0essage from the President During the 2012 fiscal year, Khon Kaen University had carried out many important missions to make her a recognized quality institution with universal standard. The university had been driven to reach her visionary goal of becoming a leading national university with the capacity for global competition. In the past year, the university had produced quality graduates who were knowledgeable, competent, and ethical, making them a highly capable human resource for the country. These graduates have been well recognized by the society and the country. The university also had supported many research projects in which their outcomes could be directly utilized to solve society’s problems, for examples: research on liver flukes and cholangiocarcinoma, research on improvement of chili pepper, spring bitter cucumber, and large-seeded peanuts. All these outcomes reflect well the institute’s determination to become a leading research university. For the academic service, the university had integrated its activities with that of the research process and teaching to express her true responsibility to the community and society. The health care service aiming at becoming the excellence center for ASEAN and the Great Mekhong sub-region, was one of the important missions carried out in the past year. Apart from these activities, the university had given full attention to conserve and praise the folk-wisdom in her art-cultural mission. The attention was also extended to administration and management of the organization by the improvement of organiza- tion’s structure to fit its tasks, improvement of the physical system, improvement of the landscape, and making KKU a Happy University. History of Khon Kaen University

The idea of founding Khon Kaen University, a university in the Northeast, was first initiated in 1941 during the reign of King Ananda Mahidol and the administration of Field Marshal Pibulsongkram with the purpose of extending higher education into the rural area. It was originally planned to be established at Ubon Ratchatani province, however, after the Second World War had broken out and was militarily forced into siding with Japan, such the idea had come to a complete stop. It was not until 1960 that the plan had been revitalized by Field Marshal Sarit Thanarat, the Prime Minister of Thailand at that time. In 1962, in accordance with the revision of the previous policy, the government finally committed to open a higher education institution for engineering and agriculture in Khon Kaen province and named it “KHON KAEN INSTITUTE OF TECHNOLOGY” or K.I.T. At that time, there was no government office in the area to take responsibility in managing the university’s affairs, therefore, the government had appointed the National Education Council to take charge and find its founding site, design the curricula, as well as cooperate with foreign countries for assistance. The university was renamed as the Northeastern University in 1963 and had its founding location at Baan Srithan, Nai Muang sub-district, occupying approximately 880 hectares and was about 4 km from downtown. During its construction, the University Establishment Office in Bangkok had recruited its first lot of students in 1964, comprising of 49 students in Agricultural Sciences and 58 students in Engineering. The teaching was mostly done at the Faculty of Medical Sciences, University of Medicine (Mahidol University at present).In 1965, the cabinets officially changed its name from Northeastern University to KHON KAEN UNIVERSITY. With the Royal command of His Majesty the King, Khon Kaen University was enacted and announced in the Royal Gazette on January 25, 1966, and this day has become the Establishment Day for Khon Kaen University ever since. Within that year, all teaching activities done at the University of Medicine and the students, were moved to the present site of Khon Kaen University. 6

Development of Khon Kaen University Development of Khon Kaen University has been in progress since her first establishment to the present day. According to her achievements, the development can be divided into 3 periods as follows: The First Period: The first and second decades, the first and leading regional university of the country. The development in this period, concentrated more on the establishment and expansion of the university. The First Decade (1964-1973), the Decade of Establishment There were only 3 faculties, when Khon Kaen University was first established i.e., Faculty of Agriculture, Faculty of Engineering, and Faculty of Sciences and Arts. There was student enrolment only in the former 2 faculties, where the latter provided teaching of the basic courses. There were 107 students enrolled in the first year and 59 of them graduated with a bachelor degree in 1967. Later on in this decade, Faculty of Education; Faculty of Nursing; and Faculty of Medicine were established. The Second Decade (1974-1983), the Decade of Expansion In the second decade, the university had expanded continuously in the education of Health Sciences. Faculties of Associated Medical Sciences, Public Health, Dentistry, Pharmaceutical Sciences, and Humanities and Social Sciences were estab- lished during this decade along with the other supporting units such as, the Academic Service Center, the Research and Development Institute, and the Graduate school. The Second Period: The Third and Fourth decades, a Leading National University Progressive expansion and building up research capacity were the main emphasis of this period, the third and fourth decades (1984-2003). 7

