WHY THIS MARKET? India

12 • India is Queensland's fourth largest export destination with merchandise exports from Queensland valued at $6.1 billion or 11.4% of Queensland's total export value for 2011-12. The major export items from Queensland to India included coal and metalliferous ores, fertilisers, and vegetables and fruit. • In addition to the strong demand for Queensland's natural resources, there is growing demand for Queensland goods and services with an increasing number of Queensland exporters securing business in India in the areas of mining equipment, technology & services (METS), environmental technologies, transport infrastructure, construction, education & training, agribusiness, creative industries, aviation and tourism. • Long term, export opportunities for Queensland companies are set to increase with India currently the world's second fastest growing major economy and second most populous nation, projected to become the world's third largest economy overall after the U.S. and China by 2025. This economic growth will spur a rapid rise in India's household disposable incomes leading to a dramatic increase in consumption. The bulk of this consumption will be attributable to India's new middle class which is anticipated to grow from a number of 50 million in 2005 to 583 million by 2025. • Coupled with India's economic growth is a rapidly increasing demand for energy. Unable to produce enough coal to satisfy demand for energy and steel domestically, India is a net importer of coal prompting Indian companies to pursue international investment in energy and resources projects. As a result, Queensland has received a substantial increase in Indian inward investment in the resources sector, with large Indian conglomerates such as Adani and GVK committing to multi-billion dollar projects in Queensland's Galilee Basin. • Other major Indian companies that have invested in Queensland and have established offices include Pearls MiiHome, Jindal Steel, Shushan Steel, and Tata. • The Australia-India Comprehensive Economic Cooperation Agreement currently under negotiation has the potential to expand trade in services between India and Australia. A comprehensive FTA could facilitate growth in services trade by reducing barriers faced by Australian service suppliers and by increasing regulatory transparency. It may also facilitate and encourage investment by reducing barriers, increasing transparency and enhancing investment protections. • Recognising the growing importance of Queensland's bilateral trade and investment relationship with India, the Queensland Government established a Trade and Investment Queensland office in Bangalore in 2004, officially opened by the then Premier in September 2004. As well as having an office in Bangalore, Trade and Investment Queensland also has representatives in Mumbai and Kolkata who promote Queensland's world-class expertise, products and services and investment opportunities.

MATTERS DISCUSSED • I discussed with Mahindra ways to progress their current investment interests in Queensland and invited Mr Mehra to visit Queensland. • Mahindra Group is a leading Indian engineering company. The Mahindra Group, based in Mumbai, has an annual turnover of over a billion dollars. Established in 2007, the aerospace division is focused on automotive and component design and manufacturing for both civil and defence applications. Mahindra Aerospace plans to become a leader in the global market in this field. • I promoted Queensland's competitive advantages within the aviation and aerospace industries (both civil and defence related). • I discussed the position of Queensland as a hub for aviation and aerospace for the Asia Pacific region. • I invited Mr Mehra to visit Queensland and view what Queensland has to offer international investors. • I discussed how the Queensland Government can assist with future investment interests in Queensland. • I expressed my interest to visit Mahindra's tractor and auto divisions' facilities that Mahindra has recently relocated from Sydney to Brisbane.

MATTERS DISCUSSED • I received a briefing on the current economic and political situation in India and the implications for Queensland - India relations. • The Australian High Commission in India is a key ally of Trade and Investment Queensland's India team. I received a briefing on issues which were relevant to my meetings during my mission. • I also received a briefing on the Oz Fest component of my program. • I acknowledged the importance of the working relationship between the Australian High Commission and the TIQ office in Bangalore and conveyed Queensland's support for the India-Australia Free Trade Agreement (FTA) negotiations. • I received an update on: • recent developments of major Indian conglomerates who have made investments in Queensland's resource and tourism infrastructure sector; • India's stance regarding uranium imports from Australia; • how the OzFest program has been received in India particularly by the target audience of 18-35 age bracket and India's current perception of Australia following the negative publicity generated in India due the 2010 student issues; and • status of postponed India-Australia FTA discussions. • I highlighted the proposed re-commencement of uranium mining in Queensland and the establishment of a Uranium Implementation Committee to determine a best­ practice framework for the recommencement of uranium exports. • I indicated TIQ India will continue its close collaboration with the Australian High Commission.

