Meeting Summary • The Honourable Kim Beazley AC, the Australian Ambassador to the USA, provided an overview of the economy and market opportunities in the United States. • The Ambassador in particular noted: • There are around 10,000 Australian companies operating in the USA. • That the USA remains the largest source of Foreign Direct Investment into Australia at 24% and this continues to grow. • That Australia was the eighth largest research partner with the US which indicated the regard held for the research capability of Australian research institutions. • The opportunity for Queensland companies to exploit the manufacturing and logistics efficiency and scale of USA supply chains. • The Ambassador reinforced Queensland’s positon as a potential gateway to Asia for USA companies, and our strengths in terms of skilled labor and intellectual property protection • He also provided further insights into other objectives of the trade mission, particularly in relation to biotechnology, innovation and information technology.

Meeting with Smithsonian Institution

Attendees Dr Scott Miller Deputy Under Secretary for Collections and Interdisciplinary Support, Smithsonian Institution Mr Eric Woodard Director, Office of Fellowships and Internships, Smithsonian Institution Meeting Summary • The objective of the meeting was to sign and announce the renewal for a further three years of the Memorandum of Understanding (MOU) between the State of Queensland and the Smithsonian Institution. • The MOU between the Smithsonian Institution and Queensland is a unique partnership with a state government. • Queensland Government agencies that collaborate with the Smithsonian Institution under the MOU include the Department of Science, Information Technology and Innovation, the State Library of Queensland and the Department of Education and Training. • The 2015 Queensland-Smithsonian and Cooper Hewitt Fellows were announced and the Premier met with the three completing 2014 Queensland–Smithsonian Fellows. • The completing 2014 Fellows are Dr Aaron Davis (James Cook University), Dr Kathryn Mackey (Queensland Academy for Science, Mathematics and Technology), and Dr Mark Schutze (QUT). • Dr Davis is looking at the environmental impact of urea-based nitrogenous fertilisers on the Great Barrier Reef. Urea-based nitrogenous are used extensively in Queensland’s sugarcane and banana industries. Dr Davis has worked with scientists from the Smithsonian Environmental Research Centre on Chesapeake Bay in Maryland. • Dr Mackey will be working at the Smithsonian Institute in Washington DC for a 12 week period. Dr Mackey will be working with the Learning and Outreach teams from the Smithsonian to gain and understanding of new strategies to extend STEM (Science, Technology, Engineering and Maths) to include the Arts. • Dr Schutze will work with the Smithsonian National Museum of Natural History in Washington to learn about New World fruit flies. This will strengthen Queensland's capacity in pest fruit fly taxonomy and diagnostics. • The Premier undertook a guided tour of the Smithsonian’s Museum of Natural History.

Meeting Summary: • This meeting provided the opportunity to develop relationships with key researchers and policy experts at the Brookings Institution. • Key points for discussion included: • The performance of the Queensland innovation system, including findings of the Lerner Review. • Effective policies to foster innovation and productivity growth. • Mechanisms to support commercialisation and build scale of the venture capital market in Queensland. • Policies to support improved university-industry collaboration and better targeted skills provision to meet the emerging needs of the economy. • Opportunities to increase the scale and range of Queensland’s exports. • The Premier was also able to discuss with the Chancellor of the Washington University in St Louis the 6th McDonnell Academy Symposium to be held in Brisbane at UQ in September 2016. Options for the future policy development of the State, including appropriate government policy for diversification of the knowledge economy were also discussed. • The Premier expressed thanks for the active participation of the Brookings Institution in the G20 Global Café and forthcoming Asia Pacific Cities Summit to be held in Brisbane.

Meeting summary • This meeting provided an opportunity to understand the US Navy’s current and planned activities to trial the use of biofuels and identify global sources of biofuels as part of the Great Green Fleet Initiative. • The ambition would be to enable the US Navy to refuel with biofuels in Queensland when the Great Green Fleet visits Australia in 2016. • The US Navy advised: • The policy drivers behind the switch to biofuels and the long-term commitment to biofuels beyond demonstration, including the national security imperative. • The scale of fuel demand and costs per annum to inform industry planning in Queensland. • The key tests to be applied in sourcing fuels, including that it should not come at the expense of global food production, it should be broadly competitive with conventional fuel, and that it should be ‘ready drop in’ with no significant modifications required to the existing infrastructure (e.g. engines). • The delegation discussed the opportunity for the US Navy to increase its visits to Queensland from mid-2016 and how this could help facilitate the development of a biofuels/bio-industrial sector in Queensland. • The delegation also set out Queensland’s advantages in terms of feedstocks and potential reliability of supply, R&D and supply chain capability. • The delegation also discussed what support Queensland can offer the US Navy for their 2016 visit program and the combined exercises to be held at Shoalwater Bay Training Area near in July 2015. • The Premier then attended a tour of the Pentagon, including paying respects at the National 911 Memorial.

