Results showed that China's propaganda effortsconsisted of official and unofficial activities and activities directed toward overseas Chinese. The official activities were carried out by the Chinese News Service and its branch offices in various American cities under the direction of the Ministry of Information's International Department in Chungking. The unofficial activities Were carried out by both Chinese and Americans, including missionaries, business people, and newspaper reporters, and the activities ditected toward the overseas Chinese in the United States were undertaken for the purpose of collecting money and arousing patriotism. The propaganda program fell four phases, the first beginning with the outbreak of the Sino-Japanese War in 1937 and directed at exposing Japanese atrocities. The second phase began with the withdrawal of the Chinese central government to inner China in late 1937, continued until the beginning of the European war in 1939, and concentrated on economic and political interests. -

Qingjiang Kong* INTRODUCTION On December 11, 2001, China acceded to the World Trade Organization (WTO).1 Taiwan followed on January 1, 2002 as the "Separate Customs Territory of Taiwan, Penghu, Kinmen and Matsu."2 Accession of both China and Taiwan to the world trading body has triggered a fever of activities by Taiwanese businesses, but the governments on both sides of the Taiwan Strait have been slow to make policy adjustments. The Rise and Fall of the Taiwan independence Policy: Power Shift, Domestic Constraints, and Sovereignty Assertiveness (1988-2010) Abstract How to explain the rise and fall of the Taiwan independence policy? As the Taiwan Strait is still the only conceivable scenario where a major power war can break out and Taiwan's words and deeds can significantly affect the prospect of a cross-strait military conflict, ot answer this question is not just a scholarly inquiry. I define the aiwanT independence policy as internal political moves by the Taiwanese government to establish Taiwan as a separate and sovereign political entity on the world stage. Although two existing prevailing explanations--electoral politics and shifting identity--have some merits, they are inadequate to explain policy change over the past twenty years. Instead, I argue that there is strategic rationale for Taiwan to assert a separate sovereignty. Sovereignty assertions are attempts to substitute normative power--the international consensus on the sanctity of sovereignty--for a shortfall in military- economic-diplomatic assets. -

Brown Associate Director, Asian Studies The Johns Hopkins School of Advanced International Studies On Aug. 3, President Chen Shui-bian told a video conference with independence supporters in Tokyo that there was “one country on each side” of the Taiwan Strait. Taiwan government officials, Washington, and Beijing were caught by surprise and concerned. Taipei quickly sent out assurances that policy has not changed, Washington reiterated that it did not support independence, and President Chen refrained from repeating this remark publicly. While no crisis occurred, the remarks appear in part to reflect Chen’s conclusion that Beijing’s cool response to Taipei’s goodwill offers means there is little near-term prospect for progress on cross-Strait issues. Taipei has pressed ahead with efforts to strengthen ties with the U.S., but its efforts to increase Taiwan’s international standing have suffered setbacks. Minor steps continue to be taken to ease restrictions on cross-Strait economic ties, which are again expanding rapidly. “Three Links” in Limbo This quarter opened with considerable attention on both sides of the Strait to ways the recently concluded extension of the Taiwan-Hong Kong Air Services Agreement could provide a model for how private groups might handle the opening of direct travel across the Strait − the so-called “three links.” President Chen seemed intent on opening direct travel before the 2004 presidential elections in order to demonstrate his ability to successfully manage cross-Strait relations. Bureaucrats in Taipei were working on the modalities for authorizing private groups to negotiate. -

