The law of one price serves as a criterion of market integration. The data analyzed are time series of the regional costs of a basket of basic foods (staples basket) over 2001–2015. Pairs of regional markets are divided into four groups: perfectly integrated, conditionally integrated, not integrated but tending towards integration (converging), and neither integrated nor converging. Nonlinear time series models with asymptotically decaying trends describe price convergence. Integration of Siberian regional markets is found to be fairly strong; they are integrated and converging with about 70% of country’s regions (including Siberian regions themselves). The article considers the main prerequisites and the directions of development of Northern and Arctic areas of the Krasnoyarsk Krai based on creation of reliable local transport and power infrastructure and formation of hi-tech and competitive territorial clusters. We examine both the current (new large min- ing and processing works in the Norilsk industrial region; development of Ust-Eniseysky group of oil and gas fields; gasification of the Krasnoyarsk agglomeration with the resources of bradenhead gas of Evenkia; ren- ovation of housing and public utilities of the Norilsk agglomeration; development of the Arctic and north- ern tourism and others), and earlier considered, but rejected, projects (construction of a large hydroelectric power station on the Nizhnyaya Tunguska river; development of the Porozhinsky manganese field; place- ment of the metallurgical enterprises using the Norilsk ores near Lower Angara region; construction of the meridional Yenisei railroad and others) and their impact on the development of the region. It is shown that in new conditions it is expedient to return to consideration of these projects with the use of modern tech- nologies and organizational approaches. It means, above all, formation of the local integrated regional pro- duction systems and networks providing interaction and cooperation of the fuel and raw, processing and innovative sectors. -

Gaby Bamana University of Wales Tea Practices in Mongolia A Field of Female Power and Gendered Meanings This article provides a description and analysis of tea practices in Mongolia that disclose features of female power and gendered meanings relevant in social and cultural processes. I suggest that women’s gendered experiences generate a differentiated power that they engage in social actions. Moreover, in tea practices women invoke meanings that are also differentiated by their gendered experience and the powerful position of meaning construction. Female power, female identity, and gendered meanings are distinctive in the complex whole of cultural and social processes in Mongolia. In this article, I endeavor to go beyond this commonplace knowledge and offer a careful observation and analysis of social practices—that I identify as tea practices—which use tea as a dominant symbol. In tea practices, people (women in most cases) construct and/or reappropri- ate the meaning of their gendered identity in social networks of power. -

How to use the Atlas The Atlas has two map sections The Main Section shows the location of Russia’s intact forest landscapes. The Thematic Section shows their tree species composition in two different ways. The legend is placed at the beginning of each set of maps. If you are looking for an area near a town or village Go to the Index on page 153 and find the alphabetical list of settlements by English name. The Cyrillic name is also given along with the map page number and coordinates (latitude and longitude) where it can be found. Capitals of regions and districts (raiony) are listed along with many other settlements, but only in the vicinity of intact forest landscapes. The reader should not expect to see a city like Moscow listed. Villages that are insufficiently known or very small are not listed and appear on the map only as nameless dots. If you are looking for an administrative region Go to the Index on page 185 and find the list of administrative regions. The numbers refer to the map on the inside back cover. Having found the region on this map, the reader will know which index map to use to search further. If you are looking for the big picture Go to the overview map on page 35. This map shows all of Russia’s Intact Forest Landscapes, along with the borders and Roman numerals of the five index maps. If you are looking for a certain part of Russia Find the appropriate index map. These show the borders of the detailed maps for different parts of the country. -

Preface The Management and Technology Area of IIASA has carried out case studies of large-scale development programs since 1975. The purpose of these studies is to examine successful programs of regional development from an international perspective, with a multidisciplinary team of scientists skilled in the use of systems analysis. The study of the Bratsk-Ilimsk Territorial Production Complex (BITPC) represents an interim effort in our research activities. The first study was of the Tennessee Valley Authority in the United States*, forthcoming is the study of the Shinkansen development program in Japan. The present Report covers six major aspects of the BITPC program: goals, variants, and strategies; planning and organization; model calculations and computer applications; integration of environmental factors; energy supply systems; and water resources. It is hoped that the experience of the Soviet scientists and practitioners and the observations and suggestions of the study team will ~rovidethe IIASA National Member Organizations" with insights into problem solving in the management, planning, and organization of large-scale development programs. -
People of the Deer Living Near Lake Baikal: Dynamics of Ethno-Cultural Identity of Modern Tofalars (Northern Asia, Eastern Siberia)