The Third Decade (1984-1993), the Decade of Continuous Expansion Early in this decade, more faculties and operation units had been established which were the Faculty of Technology, Faculty of Veterinary Medicine, Faculty of Architecture, and Faculty of Management Sciences, as well as the Computer Center, the Center for Continuing Education, and the Queen Sirikit Heart Center of the Northeast. Apart from these establishments, the university was assigned by the government to set up the establishment of Ubon Ratchathani, and Suranaree Colleges which later on, detached themselves to become Ubon Ratchathani University and Suranaree University of Technology respectively. The Fourth Decade (1994-2003), Becoming a Comprehensive University In this decade, Khon Kaen University has become an important comprehensive university of the region with faculties that cover most of the academic subjects. The Nong Khai campus, Faculty of Fine and Applied Arts, and College of Graduate Study in Management were also established during this decade, apart from setting up more supporting units such as, the Registration and Assessment Office (Bureau of Academic Administration and Development), the Mekong Institute, and the Institute of Dispute Resolution (an autonomous institute). The Third Period: The Fifth decade (2004-2013): Moving to Become a Research University and a Leading University of ASEAN This period has been the period of transformation. From the globalization, in which academic and technological progress has been leaping forward, Khon Kaen University’s vision has been respecified to become a research university and a leading university of ASEAN based on her responsibility in generating innovative knowledge for using in the development of the community, society, and country. In the Fifth Decade (2004-2013), research capacity of Khon Kaen University has become more strengthened as a result of the setting up of 15 specialized research centers at the end of the fourth decade. This period is also the period, in which the university had to be evaluated intensively by the external organizations of both governmental and non-governmental bodies. The Office of Public Sector Development Commission (OPDC), the Office for National Education Standards and Quality Assessment, and the Office of the Higher Education Commission were among those external auditors. Internationally, the university had applied for ranking by the Asia Week (Asia’s Best Universities 2000) and the Times (World University Ranking 2006) magazines. 8

Khon Kaen University has developed herself to become the organization of quality during this period to make it the top three national universities, the top eighty of Asia, and the top four hundred of the world. The organization had been restructured by combining some departments in 8 faculties together (only 74 from 112 departments remained after the restructuring). The Education Servicing Section was dissolved, but there were more institutes established such as, the Faculty of Law, the College of Local Administration, the International College, the Institute of Learning and Teaching Innovation, the Office of General Education, the KKU Language Institute, the Confucius Institute, the Office of Research Administration, the Office of Quality Assessment and Assurance, the Office for Coordinating and Managing Complaints, the Office of Laws, the E-Sarn Software Park, the Enterprise Incubation Center, the Khon Kaen University Science Park, the Northeastern Strategic Institute, the Kwan-Mor Lodging House, the Northeast Laboratory Animal Center, the Office of Higher Education Network for the Upper Northeastern Region, the Office of Ethic in Human Research, Institute of Human Resource Development, and the Office of Alumni Administration. Apart from that, the Queen Sirikit Heart Center has been upgraded to have an equivalent status to that of a department in the Faculty of Medicine. New offices have also been established in the Nong Khai campus as follows: 1. Faculty of Applied Science and Engineering. 2. Faculty of Integrated Social Science. 3. Faculty of Business Administration. 4. Faculty of Liberal Arts. 9

Seal symbolizing Khon Kaen University The idea of KKU seal making was initiated by Phraya Anumanrachathon (Yong Sathienrakosesa) and was drawn out by Mr Pinija Suwannaboonya as Prathart Phanom, the important and sacred Holy Relics Pagoda of the Northeast. The pagoda is situated above a log with Khon Kaen University inscribed on it, and is presided on both sides by 2 gods in gesture of conferring auspices to the institute. The seal background is divided into 3 portions signifying 3 merits of the students: Knowledge signifies Progressive Knowledge Ethic signifies Ethical Conducts Wisdom signifies Wisdom generated by Education and Analytical Thinking

Symbolic Color The KKU Color is of red soil color portraying the geographical character of its founding site, Mor Din Daeng which is the name of a hilly area, 3 - 4 km north from Khon Kaen downtown on the Friendship Highway. The soil in this area is of Yasothorn Series, having the rusty red color hue comparable to that of a brick. The Brick (It) Color is sometimes used as an alternative color name for KKU. In the Royal Decree on Degrees and Academic Gowns of 2001, the Red Soil Color was specified as KKU Color. 10

Symbolic Tree The symbolic tree for KKU is the” Kalaprueksa Tree” known officially as Kalapaprueksa tree or botanically as Cassia bakcariana Craib, a species in Leguminosae family. It is a medium sized bush with flatten canopy, having pinkish and whitish flowers which turn white at senescence. At the turning season from cool winter to summer, all leaves will shade from the trees leaving them at full bloom with beautiful pink and white flowers reminding that the final exam, the final term break, and graduation are approaching. The tree, therefore, is the tree of time for Khon Kaen University declaring the time when graduates are leaving to serve in the society, and new students are entering into the university for their education. The first “Kalaprueksa Tree” was presented to His Majesty the King and Her Majesty the Queen by Professor Pimala Kolakija, the university President at that time, to be planted in front of the Faculty of Agriculture in the university opening ceremony on December 20, 1967. Since then, the tree has been taken as a symbolic tree for the university. In the meeting of KKU Deans session 11/1993 on June 30, 1993, the tree was officially named as Kalapaprueksa to be in accordance with the recommendation from the Royal Academy number 0004/108822, dated November 15, 1990. The name was later changed to “Kalaprueksa” by following the consensus arising from the KKU Deans meeting session 6/1995 on March 15, 1995. 11