Attendees Dr Dimiter (Mitko) Dimitrov Senior Investigator, National Cancer Institute, US National Institute of Health Professor Peter Grey Director, Australian Institute for Bioengineering and Nanotechnology (AIBN), University of Queensland Meeting Summary • The meeting provided an opportunity to acknowledge the significant contribution made by Dr Dimitrov in association with the University of Queensland (UQ), in the development of the antibody now in Phase 1 clinical trials in Brisbane for the treatment of human Hendra virus. The trial has been underway since April 2015. • The Premier discussed Queensland’s role and capacity in proactively seeking a treatment for this virus. This includes Queensland Health (QH) contracting UQ to manufacture the antibody for emergency stockpiles and for the human trials, as well as UQ’s AIBN developing the method of producing larger amounts of the antibody without needing to reproduce any part of the Hendra virus. • Dr Dimitrov spoke very highly of the work being undertaken in Queensland at the AIBN, University of Queensland. He noted he has been collaborating closely with them for more than a decade. • Dr Dimitrov applauded the approach taken by the Queensland Chief Health Officer in approving the Hendra antibody for “compassionate use” in Queensland, allowing many people to benefit from its protection. • Dr Dimitrov and Professor Grey set out the increasing frequency of rare viral diseases and the potential of antibody treatments to improve responses. This included the potential to treat viruses such as SARS and MERS. • Dr Dimitrov also noted Queensland has a good opportunity for developing and producing niche biotechnology products, with the facilities available at AIBN and at Patheon Antibodies accelerating development prior to Phase 1 trials. • He praised Australia’s rapid path to clinical trials made possible through the development of the clinical trials network and also the recognition of Australian clinical trials results by the FDA in the USA and elsewhere. • Discussions also took place regarding opportunities to liaise with the National Cancer Institute regarding responses to the MERS and SARS. • The meeting also discussed the potential to extend the R&D tax credit to better support early stage antibody research for rare diseases.

Meeting with Smithsonian Museum of Natural History

This provided the Premier and the delegation with a better understanding of the scale and breadth of the Museum in supporting mission-led research to address social, economic and environmental challenges. • Dr Schindel outlined the approach being developed regarding scientific collections, including their important role as “national assets”, and the legislative framework governing their management and use. Dr Schindel set out the broad range of support the Smithsonian provides to a range of national agencies in furthering research of national and global importance and impact. • The delegation also discussed the development of protocols for the repatriation of currently unprovenanced human remains, including several hundred Aboriginal and Torres Strait Islander remains. • Reference was also made to the Museum’s interest in hosting a touring Aboriginal and Torres Strait Islander Culture exhibition curated by the Queensland Museum. • The delegation also discussed the World Science Festival which will be at the Queensland Museum in Brisbane for the next three years. The Smithsonian Institution is a supporter of the World Science Festival and was invited to provide a representative for inclusion in future World Science Forum events.

QUT International Collaborations Luncheon

Event Summary • The luncheon offered the opportunity to acknowledge the ongoing developments of Queensland’s life sciences industry, including the important role of QUT in the sector. • The event showcased the state’s capability to a targeted audience of approximately 100 Queensland and international guests and encouraged further international collaborations and commercial opportunities. • Vice Chancellor and President of QUT, Professor Coaldrake AO announced that QIMR Berghofer and QUT are to form an alliance to work together at the QIMR Berghofer site at Herston, with a focus on infectious diseases and neurosciences. This includes the transfer of 60 highly skilled staff being relocated to the QIMR Berghofer facility. • The Premier witnessed the signing of the QIMR Berghofer and QUT Memorandum of Understanding. • Professor Coaldrake also outlined the work QUT researchers are undertaking on issues such as resistance of bananas to diseases such as Panama disease, a prototype reef robot to assist in the eradication of crown of thorns starfish, chronic disease prevention and health economics. • Dr Amaya Gillespie profiled the work she has been leading in West Africa in the recent Ebola outbreak. The strategic approach to managing the outbreak, logistics and behavioural insights had strong resonance to other disaster management and recovery efforts. • Prior to lunch the delegation met with the keynote speaker Dr Gillespie, with the objective to understand her global perspective on healthcare, in particular child health and infectious diseases, and how she is helping to influence the medical research undertaken at QUT .

Meeting Summary • The Premier acknowledged Johnson & Johnson’s collaborations to date with Queensland and discussions taking place with local stakeholders on the potential to establish a Johnson & Johnson Innovation Partnering Office in Brisbane to enhance the translation of Australian medical research. • Ms Richter set out the role of JLabs in providing external partners with access to expertise and equipment as used by J&J R&D scientists. Ms Richter set out the ambition of Johnson & Johnson to partner with the 10 and 15 existing and emerging clusters across the world to develop the new generation of leaders of the biotech sector, including disruptive technology. • Dr Pachuda outlined Johnson & Johnson’s work in the field of developing and deploying new and disruptive technologies. He outlined plans to partner with external expertise earlier to de- risk emerging technologies, and Johnson & Johnson’s strategic areas of focus. • The Premier emphasised the Government’s commitment to stimulate innovation-led economic and jobs growth, including support for life sciences and the biotechnology sector. • The Premier also took the opportunity to outline the Advance Queensland policy and proposed funding support of Government. This included a commitment to increase applied R&D; attract and retain research and entrepreneurial talent; increase collaboration between the research base, industry and SMEs; and support start-ups and economic growth by increasing the availability of venture capital investment and expertise in Queensland. • The delegation also discussed Johnson & Johnson current collaborations with Queensland which include a world-wide licensing and research collaboration with the University of Queensland (UQ) owned company Dendright, to develop a novel treatment for rheumatoid arthritis and also a multi-year R&D collaboration with UQ’s Institute of Molecular Biosciences, investigating the use of spider venom as a potential treatment for chronic pain.

