The Consulate requests your price and technical proposal on or before the date and time mentioned in Section 5.2 for the following item/services: 1. SERVICE DESCRIPTION: US Consulate General Karachi requires the services of a contractor to monitor Pakistani television news broadcasts and Radio Media on a daily basis (365 days per year) for information relating to, or of interest to, the U.S. Government on all of the channels mentioned below in section 2.4. 2. STATEMENT OF WORK: Objective: U.S. Consulate General Karachi requires the services of a contractor to monitor Pakistani television, print, and online news media daily around the clock (365 days per year) and produce detailed and accurate reports in order to evaluate the effectiveness of CG Karachi’s public diplomacy program. The objective of this procurement is to obtain media monitoring services from a company that has the capacity to accurately and effectively monitor and report on the content of national and regional news outlets in Pakistan. U.S. Consulate General Karachi requires the contractor to comprehensively report news on the following topics: 2.1. Coverage about U.S. Consulate General Karachi’s outreach work in Sindh and Baluchistan, and reactions to statements or actions made by U.S. government officials and agencies (including Consul General, Ambassador, Deputy Chief of Mission, Spokesperson, etc.). 2.2. News relating to American companies or private individuals that also relates to terrorism, violent extremism, Islamophobia, nuclear issues, entrepreneurship/economic growth in Pakistan, and education of Pakistanis. 2.3. Format for media monitoring reports Contractor is required to provide U.S. Consulate General Karachi’s Press Office the following information no later than noon the day after stories air on the news, in a format to be mutually agreed upon by the U.S. Consulate General Press Office and the contractor: A video clip (electronic file) of the relevant stories A short (one to three sentence) summary in native-level English about each of these stories, including an assessment of whether the tone about the United States is positive, negative, or neutral. VSH (Balochi language) 2.5 List of Radio Media to be monitored should include but not be limited to: a. Samaa FM b. FM 91 c. FM 99 d. FM 100 e. FM 101 f. FM 105 g. FM 107 h. Radio Pakistan 2.6 Language proficiency: News summaries are required in native-level English. 2.7 The contractor is required to estimate viewership and be able to describe how such estimates are made. 3. CONTRACTING OFFICER REPRESENTATIVE (COR): For the purposes of scheduling the performance and verifying compliance of the Vendor with the terms of this order, and of accepting and approving performance for payment, Consulate General Karachi Information Officer Sharlina Hussain-Morgan and her successor Krishna Das are hereby designated as Contracting Officer's Representatives, hereinafter referred to as the "COR." 4. LENGTH OF THE CONTRACT: Total period of this contract will be 12 months from the date of award. 5. TERMS & CONDITIONS 3 RFQ#SPK40017Q5020 Media Monitoring Services US. Consulate General Karachi 5.1. Payment Terms: Contractor shall submit an invoice on a monthly basis upon satisfactory completion of services approved by the COR. The original copy must be submitted to the Financial Management Officer (FMO) at the following address: [email protected] and a duplicate copy must be sent to the GSO- Karachi Procurement Office at [email protected] Payment shall be made through EFT within 30 days upon receipt of legitimate invoice. Note: Pricing and Payment shall be made in the local currency (PKR); however, US firms may submit proposal for payment in US dollars. 5.2. Both the financial and technical proposals are to be submitted separately. Contract will be awarded to the lowest price technically acceptable contractor. 5.4.