Pledge Khon Kaen University is a center of thought and wisdom for the society and a center of education for the northeastern region. The university adheres herself to academic excellence and has good relationship with countries all over the world in order to have knowledge and technology exchange with them. Because Khon Kaen University situates geographically close to the Indochinese countries, therefore, she can actually become the knowledge bridge of Indochina. Khon Kaen University is a tool for the development of academic excellence in every subject, and is being made the regional center of information technology. Khon Kaen University graduates must be equipped with knowledge, ethic, and wisdom, and be capable of applying them to best benefit the region, the country and the global community. Vision “World Class University” Explanation of the Vision Within the year 2015, Khon Kaen University will make herself become a world class university. By comparing it to the ranking made by external institutions, KKU should be in the National top three, the Asian top eighty, and the world top four hundred ranking. Khon Kaen University has her excellences in teaching, developmental research, and innovation that can link to academic service, arts and culture preservation, and technology transfer. Problem solving and development based on research can be done in situ, especially in the northeast and the Great Mae Khong sub-region. Khon Kaen University has been recognized both nationally and internationally as an institution with quality academic record, having good research, good administration and good governance. She is capable of managing her resources, assets, and intellectual properties for the university development, to best benefit the university and become self-reliant. Her personnel are knowledgeable and capable, having a quality living, and work in a good environment. Khon Kaen University is a healthy institution in which her good academic environment has originated from the personnel’s loyalty and affection to the university.” 12

Mission Producing graduates (teaching), conducting research, giving public academic service, and nurturing arts and cultures to the standard level that is universally acceptable, with the aim of developing and strengthening the community and society. Values Khon Kaen University’s values are: leading the organization with vision, recognizing the importance of faculties; personnel; stakeholders; and the cooperative partners, emphasizing on the operational outcomes and value-added outputs, emphasizing on future perspective, encouraging the organization and personnel to learn, and being responsible to the society. Organization’s Culture Khon Kaen University’s culture is : (1) being alert and enthusiastic to changes, holding on to rules and regulations; and the good governance system (2) giving priority to the public benefit, compromising, and being board-minded (3) being creative, having faith in and loyalty to the organization, being diligent and patient, working in team, and being service-minded (4) being an academic community that concentrates on knowledge transferring and exchange in the organization.

Logo Symbolizing the University’s Identity This logo is used as a symbol reflecting identity of the university. It is not meant to replace the Prathart Phanom, the official seal of the university. Student Funding in the Academic Year 2012 Khon Kaen University allocated a certain amount of its annual budget as a student fund in addition to the funding received from various organizations, foundations, banks, societies, and kind donors. The funding was given to students who had good academic record and good behavior but were inadequate financially. In the academic year 2012, there were 899 scholarships, amounting 59,761,585 THB for postgraduate students and 2,621 scholarships for undergraduate students, amounting 42,901,403.77 THB. The funding sources can be divided as follows: 1. The KKU 40th Anniversary Syamboromrajakumari Fund (internal source), 861 scholarships of 8,000 to 10,000 THB each, totaling 7,646,000 THB. 2. Private Funding (external sources) from various kind contributors, 1,739 scholarships, totaling 35,192,403.77 THB. Khon Kaen University Research From its vision of being a “World Class University” a n d i t s p l e d g e a n d philosophy specifying that KKU must be “the center of thought, the intellect of society, and committed to be excellent in all subjects”, it has established many cooperative research units with external organizations of both governmental and private sectors. Awarded Research Outputs Golden Award from the Thailand Research Expo 2012 The outputs from research projects in Health Innovation were presented and displayed in the Thailand Research Expo 2012 under the theme “Health Innovation for People of the World”. Followings are some of the innovations and research outputs. Capsulate Crocodile Blood by Assoc. Prof. Dr. Sompong Dhammasiriraksa. A bioactive ingredient that could inhibit bacterial growth was extracted from crocodile blood and made into capsulate products. The products have been approved by the Food and Drug Organization and commercialized. Agni Pirotha (Angry Fire) the world hottest chili pepper by Assoc. Prof. Dr. Suchila Taechawongsathien. The research project aimed at selecting for chili varieties with high capsaicin content. This chemical has pharmaceutical usage as a topical analgesic. Gel and spray formulations of this chemical from chili, have been made and commercialized with the cooperation from a private sector. The Agni Pirotha variety has a good potential to be used in the pharmaceutical industry. Herbal Cellulite Dissolving Cream by Assoc. Prof. Dr. Watcharee Kunakitti, the Faculty of Pharmaceutical Sciences. Herbal Health Products from Asiatic pennywort (Centella asiatica), Black kaempfer (Kaempferic parviflora), and Malacca tree (Phyllanthus emblica) by the Herbal Health Products Research and Development Center. Herbal Hair Nourishment Products developed by KKU researchers. KKU Health Innovation composing of tools that can help relieving pains in the back, neck, or joints, invented by a group of researchers from the Faculty of Associated Medical Sciences, Assoc. Prof. Dr. Roongthip Pathumethakul, Assoc. Prof. Dr. Wichai Uengpinijapongsa, and Assit. Prof. Dr. Pannee Puengsuwan. The TRF Honorary Award for Outstanding Research of the Year 2012 Outputs from the research project on Improvement of the Indigenous Chicken Breeds conducted by research team from the Faculty of Agriculture composing of Assoc. Prof. Dr. Montachai Duangjinda, Assoc. Prof. Banyat Laopaiboon, Assoc. Prof. Dr. Thaewin Wongpralab, Assist. Prof. Pitcharatana Sanchaisurya, Assist. Prof. Sajee Kanhareung, and Dr. Woothikrai Boonkum, received the Plate of Honor from the Thailand Research Fund (TRF). The project was recognized as 1 of the 16 projects that had achieved their goals and with the outstanding outputs that could be actually utilized. 53

