McDOUGALL* INTRODUCION The proposition to be tested by this paper has been summarized as follows: 'There is no doubt that the International Joint Commission has successfully discharged the high functions entrusted to it by the Boundary Waters Treaty. It has acted successfully as judge, advisor and administrator for two great neighbours during a period of unparalleled expansion when conflicts of interest were bound to arise. In playing its triple role the Commission has developed techniques of continuous consultation which are a model for the world.. -

Abstract Turkey is a very rich country in terms of water resources. However, in order to use these resources efficiently, water must be stored safely. In this context, the best form of storage is the construction of dams. In our country, large dams, which are among the world's important dams, are being built. Although there are many advantages of large dams, the loss of life and property will be so great in case of a possible deformation or destruction. The fact that dams are under the influence of various forces, as well as being located in the earthquake zone of our country, necessitates continuous monitoring of our dams. Dams are generally monitored using geodetic methods and geotechnical devices. However, mostly details of these two methods are evaluated separately in dam monitoring. Evaluating the results of both methods together is very important for the comprehensive monitoring of the dam and the correct interpretation of possible deformations. In this study, large dams in our country and monitoring studies carried out by using geodetic and geotechnical methods in these dams are given in detail. This study focuses on three separate projects: Eklutna, Rampart, and Devil Canyon. The Eklutna project functions today; Rampart was not constructed; and the Devil Canyon project is still in the planning stage. Yet for all their differences in location, goals, and fate, the projects were related; and, taken together, their histories highlight all the essential political elements involved in hydroelectric power construction. -

SUMMARY OF FINDINGS The Southwestern Electric Power Company (SWEPCo), which provides electricity to about 450,000 customers in the Arkansas-Louisiana-Texas region has projected that the demand for electric energy will grow by as much as 1,600 megawatts (MW) by 2011. Arkansans soon must choose between two alternatives for accommodating this growth. One alternative involves generating electricity by burning coal. SWEPCo, a subsidiary of American Electric Power, seeks to build one 600-MW, coal-fired generator near Texarkana, Arkansas, in Hempstead County, by 2011. Its preliminary estimate of the total cost is $1.3 billion. The coal for the generator would be shipped in by rail from Wyoming. The other alternative does not involve burning coal. Instead, it entails investing in energy efficiency, so that energy savings could be used to meet new demands, and in new generators powered by wind, biomass, and other renewable resources. The choice between the two alternatives will have important economic consequences for Arkansas’ workers, families, landowners, and businesses. This report describes the tradeoffs, focusing on these four areas: Environmental Consequences. The generator proposed by SWEPCo would annually emit: 2,628 tons of sulfur dioxide 1,840 tons of nitrogen oxides 3,942 tons of carbon monoxide 920 tons of particulate -
