Stephanie Hanson (March 2015) i ABSTRACT The experience of many individuals living across rural Australia challenges the popular notion that television “arrived” in September 1956, then spread rapidly across the country quickly evolving into a pervasive nation shaping cultural force. Although by the end on the 1950s all state capitals could boast at least one commercial and one public station, outside of the metropolis access to the new technology was limited and was to remain so in some instances for decades. Using the introduction of free-to-air television to the rural south eastern corner of Australia as a case study this thesis explores the local cultural consequences of poor access to media and communications technologies. Both archival and ethnographic research strategies have been employed, with data obtained from regional and rural newspapers; the records of historically relevant regulatory bodies and the oral histories of 21 residents drawn from across the district. The thesis demonstrates how theories of practice can be used firstly to provide an account of the establishment of a television service to an Australian country television district and, secondly to consider the relationship between access to communications technology and “sense of place”. Particular attention is paid to the role of television in bringing stability to the discursive association between the south-eastern corner of Australia and its sobriquet the “forgotten corner”. I conclude that rather than promoting national unity, the sub-standard television service on offer to this rural populace reinforced long-standing feelings of separation and difference. The thesis also highlights the inequity of service that has historically distinguished metropolitan from rural Australia and highlights the need for further research that takes into account the diversity within the experience of television across time and place. ii PUBLICATION ARISING FROM THIS THESIS Hanson, Stephanie 2012. [email protected] “Politics just is the game played out by rival parties, and anyone who tries to play politics in some way entirely independent of parties consigns herself to irrelevance.” (Brennan, 1996: xv). The total dominance of Australia’s rival parties has altered since Brennan made this statement. By the time of the 2001 federal election, 29 registered political parties contested seats and while only the three traditional parties secured representation in the House of Representatives (Liberals, Nationals and Labor) three independents were also elected. So could we argue that the “game” has changed? While it is true that government in Australia, both federally and in the states and territories, almost always alternates between the Labor Party and the Liberal Party (the latter more often than not in coalition with the National Party), independent members have been a feature of the parliaments for many years, particularly at the state level (Costar and Curtin, 2004; Moon,1995). Over the last decade or so independents have often been key political players: for a time, they have held the balance of power in New South Wales, Victoria, Queensland, South Australia, Tasmania and the Australian Capital Territory. More generally, since 1980 an unprecedented 56 independents have served in Australian parliaments. In 2003, 25 of them were still there. This is more than six times the number of independents elected in the 1970s. New South Wales has been the most productive jurisdiction during that time, with fourteen independent members, and Tasmania the least, with only one.

    Upfront I was a neurotic mess by the time the Currawong campaign was won, which makes me wary for Suzette. I always end our calls say- ing, “Look after yourself and don’t burn out.” But she seems to be able to handle the pressure. We get on really well, except she doesn’t answer the phone when I want her to, and when I suggest letting off flares, she doesn’t reply, so it doesn’t happen. But I’ll mention it again, and if it still doesn’t happen, I’ll let flares off without her knowing. UZETTE: I was on maternity leave with Smy second child in 2015 when the NSW government development proposal for 6500 apartments and a retail complex in the Cumberland Hospital precinct reared its head. We assigned a senior Canberra bureau reporter to travel around the country with Mr Brown during the early part of the campaign and gave extensive coverage to the party throughout the campaign, including its campaign launch. We make no apologies for applying scrutiny to the Greens’ policies, something other media organisations including the ABC appear to have paid scant attention to, and all the more important given their balance of power position in both Houses. 1 Possibly but not exclusively. We have covered many Greens news stories straight. 2 We are not a big circulation newspaper and we are not silly enough to think we could wreck anything. We are scrutinising a major party (as we did the Howard Government during the AWB story) and we are scrutinizing a new government. We do not seek to be part of any “rainbow Coalition” but just to do our jobs 3 We would have run several hundred political stories since August 15. Twenty negatives on the greens seems very few. We would have run many more negative stories about Labor and the Coalition in that period. 4 The public interest in this story is obvious. Imagine if we found Bob Katter’s wife was employed by Tony Abbott. That would have been reported in the public interest. No one thought it inappropriate to report the familial relationship of Bruce Hawker and his cousin Tony Windsor.

    The influence of learning on a tourism destination community’s responses to the impacts of climate change Thi Duyen Anh Pham Master of Social Planning and Development Bachelor of Science A thesis submitted for the degree of Doctor of Philosophy at The University of Queensland in 2018 School of Business Abstract Climate change presents significant challenges for the sustainability of the tourism sector. Tourism destinations in developing countries have been identified as the most vulnerable to the impacts of climate change; however, little is known about the situation of climate change and the tourism sector in the developing world, despite the relative importance of tourism to the local economies. Building adaptive capacity is important to increase the capability of the local destination community stakeholders to manage the impacts of climate change on their business and on the broader destination. Considerable adaptation research has been conducted; however, adaptation discourses in the tourism sector are still predominantly focused on responding to the predicted impacts of future climate change rather than addressing the underlying factors that affect the vulnerability and adaptive capacity of tourism destinations and local community stakeholders. Recent research in social ecological systems has indicated that learning is an essential aspect of building adaptive capacity. In this context, social learning is emerging as an adaptation approach that addresses issues hindering adaptation, such as a lack of knowledge and awareness, and encourages a proactive response by human systems to climate change. Underpinned by the theories of climate change adaptation and social learning, this research seeks to understand the influence of learning on a destination community’s responses to the impacts of climate change.

    William McMahon: the first Treasurer with an economics degree John Hawkins1 William McMahon was Australia’s first treasurer formally trained in economics. He brought extraordinary energy to the role. The economy performed strongly during McMahon’s tenure, although there are no major reforms to his name, and arguably pressures were allowed to build which led to the subsequent inflation of the 1970s. Never popular with his cabinet colleagues, McMahon’s public reputation was tarnished by his subsequent unsuccessful period as prime minister. It provides a blueprint for how the three levels of government and industry will work collaboratively to develop, manage and market marine tourism opportunities. The Strategy was developed in response to priority actions identified in the Illawarra-Shoalhaven and South East and Tablelands Regional Plans. It builds on the opportunities created by Shell Cove’s new 270-berth Shellharbour Marina development and the NSW Government’s $44 million investment to extend the Port of Eden wharf. It provides a framework to: • increase the economic contribution of marine tourism on the South Coast, further creating regional job opportunities • identify infrastructure required to facilitate economic growth • improve connectivity between marine tourism assets, visitor experiences and infrastructure to facilitate sustainable tourism growth.
