Revolution, Reform and Regionalism in Southeast Asia Geographically, Cambodia, Laos and Vietnam are situated in the fastest growing region in the world, positioned alongside the dynamic economies of neighboring China and Thailand. Revolution, Reform and Regionalism in Southeast Asia compares the postwar political economies of these three countries in the context of their individual and collective impact on recent efforts at regional integration. Based on research carried out over three decades, Ronald Bruce St John highlights the different paths to reform taken by these countries and the effect this has had on regional plans for economic development. Through its comparative analysis of the reforms implemented by Cam- bodia, Laos and Vietnam over the last 30 years, the book draws attention to parallel themes of continuity and change. St John discusses how these countries have demonstrated related characteristics whilst at the same time making different modifications in order to exploit the strengths of their individual cultures. The book contributes to the contemporary debate over the role of democratic reform in promoting economic devel- opment and provides academics with a unique insight into the political economies of three countries at the heart of Southeast Asia. Ronald Bruce St John earned a Ph.D. in International Relations at the University of Denver before serving as a military intelligence officer in Vietnam. DIPLOMATIC DICTIONARY A | B | C | D | E | F | I | M | N | P | R | S | T | V A ACCESSION The procedure by which a nation becomes a party to an agreement already in force between other nations. ACCORDS International agreements originally thought to be for lesser subjects than those covered by treaties, but now really treaties by a different name. AMBASSADOR The chief of a diplomatic mission; the ranking official diplomatic representative of a country to the country to which s/he is appointed, and the personal representative of his/her own head of state to the head of state of the host country. Ambassador is capitalized when referring to a specific person (i.e., Ambassador Smith) AMERICAN PRESENCE POSTS (APP) A special purpose overseas post with limited staffing and responsibilities, established as a consulate under the Vienna Convention. APPs are located cities outside the capital that are important but do not host a U.S. consulate. Typically these posts do not have any consular services on site, so the APP’s activities are limited or narrowly focused on priorities such as public outreach, business facilitation, and issue advocacy. Examples of American Presence Posts include: Bordeaux, France; Winnipeg, Canada; Medan, Indonesia and Busan, Korea. ARMS CONTROL Arms Control refers to controlling the amount or nature of weapons-such as the number of nuclear weapons or the nature of their delivery vehicles -- a specific nation is allowed to have at a specific time. ATTACHÉ An official assigned to a diplomatic mission or embassy. Usually, this person has advanced expertise in a specific field, such as agriculture, commerce, or the military. -

Air America in Laos III – in combat by Dr. Joe F. Leeker First published on 29 May 2006, last updated on 23 March 2018. When, in May 1987, during the unveiling of the Air America Memorial at UTD’s McDermott Library at Richardson, former CIA director William Colby said that Air America aircraft were not combat aircraft, but transport aircraft, that was only true for most of Air America’s flights. But in at least three programs Air America crews flew or were to fly combat aircraft in Laos: B-26s in Projects Mill Pond and Black Watch in 1961 and T-28s as A-Team pilots for the Tango program. Already in July 1955, 2 C-47s chartered from CAT had participated in the first post-ceasefire combat jump flown by C-47s of the ANL (Armée Nationale Laotienne or Lao National Army), when the aircraft dropped the ANL’s airborne battalion, the Seno-based 1er Bataillon de Parachutistes, over the garrison of Moung Peun beleaguered by Pathet Lao forces.1 In August 59, PEO again contracted an Air America C-46 and C-47 for use in the Moung Peun paratroop drop.2 Then there was another absolutely unofficial use of Air America transport aircraft as bombers dropping “Hot soup”. Finally, many Air America aircraft flew combat support missions that brought them very close to the actual fighting: This was true for many missions flown by Air America’s helicopters, that is by the UH-34Ds assigned to the Madriver-contract and later especially for the Bells and S- 58Ts assigned to the AID-439-713 contract. -

The focus throughout is on both the thinking and the politics of what can be termed "the 1965 Indonesia policy group."2 That unofficial group was the informal constellation of US officials both in Indonesia (in the Embassy-based country team)3 and in Washington (in the *This article has enjoyed a long, troubled odyssey. Growing out of intermittent research on American-Indonesian relations dating back to my doctoral dissertation field research in Jakarta in 1963-1965, the substance of the article, including its primary conclusions, was presented in papers at the August 1979 Indonesian Studies Con ference in Berkeley and the March 1980 International Studies Association Conference in Los Angeles.