The TRF Outstanding Research Award of the Year 2010 The research project on Improvement of Iri Silk for the Industry was selected as 1 of the 16 projects having outstanding outputs by the TRF in the Year 2012. This project was led by Assoc. Prof. Dr. Siwilai Sirimunkalaratana, Faculty of Agriculture. The Discovery of Non-Aids Immunodeficiency Disease The project was led by Professor Ploenchan Chetchotisakd (MD) with Assoc. Prof. Phirun Mutsikapantha (MD), Assoc. Prof. Sirilaksana Anannathasiri(MD), and Assoc. Prof. Dr. Weerapongsa Lulitanontha in the team. The finding has made the disease diagnosis more accurate, leading to a more correct treatment that saved many patients’ lives. The project was a cooperative project between Thailand, the United States, and Taiwan. Discovery of Mutated Genes Relating to Cholangiocarcinoma The discovery was published in the Nature Genetics, a quality international journal. It also has raised the awareness of the problem, making liver fluke and cholangiocarcinoma cancer, an issue of the Northeast. As a result, the Cholangiocar- cinoma Foundation has been founded by the cooperation between Professor The Bin Tean et al from the National Cancer Institute of Singapore, and Assoc. Prof. Dr. Wacharapong Bhuddhisawat et al from the Liver Fluke and Cholangiocarcinoma Research Center, Faculty of Medicine, Khon Kaen University to provide a sustainable solution to the problem. Discovery of Fluorescent Mushroom with Cancer Curing Potential The discovery was considered the world-first report done by Assoc. Prof. Dr. Weerasak Saksirirat et al from the Faculty of Agriculture. The mushroom was found in Kok Pu-Ta-Ka, Puwiang District, Khon Kaen. It looks similar to the oyster mushroom but is poisonous, with Neonothpanus nimbi as the scientific name. It fluoresces only at night and can be seen as far as 10-20 meters in the dark. Isolate KKU 1 of this mushroom contains aurisin A that is effective in controlling root-knot nematodes in tomato. With its beautiful form, it can also be used for decorating garden and lighting it up at night, or its fluorescence gene can be transformed into road-side trees so that they can illuminate the roads at night, hence increasing the visibility and saving energy. The aurisin A also has a potential use in medicine, as a cancer curing agent. 54

Academic Service to Society There were 3 types of service being operated and coordinated by the Academic Service Center in the Fiscal Year 2012, as follows 1) Academic Service for Public Benefit composing of 4 project clusters, 1) Project cluster on technology transfer to the community, 2) Project cluster on a prototype of community with sufficient economy, 3) Project cluster on academic cooperation with countries in the Great Mekong sub-region,4) Project cluster derived from His Majesty the King’s initiative. 2) Non-profitable Academic Service was a cooperative service between KKU and external organizations both in the governmental and private sectors. Three organizations had allocated their budgets totaling 1,858,600 THB to the university to organize the service activities in the Fiscal Year 2012. Three projects were executed with the actual expenditure of 1,830,919.80 THB (98.51%) covering 100 % of the work planned. 3) Profitable Academic Service aiming at human resource development for both the government and private organizations. Training courses had been organized and made in to a road show by the Academic Service Center. Two training programs had been organized in the past year which were 1) How to Increase Working Efficiency, and 2) Training courses as listed in the training programs of the Academic Service Center. 56

Followings were the services given to patients and laypeople in the Fiscal Year 2012 except during the public holidays: Community Pharmacy Laboratory, 1st branch (Maliwan Rd.) Operated for 296 days composing of 246 working days and 50 Saturdays, with 13,083 persons receiving services. Community Pharmacy Laboratory, 2nd branch ( KKU Food and Service Center) Operated for 345 days composing of 246 working days, 50 Saturdays, and 49 Sundays, with 45,226 persons receiving services. 59

