SUBJECT: Calling Notice for NATO CBRN EOD Incident Management Staff Officer Training, , 19 – 23 JUNE 2017

1. Based on the NATO requirements on education and training in EOD area, the NATO EOD COE delivers NATO CBRN EOD Incident Management Staff Officer Training (NATO CBRN EOD IM SOT).

2. NATO CBRN EOD IM SOT provides EOD Staff Officers with training on CBRN EOD Incident Management up to brigade staff level during multinational operations aiming to advise commander on chemical, biological and radiological explosive ordnance disposal and CBR IED matters.

3. NATO and PfP nations are invited to attend the NATO CBRN EOD IM SOT which will take place at the premises of NATO EOD COE, Trencin, Slovakia from 19 - 23 JUNE 2017.

4. Deadline for registration is 8 MAY 2017. The maximum number of seats on the course is limited to 16 students.

ANNEX A to Calling Notice for NATO CBRN EOD IM SOT 19 - 23 JUNE 2017

ADMINISTRATIVE GUIDANCE

1. GENERAL OVERVIEW

a) Scope: The NATO CBRN EOD IM SOT will be delivered by the NATO EOD COE in cooperation with partnering nations and institutions – NATO Joint CBRN Centre of Excellence, ITA National C-IED Centre of Excellence and Slovak Armed Forces. NATO CBRN EOD IM SOT will be conducted from Monday 19th – Friday 23rd JUNE 2017(5 days).

The NATO CBRN EOD IM SOT is based on current versions of important EOD and CBRN related NATO Standardization agreements (with primary focus on STANAG 2609 AEODP 8 ”Interservice CBRN EOD on multinational deployments” and STANAG 2143 AEODP-10 “EOD Principles and Minimum standards of proficiency for trained EOD personnel”).

b) Aim: The aim of the NATO CBRN EOD Staff Officer Incident Management Training is to train qualified personnel (EOD staff officers) in managing CBRN EOD incident up to brigade staff level during multinational operations and advising commander on chemical, biological and radiological explosive ordnance disposal and CBR IED Matters.

c) Target Audience:

As a first priority, EOD Staff officers or Senior NCOs assigned or intended to be assigned as Officers at Combined Joint EOD Cell, Multinational EOD Coordination Cell, EOD Cell or as National EOD Point of Contact during multinational deployments. The EOD Staff officers assigned to national positions related to CBRN EOD will be accepted IAW NATO EOD COE seats allocation policy.

Language skills: IAW STANAG 6001, an adequate understanding of written and spoken English is expected from the course attendees. SLP 2222 is recommended as the minimum level of proficiency.

d) Learning Objectives:

1. EOD Staff officer is able to apply CBRN EOD threat management including CBRN weapons

2. EOD Staff officer is able to advice commander on up to Brigade Staff level on CBRN Explosive ordnance disposal.

3. EOD Staff officer is able to manage CBRN EOD Incident within the overall spectrum of EOD tasks

NATO CBRN EOD IM SOT is to be advanced level course for EOD Officers. Training will be based on balanced level of theoretical lessons, field demonstration of CBRN and EOD

NATO UNCLASSIFIED RELEASABLE TO MONTENEGRO capabilities, syndicate work and final exercise, where management of incidents will be exercised. Training will not address principles in disposal of nuclear weapons and during final Exercise the chemical and biological scenarios are to be concerned only.

e) Security Classification: The Security Clearance for this training is NATO Unclassified

f) Training Area: The course will be organized and delivered at the training premises of NATO EOD COE in Trenčin. However, demonstration of EOD and CBRN capabilities is to be held in SVK National EOD and CBRN Centre in Novaky (Approx. 50 km east from Trencin) on Tuesday 20 JUNE 2017. Transportation of the trainees from Trencin to Novaky and back will be provided by NATO EOD COE.

2. EXECUTION

Attendees are expected to arrive to Trencin no later than 07.30 Monday 19th JUNE 2017, and make their in processing at NATO EOD COE building from 07.30-08.00.

The course will be finished no later than 12.00 on Friday, 23rd JUNE 2017. No student should plan to depart Trencin prior to 12.00.

a) Registration Nations applying for seats on this course should follow the instructions listed below: 1. Fill and submit the online Registration Form on https://www.eodcoe.org/en/education-training/2017-courses-training-events- calendar/cbrn-eod-training.html 2. The registration deadline is set on 8 MAY 2017. Registration Forms submitted after the deadline will not be accepted. 3. All applicants will receive a confirmation letter or a regret letter from the Admin NLT 10 MAY 2017. It is highly recommended that no applicant starts managing the arrangements before receiving the confirmation of admission to the course!

b) In-processing: All participants will be in-processed during the 1st day of the course (19 June 2017). In- processing will be carried out from 07.30 till 08.00 AM in the NATO EOD COE Central Briefing room. During in-processing each attendee should be in possession of: ­ ID card (e.g. passport) issued by a national authority, ­ NATO travel order/equivalent.

c) Course fee: The course is free of charge for NATO EOD COE sponsoring nations (SVK, CZE, POL, HUN, ROU). The fee for non - EOD COE sponsoring nations and PfP is 150 Euro/attendee. This amount is to be provided to the NATO EOD COE in cash during In-Processing.

d) Dress code: The dress code for classroom-led lectures will be Battle Dress Uniform (BDU) for military personnel. Each student is advised to bring his/her waterproof jacket and adverse weather gear in case the weather deteriorates (rain, wind).

3. SERVICE SUPPORT

a) Transportation: Each attendee is responsible for his transportation. Arrival by airplane The recommended airport is Vienna, Austria. A Shuttle Bus commutes approximately every 1 hour from Vienna Airport to Bus Station (www.eurolines.sk). There are plenty of public transport options from Bratislava to Trencin. Bus/train schedules may be easy found on websites (http://cp.atlas.sk, please note that information is available in English and German language).

Arrival by car: Trencin is easy to reach from Bratislava via highways D1. For more details consult the www.google.com/maps

Driving regulations in SLOVAKIA are strict: • the lights must be turned on throughout the whole year, • reflex (reflective) vest must be at driver´s hand when driving a vehicle on Slovak roads. When unexpected stop of vehicle occurs (broken car, flat tyre, etc.) the driver and every occupant of the vehicle must put the vest on before exiting the car • max. speeds are 50/90/130 km/hour • 0.00 % alcohol tolerance when driving a vehicle, • utilization of mobile phones while driving is prohibited.
