It had been parochial in concentrat- ing on the opportunities, problems and implications of devolution within Scotland, Wales and Northern Ireland; little attention had been paid to devo- lution's impact UK on the as a whole or on the `centre' - Whitehall and Westminster. -
People, Places and Policy
People, Places and Policy Set within the context of UK devolution and constitutional change, People, Places and Policy offers important and interesting insights into ‘place-making’ and ‘locality-making’ in contemporary Wales. Combining policy research with policy-maker and stakeholder interviews at various spatial scales (local, regional, national), it examines the historical processes and working practices that have produced the complex political geography of Wales. This book looks at the economic, social and political geographies of Wales, which in the context of devolution and public service governance are hotly debated. It offers a novel ‘new localities’ theoretical framework for capturing the dynamics of locality-making, to go beyond the obsession with boundaries and coterminous geog- raphies expressed by policy-makers and politicians. Three localities – Heads of the Valleys (north of Cardiff), central and west coast regions (Ceredigion, Pembrokeshire and the former district of Montgomeryshire in Powys) and the A55 corridor (from Wrexham to Holyhead) – are discussed in detail to illustrate this and also reveal the geographical tensions of devolution in contemporary Wales. This book is an original statement on the making of contemporary Wales from the Wales Institute of Social and Economic Research, Data and Methods (WISERD) researchers. It deploys a novel ‘new localities’ theoretical framework and innovative mapping techniques to represent spatial patterns in data. This allows the timely uncovering of both unbounded and fuzzy relational policy geographies, and the more bounded administrative concerns, which come together to produce and reproduce over time Wales’ regional geography. Vic07 10/15/03 2:11 PM Page 159 Chapter 7 The Attlee governments The election of a majority Labour government in 1945 generated great excitement on the left. Hugh Dalton described how ‘That first sensa- tion, tingling and triumphant, was of a new society to be built. There was exhilaration among us, joy and hope, determination and confi- dence. We felt exalted, dedication, walking on air, walking with destiny.’1 Dalton followed this by aiding Herbert Morrison in an attempt to replace Attlee as leader of the PLP.2 This was foiled by the bulky protection of Bevin, outraged at their plotting and disloyalty. Bevin apparently hated Morrison, and thought of him as ‘a scheming little bastard’.3 Certainly he thought Morrison’s conduct in the past had been ‘devious and unreliable’.4 It was to be particularly irksome for Bevin that it was Morrison who eventually replaced him as Foreign Secretary in 1951. The Attlee government not only generated great excitement on the left at the time, but since has also attracted more attention from academics than any other period of Labour history. Foreign policy is a case in point. The foreign policy of the Attlee government is attractive to study because it spans so many politically and historically significant issues. To start with, this period was unique in that it was the first time that there was a majority Labour government in British political history, with a clear mandate and programme of reform. Whereas the two minority Labour governments of the inter-war period had had to rely on support from the Liberals to pass legislation, this time Labour had power as well as office. -

Credit: BFI National Archive Friday 24th July 2015, London. Sir Alan Parker, one of Britain’s most distinguished filmmakers has donated his entire working archive to the BFI National Archive. The collection covers over 45 years of filmmaking, from his early work as a commercials director for television, through to his career as an internationally renowned, award-winning director of some of the finest films of the period, from Bugsy Malone (1976) and Midnight Express (1978) to Mississippi Burning (1988) and Angela’s Ashes (1999) interspersed with a string of hugely popular musicals including Fame (1980), Pink Floyd - The Wall (1982), The Commitments (1991) and Evita (1996). To celebrate the donation, BFI Southbank will host a Focus On Sir Alan Parker from 24 September to 4 October, including a special on stage event, Sir Alan Parker and Lord Puttnam Unplugged, on 24 September, and an exhibition of his work. The Sir Alan Parker archive covers every period of his career, starting with his work as an advertising copywriter. All of his features are represented, with a wealth of scripts, production papers, promotional materials, posters and Parker’s own filmmaking diaries, offering a hugely important resource for students of film and television. The archive also includes a particularly rich collection of photographs and production stills, by photographers including Greg Williams, Mary Ellen Mark, Terry O'Neill and David Appleby, documenting his films to an exceptional degree. -