1.2) Delivery of prescribed medicines. This operation was a cooperative service with the health service units and the Physical Therapy Unit of the Faculty of Associated Medical Science. The services were given to 163 patients. 2) Teaching service The Community Pharmacy Laboratory is also a training and learning center for students in pharmaceutical science of both Khon Kaen University and other institutes. There were 257 students from the Faculty of Pharmaceutical Sciences, KKU trained in the Fiscal Year 2012. 3) Pharmacy development There were 12 participants composing of lecturers, pharmacists and staff participated in the seminar under the project “Improvement of Personnel and Operation of the Pharmacy” (the Community Pharmacy Laboratory) held during April 6-8, 2012 at Ampawa district, Samutsongkram province. 4) Community academic service A project on screening and development of pharmaceutical care for patients with asthma, sinusitis, allergy, lung disease, diabetes, and hypertension was set up on February 29, 2012 at the Community Pharmacy Laboratory. 2.3 Total Health Care Unit (SPA), Faculty of Pharmaceutical Sciences, Khon Kaen University The SPA unit has 3 missions 1) teaching the Master degree program in Beauty and Health Sciences, 2) supporting research conducted by students and academic staff of KKU and other institutes, 3) giving the total health care service or spa. The unit is located on the 2nd floor of the Health Sciences Conference building, Faculty of Pharmaceutical Sciences. The total budgetary allocation to nurture arts and cultures, was 34.092 million THB in the Fiscal Year 2012, composing of 2.0441 million THB from the government subsidy and 32.0479 from the KKU revenue. Followings are some of the major projects and events taken place in 2012: 62

“Sinsai Boon Khaochi, the Northeast Cultural Path” “Sinsai Boon Khaochi, the Northeast Cultural Path” is a project that was set up to act as a driving force to revitalize the long–forgotten cultural heritage, to rediscover its value and to have it applied for our modern life. Various activities had been carried out such as the conference on “Sawa-thee Community, a Learning Resource for the Northeast Culture under the Globalization”, the performance on Northeast arts and cultures, and the drawing of the “Sinsai Epic” on a piece of cloth, 30 meter long to tell stories known in the literatures of countries in the Great Mekhong region. The Songkarn or Water Festival, the Thai Heritage, 2012 The Songkarn Festival was set up as our Thai heritage to conserve the national culture and fulfill the university’s mission in nurturing arts and cultures. Many organi- zations had participated in the festival organized by the university as well as having their own activities within the organizations. The Loy Kratong or Floating Festival, 2012 The festival was organized to conserve our Thai cultural heritage and preserve its value. Main activities in the festival were: a parade contest, a floating contest, and a beauty or Nang Nopamas contest. To entertain the public, folk-sport contest, cultural shows, amusement park, Northeast Mor-lum, out-door movie show, and student floating shops were set up in the festival. It is considered one of the biggest annual festivals, having a large number of participants and visitors. Cooperation from various organizations, cultural networks, staff, and students had brought in diversity of the activities. The Khon Kaen Silk and Red Cross Fairs and Friendship or Phook-Seaw Festival, 2012 The KKU Student Union had organized a parade in the Fair, displaying beauty of the silk fabrics which is the identity of the Northeast and Khon Kaen people. 63

The ART EX BY ART ED Exhibition The 21th ART EX BY ART ED Exhibition was held to open up the experience, mind, and imagination of the future artists through their art works. The works were displayed to public to show the readiness and potential of the new artists before entering into the real professional arena. A special lecture entitling “Dissecting of an Art Teacher” had been delivered by Santi Thong-me. The lecture was co-organized by the Art and Culture Museum and the 4th year students majoring in Art Education, Department of Basic Education, Faculty of Education. The Northeast Pong-lang Band Contest, 2012 The contest was set up in “the 5th Kan Dancing Contest: Lam-plearn Festival” to win the HRH Maha Chakri Sirindhorn Cup with the aim of preserving E-sarn arts and cultures, especially in the folk performance. This performance reflects well, the identity of the Northeast community and its way of living. It also raises up pride among the new generation making them more aware of keeping, and caring for their cultural heritage. The display also makes folk-performance better known by both Thai and foreign lay-people. The winner of this year contest was the Pong-lang band from Sri-songkram School, Loei province. The band used Pi-tha-khon or folk-ghosts blending with an ancient practice to display their performance along with the music and beautiful dancing, a perfect blending of diversified performance and Northeast art and culture. Conservation of Thai Sports in Khon Kaen University By being aware of the significance of Thai arts and cultures, the Office of Sport has tried to incorporate them into sport activities. In 2012, a project was set up to conserve Thai sports by linking it with the activities of the Loy Kratong Festival. Information and demonstration on Thai sports such as Thai fencing dance, Thai boxing dance, and Ta-kro playing had been displayed. A contest was set up for various Thai sports. 64 The Outcomes from Organization Administration and Management

