Matters such as identity cards and foundation hospitals are figuring prominently north of the border though long-running issues concerned with health and law and order were important. In health, differences exist at policy level but also in terms of rhetoric – with the Health Minister refusing to refer to patients as ‘customers’. This suggests divergence without major disputes in devolutionary politics. An issue which has caused problems across Britain and was of significance this quarter was the provision of accommodation for asylum seekers as well as the education of the children of asylum seekers. Though asylum is a retained matter, the issue has devolutionary dimension as education is a devolved matter. The other significant event was the challenge to John Swinney’s leadership of the Scottish National Party. A relatively unknown party activist challenged Swinney resulting in a drawn-out campaign over the Summer which culminated in a massive victory for Swinney at the SNP’s annual conference. -

What makes a great writer? Philosophical depth, quality of writing, range, ability to move between registers, and the power to influence other writers and the age in which we live. Amis is a wonderful writer and incredibly influential. Whatever people feel about his work, they must surely be impressed by its ambition and concentration. But in terms of calling him a "great" writer, let's look again in 20 years. It would be invidious for me to choose one name, but Harold Pinter, VS Naipaul, Doris Lessing, Michael Longley, John Berger and Tom Stoppard would all be in the frame. AS Byatt Novelist Greatness lies in either (or both) saying something that nobody has said before, or saying it in a way that no one has said it. You need to be able to do something with the English language that no one else does. A great writer tells you something that appears to you to be new, but then you realise that you always knew it. Great writing should make you rethink the world, not reflect current reality. Amis writes wonderful sentences, but he writes too many wonderful sentences one after another. I met a taxi driver the other day who thought that. -

As such, they form a rich case study on the interactions of “veillance” (mutual watching) involving citizens, journalists, intelli- gence agencies and corporations. While Surveillance Studies, Intelligence Studies and Journalism Studies have little to say on surveillance of citizens’ data by intelligence agencies (and complicit surveillant corporations), they offer insights into the role of citizens and the press in holding power, and specifically the political-intelligence elite, to account. Atten- tion to such public oversight mechanisms facilitates critical interrogation of issues of surveillant power, resistance and intelligence accountability. It directs attention to the veillant panoptic assemblage (an arrangement of profoundly une- qual mutual watching, where citizens’ watching of self and others is, through corporate channels of data flow, fed back into state surveillance of citizens). Finally, it enables evaluation of post-Snowden steps taken towards achieving an equiveillant panoptic assemblage (where, alongside state and corporate surveillance of citizens, the intelligence-power elite, to ensure its accountability, faces robust scrutiny and action from wider civil society). -

From Alignment to Commitment: The Early Work of James Kelman Terence Patrick Murphy James Kelman (© BBC, 2002) Abstract In Marxism and Literature (1977), Raymond Williams argues that writing is in an important sense always aligned. This sense of alignment, however, may be distinguished from a sense of chosen commitment,which is “conscious, active, and open.” Through a close analysis of the early work of the Scottish working-class writer James Kelman, this essay examines how an ideologically committed writer learned to refashion the dominant forms of novelistic discourse for his own political purposes. For Kelman, commitment in writing involves the recognition of the “distinction between dialogue and narrative as a summation of the political system.” This distinction was “simply another method of exclusion, of marginalizing and disenfranchising different peoples, cultures and communities,” Political commitment thus required Kelman to break successfully with the tradition of “‘working class authors’ who allowed ‘the voice’ of higher authority to control narrative, the place where the psychological drama occurred.” Copyright © 2007 by Terence Patrick Murphy and Cultural Logic, ISSN 1097-3087 Terence Patrick Murphy 2 . the relation between the language of the novelist — always in some measure an educated language, as it has to be if the full account is to be given, and the language of these newly described men and women — a familiar language, steeped in a place and in work; often different in profound as well as simple ways — and to the novelist consciously different — from the habits of education: the class, the method, the underlying sensibility. PERSPECTIVES ON TERRORISM Volume 11, Issue 6 Articles Thirty Years after its Foundation – Where is al-Qaida Going? by Anne Stenersen Abstract This article presents a framework for understanding al-Qaida, based on a new reading of its thirty-year history. Al-Qaida today is commonly labelled a ‘global insurgency’ or ‘global franchise.’ However, these labels are not sufficient if we want to understand what kind of threat al-Qaida poses to the West. Al-Qaida is better described as a revolutionary vanguard, engaged in a perpetual struggle to further its Salafi-jihadi ideology. Its strategy is flexible and opportunistic, and the organization uses a range of tools associated with both state and non-state actors. In the future al-Qaida is likely to treat international terrorist planning, and support to local insurgencies in the Muslim world, as two separate activities. International terrorism is currently not a prioritised strategy of al-Qaida, but it is likely to be so in the future, given that it manages to re-build its external operations capability. Keywords: Al-Qaida, terrorism, insurgency, strategy, external operations Introduction The status and strength of al-Qaida (AQ) are the subject of an ongoing debate. [1] There are two opposite and irreconcilable views in this debate: The first is that al-Qaida is strong and cannot be discounted. The other is that al-Qaida is in decline. [2] Those who suggest al-Qaida is strong, tend to emphasise the size and number of al-Qaida’s affiliates, especially in Syria, Yemen and Somalia; they also point to the rise of new leaders, in particular bin Laden’s son Hamza. -

Before the Murdoch takeover: new evidence indicating the need for a further “Fit and Proper” review AVAAZ, 8th March 2017. Submission for Karen Bradley, Secretary of State for Culture Media and Sport Introduction An acquisition of Sky Plc. by 21st Century Fox (21CF) would result in a major expansion of the influence of the Murdoch Family Trust (MFT) over Sky. In 2012 Ofcom was highly critical of the role of James Murdoch who was CEO and Chairman of News International during the period of criminal and other reprehensible conduct at that organisation. This submission details a long list of wrongdoings and criminal misgovernance that has emerged since Ofcom reviewed the licenses held by BSkyB in 2012. It also draws attention to an unfolding sexual harassment epidemic being unearthed at Fox News in the US. The Secretary of State notes in her 6th March 2017 letter1 to 21CF and Sky that 21CF’s record of compliance with the broadcasting code might reflect on the culture or corporate governance at 21CF. The “huge failings of corporate governance” at News Corporation, the precursor company to 21CF were noted in the Culture, Media and Sport Committee on News International and Phone Hacking and the Secretary of State herself acknowledges that James Murdoch’s actions during this time was a “failure of corporate governance.” The shocking scale of corporate misgovernance and criminal conduct make it incumbent upon the Secretary of State to exercise her powers under Section 58(3) of the Communications Act 2003, to refer the Sky bid on broader public interest grounds than those she currently says she is minded to exercise. -
