We reach out to communities and audiences across the UK, promoting an understanding of the role and relevance of both Houses, inspiring people to get involved and empowering citizens to have a voice.

Our well-established public engagement activities continue to expand. Over 1 million people participate in outreach and engagement activities across the UK through workshops, events and the annual UK Parliament Week. A further 500,000 directly engage in activities at Parliament, including through tours of the Palace of Westminster and school workshops in our world-class Education Centre.

The Heritage Resilience Coordinator sits in the Heritage Collections Team (HCT) within Participation. The HCT is responsible for the professional management of three historic collections of national and international importance (Historic Furniture and Decorative Arts, The Parliamentary Art Collection and the Architectural Fabric Collection). This Team provides a bicameral service to the House of Commons and House of Lords for all aspects of collections management, care, conservation, documentation, loans and interpretation.

The Parliamentary Art Collection includes over 9000 artworks the majority of which is on display across the and consists of paintings, sculpture, works on paper and other media ranging from ceramics to textiles, medals and political collectibles. The Collection chiefly documents the history and work of Parliament with new works commissioned and acquired.

The Furniture and Decorative Arts collection includes over 11,000 objects including historic furniture, clocks, silver and ceramics. It is a working collection with many objects in daily use across the Parliamentary Estate fulfilling the role for which they were designed and made. The Collection mainly comprises items designed in the gothic revival style by AWN Pugin for the new Palace of Westminster along with a large collection of items designed by Sir Giles Gilbert Scott for the House of Commons in 1950.

The Architectural Fabric Collection includes over 4,000 items which were commissioned for the Palace of Westminster but have been detached from the built fabric and historic interiors. Most of the collection dates from 's Victorian Palace of Westminster.

Job introduction and Key Responsibilities

This post offers an exciting opportunity to help ensure the care and safety of Parliament’s Heritage Collections. The post sits within the Heritage Collections Team albeit working closely with the , the and the House of Lords Library who are also responsible for heritage items. This post will ensure that Parliament is prepared for, and effectively manages, incidents and salvage for the heritage collections across both Houses. The post holder will ensure that heritage salvage arrangements work seamlessly alongside the existing processes for wider incident response outlined in Parliament’s Incident Management Framework.

The successful candidate will coordinate a full review of all heritage collections incident response plans, procedures and supporting documentation to better align practices across teams. They will ensure that each collection’s Priority 1 salvage lists are in place and up-to-date such that the teams can independently and jointly respond in a dynamic salvage situation. They will be required to manage a central budget for incident management supplies and training, identify areas where training is required and instigate a programme of delivery (including a real time salvage exercise using external consultants). The postholder will be required to liaise closely with stakeholders from the Heritage Incident Management Group, the Fire Risk Management Team, Resilience & Emergency Planning Team and Engineers Control and strengthen the knowledge and relationships between these and the Collections teams.

As a confident self-starter, the successful candidate will be able to work under pressure, remaining organised and focused on the delivery of high-quality work across a range of activities and multiple teams. Candidates are expected to have excellent interpersonal skills and experience in the field of public heritage collections and emergency planning. Key responsibilities

 Act as the central point of coordination for the salvage of the Heritage Collections  Act as the Heritage representative on the Incident Management Team and be a central point of contact for the Fire Team and Engineers Control  Coordinate a review of all heritage incident plans to better align practices across the teams and ensure that individual collections continue to maintain their own local (level two) salvage plans.  Manage a central budget for heritage incident management supplies and training and develop and deliver a programme staff training (including a real time salvage exercise)  Review the procedures in place for liaison between the Fire Team, Engineers Control, Heritage Teams and Resilience & Emergency Planning Team so that the relevant heritage stakeholders with responsibility for incident control are contacted in the event of an incident  Undertake an on-call role and test the current call out procedure and suggest improvements  Develop, maintain and monitor Parliament’s resilience & emergency planning activities in relation to its heritage collections and in line with existing arrangements overseen by the Resilience & Emergency Planning team and in line with standards of best practice.  Provide specialist advice to senior heritage stakeholders on risk management, the exercising and testing of salvage plans and possible reputational risks to Parliament  Draft and maintain guidance documents, templates and training materials for heritage incident response post holders.  Write and present papers and/or briefings for the Heritage Strategy Group and other groups and senior stakeholders as required  Work authoritatively and autonomously to improve policies and procedures and set up a programme of annual documentation review with tables of actions and ownership.  Support the more general resilience and emergency planning activities of Parliament and assist in the debriefing of incidents and the process of identifying and embedding lessons.

Management responsibility

Whilst there are no line management responsibilities the postholder will be responsible for the management of several external specialist consultants who will work to their specifications and instructions.

Additional duties You will be expected to undertake an on-call Duty Officer role within the Parliamentary Incident Management team. There is an on-call allowance available and training will be provided.

Location This post will be located on the Parliamentary Estate, Westminster, London.

Net conditioned full-time working hours for staff of the House are usually 36 per week. This excludes daily meal breaks of one hour. The exact daily times of attendance will be agreed with line management

Qualifications Essential  Degree level qualification (need not be emergency planning) or equivalent experience  Experience working in the heritage sector, preferably in a public museum or a historic building context  Experience of presenting, training or running exercises  Experience in the field of emergency planning and/or salvage planning
