INTRODUCTION

This publication contains an assessment of the political impact of the new electoral boundaries for Western Australian, released by the Electoral Distribution Commission on 29 October 2007. The publication has been prepared by re-assigning polling place results from the 2005 state election to match the new electoral boundaries.

It must be stressed that the estimates in this publication are not predictions for the 2009 election, merely estimates of the possible outcome of the 2005 election had it been fought on the new boundaries. The estimates should be treated with some caution, as they can only be a guide to the political impact of new boundaries. The estimates cannot take into account differences in candidate and campaign effort that would have occurred if the election had been fought on the new boundaries. The inaccuracies introduced by splitting polling place catchment areas also mean that the estimated new margins should be treated as approximate rather than exact margins.

The redistribution increased the size of the Legislative Assembly from 57 to 59 seats. A common state wide quota has been introduced, though a large district allowance permits district above 100,000 square kilometres in area to fall below the quota. The changes have seen eight seats created in Perth and six seats abolished in non-metropolitan areas. The ratio of metropolitan to non-metropolitan average enrolment declines from 1.95 to 1.17. Average enrolment in Perth seats declines by 19% and increases by 35% in non-metropolitan seats. By region, average enrolment in Agricultural Region seats increases by 54%, by 39% in South West Region and by 15% in Mining and Pastoral Region seats where the large district allowance applies.

The Legislative Council also increases in size from 34 to 36 seats, with all regions now electing six MLCs. The balance between metropolitan and non-metropolitan seats remains unchanged, with the ratio of average metropolitan enrolment per MLC remaining 2.9 times the non-metropolitan. However, there have been changes to average enrolments per MLC in non- metropolitan regions, falling 27% per MLC in Agricultural Region and 5% in Mining and pastoral Region, but increasing by 18% in South West Region.

The following tables summarises the changes to representation and average enrolment. Enrolments are as at 26 February 2007, the base date used for the redistribution.

Summary of Changes to the Draft Boundaries

In its final determination, the Electoral Redistribution Commission re-named three proposed districts, and made a number of adjustments to proposed boundaries. The following are the more significant changes.

• The proposed district of Merredin, which absorbed the old districts of Avon and Merredin, has been re-named Central Wheatbelt . The proposed district of Goldfields has reverted to Kalgoorlie , while the proposed district of Murray has been re-named Murray- Wellington . • There have been a number of adjustments to proposed Assembly boundaries within East Metropolitan Region. Of the marginal seats adjusted, Darling Range and Forrestfield becoming slightly safer for Labor, while Swan Hills becomes slightly weaker. The electorate of Kalamunda , which had a notional Labor majority of 0.2% on the draft boundaries, is now calculated to be a notional Liberal seat with a margin of 0.2%. • In South Metropolitan Region, boundary changes make Riverton slightly safer for Labor, while Jandakot becomes slightly weaker for Labor. • In Mining and Pastoral Region, the Shire of Ngaanyatjarraku has been divided between the seats of Pilbara and Kalgoorlie, where it was previously placed in Pilbara. This strengthens the Labor vote in Kalgoorlie. (See note below on dealing with the Remote Mobile vote.) This publication has used a different approach in dealing with Remote Polling in the seat of Murchison-Eyre. Abolished by the redistribution, Murchison-Eyre has been divided between the seats of Eyre, Kalgoorlie, North West and Pilbara. In the publication prepared based on the draft boundaries, the Murchison-Eyre Remote Mobile vote was apportioned between the four new districts based on the number of voters transferred. In fact, all of the Remote Mobile vote was collected in the eastern parts of Murchison-Eyre, not in areas now within Eyre or North West. For this reason, this publication has used a different calculation method, separating the Remote Mobile vote from other forms of declaration vote and treating it as a normal booth divided between Kalgoorlie and Pilbara. This changes the estimated margins in the four new seats, increasing the Labor vote in Pilbara and Kalgoorlie, while decreasing the Labor vote in Eyre and North West. This approach provides are accurate estimates of the margins in the new seats.

Electorates where Estimated Margins should be Treated with Caution.

Particular attention is drawn to the electorates listed below, where the nature of the contest on the old boundaries in 2005 has created particular difficulty in calculating margins for new electorates.

