THE CONTEXT The Himalayan University Consortium has its mandate in developing an effective, sustainable network of universities in the Hindu Kush Himalaya (HKH) region, in collaboration with academic, research, knowledge generating and exchange institutions both within and outside the HKH region. Over the past three years, there has been a renewed interest among existing members and increased interest among potential members. The total members increased from 33 in the beginning of 2016 to 61 by the end of 2017 (Annex 1). Nepal’s universities, most notably Tribhuvan University (TU) and Kathmandu University (KU), have been present in the Consortium since the inception days. As early as December 2008, the Honorable Vice Chancellor of Tribhuvan University, Prof Dr Madhav Prasad Sharma, and the Registrar of Kathmandu University, Prof Bhadra Man Tuladhar, signed a Memorandum of Understanding with ICIMOD concerning the HUC. However, until the 8th year of HUC existence, at the HUC Summit in Kathmandu, October 2015, only the same two universities were present. The HUC membership in Nepal did not expand until October 2016 when the Honorable Vice Chancellor of Pokhara University (PU), Professor Chiranjeebi P Sharma, attended the HUC Annual Meeting in New Delhi. Following the Charter signing ceremony, Professor Sharma spoke passionately about the need to build mountain-focused, HKH-specific research and higher education in Nepal. He also highlight the importance of collaboration among universities in one country and between neighboring countries in the region.

As per WHO norms ADR is response of a drug which is noxious and unintended,P and which occurs at doses normally used in humans for the prophylaxis, diagnosis, or therapy of disease, or for the modification of physiological function. The vital ambition of this activity is to improve the safer and rational use of medicines and improving patient safety care and public health. Pharmacovigilance is needed to establish various mechanisms to detect and combat fake medicine present in market. The Pharmacovigilance program was started in 1968 by WHO. WHO had taken initiative to assure that there is never a repeat of phocomelic tragedy of thalidomide. Thalidomide is drug of choice used by pregnant lady for morning sickness. In past few years it was not mandatory for pharmaceutical industries to have a Pharmacovigilance system, as markets experience was used by companies to assess safety parameters and to perform counteractive action. By means of forthcoming new patent regime in Indian pharmaceutical industries, India can no longer copy patented products and market them without license from Innovator Company. Therefore the importance of properly designed Pharmacovigilance system for pharmaceutical industry is required now days and more Pharmacovigilance centers should be established; preferably in medical colleges.

The study in general tries to comprehend regional awareness and consciousness in its content and form in the Indian sub-continent, with a special study of coalition politics in UP., which of late has presented a picture of chaos, conflict and crise-cross, syndrome of democracy. Regionalism is a manifestation of socio-economic and cultural forces in a large setup. It is a psychic phenomenon where a particular part faces a psyche of relative deprivation. It also involves a quest for identity projecting one's own language, religion and culture. In the economic context, it is a search for an intermediate control system between the centre and the peripheries for gains in the national arena. The study begins with the analysis of conceptual aspect of regionalism in India. It also traces its historical roots and examine the role played by Indian National Congress. The phenomenon of regionalism is a pre-independence problem which has got many manifestation after independence. It is also asserted that regionalism is a complex amalgam of geo-cultural, economic, historical and psychic factors.
