Contexte et Justification Les affrontements entre les groupes armés depuis le 28 juin 2017 dans les Communes de Obo et Zemio ont impacté négativement sur la situation humanitaire des populations de la zone à savoir les destructions d’infrastructures, l’incendie des maisons, et surtout des déplacements massifs des populations des villages situés entre Obo-Mboki et Zemio. L’axe reliant Obo à Zemio en passant par Mboki est long de 212 km. Pour accéder à Mboki à partir d’Obo, il faudrait nécessairement traverser la rivière Kere avec le Bac pour les véhicules et les pirogues pour les piétons. Les interventions dans les villages situés entre Obo-Mboki-Zemio sont devenues difficiles tant du côté des acteurs humanitaires que du côté des Autorités à cause de l’insécurité liée à la présence active de la LRA et des éléments armés dans la zone ainsi que de la dégradation avancée de l’état des routes. La mission conjointe OCHA, MINUSCA et ONG sur l’axe Obo-Mboki-Zemio du 07 au 13 février 2020 a observé des mouvements de retour dans 6 villages (Kpabou, Kadjema, Maboussou, Koumonoungo, Kitiessa et Tambourah). Ces personnes retournées font face (selon les sources locales et les Autorités) à des problèmes structurels notamment l’accès limité aux services sociaux de base (santé, Wash, Hope to people in need (HOPIN). Les villages de retour situés entre Mboki et Zemio restent isolés et la situation humanitaire est alarmante, puisque la présence et la possibilité d’accès des acteurs humanitaires dans la zone sont très limitées. C’est dans ce contexte, que la mission conjointe des acteurs humanitaires précités a pu monitorer le mouvement des populations, d’évaluer les besoins humanitaires des personnes affectées afin de toucher du doigt les souffrances des populations due aux différentes crises dans la zone. Situation sécuritaire et accessibilité La situation sécuritaire est relativement calme sur tout l’axe parcouru par la mission de Obo à Zemio soit 212 Km. Dans la ville d’Obo chef-lieu de la préfecture du Haut-Mbomou, la situation est relativement calme. Les forces de sécurité intérieure (FSI) et la MINUSCA sont présentes et assurent la protection des civils. Elles assurent aussi la protection des déplacés et réfugiés par leur présence. La ville de Mboki qui compte environ 25 000 personnes est entièrement sous contrôle d’un groupe armé (GA) depuis 2017. Ce GA contrôle tout l’axe jusque dans la ville de Zemio. A Mboki, la population vaque librement à ses occupations, mais vit dans la peur. Deux barrières sont érigées à l’entrée et à la sortie de la ville. Dans la sous-préfecture de Zemio, les éléments de deux GA cohabitent depuis 2019, non sans méfiance les uns envers les autres. On y trouve également une base de la MINUSCA. Cette dernière a interdit aux GA de circuler avec les armes dans la ville. La situation est relativement calme, cependant quelques cas de braquages perpétrés par des hommes armés non identifiés sur les commerçants à motos et en véhicules y sont fréquents. Pendant la saison sèche, la route Obo-Mboki-Zemio, 212 Km est accessible par véhicule 4X4 et camion, malgré certains endroits difficiles et trois ponts à renforcer. Cinq heures du temps entre Obo – Mboki et sept heures pour parcourir le tronçon Mboki – Zemio sont nécessaires. En saison de pluie, la situation semble être très difficile. Mouvements de population Déplacés internes En plus de personnes déplacées internes, HOPIN a observé des mouvements de retour dans six villages (Kpabou, Kadjema, Maboussou, Koumonoungo, Kitiessa et Tambourah). Les retournées font face à des problèmes structurels notamment l’accès limité aux services sociaux de base (santé, eau potable, éducation, nourriture, Hope to people in need (HOPIN). La situation humanitaire dans les villages de retour est alarmante. La présence et la possibilité d’accès humanitaires dans la zone sont très limitées. Les tableaux ci-dessous illustrent les mouvements de population dans les localités de Obo, Mboki et Zemio depuis le mois de juin 2017 au 31 janvier 2020. Il a été difficile d’avoir des données désagrégées par manque d’un partenaire dédié à la gestion des sites dans la zone. Difficulté aussi d’avoir des chiffres des PDI se trouvant dans les familles d’accueil. Obo Site Pers, PDI Mén. PDI Retournées Men. Retourn Observation Gendarmerie 679 139 Chiffres obtenus au Site D 2778 555 cours de la mission Total 3457 694 Situation humanitaire Les interventions humanitaires dans les villages situés entre Obo-Mboki-Zemio sont difficiles à cause de l’insécurité liée à la présence active de la LRA et des éléments armés dans la zone ainsi que de la dégradation avancée de l’état des routes. La dernière distribution des vivres aux PDI et refugiés à Mboki, par exemple, remonte à juin 2019. Depuis lors aucune action ou mission humanitaire n’a été conduite dans la zone. Eau Hygiène et Assainissement A Obo, HOPIN exécute des activités de l’eau, hygiène et assainissement dans les quatre sites de PDI malgré de sérieuses difficultés dans la construction et la réhabilitation des points d’eau et des latrines à cause de difficulté d’acheminement des matériels. A Mboki, sur 16 points/forages enregistrés cinq (05) seulement sont opérationnels. Ceci provoque parfois de tension entre habitants des différents quartiers à la quête de l’eau. Le focus groupe avec les femmes a plaidé avec insistance pour la réhabilitation des forages non fonctionnels. A Zémio, ACTED exécute les activités EHA dans les quartiers de retour. En dehors de deux puits réhabilités dans le site D, il est constant que le problème de l’accès à l’eau demeure.
