STATUTORY INSTRUMENTS 1999 No. 2472 LOCAL GOVERNMENT, ENGLAND The District of Torridge (Electoral Changes) Order 1999 Made ---- 6thSeptember 1999 Coming into force in accordance with article 1(2) Whereas the Local Government Commission for England, acting pursuant to section 15(4) of the Local Government Act 1992(a), has submitted to the Secretary of State a report dated January 1999 on its review of the district of Torridge together with its recommendations: And whereas the Secretary of State has decided to give effect to those recommendations: Now, therefore, the Secretary of State, in exercise of the powers conferred on him by sections 17(b) and 26 of the Local Government Act 1992, and of all other powers enabling him in that behalf, hereby makes the following Order: Citation, commencement and interpretation 1.—(1) This Order may be cited as the District of Torridge (Electoral Changes) Order 1999. (2) This Order shall come into force— (a) for the purpose of all proceedings preliminary or relating to any election to be held on 1st May 2003, on 10th October 2002; (b) for all other purposes, on 1st May 2003. (3) In this Order— ‘‘the district’’ means the district of Torridge; ‘‘existing’’, in relation to a ward, means the ward as it exists on the date this Order is made; and any reference to the map is a reference to the map prepared by the Department of the Environment, Transport and the Regions marked ‘‘Map of the District of Tor- ridge (Electoral Changes) Order 1999’’, and deposited in accordance with regulation 27 of the Local Government Changes for England Regulations 1994(c). -

Draft Minutes of Council Meeting held on Tuesday March 11th 2014, having been previously circulated, to be approved and signed. Proposed Councillor Dymond, seconded Councillor Carr, with all in favour, that the March 11th Minutes be approved and signed as a correct record. Clerk apologised for an error that had been noticed in the approved Minutes of February 11th (Item 17) which had been corrected, with a revised page circulated to Councillors and the public copy amended accordingly. All in favour that the correction be approved. 44. Any matters arising from the Minutes. Clerks Report. Clerk reported that he had located a tree specialist from Braunton who is qualified to carry out an inspection on the Oak Tree in The Square for the requirements of the Insurers. -

All meetings are open to the public but no parishioners have attended during the last quarter. Highway matters have been prominent since the snow and ice. The lanes are not on the salting network and it is only thanks to individuals who took it upon themselves to spread the salt from the bins when necessary that helped to keep the roads accessible. The bins are placed at hazardous points by Devon County Council highways, to be available for use on the public highway only. Unauthorised removal of the salt from the bins had devastating effects on local people during the recent winter snow and ice. Due to limited resources the bins were not refilled as quickly as they might have been. -

BS/21/05 Torridge Locality Committee 5 March 2021 Disposal of former Sutcombe School Site ( “the School Site”) Report of the Head of Service for Digital Transformation and Business Support Please note that the following recommendations are subject to consideration and determination by the Committee before taking effect. Recommendations: that the Committee approve an application to the Charity Commission as Trustees of Sutcombe School Site to make a scheme to permit the following: 1. To establish a power to sell the School Site; 2. To provide for the proceeds of sale from the School Site to be applied in the proportions set out in (a) and (b) below (or such other proportions as the Commission shall decide as appropriate) for the following purposes: a. 90% in furthering the education of children attending Bradworthy Academy; and b. 10% in furthering the physical, psychological, and social education of the children of Sutcombe by way of the provision of a playing field and play equipment by Sutcombe Parish Council or for such other educational purposes as the Commission shall decide, as appropriate; 3. To provide for the resignation of Devon County Council as Trustee and for the appointment of Bradworthy Academy as Trustee or such other duly appointed Trustee, as the Commission shall decide, as appropriate; and 4. To provide for a transfer of any remaining assets of the Trust (if any) to Bradworthy Academy or such other duly appointed Trustee, as the Commission shall decide, as appropriate 1. SUMMARY This report seeks approval from the Locality Committee to apply to the Charity Commission for a scheme to amend the failed Sutcombe Primary School Trust so as to allow the vacant Sutcombe School Site to be sold and the proceeds of sale to be used to: 1. -

BLACKPOOL MILL COTTAGE The 15th century cottage is situated in a beautiful valley, a stone’s throw away from a remote Atlantic cove. It sleeps 8 people but is equally suitable for 2. A private drive leading from Hartland Abbey through woodland, carpeted in snowdrops and bluebells in spring, quite suddenly opens out to reveal a view of the cliffs and the sea, with the cottage beside the Abbey stream. Its unique position makes it a wonderful place to relax, enjoy the natural surroundings, and escape from the pressures of modern living. It is a children’s paradise. In 2005 the cottage was the film location for Rosamunde Pilcher’s ‘The Shell Seekers’ with Vanessa Redgrave and Maximillian Schell. In May 2007 the BBC filmed Andrew Davies’s stunning adaptation of Jane Austen’s Sense and Sensibility here, with Janet McTeer and Mark Williams leading a cast of Hattie Morahan, Charity Wakefield, Dan Stevens, David Morrisey and Dominic Cooper. The cottage starred as ‘Barton Cottage’, home to the Dashwood family when they fell on hard times. The beach, with its rock pools, sand at low tide and unique cliff formation is always interesting in all weathers and at low tide prawns, mussels, limpets, star fish, crabs, lobsters and fish are to be found in the pools which are also wonderful natural paddling pools for children. The sea is very clean and excellent for bathing and surfing, in the right conditions. In good weather evening barbecuing on the beach with the sun setting over the sea is magical. The only light to be seen is from the lighthouse on Lundy Island. -