I provided a 10 minute speech promoting the Queensland - India relationship, Queensland's commitment to doing business with India targeting education and training, and the four pillars of the Queensland economy- resources, construction, agriculture and tourism. • I announced the Queensland Art Gallery's acquisition of a major piece of art work Somersault in Sandalwood Sky 2012 by Atul Dodiya, a central figure in Indian contemporary art. • There was approximately 150 guests that attended this function from a variety of sectors including mining, education, tourism, infrastructure, food & beverages, media, Tourism Queensland and Australia, and Australian Government representatives. In addition, Lex McQueen from BMag Magazine was invited to attend. • I promoted Queensland as a tourist destination of unique experiences and thanked the travel industry for their support in promoting Queensland over the past few years. • I outlined the Queensland Government priorities and commitment to improve business environment and reduce red tape.

MATTERS DISCUSSED • An informal private meeting with Mr Sanjay Reddy occurred to discuss GVK related meetings and activities in my program. • My business delegation and I received a presentation on, and tour of, the Mumbai Chhatrapati Shivaji International Airport (pronounced Chhat-raa-pati She-bhaj1) (CSIA), Terminal 2 including the Art Studio and research centre .. • GVK, headed by Dr GV Krishna Reddy, (Founder, Chairman and Managing Director of GVK) is a diversified Indian business conglomerate with interests across a number of sectors including energy, resources, airports, transportation, hospitality and life sciences. • I thanked Mr Reddy for facilitating meetings and activities for myself and my delegation on my first official visit to India as Premier. • I indicated my interest in seeing GVK's projects and success in India and in particular the upcoming presentation and tour of their Mumbai International Airport, Terminal2. • GVK is an important Indian company in Queensland and their relationship with Queensland spans numerous sectors including transport, infrastructure and resources. • I acknowledged that the Mumbai CSIA is an award winning airport in India. • I highlighted the Queensland connection to the CSIA through Queensland based companies who, with local companies, provided aspects of the design, structure, fabrication and construction of the expansion and upgrade of Mumbai's domestic and international airport terminals. • I highlighted that Oz Fest India was one of the reasons I chose this time to visit and that Queensland was a sponsor of Oz Fest, the largest and most expansive Australian cultural festival ever to be staged in India. • I discussed Queensland's strengths in airport infrastructure as Brisbane Airport Corporation recently won an award for sustainability in May 2012.

26 • I sought information on plans by GVK to construct two airports in Indonesia. In this context, I promoted Queensland's expertise in providing structural design and construction of airport terminals that GVK could access.