Meeting Summary • The meeting with Patheon provided the Premier with the opportunity to congratulate and thank Patheon for their recognition of Brisbane as a place to do business and wished them success for the biopharmaceutical manufacturing facility. It is Australia's first biopharmaceutical contract manufacturing facility, currently employing around 70 highly skilled knowledge workers. • Patheon advised that Inhibrix - a biologic immunotherapeutic company focused on the treatment of high unmet medical needs in oncology, infectious disease and inflammatory conditions - have selected the Brisbane site for all their manufacturing and will use this as a platform to deliver clinical materials. • Three programs are being progressed and this is planned to increase to 17 over the next three years. • The meeting also noted the continued strategic supporting role of BioPharmaceuticals Australia (BPA) who have partnered with Patheon as the commercial operator of the Scale- Up Manufacturing Facility. • The Premier was updated on the implications of Patheon’s acquisition of Gallus BioPharmaceuticals in 2014. The acquisition is designed to open up new markets as part of a wider global business operation. The Brisbane facility continues to attract new bio- manufacturing contracts and remains on target to employ up to 100 highly-skilled workers when fully operational.

Event Summary • The Premier hosted the reception to profile Queensland's life sciences capabilities to up to 200 guests from Queensland and around the world. • Queensland has conducted missions to BIO for the past 15 years, and as a result has established the Queensland VIP Welcome Reception as one of the signature events leading up to the start of each BIO convention. • During the speech, the Premier encouraged international partners to collaborate and invest in Queensland life sciences, develop commercial operations in Queensland and partner with our leading companies and research base. • The Premier emphasized the Queensland Government’s continued commitment to the development of the life sciences industry in the state. The Premier emphasised the State’s capability to provide solutions to global challenges and the desire of Government to see the translation of more research to commercial outcomes, providing high-value jobs and exports for the state. • The Premier also highlighted the Government’s commitment to additional investment through the Advance Queensland policy. Event and Meeting Summary • The Life Sciences Queensland (LSQ) breakfast profiled the capacity and developing medical related technologies of relevant Queensland delegates to senior decision-makers of large global pharmaceutical companies. Representatives at the breakfast were drawn from research, industry, startup and investment sectors. • Mr Giovannetti from Ernst & Young provided a global industry perspective as context to these discussions. • The Premier gave opening remarks on the Queensland Government’s ongoing support of the life sciences industry, its value to Queensland as an important source of high-value jobs. The Premier emphasised the importance the Government places in working with the global biotechnology industry to help translate Queensland’s life sciences and industrial biotechnology research into commercial and health outcomes. • The Premier announced that LSQ would receive was to receive $1.86M over four years to continue to work as the industry body supporting the biotechnology sector in Queensland. • The Premier also highlighted the Government’s commitment to new investment through Advance Queensland. • The meeting participants discussed the importance of a competitive business environment, including boosting STEM education in schools. The Premier confirmed the intention of the Queensland Government to set out clear infrastructure investment priorities through a State Infrastructure Plan, a commitment to reduce unnecessary red tape through a new Red Tape Reduction Advisory Council, and to enhance the STEM offer in schools. • Industry experts provided important insights regarding the importance of R&D, venture capital, a shared risk approach and ensuring that researchers understand what the customer wants, as well as the risk appetite for a particular product.

Meeting Summary • The meeting provided the Premier and the delegation to receive a briefing from Mr Giovannetti on EY’s annual Global Beyond Borders Biotechnology Report 2015 , prior to the report’s launch at BIO2015. • Mr Giovannetti provided: • An overview of industry and investment trends across healthcare, biofuels, industrial and agricultural biotechnology. • Insight on the typical life cycle of a life sciences company, from startup to IPO in 5-6 years, then a further 5-7 years to mature to full wealth and job creation stage. • Insight on effective policies to support the future growth of Queensland’s life sciences industry. In particular, he noted that major pharmaceutical companies will pay a premium for potential products and treatments that have been significantly de-risked and that there was increased outsourcing of technical and regulatory functions. • Confirmation of the strong investment interest in products with the potential to deliver a significantly improved standard of care. • A summary of advantages on which Queensland could base its investment offer, notably as a gateway to Asia as a primary driver of global demand, our expertise in tropical disease, reputation for vaccine development and growing number of trade agreements. • Confirmation of the importance of the tax treatment of stock options/direct shares as a recruitment tool in the industry and questioned how competitive Australia was in this regard.