• Both Albany and Geraldton were won narrowly by the Labor Party in 2005. On their new expanded boundaries, both seats are converted into marginal Liberal seats. However, these estimates miss the important point that Labor mounted only a token campaign in the surrounding seats of Stirling and Greenough at the 2005 election. Had the 2005 election been fought on the new boundaries, it seems almost certain that Labor would have polled more votes in the areas added to both Albany and Geraldton than they did on the old boundaries at the 2005 election • Bunbury moves from being a marginal Liberal seat to a marginal Labor seat with the addition of Labor voting booths from surrounding electorates. While the existing boundaries may not have marked as stark a campaign division as took place in Albany and Geraldton, the margin in the new seat of Bunbury should still be treated with caution. • While Central Wheatbelt and the new Wagin have been assembled from National held seats, other country seats cannot be so clearly defined as Liberal or National held. The new seat of Moore combines the existing Liberal seat of Moore with parts of National held Greenough and Merredin. Similarly, Blackwood-Stirling combines parts of Liberal-held Warren-Blackwood with National-held Stirling and Wagin. Given the pattern of party contest in 2005, the estimates used in this publication only give a picture of the contest between Labor and non-Labor parties. While both Moore and Blackwood-Stirling are calculated to be non-Labor seats, this does not properly measure the party strengths in a contest between Liberal and National candidates.

• Three new metropolitan seats are calculated to have margins under 1.0%, well within the margin of error used in calculating estimated margins. Kingsley is calculated to have a Labor majority of 11 votes. The new seats of Kalamunda and the re-drawn Darling Range have drawn voters from several different existing districts, suggesting the 2005 result in both seats could have been different had the campaign been fought on the new boundaries. • The campaigns in the old seats of Kalgoorlie, Murchison-Eyre and Roe were so different in 2005 that to simply take those results and apply them to the boundaries for the new seats of Eyre and Goldfields requires heroic assumptions about the nature of local campaigning. • This publication has not attempted to estimate new two-candidate preferred margins for the Independent-held seats of Alfred Cove and Churchlands . Neither seat has undergone major change so both would remain Independent held. Note that while most tables in this publication provide two-party preferred estimates for both seats, these would have no relevance unless the sitting Independent MPs chose to retire at the next election.

A note on Two-Candidate Preferred Counts at the 2005 Election

To win an electorate, a candidate must receive more than 50% of the vote after the distribution of preferences. The final distribution of preferences is performed by successively excluding candidates with the lowest primary vote and distributing that candidate’s votes as preferences to other candidates remaining in the count. At the end of the count, the vote for the two final candidates is referred to as the 'two-candidate preferred vote'.

In most electorates, this will be the same as the 'two-party preferred vote’, representing the final distribution of preferences between candidates representing the Labor Party, and the Liberal and National parties. In 50 electorates at the 2001 Western Australian election, the final two-candidate preferred count was also the two-party preferred count. In the seven electorates that did not finish as two-party contests, the Western Australian Electoral Commission conducted separate two-party preferred counts. These counts have been used to estimate two-party preferred totals by booth in each of these seven districts.

The seven seats that did not finish as two-party contests in 2005 were Greenough, Merredin, Roe and Stirling (Liberal/National contest), Alfred Cove and Vasse (Liberal/Independent contest) and Churchlands (Labor/Independent contest).

Apart from recognising that Alfred Cove and Churchlands would remain Independent-held on the new boundaries, two-party preferred counts by booth have been used in this publication.

Calculating the Redistribution

Following the 2005 election, a database was prepared of the election results in each polling place. This database included both the primary and two-party preferred results for each booth.

Decisions on transferring booths to new electorates have been made using the new maps provided by the Electoral Redistribution Commission. Where it appears that the catchment area for a polling place has been divided by a new boundary, results for that polling place have been split between the new electorates. A check has been made to ensure that the number of votes transferred correlates with the number of electors transferred, as in a report on enrolment transfers provided by the Commission.

Declaration votes have been distributed to new electorates in proportion to the number of electors transferred. For instance, with the abolition of Greenough, 49.8% of electors have been transferred into the electorate of Moore, while 50.2% have been transferred to Geraldton. Declaration votes cast in Greenough at the 2005 election have been transferred to Geraldton and Moore in the same proportions as the overall enrolment.

However, the relative proportion of votes transferred for each party have been weighted according to the vote in the booths transferred. As a first step, the ratio of declaration votes to booth votes in Greenough was calculated as in the following example.

These ratios were then applied to the votes transferred to new electorates. For instance several booths have been transferred from Greenough to Geraldton. The number of voters transferred was 50.2% of the enrolment of Greenough, and so 50.2% of the Declaration votes have been transferred. The above ratios have been applied to the percentage party votes for the booths transferred, as shown below.

