The analyst examined those organized crime syndicates that direct their criminal activities at the United States, namely Mexican narcotics trafficking and human smuggling networks, as well as a range of smaller organizations that specialize in trans-border crime. The presence in Mexico of transnational criminal organizations, such as Russian and Asian organized crime, was also examined. In order to assess the extent of terrorist activity in Mexico, several of the country’s domestic guerrilla groups, as well as foreign terrorist organizations believed to have a presence in Mexico, are described. The report extensively cites from Spanish-language print media sources that contain coverage of criminal and terrorist organizations and their activities in Mexico. -

Strategic Partnership as an Instrument of EU Foreign Policy – Workshop Report November 2015 2 Workshop: Strategic Partnership as an Instrument of EU Foreign Policy April 13, 2015, 8:30 AM - 5:30 PM River Building, 2nd Floor Conference Rooms Carleton University’s Centre for European Studies (European Union Centre of Excellence) and the SSHRC-funded Canada-Europe Transatlantic Dialogue (CETD), housed at Carleton, co- sponsored a workshop analyzing the European Union’s strategic partnerships from a comparative perspective. The workshop provided the opportunity to evaluate the instrument’s future potential, while taking note of differing challenges in using the tool as the basis of relationships with established democracies, emerging democracies, and semi-authoritarian systems. The European Union has used the rubric of “strategic partnership” to frame its relations with a variety of important countries. In applying the notion to such a wide range of international actors, the basis of selection, as well as the nature of the relationship, is not explicitly defined. As the EU continues to deepen relations with some strategic partners such as Canada, South Korea, and the US through negotiations about, and the conclusion of, deep and comprehensive trade agreements and associated political agreements, other strategic partnerships, such as that with Russia, seem under threat. At the same time, the EU shows increasing interest in developing partnerships with rising world powers, such as the other BRICS countries. The concept of strategic partnership is only vaguely conceptualized in EU usage. However, implicit in the notion of strategic partnership is an element of long-term mutuality of interest and of joint decision-making. -

Shirk Justice in Mexico Project Department of Political Science & International Relations University of San Diego APRIL 2014 About Justice in Mexico: Started in 2001, Justice in Mexico (www.justiceinmexico.org) is a program dedicated to promoting analysis, informed public discourse and policy decisions; and government, academic, and civic cooperation to improve public security, rule of law, and human rights in Mexico. Justice in Mexico advances its mission through cutting-edge, policy-focused research; public education and outreach; and direct engagement with policy makers, experts, and stakeholders. The program is presently based at the Department of Political Science and International Relations at the University of San Diego (USD), and involves university faculty, students, and volunteers from the United States and Mexico. From 2005-2013, the project was based at the USD Trans-Border Institute at the Joan B. Kroc School of Peace Studies, and from 2001-2005 it was based at the Center for U.S.-Mexican Studies at the University of California- San Diego. About the Report: This is one of a series of special reports that have been published on a semi-annual by Justice in Mexico since 2010, each of which examines issues related to crime and violence, judicial sector reform, and human rights in Mexico. The Drug Violence in Mexico report series examines patterns of crime and violence attributable to organized crime, and particularly drug trafficking organizations in Mexico. When the organization was formed + brief history This group was discovered March 15, 2007 with the seizure of a large cash pile assumed to be connected to illegal chemical imports into Mexico. The group was originally unnamed, but can legitimately be named for Chinese-born Mexican businessman Zhenli Ye Gon who possessed the alleged drug money.1 The group consisted of Ye Gon’s Unimed Pharm Chem Mexico Company, being used by Ye Gon to carry out his illegal smuggling activities.2 This company was established in April 1997.3 Ye Gon established the precursor to this company, with a man named Hongju Ye, on November 28, 1996, in Hong Kong. Named Unimedic Hong Kong Company Ltd, the company began operations as a supplier of raw materials, such as pseudoephedrine, for the pharmaceutical industry. This company became the Emerald Import and Export Corporation, and used false import documentation to transport pseudoephedrine into Mexico with Ye Gon’s Unimed Pharm Chem of Mexico.4 The large sum of money seized in Ye Gon’s home would likely have been used to start up the major lab in Toluca, Mexico State, if operations had not been disrupted by authorities.5 (See “Resources: logistical” below.) Guevara Introduction Propaganda has an extensive history of invisibly infiltrating society through influence and manipulation in order to satisfy the originator’s intent. It has the potential long-term power to alter values, beliefs, behavior, and group norms by presenting a biased ideology and reinforcing this idea through repetition: over time discrediting all other incongruent ideologies. The originator uses this form of biased communication to influence the target audience through emotion. Propaganda is neutrally defined as a systematic form of purposeful persuasion that attempts to influence the emotions, attitudes, opinions, and actions of specified target audiences for ideological, political or commercial purposes through the controlled transmission of one-sided messages (which may or may not be factual) via mass and direct media channels.1 The most used mediums of propaganda are leaflets, television, and posters. -