Meeting Summary • The Premier congratulated Professor Liotta and Professor Høj on the partnership between Emory University and UQ. • The delegation acknowledged that the future of drug development and commercialisation in Queensland would benefit greatly from partnerships with experienced operators such as Emory University and Drug Innovative Ventures who have a strong track record of commercialisation. • Emory University is a leader in the field and has a proven track-record of taking R&D through to commercialisation in compressed timeframes. • Professor’s Liotta and Høj provided a briefing on the proposed Queensland Emory Drug Discovery Initiative (QEDDI), a partnership between UQ and Emory University, which will translate healthcare-related research into drug candidates and ultimately new medicines. • Professor Liotta also stated that he saw great opportunity to collaborate with the significant talent Queensland possesses, noting Spinifex (a pain medication) as a positive outcome of collaboration with Queensland researchers. He was particularly interested in dealing with vector-borne diseases (e.g. dengue fever, the chikungunya virus and Ross River Fever) which, due to climate change, will see increased and wider prevalence. • QEDDI will be funded under the UQ Research Infrastructure program and have access to the support of Professor Liotta and Dr George Painter, CEO of DRIVE. It is proposed to establish the QEDDI service in the second half of 2015. • The focus will be areas of large, unmet medical need – translating targets identified in Queensland into products that will benefit the public. • Professor Liotta also noted that Australia was a good location to undertake early stage clinical trials given the R&D tax credit and procedures that were harmonised with the FDA. • The Premier was pleased to make the announcement of this new partnership during the mission and to confirm the Government’s in principle support for the QEDDI initiative.

Meeting Summary • The Premier promoted Queensland’s capabilities in research and development across life sciences, biotechnology, information and digital technology and robotics. The Premier also emphasised the priority the Government placed on supporting translation of research, startup and commercialisation to support economic and jobs growth. • The meeting discussed best practices in supporting early stage ventures, innovation and industry growth. • The Premier particularly sought to understand the BFTP model for commercialisation of technologies and the learnings for the proposed Business Development Fund. • BFTP was founded in 1983 by the Pennsylvania General Assembly and funded by the Department of Community and Economic Development as a state-wide initiative to foster innovation and stimulate economic growth. • Ms Rosenthal set out how BFTP allocates seed funding successfully, their role in validating early stage businesses to other private investors and the range of mentoring and other support available to ensure businesses are investment ready. BFTP always co-invest, never investing alone. The approach is an evergreen model, with a five year requirement to remain invested prior to exit. • Ms Rosenthal emphasized the importance and time needed to build a track record of credible exits. BFTP broker potential investees into investment readiness programs provided by other support organisations. • Ms Collins and Mr Weaver also demonstrated the role of the State of Pennsylvania in supporting economic development, and measures to strengthen university and industry partnerships. They also highlighted the importance of industry-led groups in understanding economic opportunities and challenges in determining forward strategies • The delegation explored potential avenues for collaboration and future partnerships between the respective jurisdictions.

Meeting Summary • Professor Lerner is an international thought leader on innovation, entrepreneurship and public interventions to stimulate entrepreneurial activity and venture capital investment. He has advised a number of national governments on strategies to promote innovation and entrepreneurship. • Professor Lerner noted that approximately 85% of economic growth can be explained by innovation. • The Premier and Professor Lerner discussed his November 2014 report Queensland’s Innovation Ecosystem and Recommendations for Future Actions . • The report found that although Queensland’s macro-economic growth rates had mostly led those of comparable state and global benchmarks, Queensland significantly underperformed on a number of measures – particularly those related to commercialization, patenting and venture capital investment. Queensland has major potential if the innovation system challenges could be addressed. • Professor Lerner has surveyed the stock of lessons of what works and what is less successful in terms of policies to strengthen innovation systems. In particular, he noted the success of co-investment models in building vibrant venture capital markets in Israel and New Zealand; and the success of nations and states in attracting and nurturing startup entrepreneurship such as is the case in Chile. • The Premier and Professor Lerner also discussed his interest in using Queensland as a business case. Professor Lerner expressed a willingness to continue to engage with the Queensland Government in further designing and delivering interventions. • Links and referrals generated by Professor Lerner through ongoing engagement with Queensland would have the potential to significantly raise the profile of Queensland’s innovation ecosystem at an international level.

Meeting Summary • MIT is one of the leading private research universities in the world with a focus on science and technology. • Dr Widdig provided an overview of the history and current operations of MIT. He set out the range of interdisciplinary research centres, strategic initiatives and international partnerships that provide a focus for MIT’s work. Specifically he highlighted the high level of entrepreneurship of MIT graduates, with 15% working in companies they founded and 25,800 active companies founded by MIT graduates providing annual sales of over $2 trillion. • Dr Widdig also provided information on how MIT is making provision available through Open Course Ware, and their work in using big data to better understand how people learn. • The CSAIL is MIT’s largest interdisciplinary institute and is home to MIT’s robotics research. Professor Daniela Rus, Director of CSAIL, is a leading robotics researcher. • Professor Rus is a regular visitor to Queensland and actively collaborates with QUT on robotics research. QUT has made significant research investment in robotics and is considered Australia’s leading university in this important technology.

• QUT is host to the Australian Research Council Centre of Excellence in Robotics Vision and is undertaking a very significant research project in farming robotics surrounding development of an agricultural robot for weed and crop management in broadacre as well as horticultural application. This project is in partnership with the Queensland Department of Agriculture and Fisheries (DAF).

• QUT’s collaboration with MIT has the potential to place Queensland at the forefront of robotics education globally. Additionally, QUT has recently introduced a popular Massive Open Online Course on the subject to a global audience.

• The Premier toured the world leading robotics facility at CSAIL and demonstrated support for the collaboration between Queensland University of Technology (QUT) and MIT.