Krivonogov* Siberian Federal University 79 Svobodny, Krasnoyarsk, 660041, Russia Received 22.04.2018, received in revised form 14.08.2018, accepted 16.08.2018 The article presents the results of an integral study of the ongoing ethnic and cultural identification of the Tofalars, an indigenous small-numbered Siberian people who belong to the Turkic group and are concentrated in the Irkutsk Oblast. The main methods of analysis were repeated interval field studies, comparative studies of the historical dynamics of Tofalars ethnic transformation, critical analysis of scientific sources. The author interprets the obtained results and gives certain forecasts of the ethnic, linguistic and cultural transformation of the Tofalars in the 21st century. As the main conclusion, it should be noted that the increase in the number of Tofalars has been replaced by stabilization. The Tofalars make up more than half the population in Tofalaria. However, as regards the language, it is on the brink of extinction, the process is irreciprocal, the linguistic indicator is rapidly approaching zero with every decade, as generations change. Due to the limited number of representatives of any other nation, the number of mixed marriages has ceased to grow, and even has begun to decline, but still this indicator remains high. As a result, the share of ethnically and anthropologically mixed population for the Tofalars is on the rise: practically all Tofalars of the younger age groups are mestizoes. -

Keywords Siberia; Buryats; Mongols Siberia’s vast realms have often fallen outside the view of Asian Studies specialists, due perhaps to their centuries-long domination by Russia – a European power – and their lack of elaborately settled civilizations like those elsewhere in the Asian landmass. Yet Siberia has played a crucial role in Asian history. For instance, the Xiongnu, Turkic, and Mongol tribes who frequently warred with China held extensive Southern Siberian territories, and Japanese interventionists targeted Eastern Siberia during the Russian Civil War (1918- 1921). Moreover, far from being a purely ethnic-Russian realm, Siberia possesses dozens of indigenous Asian peoples, some of whom are clearly linked to other, more familiar Asian nations: for instance, the Buryats of Southeastern Siberia’s Lake Baikal region share par- ticularly close historic, ethnic, linguistic, religious, and cultural ties with the Mongols. The Buryats, who fell under Russian rule over the seventeenth century, number over 400,000 and are the largest native Siberian group. Most dwell in the Buryat Republic, or Buryatia, which borders Mongolia to the south and whose capital is Ulan-Ude (called “Verkheneu- dinsk” during the Tsarist period); others inhabit Siberia’s neighboring Irkutsk Oblast and Zabaikal’skii Krai (formerly Chita Oblast), and tens of thousands more live in Mongolia and China. -

The eolation dynamics factors are water level and wind conditions. The eolation shows a cyclical pattern that is primarily related to the duration of low stand of level. The eolation processes that differ in sedimentation rate, water level and morphology of eolian relief forms ranging from mere sand blowing to travelling dunes have been phased in studies of the sections of dune sand deposits. The topography model of index plot Rassvet that makes it possible to scale the process of eolation and to know some regular trends and mechanisms of its development has been constructed as result of eolation dynamics research. Περίληψη Οι αιολικές διεργασίες στην παράκτια περιοχή κοντά στον ταμιευτήρα του Bratsk έχουν ως αποτέλεσμα γεωμορφολογικές μεταβολές και ενεργοποιούν διαβρωσιγενείς διαδικασίες. Το επίπεδο της στάθμης του ύδατος, και οι ανεμολογικές συνθήκες αποτελούν δυναμικούς παράγοντες των αιολικών διεργασιών, οι οποίες εμφανίζουν κυκλικό μοντέλο πρωτίστως συσχετιζόμενο με τη χρονική διάρκεια της χαμηλής στάθμης.
