22.04 Following the heading ‘Policy Basis’, substitute paragraph with the following: The settlement pattern in the Rural City of Swan Hill comprises a range of different sized urban centres. Historically, these developed at different times, and for different reasons. Swan Hill, for example, developed from the late 1840s as a river crossing and stop-over point for overlanders. Some towns were privately subdivided, including Lake Boga (1895), Ultima (1900), Waitchie (1909) and Robinvale (1926). Others developed near tanks which were excavated by early pastoralists, later expanding by Soldier Settlement, such as Chillingollah (1909), (1913) and Annuello (1921). Settlements at Nyah, Wood Wood and Kunat were boosted through the establishment of Village Settlements. Townships have flourished and contracted depending on the population of their hinterland. In some locations, few traces remain of once busy settlements, while

other towns have developed considerably. Today, each of the towns perform a service role, of some kind, for town residents and rural communities. Land use and development planning needs to support township roles based on service provision, townscape qualities, heritage, proximity to the River Murray or retirement. 22.04-3 Following the heading ‘Policy Basis’, replace final sentence of paragraph: The township of Nyah West developed following the extension of the railway line in 1912; a significant local business, the Co-operative Fruit Growers, being established three years later. In the late teens and early 1920s, a commercial centre rapidly developed along Monash Avenue, gradually spreading along Lloyd and Station Streets. Much of this pre-War built fabric still remains intact today, forming a unique streetscape of distinctive heritage character. Today, Nyah West township performs the role of a local community centre within a developing horticultural area and a commuter town for Swan Hill. Following the sub-clause headed ‘Policy’, insert the following new sub-clause

• Original verandahs should be retained and, where appropriate, unsympathetic metal pipe columns replaced with timber posts to match original.

• Owners of heritage buildings within the HO precinct, particularly those which are apparently vacant, should be encouraged to undertake basic maintenance. Inappropriate additions should be removed to reinstate the original form of the buildings. Other unsympathetic accretions, such as masonite infills over shop windows, and ad hoc repairs, should also be removed.

• Original shopfronts should be retained, including original signage and window decals. Original painted signage, including that on side walls and parapets, could also be reinstated where evidence of this remains

• The inter-War shops should be interpreted. Notwithstanding their actual function (eg as private residences or other non-retail use), the shop windows could be dressed with appropriate items to create the effect of a living museum. The former grocer’s shop, for example, could have a display of period tins, bottles and so on, to evoke a typical inter-War grocer’s business. Interpretation of these shops should be appropriate to their original function. Distinctive buildings whose original function are now longer evident, particularly the former fire station and the former SR&WSC office, should also be interpreted.

• New buildings and works within the Nyah West township should complement the existing streetscape. The vacant sites, where early shops have been demolished, should be interpreted. Careful consideration should be given to the future development of these sites. The erection of new buildings on these sites should be informed by sensitivity to the existing building stock and respect for its original scale, materials and detailing without resorting to ‘mock’ heritage or replication of historic styles.