• A range of important innovations and opportunities for Queensland were raised, including in the areas of robotics, security, cryptography, “grand challenge” topics and computing. Professor Rus also emphasized the importance of teaching coding at a young age.

• Dr Rosen’s team from the Athinoula A Martinos Centre for Biomedical Imaging has worked with Siemens Healthcare to develop the brand new Positron Emission Tomography (PET) guided by Magnetic Resonance Imaging (MRI).

• TRI in Brisbane is in the process of negotiating a Siemens Innovation and Translation Centre (SITC) to be housed at TRI. This venture will bring together UQ, QUT, Metro South Health and Mater Medical Research Institute. The SITC would be based on the model at the Martinos Biomedical Imaging Centre. • This visit provided a demonstration of the interface between the Martinos Centre in the Massachusetts General Hospital (MGH), Harvard Medical School with MIT and Siemens Healthcare USA and Germany.

• The delegation was given a demonstration of the new MRI-PET System developed at MGH, of which there are now two in Brisbane at the Herston Imaging Research Facility (HIRF), in which Siemen’s is the industry partner, and at the Princess Alexandra Hospital. It included a description of the technology and the clinical uses developed to date i.e. the new magnet technology and coil laboratory as well as a briefing on the collaboration with the Martinos Centre with TRI.

• MRI-PET enables precision medicine, improving diagnosis, the effectiveness of treatments and providing major efficiencies in healthcare delivery.

• Dr Rosen will undertake a sabbatical at TRI to teach and activate new MRI-PET programs in Brisbane, in October 2015. The SITC would be accompanied by an investment by QUT in at least 8 new radiography PhD students to be based at the SITC.

• Representatives from Siemens, outlined how the partnership provides invaluable engagement with leading clinical experts and customers which drives R&D.

• There is the potential for the new MRI-PET facility in Brisbane to become an Australian and South-East Asian facility for Siemens Healthcare. The Premier confirmed the Government’s commitment to support the establishment of the site at TRI.

Meeting Summary • Healthcare Ventures (HCV) is a leading life science venture capital firm investing in pre-clinical or early clinical stage focused technologies with the potential to transform patient care. • HCV’s approach identifies high potential products within academia or pharmaceutical companies, develops them to clinical proof-of-concept within capital efficient, semi-virtual organisations and generates returns through acquisitions by pharmaceutical and biotechnology companies. • HVC has raised $1.6 billion in nine funds over 25 years. It has invested in 106 companies, 68 as startup ventures, including Vaxxas, a start-up that is commercialising the nanopatch needle-less vaccine-delivery-technology developed by the University of Queensland’s Australian Institute for Bioengineering and Nanotechnology. • The meeting provided insight into the current trends in US venture capital investment activity in the biotechnology sector, and documented the experience of HCV in managing the biotechnology investment fund in which the Queensland Government invested $25M and remains a limited partner. HCV are confident of exits in the next 12-18 months.

• HCV has built considerable knowledge of the capability of Queensland’s life sciences sector, and its potential for its researchers and businesses to generate technologies that will attract future venture capital investment.

• HCV is optimistic about investment in Queensland, having previously conducted successful trials in Australia and having interacted with a venture capital fund at QIC.

• Mr Hoey gave an overview of current developments at Vaxxas including progress with clinical studies.

This includes the provision of services at scale, improved quality and low cost. • Salesforce currently has around 100,000 customers, with a heavy focus on the public and financial sectors. The company has a vision of 30,000 employees by 2020. • The online platform, UberSalesforce, currently has 1.8 million developers generating new apps. • Australia was identified as a top seven market for Salesforce. • The number of Salesforce employees in Australia has doubled in the last two years and Queensland is in a good location to support the deployment and development of applications on the Salesforce platforms. • Mr Green also provided an overview of the companies philanthropic and volunteering commitments. • Salesforce also made the offer to convene a session with leading industry experts, Cabinet members and senior officials to examining how digital technologies are and will transform public services.

Accel Partners has funded more than 300 hundred digital technology companies, including startups and later- stage companies since 1983, including multinationals such as Facebook, Dropbox and Etsy. • Unlike most US venture capital firms it invests globally, is sector agnostic and focused vertically. • Mr Braccia gave an overview of key features and strengths of the Silicon Valley innovation system. This includes an educational focus that meets the needs of the existing and future economy, entrepreneurial faculty in key universities who move in and out of academia, deep pools of people with knowledge of how to build and scale a business, large volumes of ‘spin offs’, an appetite for risk by entrepreneurs and investors, effective incubators and programs, and strong internship programs. • Mr Braccia suggested Government consider support to free up risk appetite, enhance tax credits for R&D, remove regulatory impediments to start up and growth, and use the power of Government as a customer to foster innovation. • During the meeting the Premier and the delegation highlighted Queensland’s strengths in developing and applying digital and technology solutions in industries such as mining and minerals, unconventional gas, agricultural robotics and bioengineering as well as promoting Queensland’s capability and deal-flow across these areas. Opportunities to co-invest with local venture funds were highlighted. • The Premier promoted Queensland as an attractive destination for Accel Partner’s portfolio companies to expand into the Asia Pacific region, leveraging the R&D capabilities, strong IP regime, R&D tax credit and available human capital in Queensland. • The Premier also invited Accel Partners to visit Queensland and meet with digital and emerging technology companies as well as connect and collaborate with Queensland venture capital and business angel groups. • As a result of this meeting, Trade and Investment Queensland will coordinate a program of meetings and introduce Accel Partners to leading companies that are seeking financial and management partners.