Building on his global work with activists and youth movements internationally, Alex is currently working at the National Council of Voluntary Organisations in England, supporting voluntary organisations to strengthen their strategy and evaluate their impact. Alex's area of interest are youth participation, policy and practice. He worked for the National Youth Agency and the British Youth Council, as well as freelancing extensively with organisations in the youth development sector. He has undertaken numerous research projects on youth participation, including with Restless Development, Commonwealth Secretariat, SALTO, and UNICEF. At Youth Policy Labs, Alex led on consultancy projects, supporting national governments and UN agencies to design, implement and evaluate national youth policies, through research, training and events. Alex is a campaigner - mostly on climate change, child rights and young people - and is active in UK politics. He is currently a trustee of Girlguiding UK and a member of the CIVICUS Youth Action Team. Airi-Alina Allaste (Estonia) I am professor of sociology specialising in youth studies. For the past fifteen years I have been investigating young people’s participation including political participation, belonging to subcultures, impact of mobility and informal education to participation etc. The focus of the studies has been on the meanings that young people attribute to their participation, which has been analysed in the wider social context. -

Of course, Jones had to go to Obama himself to dispose of Lippert. The true cause was that Thing One and Thing Two were leaking negative stories about Jones. McDonough, naturally, has assumed Donilon's post. Obladi, oblada, as John Lennon (who would have been 70) might say. 2. Shaun Woodward is in the Labour shadow cabinet in his former position as Secretary of State for Northern Ireland. Gordon Brown's hatchetman, Charlie Whelan, whose job was to undercut Tony, had worked the unions to vote for Ed Miliband rather than Ed Balls (the one closest to Gordon) in order to beat David--the last scene in the revenge tragedy of Gordon v. Tony. Only 19 percent of the union people voted, but were credited with the full one-third of Labour votes for leader selection, so a minority of a minority threw the election by 1.3 percent to Ed. Then Balls, his wife Yvette Cooper (an MP and former cabinet secretary), and other Brownites ran as a slate for shadow cabinet--the first time the shadow cabinet was to be elected by the constituency. That succeeded to electing them all and shutting out Peter Hain, the former deputy PM, as well as Shaun. -

COMMENTS From Baking Bread to Making Dough: Legal and Societal Restrictions on the Employment of First Ladies SARA KRAUSERT t The paradigmatic First Lady' embodies the traditional role played by women in the United States. Since the position's creation, both Presidents and the public have wanted First Ladies to be seen and not heard. Some First Ladies have stayed within these confines, either by doing no more than simply supporting their husbands, or by taking care to exercise power only behind the scenes. Several First Ladies in this century, however have followed the lead of Eleanor Roosevelt, who broke barriers in her vigorous campaigns for various social causes, and they have brought many worthy issues to the forefront of the American consciousness.' Most recently, with the rumblings of discontent with the role's limited opportunities for independent action that accompanied the arrival of the women's movement, Rosalynn Carter and Hillary Clinton attempted to expand the role of the First Lady even further by becoming policy-makers during their husbands' presidencies.3 This evolution in the office of First Lady parallels women's general progress in society. -

Particularitiesof Tony Blair’ governments’foreign policy decision-making process The present article is devoted to the problem of particularities of Tony Blair’ governments’ foreign policy decision-making process. The aim of the paper is to analyze the decision-making model formed by Tony Blair as well as to identify key factors which impacted the process of creation and implemen- tation of foreign policy decisions in the framework of Tony Blair’ leadership model. It was concluded that Tony Blair had formed tree level decision-making system. Rolls of the Parliament and the Gov- ernment in the deliberation process were frustrated. On the other hand, special advisers and so called selective committees impacts were strengthened. This institutes played the role of consulting bodies on specific issues of the agenda. Prime Minister and Minister of Foreign Affairs were the driving force of all process. But usually the second one was like the executor of Prime Minister’ decision.
