal areas this weekend, though prompt evacuations saved many lives and the worst is over. -

The central focus, What patterns are evident in the output of the Army’s 3 and 4- star selection process? has three main findings: 1. The Army has institutional preferences, 2. Multiple paths are possible to the senior leader level, 3. The Army’s most preferred path is operational and command experience. These findings were the result of a comprehensive analysis of a database developed utilizing the standardized resumes of 3 and 4-star generals who have served or retired after 1985. The database, along with the results presented here can help determine if the Army is selecting the right senior leaders and meeting its senior leader development goals. -

National Defence College, Bangladesh NDC Newsletter Overseas Study Tour - ND Course 2019 The three weeks overseas study tour include visit to neighbouring, developing and developed countries. The aim of these tours is to examine the social, political, economic and military systems of those countries. The course members September-2019 meet high-ranking civil and military officials and visit government, military Volume-7, Issue-3 and industrial establishments to exchange views and opinions. The visits also promotes good relation between those countries and Bangladesh. The Search and Rescue function is a State obligation imposed by the Convention on International Civil Aviation (Chicago Convention-1944).This document will serve as a reference for use by the Rescue Coordination Centre in the planning and execution of an Aeronautical Search and Rescue operation within the Search and Rescue Region (SRR) of Bangladesh. Search and Rescue in Bangladesh is provided under the joint collaboration of Civil Aviation Authority of Bangladesh, Bangladesh Army, Bangladesh Navy, Bangladesh Air Force, Bangladesh Marine Authorities, Bangladesh Coast Guard, Bangladesh Police, Border Guard Bangladesh and Other Civil Organisations when so requested. The purpose of this plan is to establish responsibility, authority, operational and administrative procedures for Aeronautical Search and Rescue activities within the boundaries of the Search and Rescue Region (SRR). Highlights: Camp Conditions: • Two refugees were killed this week in Teknaf, Cox’s Bazar by Bangladesh security forces. More than a dozen Rohingya refugees have been killed in recent weeks. Conditions in Myanmar: • Myanmar faces calls from rights groups to release 30 Rohingya men, women and children arrested in September while trying to travel from Rakhine state to the city of Yangon. A total of 21 Rohingya face up to two years in jail under Myanmar’s Residents of Burma Registration Act. International Justice and Accountability: • Experts will meet at an international conclave on the Rohingya crisis to be held in The Hague, Netherlands on 18 October with the intent of bringing the issue of justice and accountability for Rohingyas into focus. Developments: Raise voice for Rohingya repatriation: Finance Minister to ADB, United News of Bangladesh (13 October) Finance Minister AHM Mustafa Kamal has requested the representatives of the Asian Development Bank (ADB) to raise their voices for the quick repatriation of Rohingyas. The armed men were identified as members of a rebel group called the Arakan Army. UN: Grave Allegations Involving Visiting Bangladesh Army Chief Documentary Alleges Links Between General Aziz and Security Force Abuses Published in (New York) – The United Nations should use its meetings with senior Bangladeshi military officials next week to protest attempts to use the UN as cover for abuses at home, seven human rights groups said today. The UN should announce a comprehensive review of UN relations with Bangladeshi armed forces, the top troop contributor to peacekeeping missions worldwide. The Bangladesh chief of army staff, Gen. Aziz Ahmed, is scheduled to meet with high-level UN officials next week with the aim of increasing the Bangladesh role in UN peacekeeping. Gen. Aziz is the focus of a disturbing investigation by Al Jazeera alleging involvement of members of his family in abuses by Bangladeshi security forces as well as the commission of grave human rights abuses by military units under his command. “In addition to a long pattern of extrajudicial killings, disappearances, and torture by Bangladesh security forces under Gen. Aziz’s control, new information suggests the Bangladesh military is making a brazen attempt at ‘blue-washing’ the government’s abusive surveillance tactics at home,” said Louis Charbonneau, Human Rights Watch UN director. “The UN should conduct its own inquiry into the allegations and take a fresh look at the human rights record of all Bangladesh units and individuals involved in peacekeeping missions.” The Al Jazeera investigation documented that the government had illegally purchased highly invasive spyware from Israel. The Bangladesh military reacted to the evidence by saying that the equipment was for an “army contingent due to be deployed in the UN peacekeeping mission.” The UN on February 4 denied that it was deploying such equipment with Bangladeshi contingents in UN peacekeeping operations.