Recent analysis by Deloitte suggests that the direct and induced economic impact of Facebook in 2014, was some $227 billion and supported 4.5 million jobs. • Facebook is also providing ‘Boost your Business’ workshops, events and online education to SMEs which could be rolled out in Queensland. • The delegation highlighted Queensland’s digital sector and growing number of innovative digital providers and welcomed Facebook’s business as an anchor digital tenant to Queensland. • The Premier extended an invitation to Facebook representatives to visit Queensland and meet with digital entrepreneurs and businesses seeking to reach new customers through online sales channels. • The Premier also discussed the potential for Facebook to be used to better engage citizens and as a platform for tourism campaigns.

The company is dedicated to leading edge R&D, as well as identifying new applications for its technology. • GE’s US$1B San Ramon Software Centre of Excellence was established in 2011-12 in order to develop dedicated software capability in the “Industrial Internet”. • GE’s Global Headquarters for Mining is based in Queensland. The Premier acknowledged and congratulated GE on its Springfield headquarters as well as acknowledging the confidence expressed in Queensland for its global headquarters for mining. • The meeting followed the official opening of the purpose-built $72M GE Queensland headquarters in Springfield on 10 June 2015. GE is a significant employer in Queensland and its presence is one of the most significant of all the Fortune 500 companies operating in Queensland. • GE has indicated Australia will host a satellite of its San Ramon Software Centre of Excellence. It is expected that GE staff based in Queensland will be part of the Australian Software Centre, which would be a positive outcome for the technology sector in the state. • The Premier explored the possibility of extending GE’s existing presence to expand further as a satellite of the San Ramon Software Centre in Queensland. • The delegation also discussed with GE their views on the future of work and technology and the application of GE platforms (Predix) and data analytics to improve public services and asset management including distributed and preventative healthcare and transport systems. • The Premier toured GE’s facilities including their innovative co-working and simulation spaces.

It was founded by entrepreneur Elon Musk. • The delegation was provided with a presentation covering Tesla’s strategic priorities, growth plans and product range. The delegation also undertook a tour of the Tesla Factory, the most integrated car plant in the world. The Premier also had the opportunity to test drive the latest Tesla sports car. • The Premier was able to convey the Government’s desire to see Queensland feature in the company’s plans for expansion into Australia. • Queensland’s emerging capability in the electric vehicle sector was discussed as well as the benefits of potential partnering opportunities with Queensland companies. The Premier also spoke about the Government’s support of initiatives that create cleaner and more livable cities and regions as well as the commitment to innovation to ensure Queensland’s long-term competitiveness, resilience and job creation. • The delegation discussed the high rate of penetration of solar and renewable energy in Queensland across residential and commercial applications and the dispersed nature of Queensland’s population, which would support large scale application of energy storage technologies, such as the “PowerWall” Tesla Battery. • Australia and Queensland are seen as a significant target markets for Tesla. • The Premier also sought information on the company’s expansion plans given the demand for the Powerwall residential and commercial scale batteries. • The Premier extended an invitation for Tesla representatives to travel to Queensland and the willingness of Government to facilitate meetings with potential distribution and installation partners in Queensland. • As Queensland has secured rights to host the World Science Festival for a period of six years, the Premier extended an invitation to Elon Musk to attend the event in 2017 as the keynote speaker.

Meeting Summary • Legendary is a leading media company with film, and comics divisions dedicated to owning, producing and delivering content to mainstream audiences with a targeted focus on the powerful “fandom” demographic. • Legendary, together with , are the production company behind Angelina Jolie’s Unbroken which was filmed in Queensland and from September 2013 to January 2014 and was distributed by Legendary. The final Queensland production expenditure for Unbroken was $22.5M. There were 785 Queensland cast and crew employed and some 411 Queensland vendors were engaged. The Premier expressed appreciation to Legendary for these benefits. • The purpose of the meeting was to encourage Legendary Pictures to choose Queensland as the primary location for a major upcoming production. In February 2015, the director and producers travelled to Queensland to scout locations in South East and Far North Queensland for the film. • The meeting provided the opportunity to emphasise the Government’s support for the film industry and recognition of the benefits that major productions bring to Queensland and local communities. The Premier also confirmed that the Government, through Screen Queensland, would give strong consideration to a package of support to secure the film in Queensland. • The Premier also encouraged Legendary to consider a long-term slate of productions and presence in Queensland.