Brown Associate Director, Asian Studies The Johns Hopkins School of Advanced International Studies Throughout this quarter, Beijing and Taipei struggled to contain the spread of severe acute respiratory syndrome (SARS). SARS dramatically reduced cross-Strait travel; its effects on cross-Strait economic ties appear less severe but remain to be fully assessed. SARS intensified the battle over Taiwan’s request for observer status at the World Health Organization (WHO). Although the World Health Assembly (WHA) again rejected Taiwan, the real problems of a global health emergency led to the first contacts between the WHO and Taiwan. Beijing’s handling of SARS embittered the atmosphere of cross- Strait relations and created a political issue in Taiwan that President Chen Shui-bian is moving to exploit in next year’s elections. SARS The SARS health emergency dominated cross-Strait developments during this quarter. With the dramatic removal of its health minister and the mayor of Beijing in mid-April, Beijing was forced to admit that it was confronting a health emergency with serious domestic and international implications. For about a month thereafter, Taiwan was proud of its success in controlling SARS. Then its first SARS death and SARS outbreaks in several hospitals led to first Taipei and then all Taiwan being added to the WHO travel advisory list. The PRC and Taiwan each in its own way mobilized resources and launched mass campaigns to control the spread of SARS. By late June, these efforts had achieved considerable success and the WHO travel advisories for both, as well as for Hong Kong, had been lifted. -

The Nationalist Party first defined the Incident as a rebellion by pro-Japanese forces and communist saboteurs. As the enemy of the Nationalist Party in China’s Civil War (1946-1949), the Chinese Communist Party initially interpreted the Incident as a Taiwanese fight for political autonomy in the party’s wartime propaganda, and then reinterpreted the event as an anti-Nationalist uprising under its own leadership. -

Stockholm InternatIonal Peace reSearch InStItute SIPrI Policy Paper new ForeIgn PolIcy new Foreign Policy actors in china 26 actorS In chIna September 2010 The dynamic transformation of Chinese society that has paralleled linda jakobson and dean knox changes in the international environment has had a direct impact on both the making and shaping of Chinese foreign policy. To understand the complex nature of these changes is of utmost importance to the international community in seeking China’s engagement and cooperation. Although much about China’s foreign policy decision making remains obscure, this Policy Paper make clear that it is possible to identify the interest groups vying for a voice in policy formulation and to explore their policy preferences. Uniquely informed by the authors’ access to individuals across the full range of Chinese foreign policy actors, this Policy Paper reveals a number of emergent trends, chief among them the changing face of China’s official decision-making apparatus and the direction that actors on the margins would like to see Chinese foreign policy take. linda Jakobson (Finland) is Director of the SIPRI China and Global Security Programme. She has lived and worked in China for over 15 years and is fluent in Chinese. She has written six books about China and has published extensively on China’s foreign policy, the Taiwan Strait, China’s energy security, and China’s policies on climate change and science and technology. Prior to joining SIPRI in 2009, Jakobson worked for 10 years for the Finnish Institute of International Affairs (FIIA), most recently as director of its China Programme. -

The Taiwan Issue and the Normalization of US-China Relations Richard Bush, Brookings Institution Shelley Rigger, Davidson College The Taiwan Issue in US-China Normalization After 1949, there were many obstacles to normalization of relations between the United States and the new People’s Republic of China (PRC), but Taiwan was no doubt a key obstacle. The Kuomintang-led Republic of China (ROC) government and armies had retreated there. Washington maintained diplomatic relations with the ROC government and, in 1954-55, acceded to Chiang Kai-shek’s entreaties for a mutual defense treaty. After June 1950 with the outbreak of the Korean conflict, the United States took the position that the status of the island of Taiwan— whether it was part of the sovereign territory of China—was “yet to be determined.” More broadly, PRC leaders regarded the United States as a threat to their regime, particularly because of its support for the ROC, and American leaders viewed China as a threat to peace and stability in East Asia and to Taiwan, which they saw as an ally in the containment of Asian communism in general and China in particular. It was from Taiwan’s Ching Chuan Kang (CCK) airbase, for example, that U.S. B-52s flew bombing missions over North Vietnam. By the late 1960s, PRC and U.S. leaders recognized the strategic situation in Asia had changed, and that the geopolitical interests of the two countries were not in fundamental conflict. Jimmy Carter and Deng Xiaoping not only reaffirmed that assessment but also recognized a basis for economic cooperation.
