Announcement for inviting applications for participation in BRICS Young Scientist Conclave 26-30 September 2016 & Hampi

Pursuant to the VII BRICS Summit, Ufa Declaration of July 2015, and as an integral part of BRICS Young Scientist Forum initiative approved by 2 nd BRICS STI Ministerial Meeting at Brasilia in March 18, 2015. India would be hosting the BRICS Young Scientist Conclave 2016 as a coordinating country. The conclave aims at promoting opportunities to engage and network young scientists of BRICS countries. Vision

• BRICS Youth connectivity & networking to harness their knowledge for resolving common societal challenges through research and innovation and strengthen advancement of skill & research competencies of youth primarily in the age group of 22-35 years drawn from Science, Engineering other allied disciplines.

• Building BRICS leadership in S&T through creative youth with capacity and capability to accelerate change individuality and collectively (BRICS Youth Alummi).

• Reinforcing BRICS nation’s and regional STI policies and youth policies, skill development and entrepreneurship polices.

Targeted participants

• Young bright scientists/engineers/technologists/innovators/ techno-entrepreneurial start-up professionals / science journalists-educators-science, literacy and popularizing professional / legal specialists on translational aspects of research and technology integration in society-market / researchers in the age group of 22-35 years. There is a provision to include exceptionally talented individuals from the BRICS nations, outside the age group 22-35 years. • Open to science,engineering and allied disciplines

Size of the Conclave • Up to 50 delegates from 5 BRICS Member Countries (up to 10 from each country) • 10 distinguished peopleof extraordinary/exemplary achievements through research, innovation & techno- entrepreneurship.

Announcement • Advertisement will be through BRICS region-wide circulation of the event • Various channels for announcement to be used (academics, ministries, websites, mailers, print and online advertisements etc.) • Applications are open to all young scientists among BRICS countries and should be submitted / sent as a soft copy at [email protected] and [email protected] • Timeline: Applications shall be accepted through nominations by each BRUCS STI nodal Ministries/ organizations and the last date for receiving applications/nominations is 15 th July 2016. The format for submitting the Application and nominations is at ( Annexure-2).

Funding Arrangement • The food, accommodation and local transport will be provided by the organizers for their stay during the conclave (to be borne by DST, India). The International air travel related expenses (airfare, medical insurance, visa fee etc) shall be met by respective nominating BRICS STI Ministries/ organizations.

Selection Process • The selection for participating in the BRICS YS Conclave 2016 shall be purely on the basis of nomination by respective BRICS STI Ministries/ organizations. The selection of Indian Young Scientist shall be done by the Steering Group based on the information provided by the Indian applicant through online application system (to be created soon)

BRICS Young Scientist Conclave 2016 (Narration)

With their intrinsic ability for unconventional and lateral thinking, dynamism, and idealism, young people represent not just the future of nations but also the possibilities for game-changing innovations in every sphere of life. The core strength of BRICS is a uniquely large young population complemented by surging scientific and technological prowess in the world. Recognizing this huge opportunities with youth, BRICS leaders attending the 7th BRICS Summit in Ufa, Russia in 2015 endorsed India's proposal of creating the BRICS Young Scientist Forum with India as the coordinating country. With this background, India would be hosting the BRICS Young Scientist Conclave during 26-30 September 2016, as an integral part of the BRICS Young Scientist Forum initiative approved by the 2nd BRICS STI Ministerial Meeting at Brasilia in March 18, 2015 on the principles of co-ownership and co-investment by the BRICS nations. The BRICS Young Scientist Conclave 2016 is being hosted by the Department of Science & Technology (DST) of the Government of India. DST supports a wide range of activities – from promoting high-end research and development to meeting the technological requirements of people through the development of appropriate skills and technologies and leveraging International Science & Technology partnerships. This Conclave aims to bring together some of the brightest young minds from BRICS countries on to a single platform, allowing intense interaction to look for avenues of transformative changes to most pressing problems of the society through scientific exploration and technological innovations. The Conclave hopes to be a confluence of ideas on country-specific solutions to common challenges of BRICS, enabling participants to aspire for the BRICS Young Innovation Prize for Innovative ideas on the themes of Computational Intelligence, Energy Solutions and Affordable Healthcare. Thus, the Conclave hopes to seed a BRICS Scientific Identity through the establishment of a Pan BRICS network of young talents. This Forum will pave way for creation of a strong future next generation BRICS S&T leadership that can accelerate change.

