Contract ENPI 2008/150-669 Aviation Environment and ETS Seminar Report January 2010 Ayce Celikel ([email protected] ) TRACECA CIVIL AVIATION Safety, Security & Environment Project Executive Summary Organisation of the event TRACECA Civil Aviation Project Environmental Key Expert Ayce Celikel organised the Aviation ETS seminar which is hold in Istanbul 14-15 th December 2009 as part of Work Package 3. Although the time was very limited to organise such event in 6 weeks time and COP15 in parallel, the vide attendance from Beneficiaries and high level experts from EU officials, the top 2 ETS reporting country ministry levels (UK and Germany), industries (NATS, EUROCONTROL), airlines organisations (IATA, TAROM), experts from organisations and expert consultants (SABRE, SITA, DLR, Lufthansa Consulting) are provided. Purpose of the Seminar & Target groups During the assessment phase in WP1 for environmental issues, one of the main areas to improve is found to be the lack of information on aviation inclusion to European ETS. Given the deadline of ETS implementation for third countries, it is foreseen to be foremost important issue to tackle. Therefore the seminar is organised for TRACECA Beneficiary Countries in Istanbul, dealing with the issues surrounding “Aviation Environment and ETS” covering the discussions on aviation inclusion to emission trading system and European Climate Change policy issues. Target groups were; TRACECA region Civil Aviation Authorities, Airlines and other interested parties from the region; The speakers were chosen among EU officials, international and European experts.

It is anticipated that a greater number of Flight Data Analysis Programs will lead to significantly greater safety levels through analysis of critical event sets and incidents. Action: The FDAP working group is requesting support for greater implementation of FDAP/FDMP throughout the Pan American Regions and consideration of new ICAO standards through the actions outlined in Section 4 of this working paper.     About Author Justice Khilji Arif Hussain was born on April 13, 1949 and enrolled as an Advocate on 15-11-1976. He was enrolled as Advocate of High Court on 20-06-1978 and as Advocate Supreme Court of Pakistan in the year 1993. He was elected as Joint Secretary, High Court Bar Association in the year 1984-85, Secretary in the year 1987-89, 1992-93, 1993-94. Elected as Member of Pakistan Bar Council for the term 1995-2000 and as Chairman Executive Committee of PBC in the year 1997. Justice Khilji Arif Hussain was elevated as Judge of High Court of Sindh on 27-08-2002. In November 2007 he refused to take oath under Provisional Constitution Order. He was elevated as Judge of Supreme Court of Pakistan on 05-09-2009 and retired on 12- 04-2014. As speaker e attended number of workshops, seminars and training programmes where Judges of District Judiciary were sensitize about Gender and Religion Biases, Case Management etc. Recognizing his services as Judge of Superior Courts, he was appointed as Adhoc Judge of the Supreme Court of Pakistan on 15-12-2015 for one year. He consented to be the Director General of the Sindh Judicial Academy, Karachi, Pakistan on 17-01-2017. Presently he is associated with Sindh Judicial Academy as its 8th Director General. Powell Over the past two decades, the Western Hemisphere has seen dramatic advances in the institutionalization of democracy and the spread of free market economies. Today, the nations of the Americas are working in close partnership to build a hemisphere based on political and economic freedom where dictators, traffickers and terrorists cannot thrive. As fate would have it, I was in Lima, Peru joining our hemispheric neighbors in the adoption of the Inter-American Democratic Charter when the terrorists struck the United States on September 11, 2001. By adopting the Democratic Charter, the countries of our hemisphere made a powerful statement in support of freedom, humanity and peace. Conspicuous for its absence on that historic occasion was Cuba. Cuba alone among the hemispheric nations did not adopt the Democratic Charter. That is not surprising, for Cuba alone among the nations of Americas is a dictatorship. For over four decades, the regime of Fidel Castro has imposed upon the Cuban people a communist system of government that systematically violates their most fundamental human rights. Just last year, the Castro regime consigned 75 human rights activists, independent librarians and journalists and democracy advocates to an average of nearly 20 years of imprisonment.