The main goals of Khon Kaen University are to be a leading university that has its own identity, quality, standard, and excellence. It should have a directive role in guiding the society, respond to the society’s need, and be a warning light of the society. It also should be well recognized by societies at all levels, starting from the Northeastern regional, national, and international. Apart from these main goals, 3 minor goals have been specified to lead the university to its target, i.e. 1) Being a research-based university 2) Being a healthy university with good organization management that can be used as a role model. 3) Being financially self-reliant, capable of managing its resources, assets, and intellectual properties, to best benefit the university. To develop administration and management of our organization to catch up with the global changes, correct the major weak points, and have a progressive improvement, the following projects and actions were under taken in the Fiscal Year 2012. Promotion of quality living and happy working atmosphere for the personnel For effective administration, KKU personnel have been classified into 4 groups, 1.government officials, 2.staff employed by the government budget and KKU revenue, 3.permanently and temporary employed personnel, and 4.staff employed under the autonomous university status. To make our personnel feel secure and happy working for the university, an incentive system offering honorarium, salary and extra benefit had been created. The personnel in all groups whether they are teaching or supporting staff, are employed until they reach 60 years old, the retiring age. This good system is hoped to keep good and capable staff happy and continue working with the university. Knowledge exchanging for the improvement of office management system The project was carried out to exchange knowledge and experiences among secretaries of the faculties/institutes or directors of the sections in KKU. Study tour, 65 seminar, and presentation of best practices of each organization were among the activities taken place in this project. The Muthita-Jithi (Farewell) Party for the Retirees, 2012 To honor our invaluable retirees both as teaching and supporting staff, a farewell party was organized. Impressive Bai-Sri Soo-Kwan ceremony, folk music, and student beautiful performance were displayed in the party. The “Leader Talk” Program The Communication Office opened up a new television program called “Leader Talk” to provide a channel for KKU personnel to learn, understand, and participate in the university operation. It also can inform the personnel of the university’s care, movement, and administrative strategies, directly from the administrators. It can also be used to inform public of the university’s identity. Mass Transportation and Traffic Systems KKU Shuttle Bus service has been provided as a public welfare to students and personnel. The service is aimed at giving quality living to the KKU community and conserving the environment. It elevates safety and improves the physical and envi- ronmental tidiness of the university. U-HAPPY + FOR THE GREATER GOOD Event The event was organized so that personnel at all levels could meet with their president and administrators to exchange their opinions, listen to the policy and the progress in making KKU a “Happy University”. Safe Vegetable Plot and Happy University A plot near the President Office Building was set aside and made into a vegetable garden to produce a chemical-safe produce to serve the “Healthy University” policy. The aims of this policy are to promote self-reliance among the personnel, to create sharing attitude in the sufficient-economy and caring atmosphere among the person- nel. All these are the basic foundation of a happy working place. Improvement of Landscape To make the university clean and neat as a model urban community, the Infra- structure Development Section has been taking good care of the landscape and all vegetation in the university. All public parks and small gardens have been kept pretty and as many trees conserved as possible. Any action done to the landscape must take into consideration of the adverse effect on the environment, the well-being of personnel and public. 66

Information System Khon Kaen University has a large number of data base information systems. Those that are important for administrators for the administration and making decision, are the Human Resource Management Information System (HRMIS), the KKU Financial Management Information System (KKUFMIS), and the 13 databases in the Data Warehouse (linked with the database system of the Office of Higher Education Commission). It also has the Research Database to serve faculties and researchers, the Student Database of the Office of Academic Administration and Development, and the Database of Srinagarind Hospital. To keep KKU updating with fast changing new technology that may affect development of the university, the following new information technology has been developed: Linking the KKU-Net The Computer Center was responsible for linking up the KKU-Net with the Uni-Net, as well as, maintaining and developing all information networks in the university. And because of its efficacy in making KKU the internet center for the Northeastern higher education institutes, the Ministry of Education assigned the job of making internet system for basic education institutes to KKU in the Thai Kem Kang (Strong Thai) Project. Intranet Service The Computer Center has connected the KKU network to that of the Internet via the 1Gbps UniNet system. Similar connection has been made with the network at the Nong Khai Campus. In 2012, signals in 11 networks of the following faculties/ organizations have been enlarged from 1 Gbps to 10 Gbps, i.e. the Faculty of Engineering, the Faculty of Science, the Faculty of Computer Science, the Faculty of Agriculture, the Faculty of Education, the Faculty of Pharmaceutical Sciences, the faculty of Nursing, the Faculty of Humanities and Social Sciences, the Office of Academic Administration and Development, Information Center Building, and the Poj Sarasin Building.

MAJOR EVENTS AND ACTIVITIES H.R.H. Princess Chulabhorn Walailak’s Royal Visit to Khon Kaen University On August 20, 2012, H.R.H. Princess Chulabhorn made a royal visit to the university. H.R.H. had discussed with the administrators, academic staff, and student representatives from the Faculties of Science and Medicine, on the affairs of the Chulabhorn Research Institute. After that, H.R.H. together with Ms Chang Jing and the Royal Navy Band had played Gu Cheng (Chinese harp) as a rehearsal for the upcoming musical and cultural show “the 5th Relationship between the Two Lands” on August 21, 2012 at the Golden Jubilee Convention Hall, Khon Kaen University. The show aimed to give opportunity to the local people to listen to music played with the ancient Royal Chinese instrument, Gu Cheng and see cultural performances from the People Republic of China and the Thai Department of Fine Arts. The revenue made from the show would be donated to the Princess Mother’s Medical Volunteer Foundation to give medical and health services to poor people in the remote rural area.