The conclave will consist of chosen bright, young people (primarily in the 22-35 years category) from BRICS countries drawn from science, engineering and other allied disciplines. Besides having these participants in the leading role at the Conclave, often deciding its specific agenda within the broad framework, the Conclave will also provide them abundant opportunity to interact with trail-blazers, leaders and pioneers of science, technology and innovation, drawn from BRICS through workshops, interactive sessions and lectures. The conclave would take place in ‘perennially pleasant’ Bengaluru, also known as the ‘Silicon Valley of India’ and home to a number of top-tier educational and research institutions. More specifically, it would be held at the National Institute of Advanced Studies, a unique multidisciplinary research institute that draws from the natural sciences and technology, social sciences and the humanities to address some of the outstanding problems that face our society today. As a unique recognition of the historical and social practice of science, the participants will be taken on an expedition to Hampi, a UNESCO World Heritage site, which stands as an exemplar of the best contributions of Indian scientific, philosophical and cultural traditions. **********

Narratives for the Sessions BRICS Young Scientist Conclave, 26-30 September 2016 I. Panel Discussion 1 : Affordable Health Care

This panel will present and discuss innovative solutions to health care that is affordable, egalitarian in nature and accessible to all sections of people in a society. This is arguably among the greatest challenges facing BRICS countries as they attempt to find models that make basic health care accessible to all. This panel will have representative speakers from BRICS as well as two or three representatives from India.

II. Session 1 : Young Indian Trailblazers

This session will have young Indian leaders from academia and from industry, who will focus on the challenges of doing innovative work and ways to achieve success, often under difficult circumstances. III. Panel Discussion 2 : Computational Intelligence This panel will present innovative contemporary research in the fields of interdisciplinary computer science and as well as perspectives from leaders of global companies known for their innovation in the field of Information Technology.

IV. Session 2 : Leaders, Here and Now

This panel will present eight young leaders from BRICS, drawn from different fields in academia and industry, who will present their views on leading by example in their respective disciplines and societies.

There will be eight speakers, each of whom would speak for 15 minutes, followed by a 30-minute open discussion. There would be four representatives from BRICS (one from each of the other BRICS nations) and five from India – a science administrator, a bureaucrat, an entrepreneur, an artist and a social scientist.

V. Session 3 : Ideas Hunt This session will identify up to three innovative ideas (one each in three themes of this Conclave ie Affordable Healthcare, Computational Intelligence, Energy Solutions), among the young scientists attending the Conclave. India will confer “ BRICS Young Innovator Prize” an equivalent amount of USD 10000 for each prize. The idea is to facilitate the realisation of their scientific quest by connecting them to appropriate mentors/ labs in BRICS. The individual/ collaborative ideas should provide a science/ research driven solution to a problem/ challenge faced by any of the BRICS countries. The participants chosen to attend the conclave should come prepared with an innovative idea or solution (abstract as presented in the nomination form), taking a cue from among the many tracks to be discussed at the Conclave. The participants will have a chance to brainstorm with like-minded scientists and innovators at the Conclave to pitch their ideas in the form of a presentation of 10 minutes, either as individuals or as collaborative teams. An initial round of screening shall be done to bring the competition down to 10 participants. The ‘Ideas Hunt’ would be judged by an International panel comprising of representatives from BRICS countries.

VI. Panel Discussion 3 : Energy Solutions

Another grand challenge facing our world today is that of energy. This panel will bring together innovators who have explored ways of bringing novel but sustainable energy solutions to the growing energy demand of our societies.

VII. Workshop : Communication in Science and Technology This workshop would present and discuss ways in which scientific and technological solutions to leading problems and other advancements can be effectively communicated to society at large and dialogues established between all stakeholders. Adequate representation shall be given to women during the Conclave. Some social scientists will also be represented in the workshop to have a large societal impact of science and technology.