EVENT OVERVIEW • I provided a 10 minute speech at this Queensland - India Investor's Forum to promote Queensland as an attractive investment destination and to encourage Indian investment into the four pillar sectors of the Queensland economy- resources, agriculture, tourism and construction. • Mr Jon Grayson, Director-General, Department of the Premier and Cabinet was the MC for this event. Queensland business delegates attended this forum including a select few who presented at this forum. • The audience included approximately 30 company representatives from reputable medium and large Indian companies • I promoted Queensland as an ideal investment destination based on its economic environment, skilled workforce, diversity (regions and industries), competitive business costs, developed infrastructure, innovation, and research and development activities. • I outlined the Queensland Government's commitment to creating a supportive environment for businesses to invest in Queensland through various means including cutting red tape and increased focus on Public Private Partnerships (PPPs) for infrastructure development. • I wannly welcomed continued Indian investment into Queensland which plays a important role in the economic growth of the State. • I highlighted Queensland as a successful investment destination by globally recognised companies including Boeing Defence Australia, Bechtel, AstraZeneca, Hatch, Rio Tinto Alcan, Talisman Energy, DHL Global, Sanofi-Aventis, Digicel Pacific, Airbus Military, Raytheon Australia and Sandvik Mining and Construction. • I promoted that business confidence in Queensland has increased to levels not seen before the global financial crisis and are largely driven by my Government's policies promoting strong fiscal discipline and reducing red tape and taxes. • I confinned the Queensland Government's commitment to facilitating business opportunities between India and Queensland. It was strengthened by my commitment to lead my first delegation to India as Premier. • I invited Indian investors to visit Queensland to explore trade and investment opportunities. I highlighted that the Queensland's economic environment and forecasted growth offers investors an ideal safe, long-term investment climate. • I highlighted that my Government has established Projects Queensland, a standalone unit within the Queensland Department of Treasury and Trade which will ensure major projects are built on time and budget and to focus on service delivery by encouraging innovative private investment for new projects and reducing costs and red tape.

EVENT OVERVIEW • I was a "Chief Guest" at the Adani Oz Fest India Reception. At this reception I provided a five minute speech promoting the Queensland - India relationship, in particular investment opportunities into Queensland and Queensland's participation in Oz Fest Australia Unlimited (Oz Fest India). The Deep Blue Orchestra from Queensland University of Technology perfonned at the reception. • The Adani group is a major investor in Queensland. The company acquired an exploration penn it for coal and is seeking approval to develop a greenfield coal mine (both open-cut and underground mines) in the Galilee Basin, supported by rail facilities to coal export tenninals at Abbot Point and/or Hay Point. The value of this investment is expected to be approximately $10 billion. Additionally, the Adani Group acquired a 99 year lease over the Abbot Point coal terminal for $1.83 billion. • I thanked the Adani Group for: inviting me to visit Ahmedabad; hosting myself and my delegation, particularly this reception at Mr Adani;s private residence; and providing a tour of his Mundra Port and energy facilities. • I highlighted that I bought a business delegation of 75 delegates representing 66 companies from a diverse range of sectors including education and training, mining and professional services. • I wished the Gujarat Government all the best with the Vibrant Gujarat Summit in January, a major investment attraction event hosted in Gujarat that I was invited to by the Chief Minister but unable to attend. • I acknowledged the reception was an Oz Fest India event and the Adani Group was a platinum sponsor of Oz Fest.

31 • I indicated that Queensland was proud to be a silver sponsor of Oz Fest along with the Queensland University of Technology (QUT), participating delegation members (Pearls MiiHome, and ANZ Bank) and a number of Indian companies with a base in Queensland. • I congratulated Dr Strahan and his team for successfully organising Oz Fest India. • India is Queensland's fifth largest trading market and is an important market for Queensland across a number of sectors in particular education and training, mining, agriculture including food and beverage, construction and tourism. • Queensland is increasingly becoming an investment destination for Indian companies particularly in the resources and tourism sectors.

GVK is also a major investor in Queensland's resources sector. • I praised GVK's social corporate responsibilities in particular their initiative to save lives via their emergency management and research institute. • I indicated that Queensland is proud to have an Indian investor that takes its social corporate responsibility seriously and proactively. • I promoted how Queensland managed one of its major natural disasters which struck between November 2010 and January 2011 floods, through its emergency response operations and practices. The management of the response was a cooperative effort by all three levels of Government (Federal, State and Local), implemented through the Queensland Reconstruction Authority.