Marvel Entertainment makes large-scale feature films with well-known comic characters. • Screen Queensland has a well-established relationship with Disney who arranged the introduction to Marvel. This is a new relationship for Screen Queensland and Australia. Given the size and quantity of productions that Marvel makes, it provides a unique opportunity to explore a long-term relationship with the studio and Queensland. • Marvel indicated its interest in filming a feature film in Queensland and requested a meeting with the Queensland Government. • During the meeting the Premier emphasised the Government’s support for the film industry and recognition of the benefits that major productions bring to Queensland and local communities. The delegation also sought information on the timelines, scale and locational requirements for future Marvel productions. • The Premier also confirmed that the Government through Screen Queensland will provide support to facilitate major productions and give strong consideration to a package of support to secure productions. The Premier extended an invitation to Marvel executives to visit Queensland as part of considering locations. • As a result of this meeting, Screen Queensland will continue to liaise with Marvel and make a case both creatively and economically to secure the film for Queensland. • Marvel raised the non-competitive nature of Australian Government locational tax offsets when compared to other international jurisdictions as a significant issue and sought Queensland Government support in raising this issue with the Australian Government. The Premier committed to raising this issue with the relevant Australian Government Ministers.

Disney own a large number of companies including LucasFilm, Bruckheimer Productions, Pixar, Marvel and Touchstone and is interested in a long-term relationship with Queensland. • Within Screen Queensland’s contract with Disney are tourism opportunities including a tourism/film advertisement that can be played in international cinemas as the trailer starts playing in 2017 in cinemas. There are also opportunities for tourism promotions tied in with the film in key tourism markets and building a website that can tie the film to key tourism locations in Queensland. These opportunities will be progressed in 2016 and early 2017. • Pirates of the Caribbean’s official Facebook site has more than 24 million followers and will shortly start posting social media utilizing Tourism Queensland hashtags to tie the film and Queensland locations together in an effort to drive tourists to Queensland. • Screen Queensland has worked closely with Tourism and Events Queensland to develop a model that enables Queensland to align visual elements from the film with tourism locations in Queensland, ensuring that the benefits of the production continue to the state, long after filming has completed. • Disney sees Queensland as a partner in promoting the film and this gives Queensland leverage over other locations trying to secure production. • The Premier sought an understanding from Disney regarding how Queensland can build on the success of Pirates of the Caribbean and secure other Disney or its subsidiary company productions and become Disney’s partner of choice over the next three to five years. The delegation also discussed what Disney had in their upcoming work program and what may work creatively in Queensland.

Meeting Summary • NBC Universal hosted the Premier on a tour of Universal Studios followed by a dinner meeting with senior executives to discuss forthcoming plans and production opportunities. • NBC Universal own Matchbox Pictures (acquired in January 2014) which has recently opened offices in Queensland through a Screen Queensland Enterprise program. It has just completed its first series in Australia called ‘The Family Law’ which is currently in post- production and will first air on SBS. • The Matchbox acquisition is part of a broader strategy at NBC Universal to set up an international network of local production companies. These include UK shingles: , Monkey Kingdom, Lucky Giant and Chocolate Media as well as a joint venture with Working Title Television and Lark Productions in Canada. NBC Universal has a variety of divisions across film and television as well as work with companies such as Legendary Pictures on distribution. • NBC Universal has indicated an interest in continuing to make television through Matchbox in Queensland. Funding for the development of high-end television is available through Screen Australia and Screen Queensland. • The Premier’s meeting helped to establish a relationship with NBC Universal to support discussions with Screen Queensland about securing a high end television series. The Premier also sought to establish if any series are currently considered for Australia and promoted the benefits of producing in Queensland. • The delegation noted that Screen Queensland would continue to liaise with NBC Universal and Matchbox Pictures to attract and develop television series for Queensland.

Premier’s trip may see city’s ship come in PREMIER Annastacia Palaszczuk described her trip to the United States this week as a trade mission to drum up business for Queensland. Indeed, there are few businesses in the world as big as the US military. It emerged yesterday that Ms Palaszczuk will meet defence officials in the Pentagon to push for Townsville to supply biofuels to the so-called Great Green Fleet, opening the door for the city to become a major fuelling port. The Green Fleet is an initiative of the US Navy involving ships running on biofuels instead of conventional fuels. Ms Palaszczuk will present the case that Townsville is ideally placed to service the fleet. Any commitment by the US Navy to refuel in Townsville would be watched closely by the North Queensland Bio-Energy Corporation, which is well advanced on developing a $520 million sugar mill at Ingham capable of producing up to 200,000 litres of ethanol per day. The prospect of regular visits from US Navy ships would also be a welcome boost to the Townsville economy. US sailors are known for spending up big during shore leave, but the city has been starved of visits in recent years. The last major visit was the USS Chosin in late 2013. Premier Annastacia Palaszczuk today met with researcher Dr Dimiter Dimitrov from the National Institutes of Health during her US trade mission to discuss an ongoing relationship with Queensland scientists. Dr Dimitrov was a co-developer of the monoclonal antibody for Hendra virus, launched in April, which has been approved for human trials in Queensland. The work of Queensland scientists in further progressing the treatment fuelled discussions about other emerging diseases, including Middle-East Respiratory Syndrome (MERS). The virus has caused seven deaths in South Korea and seen 1800 schools shut and more than 2500 people quarantined. AAP RTV

The US navy could help create a thriving biofuels industry in regional Queensland, Premier Annastacia Palaszczuk says.

Ms Palaszczuk visited the Pentagon in Washington DC as part of her first trade mission as premier to the US, where she met the navy's top brass.

A renewable energy policy has set a goal for half the navy's energy needs to be met from alternative sources by 2020.

