    Cities Joyojeet Pal Madras “Don‟t give money to beggars” I remember Paati, my grandmother, pointing out to me that the beggars on the streets of Chennai were all part of a larger mafia run out of Pudhupettai. “Even Sivaji can learn some acting from them,” she said as two sets of leprous fingers rubbed against each other in a fervent plea for a meal in exchange for the Lord‟s blessings. I disagreed. Sivaji Ganeshan, who owned the face of vibrating contortion of cinematic tragedy, could make Paati part with much more with a shuddering jaw, despite his flawless purple suit and clumpy mousse. Perhaps, I thought, the pleader ought to invest in ticket to a Sivaji movie for a few tips, or perhaps Sivaji had something other than his histrionic ability to evoke emotion in Paati. While the senior beggars moved us none at all, the kids got a bit further. Sometimes a kid would come up to us as we walked around the shops of Mylapore, attracted like a moth to her crisp Kanjivaram saree. “Mother, mother, mother, I haven‟t eaten for two days, mother,” he would say, tugging at her saree without actually touching it. I noticed then how his little hand would just breeze at the edge of the saree rather than grip it and pull. In my early indoctrination into untouchability, I realized that not only her skin, even her clothes were out of bounds. Had the boy gripped the sari enough to strain her shoulder, Paati would have had to reach for something to whack him without touching him, and thereby ended all possibility of continued dialogue.

The available surface water potential has been almost fully exploited. Tamil Nadu covers 4% of the geographical area (13.01 Mha) and caters to 7% of the population of the country (62 million people living in 17 river basins). There are about 76 Major reservoirs, 39 thousand tanks, and 3.7 million wells, which irrigate about 2.6 million hectares out of 5.5 million hectares of crop land. More than 95% of the surface water potential and 80% of groundwater potential have been put into use. The total water potential of the state including ground water is 47230 MCM (1668 TMC). The total surface water potential of the state is 24,160 MCM (853 TMC) including the contribution (7391 MCM or 261 TMC) from the neighbouring states, viz., Kerala, Karnataka and Andhra. The river basin planning for optimum utilization of water resources is particularly important for water starved Tamil Nadu State. Since a large percentage of consumptive use is through irrigation, irrigation water management is to be given the top priority. This task requires a strong institutional arrangement for effective implementation of the policies for better water management and participatory approach, which is being strongly advocated by the water experts. Out of the total geographical area of 130 lakh hectares in the State, the net area sown is about 52.43 lakh hectares of which about 29.19 lakh hectares (55.67%) gets irrigation facilities out of which surface water through canals accounts for 8.0 lakh hectares, tanks accounts for 5.75 lakh hectares, and ground water through wells, tube wells accounts for 11.63 lakh hectares.

Rationale The rating reaffirmation takes into consideration the strong business profile of KPL; KPL’s status as the first corporatized port, which gives it greater autonomy to decide financial and administrative matters; and the flexibility to determine its tariff levels as it does not fall under the purview of the Tariff Authority for Major Ports (TAMP). The rating also considers the stable revenue streams of the company in the form of revenue shares from build-operate-transfer (BOT) concessionaires and the captive coal handling arrangement with TANGEDCO. The rating also factors in the comfortable financial profile characterized by healthy profitability, low gearing levels and strong debt coverage metrics; and the company’s favorable ownership pattern, with Government of India (GoI) holding 66.7% stake and Chennai Port (ChPT) holding 33.3% stake. The rating is however constrained by the large planned capital expenditure outlay towards development of new terminals, capital dredging and connectivity projects, which will have a long payback period and hence will impact the company’s return on capital employed in the medium term. The rating also considers the connectivity issues, with significant congestion on the roads from Ennore Port to its immediate hinterland and the delays in implementation of new connectivity projects which could impact the future growth of cargo volumes at the port.