Follow up of the Thai Maternal and Child Health Network Project under the Royal Patronage of H.R.H. Princess Srirasm On May 28, 2012, H.R.H. Princess Srirasm, Consort of the Crown Prince visited the Srinagarind Hospital, Faculty of Medicine, Khon Kaen University to follow up the work done by the Thai Maternal and Child Network Project under the Royal Patronage. H.R.H. also went up to the monu- ments of H.R.H. the Royal Father of H.M. the King and H.R.H. the Princess Mother to pay the royal homage. 73

The 9th International Khon Kaen Marathon

The race has been made a traditional sport event for Khon Kaen province to encourage physical exercising among its people, giving them a quality living and good health. It also helps the interested young Thai athletes in developing their running skill to meet the international standard, as well as promoting tourism in the province and keeping youths away from drugs. In 2012, the race was organized on January 29 by the cooperation between Khon Kaen Province and the university with sponsorship from both public and private organizations. Sponsors for the event were, the Thai Petroleum and Trade Co. Ltd.(Public Company), the Thai Health Promotion Founda- tion, the I.C.C. International Co. Ltd.(Public Company), the Mizuno Sport Supplies sale representatives, the Tourism Authority of Thailand, the Sri Ayudhaya Bank, and many other supporters. Central Cheering Tradition or the Singing Together of Our Institutional Songs Central cheering has been a traditional activity carried out each year to let freshmen express their affection to the university and have a unity among them. This is done by having a gathering in the Central Sport Arena and singing the institutional songs together. 74

Creative Freshmen Reception Activities: “Group Relationship”, Relationship making between new friends The Khon Kaen Student Union organized a creative reception activity “Group Relationship” for the freshmen so that they could make good relationship among themselves. The freshmen were divided into groups from A-Z (F was omit- ted) regardless of their faculties and 10 older students were assigned to each group to act as counselors or trainers for the group. The freshmen were trained how to sing the university songs and how to cope with lives in the university. Many recreation activities had been carried out to make them happy and well adapted to the new environment. The freshmen reception is a traditional event that has been carried out successively. Promotion of participation and cooperation with external organizations, communities, and societies Projects promoting participation and cooperation from external organizations and communities had been carried out to make KKU a Happy Organization. In 2012, the Faculty of Law joining with the Planning and Human Resource Development Division went visiting a number of schools in the community to donate supplies, stationary, and dried foods to school children. In this project, the Vice-president of Nong Khai campus represented the university in giving donation to 3 schools namely, the Nong Kung Withayakarn, the Nong Pai Mor Dindang, and the Siharach Dechochai Schools, while the Vice-president for Planning and Human Resource Development went to the Ban Nong Pong, the Ban Huay Chai, and the Srisangwalaya Schools. Apart from donat- ing such necessities, discussion had been made with the school administrators and community’s leaders on the collaboration to develop the schools’ teaching process and upgrading living quality of the communities. 75

San Sai-Yai Ruam Jai Chao Mor-Khor (Bonding among KKU personnel) The San Sai-Yai Ruam Jai Chao Mor-Khor activity was organized in 2012 to create a good relationship among organizations in the university. Sport contests and parties had been set up and being participated by administrators and personnel from various faculties. Activities such as lucky draws and group singing, were the most enjoyed by the participants.

“One Helps Nine” Project Khon Kaen University has been the central core for this project with the aim to assist 9 other educational institutes to improve their evaluation score in the upcoming third round quality assessment by external auditors. It also helps those institutes to develop themselves and increase their potential continuously until reaching the excellence. The project helps establishing a cooperative network, in which knowledge can be exchanged and assistance can be sharing among the institutions, resulting in the development of education. Followings are the 9 institutes participat- ing in the project: Nakhon Phanom University, Rajamangala University of Technology Khon Kaen Campus, Rajamangala University of Technology Isan Sakonnakhon Campus, Pitchayabundit College, Santapol College, Institute of Physical Education Udonthani Campus, and Institute of Physical Education Mahasarakham Campus. 76

Gathering of the Khon Kaen people on the World Paralysis Day to prevent Cerebral Palsy This is a cooperative project run by Srinagarind Hospital, the National Health Security Office; Khon Kaen Region, the Northeast Stroke Research Group, the Northeast Neurology Society, and . Assoc. Somsakdi Thiemkao M.D., the vice-director of Srinagarind Hospital gave a special lecture on “Cerebral Palsy”. Patients who had experience with stroke but were medical treated in time, also joined in to share their direct experiences with the attendances.

The 48th Anniversary of the Establishment of Khon Kaen University On December 25 of every year, a cerebration is made to commemorate the Establishment Day of the university. In 2012, it was the 48th year of its establishment. A merit making process in which 184 monks were given food, were specially organized by the Student Meditation club and the Buddhist club to cerebrate His Majesty the King’s 84th birthday anniversary and be a blessing to our personnel. Khon Kaen Green Earth, Green Heart and Environment Conservation, 2012 The project was carried out to commemorate H.R.H. the Crown Prince’s birthday anniversary and to remind people of the effects of global warming on our livelihood. It also offered alternatives for energy saving and effective use of energy. Activities and display were presented to educate people on environment conserva- tion, making them aware of its significance. Highlight of the activities was the changing of 200 refrigerator doors’ liners by their Khon Kaen owners on the occasion. the activity has been one and only of the world known so far. 77

