Hope for the Future No. 192 No.192 • Q4 2020 No.192 HOPE FOR THE FUTURE EDITORIAL Theodore Theodoridis UEFA general secretary LEARNING LESSONS FROM A UNIQUE ACHIEVEMENT he annals of European football history have been enriched by another momentous chapter. In less than two months, UEFA brought its 2019/20 club competitions to a successful conclusion by organising four T tournaments in four different countries and staging the 2020 UEFA Super Cup match in Budapest. It is a unique achievement for any sports organisation. While none of us is likely to forget such an unprecedented season, we should take a moment to reflect on the achievement and draw lessons for the challenges that lie ahead. The success of the August tournaments can be attributed to several key factors. First and foremost, European football’s unity, solidarity and adaptability – UEFA, clubs, leagues and national associations joined forces in a genuine spirit of cooperation and compromise to draw up the match schedules in a remarkably short space of time. Moreover, the host associations staging the tournaments brought their invaluable organisational expertise to the table; the planning and operational measures put in place were effective and efficient; and the comprehensive health-related provisions and precautions that were necessary fully proved their worth. Last, but certainly not least, the teams and players who graced the field of play gave us much to savour in a series of exciting and dramatic encounters. Fans are the lifeblood of our sport, and it is a great shame that restrictions remain in force limiting the number of spectators at football matches. People’s health and safety is of paramount importance – but we must also recognise that, without fans, football loses something of its character. Consequently, UEFA decided to use the Super Cup match in Budapest as a pilot, allowing the match to be played with a reduced number of spectators – just 25% of the Puskás Aréna’s capacity to facilitate social distancing – in order to study precisely the impact of spectators on the UEFA Return to Play Protocol. To do this safely, we worked closely with the Hungarian government to protect the health of all those attending or participating in the match. We will now evaluate the health impact of the game, before deciding how to proceed further as far as UEFA’s matches are concerned. It is also our fervent hope, following the recent hectic schedule, that a more normal competition rhythm will now carry us through the coming months – while always bearing in mind that things are evolving constantly. One thing is certain, however – our recent experiences and challenges leave us better prepared to adapt and react to any circumstances and situations that may arise. Papanikos* The purpose of this study is to compare the performance of the Greek economy with the FIFA ranking of the Greek National Football Team in order to find out whether there exists some sort of statistical association. The period under consideration starts with the establishment of the European and Monetary Union in 1992 and ends with the current year of 2021. In 1992, FIFA started to rank national football teams which restricts the extent of time to be used in this study. The descriptive evidence presented in this paper shows that there exists strong positive association between the level of real Gross Domestic Product (GDP) of Greece and the ranking of its national football team. Keywords: FIFA, Greece, Football, GDP, European Union, National Teams. Introduction Most Greeks would agree that 2004 was a year to be remembered by Greece’s current and future generations. It was an exceptional year. The Greek economy was booming, and benefited from its full membership in the Eurozone; a process which started much earlier in 1992 and was completed by the adoption of the Euro in 2002. In the beginning of the year of 2004, the city of Athens, as well as other Greek cities, were preparing to welcome the youth of the world to celebrate, once again, the modern Olympic Games in its birthplace. Athens in the beginning of 2004 had a brand-new airport, a brand-new ring road, a brand-new metro system and many other smaller and bigger infrastructures which were built either because they were required by the International Olympic Committee (IOC), or by Greece’s own initiative.

Anti-Doping in Football Historically anti-doping efforts have focused on the detection and deterrence of doping in elite sport and football has not been an exception. However, there is a growing concern among policy makers and sport stakeholders that doping outside the elite sporting system is an expanding and problematic phenomenon, giving rise to the belief that the misuse of doping agents in recreational sport has become a societal problem and a public health concern. Whereas the latter is happening at high level, the same level of awareness is missing among amateur football players representing a major issue if we consider the social harm and impact upon both users and sport communities doping abuse might create. The use of drugs in football is not widely associated with the sport because of lack of evidence, unlike individual sports such as cycling, weight-lifting, and track and field. Much closer collaboration and further investigation is needed with regard to banned substances, detection methods, and data collection. BACKGROUND ON THE GERMAN FOOTBALL STRATEGY Germany lifting the World Cup this summer was the product of over a decade of careful planning and innovation by the DFB (German Football Association). It all began with an embarrassing performance in the World Cup 1998, with a 3:0 loss to Croatia in the quarter-final, and then at the Euro 2000, when the “Mannschaft” failed to go through the group stages and finished last in their group. Immediately following this disappointing Euro 2000, the country decided that the only way to redeem themselves and regain their top level was to tackle the problem from the bottom-up and therefore focused on the developing the game at grass roots level. The upshot of unsatisfactory results in international competitions was that the DFB decided to invest all their time and resources in the development of young talent by improving accessibility and by focusing on a technical and tactical approach. Therefore, in 2001, the first compulsory requirement the DFB imposed on all 36 clubs in the 1st and 2nd German divisions was the integration of youth academies within the structure of the clubs. Then from 2002/2003 onwards, The German football association started implementing football bases all over the country, with the aim to allow every player access to the best coaching. At the moment, there are 366 of these DFB bases throughout Germany (see map on the right), and are thus within easy reach of all players.
