"Ihr" - das waren aber alle EWG-Staaten mit ihren kopfnickenden Parlamenten. "Man" verhandelte und nahm die Wieder-neu-Demokraten 1981 auf. Was war passiert, drängte denn jemand außer den Griechen in Brüssel? Zurückschalten bitte! In der Europäischen Bewegung, in den demo- kratischen Regierungen, bei den Gewerkschaften und bei den Unter- nehmern war von 1967 bis 1974 Konsens: "Wenn die Griechen ihre Militärdiktatur loswerden und auch noch die iberischen Staaten die Diktatoren Salazar und Franco, müssen alle drei in unserem Europa Mitglied werden." 1974 war man in Athen so weit. Brüssel lud ein, es wurde verhandelt. Späther mal führte Athen ruckzuck den Euro ein Ich erinnere mich an Erfahrungen als deutscher Sprecher der Christ- demokraten 1980 in Straßburg. Wir hörten fast täglich aus Brüssel, dass die verhandelnde Griechen-Delegation log und betrog, Zahlen fälschte, ihre Gegenüber zu spalten suchte und Europas Medien irreführte. Unser Fraktionschef Egon Klepsch war bald gegen Beitritt, auch CDU-Chef Helmut Kohl, doch nur in kleiner Runde. Aus London kam unerträglicher täglicher Druck, aus Paris hörte Bonn nichts Besseres. -

The Christian Democrats in the original six Community countries thus expressed their conscious and firm resolve to rise above a blinkered vision of egoistically determined national interests and forge a common, supranational consciousness in the service of all our peoples. INTERNATIONAL COMMITTEE OF THE RED CROSS ICRC President in Italy... The President of the ICRC, Mr. Alexandre Hay, was in Italy from 15 to 20 June for an official visit. He was accompanied by Mr. Sergio Nessi, head of the Financing Division, and Mr. Melchior Borsinger, delegate-general for Europe and North America. The purpose of the visit was to contact the Italian authorities, to give them a detailed account of the ICRC role and function and to obtain greater moral and material support from them. The first day of the visit was mainly devoted to discussions with the leaders of the National Red Cross Society and a tour of the Society's principal installations. On the same day Mr. Hay was received by the President of the Republic, Mr. Sandro Pertini. Other discussions with government officials enabled the ICRC delegation to explain all aspects of current ICRC activities throughout the world. Mr. Hay's interlocutors were Mr. Filippo Maria Pandolfi, Minister of Finance; Mr. Aldo Aniasi, Minister of Health; Mrs. Nilde Iotti, Chairman of the Chamber of Deputies; Mr. Amintore Fanfani, President of the Senate; Mr. Paulo Emilio Taviani, Chairman of the Chamber of Deputies' Foreign Affairs Commission and Mr. Giulio Andreotti, Chairman of the Senate Foreign Affairs Commission. Discussions were held also with the leaders of the Italian main political parties. On 20 June President Hay, Mr. Nessi and Mr. Borsinger were received in audience by H.H. Pope John-Paul II, after conferring with H.E. Cardinal Casaroli, the Vatican Secretary of State, and H.E. Cardinal Gantin, Chairman of the "Cor Unum" Pontifical Council and of the pontifical Justice and Peace Commission. -

125 The Schengen Agreements and their Impact on Euro- Mediterranean Relations The Case of Italy and the Maghreb Simone PAOLI What were the main reasons that, between the mid-1980s and the early 1990s, a group of member states of the European Community (EC) agreed to abolish internal border controls while, simultaneously, building up external border controls? Why did they act outside the framework of the EC and initially exclude the Southern members of the Community? What were the reactions of both Northern and Southern Mediter- ranean countries to these intergovernmental accords, known as the Schengen agree- ments? What was their impact on both European and Euro-Mediterranean relations? And what were the implications of the accession of Southern members of the EC to said agreements in terms of relations with third Mediterranean countries? The present article cannot, of course, give a comprehensive answer to all these complex questions. It has nonetheless the ambition of throwing a new light on the origins of the Schengen agreements. In particular, by reconstructing the five-year long process through which Italy entered the Schengen Agreement and the Conven- tion implementing the Schengen Agreement, it will contribute towards the reinter- pretation of: the motives behind the Schengen agreements; migration relations be- tween Northern and Southern members of the EC in the 1980s; and migration relations between the EC, especially its Southern members, and third Mediterranean countries in the same decade. The article is divided into three parts. The first examines the historical background of the Schengen agreements, by placing them within the context of Euro-Mediter- ranean migration relations; it, also, presents the main arguments. -

A complete record of the proceedings of the House is given in the 'Debates of the European Parliament' which is published as an Annex to the Official Journal of the European Communities. The 'Debates' and other documents may be obtained either from the Secretariat of the European Parliament (P .0. Box 1601, Luxembourg) or from the Office for Official Publications of the European Communities, (P.O. Box 1003, Luxembourg). Introduction The European Parliament met in Strasbourg in plenary session from Monday, 10 June to Friday, 14 June 1974. Parliament considered 18 reports, delivered 21 opinions and put down 6 oral questions, 1 to the Council and 5 to the Commission. At Question Time, Parliament put 1 question to the Council and 8 questions to the Commission. Parliament also held one emergency debate to deliver an opinion on the economic situation and agreed to an emergency resolution on the UN Law of the Sea Conferences. -

Among them are·organs of the North Atlantic Treaty Organisation (NATO) including its informal EUROGROUP, the Independent European Progrrumne Group (IEPG), Western European Union (WEU) and the Assembly of Western Eur·opean Union (AWEU) . Each of these has been animated mainly by a felt need to make more efficient use of the resources committed to military purposes, in the interest of sustaining or enhancing the effectiveness of the Atlantic Alliance's apparatus for deterrence and defence generally and that of its European members= contribution particularly. The Co~~ission cf the Europea~ Communities has also paid attention to the subject, in a more circumspect fashion, principally in the context of its examination of ways and means of safeguarding the competence and competitiveness of high technology industries within the European Economic Community (EEC) • More recently attempts have been made to synthesise the 'defence' wid 'industrial' impulses. -

Bibliographie Die hier vorgelegte Bibliographie verzeichnet die im Jahr 1987/88 erschienenen Bücher und Zeitschriften-Artikel zum gesamten Themenbereich der „Europä- ischen Integration". Der Bibliographie liegt das Bemühen zugrunde, einen möglichst umfassenden Überblick über die aktuelle Literaturlage zu geben; zusätzlich sei jedoch an die- ser Stelle auf einige andere sehr hilfreiche Literaturverzeichnisse hingewiesen: Veröffentlichungen der Europäischen Gemeinschaft werden lückenlos im monat- lich erscheinenden Bulletin der EG verzeichnet; die detaillierte Bibliographie in der vierteljährlich herausgegebenen Zeitschrift „Europarecht" konzentriert sich ebenso wie die Karlsruher Juristische Bibliographie auf Publikationen über Rechtsfragen der Gemeinschaft; sehr aktuell und umfassend informiert auch die dreimal jährlich erscheinende Auswahlbibliographie zur Europäischen Inte- gration, herausgegeben vom Presse- und Informationsbüro der EG in Bonn.
