    STATUTORY INSTRUMENTS 1999 No. 2472 LOCAL GOVERNMENT, ENGLAND The District of Torridge (Electoral Changes) Order 1999 Made ---- 6thSeptember 1999 Coming into force in accordance with article 1(2) Whereas the Local Government Commission for England, acting pursuant to section 15(4) of the Local Government Act 1992(a), has submitted to the Secretary of State a report dated January 1999 on its review of the district of Torridge together with its recommendations: And whereas the Secretary of State has decided to give effect to those recommendations: Now, therefore, the Secretary of State, in exercise of the powers conferred on him by sections 17(b) and 26 of the Local Government Act 1992, and of all other powers enabling him in that behalf, hereby makes the following Order: Citation, commencement and interpretation 1.—(1) This Order may be cited as the District of Torridge (Electoral Changes) Order 1999. (2) This Order shall come into force— (a) for the purpose of all proceedings preliminary or relating to any election to be held on 1st May 2003, on 10th October 2002; (b) for all other purposes, on 1st May 2003. (3) In this Order— ‘‘the district’’ means the district of Torridge; ‘‘existing’’, in relation to a ward, means the ward as it exists on the date this Order is made; and any reference to the map is a reference to the map prepared by the Department of the Environment, Transport and the Regions marked ‘‘Map of the District of Tor- ridge (Electoral Changes) Order 1999’’, and deposited in accordance with regulation 27 of the Local Government Changes for England Regulations 1994(c).

    BS/21/05 Torridge Locality Committee 5 March 2021 Disposal of former Sutcombe School Site ( “the School Site”) Report of the Head of Service for Digital Transformation and Business Support Please note that the following recommendations are subject to consideration and determination by the Committee before taking effect. Recommendations: that the Committee approve an application to the Charity Commission as Trustees of Sutcombe School Site to make a scheme to permit the following: 1. To establish a power to sell the School Site; 2. To provide for the proceeds of sale from the School Site to be applied in the proportions set out in (a) and (b) below (or such other proportions as the Commission shall decide as appropriate) for the following purposes: a. 90% in furthering the education of children attending Bradworthy Academy; and b. 10% in furthering the physical, psychological, and social education of the children of Sutcombe by way of the provision of a playing field and play equipment by Sutcombe Parish Council or for such other educational purposes as the Commission shall decide, as appropriate; 3. To provide for the resignation of Devon County Council as Trustee and for the appointment of Bradworthy Academy as Trustee or such other duly appointed Trustee, as the Commission shall decide, as appropriate; and 4. To provide for a transfer of any remaining assets of the Trust (if any) to Bradworthy Academy or such other duly appointed Trustee, as the Commission shall decide, as appropriate 1. A major initiative is the commitment to produce Catchment Management Plans setting out the Authority’s vision for realising the potential of each local water environment. An important stage in the production of the plans is a period of public consultation. The NRA is keen to draw on the expertise and interest of the communities involved. The first plan for consultation in the South West is for the freshwater River Torridge Catchment. The NRA looks forward to receiving comments on the attached draft. A final plan will then be produced with an agreed action programme for the future protection and enhancement of this important catchment.     1 TORRIDGE LOCALITY (COUNTY) COMMITTEE 5/03/21 TORRIDGE LOCALITY (COUNTY) COMMITTEE 5 March 2021 Present:- Councillors A Saywell (Chair) T Inch and B Parsons Local Parish and Town Councils Councillor R Cragie Apologies:- Councillors A Eastman, L Hellyer, J Mckenzie and R Wiseman * 40 Minutes RESOLVED that the Minutes of the meeting held on 8 October 2019 be signed as a correct record. * 41 Items Requiring Urgent Attention There was no item raised as a matter of urgency. * 42 Disposal of former Sutcombe School Site The Committee considered the Report of the Head of Service for Digital Transformation and Business Support (BS/21/05) on a proposed application to the Charity Commission for a scheme to amend the failed Sutcombe Primary School Trust so as to allow the vacant Sutcombe School Site to be sold and the proceeds of sale to be used to: (a) Further the education of children attending the local school, Bradworthy Academy; and (b) contribute towards costs incurred by the Parish Council in installing play equipment in the adjoining playing field. Devon County Council was the Trustee of the Sutcombe School Site, however the charitable objectives of the Trust could longer be fulfilled. As a result, the County Council wished to dispose the land and buildings comprising the former school site known as Sutcombe County Primary School which had closed in July 2016 and was no longer required by the County Council for the purposes of educational provision within the local area. As Trustee, the County Council was obligated to ensure that the School Site was managed and maintained in a condition which allowed it to be used to fulfil the charitable objects.

    SUTCOMBE PARISH COUNCIL Minutes of Sutcombe Parish Council Meeting held at Sutcombe Parish Memorial Hall, on Monday 16th September 2019 which commenced at 7.45p.m Members of the Council Present: Councillors S. Horn (Chairperson), C. Quance (Vice Chairperson), C. Furse, M. Wonnacott, B. Galbraith-Marten, J. Shepherd and J. Daniel. Also present were Devon County Councillor Barry Parsons and Mrs L Buttery (Clerk) 1. Chairman’s announcements The Chairperson Councillor Stephen Horn welcomed all to the meeting. 2. Declarations of Interest a) Register of Interest: Councillors are reminded of the need to update their register of interests. Devon County Councillor Barry Parsons reported that he had issued a report by email but would be writing a further report, the reports will be put on the web-site a brief synopsis of his report is as follows: - i) He very much supported the recent suggestion of a railway link between Okehampton-Holsworthy- Bude, whether this ever get off the ground we shall have to wait and see. ii) Holsworthy Town Council are at present looking at the Viaduct, no more information is available at present as its information not to be divulged.