Agricultural Fair 2012 The fair was held under the theme “Development of Thai Agriculture under the Royal Attention” to commemorate Her Majesty the Queen’s 80th birthday anniversary on August 12, 2012 and H.R.H. the Crown Prince’s 60th birthday anniversary on July 28, 2012. Objectives of the fair were to disseminate the agricultural information generated by the projects under the royal initiative or by the royal projects themselves, as well as, to show the potential of Thai agriculture, to exchange academic and technological information in conference, and to trade agricultural products. Arts and cultural shows were performed and knowledge and technology on agriculture were transferred to farmers and interested visitors. Ruam Nam Jai Mor Khor to Help the Flood Victims An aid project to help people affected by the flooding has been set up, having KKU as a central core in rounding up the help. A number of relief projects had been carried out to help the victims recover after the flood had subsided. Examples of the projects were: volunteer to help flood victims, training course in indigenous chicken raising, giving away young chicks for raising, and giving away chicken feed and chicken raising manuals to needed farmers. Khon Kaen University Energy and Environment Conservation or U-SAVE Khon Kaen University joined in the Khon Kaen Green World Green Heart Event organized by Khon Kaen province to cerebrate H.R.H. the Crown Prince’s 60th birthday anniversary. A booth was displayed by KKU to give people idea and practices of energy and environment conservation, making them aware of effective way in utilizing natural resources. 78

Khon Kaen University: A HAPPY UNIVERSITY, 2012 2012 was the second year in which the project has been operated. Its name has been changed from U-HAPPY to U-HAPPY + FOR THE GREATER GOOD to make people happier. The activities were arranged into 4 game zones, 3C-1H so that our personnel could communicate and contribute their initiatives better. The first C was CARING ZONE, happiness indicators for this zone were joy, caring, attention to each other, sharing, and caring for the society. The second C was CONNECTING ZONE, as the first regional higher education institute, the happiness indicators for this zone were raised up by knowledge connection to help tackling the social issues and developing the society. The third C was CREATING ZONE, the indicators were raised up by sharing our creativity in deploying our tasks and contributing the initiatives whether they were in community research, or in graduate production. In this game zone, the players could express their attitudes or give suggestion to administrators of the problems, how to resolve them, and how to improve the works so that the university’s operation could be improved. The last zone was the HAPPYNESS ZONE, the KKU personnel were given the U-HAPPY + FOR THE GREATER GOOD pins for making our university, a Happy and Learning University with its own Identity. Dental Care under the Royal Patronage This was a project done by cooperation among the faculties, dentists, nurses, dentist assistants, technical staff and students from the Faculty of Dentistry who went out to give dental care services to people in the communities. Examples of those who got the services were: Khon Kaen School for the Blinds, the Northeast Reception Home for Boys, Khon Kaen Juvenile Observation and Protection Center, secondary schools in Muang District, and people in various districts of Khon Kaen province and nearby provinces. 79

National Science Week, 2012 The National Science Week Fair was held under the theme “Lighting up Idea and Developing Livelihood with Science”, in 2012. Objectives of holding the fair were to honor King Mongkhut “the Father of Thai Science” for his talent on sciences and technology, to promote the interest in sciences and make people and our youths aware of the importance of sciences and know how to apply them in their daily lives, and to disseminate information on the outputs of scientific research, technology, and innovation. The ultimate aim of the fair was to implant a good scientific mind and character into our youths and laypeople. Activities taken place in the fair were: a ceremony to pay homage to King Mongkhut and exhibitions to honor His Majesty the King; Her Majesty the Queen on her 80th birthday anniversary; and H.R.H. the Crown Prince on his 60th birthday anniversary. And to promote and develop scientific skills in secondary school, the Faculty of Science; Khon Kaen University had organized an event on scientific; mathematic; and computer skill contests for high schools in which Ubonratchthanee and Mahasarakham Universities joined and run the contests for secondary and primary schools respectively. There had been 16 organizations from both government and private sectors participated in the fair, displaying their activities, and 166 schools in the Northeastern region participated in the contests. 80

Srinagarind Day, 2012 An event was co-organized by the Faculty of Medicine and Khon Kaen Province to commemorate H.R.H. the Princess Mother on the Srinagarind Day of 2012. The event had been telecasted nationwide to round up donations for funding of the low-income patients and for those who have limited health insurance claims. The fund also would be used to support teaching, research, and academic community service of the faculty. Decorations in the event were set up in green tone which is color of the faculty, and 30 million THB funding had been raised.

The 6th KKU SHOW and SHARE, 2012 The event was organized to show achievement and pride from the works done by KKU personnel. A number of achievements were displayed for examples: the outputs from student academic service, teaching and learning service, extra-curriculum activities, the outcomesfrom research-based routine operation, and the outcomes from academic and professional services. There were 285 pieces of works submitted by the personnel. KKU-PSU Knowledge Exchange Tradition The 4th Knowledge Exchange Tradition between KKU and PSU in 2012 was organized at the College of Local Administration, Khon Kaen University. A memorandum of understanding (MOU) was signed for the cooperation in integrated rubber research. An MOU for research cooperation in other fields for 3 years was also signed to develop and strengthen the tie and build up a collaborative research network between the 2 universities. 81