In this case, the Labor vote in booths transferred to Geraldton was 25.31%, as opposed to 19.27% for the booths transferred to Moore. Applying the ratio of 1.1249, the Labor percentage of Declaration votes to be transferred is 28.47%. After rounding so the percentages add to 100%, this becomes 28.18% of formal declaration votes. So of the 50.2% of declaration votes transferred to Geraldton, 28.18 will be Labor Party votes, as compared to the 25.03% Labor vote in the overall Declaration vote for Greenough.

This process may seem unduly complex, but it ensures that the declaration votes transferred reflect the political complexion of the areas involved. In the case of Greenough, the Declaration votes transferred to Geraldton will have a higher proportion of Labor votes than those transferred to Moore. Overall, the sum of the declaration votes transferred to Geraldton and Moore will equal the total declaration vote for the old Greenough.

Reading the Tables

Summaries of party vote for each new electorate can be found in tables beginning on page 11. The format for these summaries is explained in the following table.

The first line contains the name of the electorate, and the enrolment at the redistribution date of 26 February 2007. The first two columns contain total primary and two-party preferred votes and percentages, calculated by adding up the transferred booth and declaration votes.

The third column provides information on the votes transferred from the old electorates. In the case of Geraldton, it lists the number of votes transferred from Geraldton and Greenough. This is the total of the booth and declaration votes transferred, and includes both formal and informal votes. It is not the number of electors transferred.

The percentage figure on the right is the number of votes transferred expressed as a percentage of the number of electors transferred. In general, I have aimed to keep this figure around the same percentage as the relevant figure for each existing electorate. (A table comparing 2005 votes cast with electorate enrolments on 26 February 2007 can be found on page 52.) In general this percentage is kept in the range 85-95%. Where the value is outside of this range, "***" appears on the listing.

The detailed listings beginning on page 22 provide listings of booths transferred for each new electorate. Separate sub-totals are provided for votes transferred from each old electorate. Consider the following example from the listing for Geraldton.

The lines beginning "Transfers " indicates from which electorate votes have been transferred. The figure in brackets (11909) is the number of electors transferred from the old electorate of Geraldton, as provided by the Electoral Redistribution Commission.

In this example, the next two lines list the names of the polling places that have been transferred from the old electorate of Geraldton to the new. Where one of the transferred booths has been divided, a percentage figure is included next to the booth name. The percentage of Declaration votes transferred is indicated in the same way.

The column headed VOTES is the total votes transferred, and includes informal votes. It is not the sum of the formal votes on the line. Note that because of the small number of ballot papers with ‘exhausted’ preferences, there are minor discrepancies between the primary and two-party preferred vote totals. A total of votes and percentage votes for each party is provided, representing the sum of the booth and declaration votes transferred. A total is provided for each old electorate from which electors have been transferred, as well as a total vote for the new electorate.

Legislative Council

Estimates for changes to Legislative Council regions are provided on Page 45. A summary of the percentage party vote for each new region is provided, along with a summary table of estimated quotas based on the change in number of members per region.

While an estimated quota figure is provided, an attempt to decide the party composition of members elected has not been attempted. The preference tickets lodged for the 2005 election were for five and seven member districts. Different preference strategies would have been adopted had the 2005 election been conducted for six member regions.

By-Elections

Since the 2005 election, there have been by-elections held in the Perth electorates of Victoria Park and Peel. This publication has not used the results of either by-election in its calculations.

Changes to Quotas The old Legislative Council consisted of four five-member regions (East and South Metropolitan, Agricultural, Mining and Pastoral) and two seven-member regions (North Metropolitan, South West). The new Council will consist of the same six regions, but each electing six members.

The following table explains the changes in quota for each region, expressed as both a percentage of the vote and in total votes.

The new quotas have little impact on election from metropolitan regions. In percentage terms, the quota for election increases in North Metropolitan region, and falls in East and South Metropolitan regions. However, taking into account the increase from 17 to 18 members for election, the quota in terms of votes remains unchanged in the metropolitan area.

It is a different story in the non-metropolitan regions. In percentage terms, the quota for election falls in Agricultural, is unchanged in Mining and Pastoral regions, but increases in South West. However, the votes required for a quota changes significantly. The Agricultural region shrinks in size at the same time as it receives an extra member, causing an estimated 25% fall in the number of votes required for election. In Mining and Pastoral Region, the increase in region size is compensated by receiving an extra member. However, South West region increases in size, loses one MLC and therefore sees a 16% increase in the vote quota required for election.

The table on the following page shows quotas for each of the new regions, taking account of the boundary changes and the change in number of members per region. The significant changes in quotas received by each party does not come about because of the changes in boundaries, but almost entirely due to the change in number of members to be elected.