38 • The Chief Minister and I discussed the World Agricultural Forum to be held in Hyderabad in November 2013 and I agreed to advise the Queensland Minister for Agriculture of the Forum • We also discussed the opportunity to work on the sectors focusing on water as well as solid waste management and agree to explore opportunities with Queensland companies in this area. • I sought information on development and project plans in Andhra Pradesh and discussed ways in which Queensland companies can collaborate with local companies to support the plans. It was also an opportunity to promote Queensland for resource investment and as a global hub for mining equipment, technologies and services (METS). • I thanked the Chairman for the meeting and congratulated the Chairman on his appointment earlier this year. • I sought a briefing on the Indian mining sector, its current landscape and future plans for CIL. • I invited the Chairman and his team to visit Queensland and encouraged them to consider Queensland for innovative METS solutions. A number of Queensland companies and organisations are already working with CIL. • I indicated that my delegation included a large group of business representatives from the resources and METS sector. I also acknowledged that CIL supports I MME. • I highlighted the METS companies participating in the Queensland mining trade mission to the IMME in my discussions. Opportunities exist for Queensland METS companies to become a part of CIL's supply chain. • I promoted Queensland as an attractive investment destination with good prospects in the mineral and energy sector, high quality geoscience industry cluster, excellent Asia-Pacific region access, low tax, high growth, and a highly skilled workforce.

EVENT OVERVIEW • I was a key note speaker representing Australia at this flagship Oz Fest India business event on Australia-India Trade and Investment Opportunities in Mining. I delivered a 15 minute speech promoting Australia as a leading mining region. • This was also an opportunity to promote investment in Queensland's resources sector and Queensland as a global hub for mining equipment, technologies and services (METS). A number of Queensland METS companies attended this event as part of a separate Queensland mining trade mission. • Oz Fest India is the biggest Australian cultural festival ever staged in India. The Oz Fest program also includes business activities which this event fell under. • I congratulated DFAT for successfully organising Oz Fest India and Austrade for organising this event under the Oz Fest banner. • I highlighted Australia as a leader in the global mineral industry, due to abundant mineral resources, skilled industry professionals, advanced extraction processes and cutting-edge technologies. • I highlighted that Australia's resource industry has helped it become a world leader in the development and manufacture of mining equipment, technology and services (METS). Australian firms are competitive right across the supply chain. • I promoted synergies between India and Queensland in the International Mining and Machinery Exhibition (IMME) and resources sectors and highlighted the trade and investment opportunities available as a result. • I encouraged the audience to visit the Australian pavilion at the exhibition to meet with Queensland and other Australian companies.

    SYDNEY, Dec 2 AAP- Australian officials are in India to formalise a deal for the largest and most comprehensive coal mining exploration program undertaken in Australia. Federal Resources Minister Martin Ferguson and Queensland Premier Campbell Newman travelled to the sub-continent for the announcement by Indian-based infrastructure company The Adani Group that it's ready to proceed with a multi-billion dollar mining project in the Galilee basin. The Adani Group has completed a comprehensive geotechnical field investigation to define the coal resource at Carmichael Mine, which at ten billion tonnes, worth an estimated $10 billion, makes it the largest coal tenement in the world. The company says the project will include the construction of a mine, rail and port infrastructure and create 4000 long-term jobs. The Adani Group chairman, Gautam Adani, said the company's partnership with Australia and Queensland had been one of "exceptional trust, transparency and understanding". "Australian industry and the Indian corporales like the Adani Group have some distinctive synergies, which will prove to be of mutual benefit to all in the long run," Mr Adani said in a statement on Sunday. "The Adani Group stands committed to setting up world-class infrastructure facilities such as a mine, railway and port in Australia." Mr Newman said India was now a "trading ally". "As India's industries ccntinue to grow, so do the opportunities for partnerships between our regions. India has become more to Queensland than a mere trading partner. We are now trading allies," the premier said. The Adani Group has already invested $3 billion in its integrated Australian projects and is expected to invest a further $7 billion over coming years. The group is operating Abbot Point coal terminal near Bowen which it acquired in 2011 and is planning to increase its annual capacity to 120 million tonnes from the current 50 million tonnes. The coal from the Carmichael Mine will be transported via the 400km railway line to Abbot Point for export to India.
