2012 Christopher Hayes ALL RIGHTS RESERVED THE HEART OF THE CITY: CIVIL RIGHTS, RESISTANCE AND POLICE REFORM IN NEW YORK CITY, 1945-1966 by CHRISTOPHER HAYES A Dissertation submitted to the Graduate School-New Brunswick Rutgers, the State University of New Jersey in partial fulfillment of the requirements for the degree of Doctor of Philosophy Graduate Program in History written under the direction of Dr. Mia Bay New Brunswick, New Jersey October, 2012 ABSTRACT OF THE DISSERTATION THE HEART OF THE CITY: CIVIL RIGHTS, RESISTANCE AND POLICE REFORM IN NEW YORK CITY, 1945-1966 By CHRISTOPHER HAYES Dissertation Director: Dr. Mia Bay This dissertation uses New York City’s July 1964 rebellions in Central Harlem and Bedford-Stuyvesant to explore issues of civil rights, liberalism, policing and electoral politics in New York City between 1945 and 1966. The city’s rebellions, the first of the 1960s urban uprisings that would come to define the decade, had widespread repercussions and shaped political campaigns at the local, state and national levels. Looking both backward and forward from the rebellions, I examine the causes many observers gave for the rebellions as well as what outcomes the uprisings had. Using archival records, government documents, newspapers and correspondence between activists and city officials, I look at the social and economic conditions in which black New Yorkers lived during the postwar period, the various ways in which black citizens and their white allies tried to remedy pervasive segregation and its deleterious effects, and the results of those attempts at reform. In providing a previously unavailable narrative of the nearly weeklong July rebellions, I show the ways in which the city’s black citizens expressed their frustrations with city officials, the police and local black ii leaders and how each group responded. -

NEW YORK CITY FIRE DEPARTMENT ___________________________________ TESTIMONY OF FIRE COMMISSIONER NICHOLAS SCOPPETTA BEFORE THE NATIONAL COMMISSION ON TERRORIST ATTACKS UPON THE UNITED STATES _________________________________ MAY 18, 2004 I. Introduction Good afternoon, Mr. Chairman and Commissioners. I am pleased to have this opportunity to discuss the Fire Department’s very substantial progress toward enhancing its preparedness since 9/11. As you know, I became Fire Commissioner on January 1, 2002. In the aftermath of the World Trade Center (WTC) attacks, and the loss of 343 members with over 4,400 years of collective experience, the New York City Fire Department (FDNY or the Department) faced an enormous challenge. We needed to simultaneously conduct a massive recovery effort at the WTC site, replace lost equipment, hire and train new personnel, attend hundreds of funerals and memorial services, and begin the difficult process of developing new strategies, procedures, training methods and technologies to enhance our preparedness for future acts of terrorism. More than two and a half years later, I am proud to say that the Department has met this historic challenge with bravery, dedication and honor. We are more prepared to respond to major acts of terrorism than we were on 9/11. Among other accomplishments, the FDNY has replaced all apparatus and equipment lost on 9/11 and re-staffed to pre-9/11 levels, albeit with much less experienced personnel. We have provided our Firefighters with counter-terrorism training and have begun comprehensive Incident Command System (ICS) training for all 2,751 fire officers. We now have two fully trained Incident Management Teams (IMTs), 21 strategically located ladder companies trained in HazMat and technical rescue, 20 Haz-Tac ambulances staffed with HazMat- trained personnel, and numerous fire companies throughout the City trained to perform “hot-zone” rescues in Chemical Protective Clothing. -

Tim Kennedy Christine McIntyre As you and I well know, Law officers face horror every day and contrary Frank Orefice to other professions they don’t run from it. CHAPLAIN The criticisms may, occasionally get to you or make you feel as if you Rabbi J. Kaplan might have been wrong or too aggressive. Civilians can’t always see Chaplain Ray Smith law officers as humans. And they don’t always respect and accept that LEGAL you do, or did, the job you were sworn to do. Not too long ago, some of M. Adam Bankier Committees: the general public attacked our pensions and our benefits; mostly out of EDITOR envy and also, in desperation to find ways to revitalize governmental Bob Long fiscal health. ENTERTAINMENT The majorities of your benefits were and are paid for by you, me and Dennis Lydting the many law officers before us. We “paid it forward”, as it were. We’re Thomas Puglisi HONOR GUARD constantly going through ups and downs, both financially and Joseph Scimeca emotionally, as we navigate through the maze of life and retirement MEMBERSHIP being painfully aware that social pressures and expectations are Christine McIntyre notoriously harder on law officers. -

Vera Institute of Justice ii Executive Summary At the request of New York City’s Administration for Children’s Services, beginning in 2005 the Vera Institute of Justice undertook an in-depth examination of issues related to the enrollment and monitoring of New York City foster children in clinical trials related to the Human Immunodeficiency Virus (HIV) and Acquired Immunodeficiency Syndrome (AIDS). The request was prompted by allegations that African American and Latino children were inappropriately removed from their families and placed in foster care to facilitate their enrollment in dangerous and unnecessary medical experiments. Other concerns included whether children suffered unnecessarily as a result of their participation, whether children in trials were HIV infected, whether trial researchers properly obtained informed consent, and whether the child welfare system adequately monitored the children in their care. The Vera Institute agreed to conduct the review under a number of conditions. First, that Children’s Services search its files for children who might have participated in the trials and also provide Vera staff complete access to its files and records and the full cooperation of its staff. -
Dear Colleagues, I Am Deeply Saddened to Report That Robert Leuci Passed Away
Dear Colleagues, I am deeply saddened to report that Robert Leuci passed away. Below is a bio prepared by Ryan Trimm, Chair of English. Bob taught for us for many years and was a valued contributor to our Ocean Summer Writing Conference. He will be missed by all who had the pleasure of knowing him and especially his family, colleagues and students. Sincerely, Winnie Brownell Dean Robert Leuci worked for the New York City Police Department for 20 years, with most of his time spent in the organized crime and narcotics enforcement units. Bob was thought by figures such as Frank Serpico and David Durk to be one of the few honest detectives in the NYPD at the time. As a result, he was asked by the Knapp Commission into police corruption to go undercover to investigate malfeasance in the entire law enforcement system; Bob spent two years working with the Commission. Former NYPD Deputy Commissioner Robert Daley later based a best-selling book, Prince of the City, on Bob’s story; Sidney Lumet directed the cinematic adaptation with Treat Williams in Bob’s role. After Prince and a conversation with novelist Robert Stone, Bob decided to become a writer himself. He published six novels and numerous short stories, as well as a multitude of magazine pieces and book reviews. His memoir, All the Centurions, was published by Harper Collins in 2004 and focused on his years with the NYPD. To date, four of his novels have been translated and published in Germany, France, Italy, Spain, and Croatia. Bob studied writing at the New School for Social Research, Fordham University, and NYU. -

GARAUFIS, United States District Judge. For over 200 years, the New York City Fire Department has served the people of New York with uncommon bravery, skill, and determination. New York’s status as one of the world’s great cities is owed in no small part to the commitment and unflagging effort of its firefighters, who provide the city with a degree of security that is rarely acknowledged only because it is so rarely called into question. On September 11, 2001, the world witnessed the magnitude of that commitment, and nobody who was in the city on that day or in the years after will forget the heroism that was displayed by firefighters as the tragedy unfolded, or the role that the Fire Department played in rallying and sustaining the city during the aftermath. 1 Case 1:07-cv-02067-NGG -RLM Document 385 Filed 01/13/10 Page 2 of 70 Nonetheless, there has been one persistent stain on the Fire Department’s record.