The premier says that opens up opportunities for regional Queensland.

"We saw the boom of the LNG industry - this has the potential to be our next growth industry," she said on Saturday.

"We know the technology is there, we know we have the people already working in this field, what we now need to do is seek out those industry partners."

Ms Palaszczuk said the talks were in their early stages and the state needed to decide where it would place production plants.

"Initially, it could be in Mackay or Gladstone," she said.

MACKAY and Gladstone have joined Townsville as possible sites for a biofuels production plant as part of a State Government plan to power the US Navy’s eco-fleet.

Premier Annastacia Palaszczuk met senior US Navy officials at the Pentagon on Saturday to lobby for Queensland to supply fuel for its Greet Green Fleet.

The meeting, part of a US trade trip, discussed the navy’s renewable energy policy and how Queensland could be involved.

Ms Palaszczuk said the State wanted to tap into the expertise from universities regarding biofuels.

“We need to look at where we can put in place a production plant,” she said.

“Initially it could either be in Mackay or Gladstone, but we also know we have Townsville there, a 7 ready port which would be able to use the fuels for the US Navy.”

The Great Green Fleet will embark on a Pacific tour in 2016 as part of its planned activities to trial biofuels, with Queensland being a potential destination.

Port of Townsville chief executive Ranee Crosby said while it was early days, it was great that Ms Palaszczuk was championing Queensland and Townsville.

“We’ve got a port that’s ready and capable,” she said.

Ms Crosby said the port would love to host the fleet during next year’s Pacific tour.

“It would just be brilliant for the city,” she said.

“They’ve got priority access to Berth 10 if they’re willing to come.”

Townsville MP Scott Stewart said he would support the project and a visit during the Pacific tour.

“If we can pull this off and develop the biofuels, it will be a great shot in the arm for the economy, not just for Townsville but for North Queensland,” he said.

The plan could also mean opportunities for James Cook University researchers, with a US naval delegation having visited the university in 2012 to inspect bioenergy projects.

The push comes as the State Government commits up to $1 million to identify new agribusiness prospects and their water needs in the Lower Burdekin.

Minister for State Development Dr Anthony Lynham said the Lower Burdekin Catchment Development Project would identify future development options and what needed to happen with water resources to support growth.      

THE Queensland Government will spend $360,000 on a three-year research partnership with the Smithsonian Institution in Washington.

Premier Annastacia Palaszczuk said the money would help support Queenslanders undertaking research at the Institute.

The Smithsonian will host the researchers while the Queensland Government will pay $5000 worth of airfares and $1250 per week living costs for researchers completing three to four- month study tours.

The 2016 round of the fellowship program will open shortly and only Queensland school teachers and researchers can apply.

MACKAY has been named as a potential location for a biofuel production plant to supply the US Navy.

Premier Annastacia Palaszczuk made the announcement following a meeting with senior US Navy officials at the Pentagon in Washington yesterday, as part of the US Navy's renewable energy policy and its potential for supporting a biofuels industry in Queensland.

"The US Navy has set a goal of meeting half its energy needs from alternative sources by 2020, which opens up opportunities for biofuels suppliers at ports around the world," Ms Palaszczuk said.

"Queensland has the potential to play a big role in meeting those needs.

"There is potential for regional Queensland, especially Mackay and Gladstone."

A spokesperson from the Premier's office said it was Mackay's abundance of sugarcane by- products that made it an attractive option.

"Sugarcane could one day be powering US navy ships," he said.

"It's part of the US Great Green Fleet Initiative, they are looking for suppliers all around the world.

"Gladstone was probably also mentioned because of it's port."

Ms Palaszczuk named biofuels as the next big industry for Queensland.

"A Deloitte Access Economics/QUT study predicts bio-refining in all its forms could contribute $1.8m in gross state product to Queensland over 20 years and support more than 6,600 jobs over the next 20 years," she said.

Premier Annastacia Palaszczuk's United States trade mission has taken her to the Pentagon.

Ms Palaszczuk, who left for America on Thursday, met US Navy brass at the famed Washington building to discuss how Queensland can help the leader of the free world meet its renewable energy targets.

The world's largest Navy, which includes a fleet of more than 280 battle ships and 10 aircraft carriers, wants to have half its energy needs met by alternative fuel sources by 2020.

Ms Palaszczuk wants Queensland to be a part of helping the US meets that goal.

"If we can lock down this partnership, we can unlock the opportunities to Queensland this will bring," Ms Palaszczuk said in a statement.

"My Government is keen to work with industry and research organisations to maximise Queensland's potential when it comes to biofuels and bio-manufacturing industries."

Both the Opposition and Labor have indicated a willingness to expand the state's biofuel industry, including plans for an ethanol mandate in fuel, which coincidentally is a key commitment needed to secure the Katter Party support in the state's hung parliament.

But with the mining and resources boom subsiding Ms Palaszczuk said it also opens doors to creating a new industry for the state.

The Premier has already flagged research and development of new industries playing a starring role in next month's budget and while no plan has been released, has also made a commitment to exploring renewable energies, including expanding the state's solar industry.

After leaving Washington, Ms Palaszczuk will travel to Philadelphia, Boston and Los Angeles.
