When anything that challenged the authority of the state – concepts based on enlightenment, immigration, or socialism – were deemed to be a threat to the status quo and immediately eliminated by way of legal restrictions. Once the façade of the Old World was completely severed following the Great War, nations in Europe and throughout the West started to revive various nineteenth century laws in an attempt to suppress the outbreak of radicalism that preceded the 1919 revolutions. What this dissertation offers is an extended understanding of how nineteenth century government policies toward radicalism fostered an environment of increased national security during Germany’s 1919 Spartacist Uprising and the 1919/1920 Palmer Raids in the United States. Using the French Revolution as a starting point, this study allows the reader the opportunity to put events like the 1848 revolutions, the rise of the First and Second Internationals, political fallouts, nineteenth century imperialism, nativism, Social Darwinism, and movements for self-government into a broader historical context.

As the fortunes of war shifted, so did borders, populations and national allegiances. In a period of acute and almost constant political crisis, the German government faced issues concerning citizenship, minority rights, religious identity, nationhood and statehood. My dissertation analyses these issues through the prism of the so-called 'Jewish Question'.

    02_EHQ 31/1 articles 30/11/00 1:53 pm Page 101 William Lee Blackwood German Hegemony and the Socialist International’s Place in Interwar European Diplomacy When the guns fell silent on the western front in November 1918, socialism was about to become a governing force throughout Europe. Just six months later, a Czech socialist could marvel at the convocation of an international socialist conference on post- war reconstruction in a Swiss spa, where, across the lake, stood buildings occupied by now-exiled members of the deposed Habsburg ruling class. In May 1923, as Europe’s socialist parties met in Hamburg, Germany, finally to put an end to the war-induced fracturing within their ranks by launching a new organization, the Labour and Socialist International (LSI), the German Communist Party’s main daily published a pull-out flier for posting on factory walls. Bearing the sarcastic title the International of Ministers, it presented to workers a list of forty-one socialists and the national offices held by them in Germany, Austria, Czechoslovakia, Belgium, Poland, France, Sweden, and Denmark. Commenting on the activities of the LSI, in Paris a Russian Menshevik émigré turned prominent left-wing pundit scoffed at the new International’s executive body, which he sarcastically dubbed ‘the International Socialist Cabinet’, since ‘all of its members were ministers, ex-ministers, or prospec- tive ministers of State’.1 Whether one accepted or rejected its new status, socialism’s virtually overnight transformation from an outsider to a consummate insider at the end of Europe’s first total war provided the most striking measure of the quantum leap into what can aptly be described as Europe’s ‘social democratic moment’.2 Moreover, unlike the period after Europe’s second total war, when many of socialism’s basic postulates became permanently embedded in the post-1945 social-welfare-state con- European History Quarterly Copyright © 2001 SAGE Publications, London, Thousand Oaks, CA and New Delhi, Vol.

    83  Jonathan Zatlin links: Jonathan Zatlin rechts: Guilt by Association Guilt by Association Julius Barmat and German Democracy* Abstract Although largely forgotten today, the so-called “Barmat Affair” resulted in the longest trial in the Weimar Republic’s short history and one of its most heated scandals. The antidemocratic right seized upon the ties that Julius Barmat, a Jewish businessman of Ukrainian provenance, maintained to prominent socialists to discredit Weimar by equat- ing democracy with corruption, corruption with Jews, and Jews with socialists. The left responded to the right’s antidemocratic campaign with reasoned refutations of the idea that democracy inevitably involved graft. Few socialist or liberal politicians, however, responded to the right’s portrayal of Weimar as “Jewish.” The failure of the left to identify antisemitism as a threat to democracy undermined attempts to democratize the German judiciary and ultimately German society itself. And then it started like a guilty thing Upon a fearful summons.1 In a spectacular operation on New Year’s Eve 1924, the Berlin state prosecutor’s office sent some 100 police officers to arrest Julius Barmat and two of his four brothers. With an eye toward capturing headlines, the prosecutors treated Barmat as a dangerous criminal, sending some 20 policemen to arrest him, his wife, and his 13-year old son in his villa in Schwanenwerder, an exclusive neighbourhood on the Wannsee. The police even brought along a patrol boat to underscore their concern that Barmat might try to escape custody via the river Havel. The arrests of Barmat’s leading managers and alleged co-conspirators over the next few days were similarly sensational and faintly ridiculous.

    Did Weimar Have a National Ethnic Policy? R. Carey Goodman Ill Statesmen and citizens of the Weimar Republic expressed a concern for their ethnic kinsmen outside German borders that was unprecedented in the Reich's history. This concern had both private and official manifestations. The private movement, often called the Auslandsdeutsche movement, spawned a multitude of organizations and a flood of literature on the subject. Government activity included diplomatic initiatives and spending hundreds of millions of marks.' This paper analyzes the official aspect: the Weimar government's attention to Germans outside the state's borders, and more specifically, to those inhabiting territory ceded under the terms of the Versailles Treaty. The focus is on the development and nature of Weimar policy towards these Germans, that is, Weimar's national ethnic or Deutsch­ tum policy. 2 Furthermore, such a study reveals new evidence for the ongoing inquiry as to whether Weimar Germany's foreign policy was revisionist, that is, whether it sought to revise the Treaty of Versailles's territorial provisions, or not. This concern for Germans abroad and the ensuing need for a policy towards them resulted primarily from two events: the First World War and the peace terms arranged in 1919. The First World War was the "hour of birth" of the Auslandsdeutsche movement. 3 Before 1914 the Reich government essen­ tially neglected foreign Germans, and private initiatives concentrated on cultural support, especially for German schools. 4 During and after the war, the German public's new-found attachment to Germans outside the Reich's borders was expressed in the revival of nineteenth-century pan-German organizations such as the Verein fi.ir das Deutschtum im Ausland and the Alldeutscher Verband, and in the creation of new organizations like the R.
