  • The Trump Foreign Policy Legacy in the Middle East
THE TRUMP FOREIGN POLICY LEGACY IN THE MIDDLE EAST In his foreign policy, President Trump followed new approaches and shaped the international stage in ways that will be hard for the Biden administration to reverse. These approaches, nowhere more apparent than in the Middle East, include, first, focus on near peer competition, in the Middle East, that included containing Russia, Iran, and Islamic violent extremists such as al-Qaida and particularly Daesh or ISIS. The second is reliance upon partners and allies. The Trump administration succeeded by its standards using the above approaches: Iran’s regional advance was contested and to some degree constrained, Teheran is under far greater economic pressure and faced with a regional coalition encouraged by the Abraham Accords. The administration had moved most of the region beyond the endless Palestinian issue as the lodestone of regional diplomacy, destroyed the ISIS territorial state, and with help from Turkey contained Russian advances. With the exception of the Iranian nuclear file, this looks like success. The issue now is whether the Biden administration can build on this success or revert to Obama policies now obsolete. James Franklin Jeffrey* TPQ Winter 2020/21 * Ambassador James Franklin Jeffrey is Chair of the Middle East Program at the Wilson Center, Washington, D.C. Some of the arguments in this article have appeared in the author’s Foreign Affairs piece, “Biden Doesn’t Need a New Middle East Policy.” 11 VOLUME 19 NUMBER 4 JAMES FRANKLIN JEFFREY ith the departure of President Trump on 20 January 2021, Americans, whether supporters or opponents of Trump, can breathe a sigh of re- lief that four years of non-stop drama and challenges to conventional W wisdom are over, at least until Donald Trump can find another pulpit to boom out to the country.

  • Russian Women Writers 1 Migration to Germany
HANNES KRAUSS* Universität Duisburg-Essen German Novels – Russian Women Writers 1 Migration to Germany – this theme dominates political debate today, and not just in Germany. I’d like to look back on an earlier and smaller wave of migration to Germany. Between 1991 and 2004 some two hundred and twenty thousand Jewish immigrants settled in Germany from the succession states of the Soviet Union. As so-called ‘quota refugees’ these people did not need to make a formal application for asylum, but were allowed – on the basis of a decision of the interior ministers (home secretaries) of the German Länder – to settle at once. Almost none of these migrants spoke German, and yet in the meantime an unusually high number of them have gained a place within German literature. Vladimir Kaminer – author of Russian Disco – is probably the best known, but today I would like to concentrate on some of the women writers, who, though less prominent in the literary scene, actually write better books. Another migrant – Maxim Biller, born 1960 in Prague and settled in Germany in 1970, a well-known journalist and somewhat less successful novelist – recently published in Die Zeit a strong attack on immigrant writers: „Seit der Vertreibung der Juden aus der deutschen Literatur durch die Nationalsozialisten waren die deutschen Schriftsteller, Kritiker und Verleger jahrzehntelang fast nur noch unter sich. […] Die Abwesenheit der jüdischen Ruhestörer tut unserer Literatur nicht gut, sie wird immer selbstbezogener, dadurch kraftloser und provinzieller.“ And the immigrant writers merely, in Biller’s words, „[passen] sich sehr früh […] der herrschenden Ästhetik und Themenwahl an“; their lives as migrants are * Open Access Copyright License: cb Creative Commons Attribution 4.0.

  • Hearing, House Committee on Foreign Affairs, October 11 2017
HEARING, HOUSE COMMITTEE ON FOREIGN AFFAIRS, OCTOBER 11 2017 CONFRONTING THE FULL RANGE OF IRANIAN THREATS WRITTEN TESTIMONY SUBMITTED TO THE COMMITTEE AMBASSADOR JAMES FRANKLIN JEFFREY THE WASHINGTON INSTITUTE FOR NEAR EAST POLICY SUMMARY The greatest danger facing the U.S. and its allies in the Middle East today is Iran, allied with various surrogate forces and to some degree Russia. The U.S. as yet does not have a comprehensive policy to confront Iran. Any such policy cannot hold the Joint Comprehensive Plan of Action (JCPOA) nuclear Agreement with Iran sacrosanct. Options concerning that agreement must be considered but as part of a larger strategy. Focusing only on the JCPOA to the exclusion of Iran’s destabilizing actions through the Middle East would be a fundamental mistake. To deal with those actions, the first priority is the Levant, from Iran to Lebanon. The U.S. must convince the international community, the Russians, and indirectly Iran, that the internal situation in both Iraq and, especially, Syria, and the presence of foreign forces there including Iranian, Iranian surrogate, and Russian, is a major security concern for the U.S and an existential threat to our allies and partners beginning with Israel, Turkey, Jordan and the GCC states. The stakes here are high: if America does not stop the Iranians on this front, they will soon emerge with their allies as the dominant force in the region. INTRODUCTION The United States in negotiating the JCPOA bet implicitly on that diplomatic approach not only as a means to constrain temporarily Iran’s nuclear weapons program, but to engender a transformation of Iran from an anti-status quo, in some respects revolutionary Islamic movement, into a ‘stakeholder’ for regional stability.

  • Testimony Before the House Foreign Affairs Committee
TESTIMONY BEFORE THE HOUSE FOREIGN AFFAIRS COMMITTEE IRAQ JAMES FRANKLIN JEFFREY, PHILIP SOLONDZ DISTINQUISHED VISITING FELLOW, THE WASHINGTON INSTITUTE FOR NEAR EASTERN POLICY The turn of events in Iraq over the past month, leading to the establishment of the Islamic State (IS) by the Al Qaeda in Iraq offshoot group Islamic State of Iraq and Levant (ISIL), is a stunning blow to US policy and objectives in the Middle East. The creation of an extremist quasi-state, analogous to Afghanistan under the Taliban, carries the risk of further escalation including a regional Sunni-Shia conflagration, and a dramatic loss in US influence in the region. Simultaneously, in part as trigger, in part as reaction to this development, we are facing a militant Iran on the march, allied with Syria’s Assad, Hezbollah, and some in Iraq. The US government must counter both the IS threat and the overall deterioration of stability throughout the region. This is an emergency, not an everyday crisis, and the caution which characterizes US actions often is inappropriate. The costs of doing nothing significant now are greater than the risks of most actions short of committing ground troops. The significance of this situation can be seen by juxtaposing it with President Obama’s description of America’s vital interests in the Middle East in his September, 2013 UN General Assembly Speech: responding to external aggression against our allies and partners, ensuring the free flow of energy from the region, dismantling terrorist networks that threaten our people and not tolerating the development or use of weapons of mass destruction.

I am grateful for his knowledge of the field, his timely and constructive criticism, and his freeness with books and reading suggestions. I also wish to thank the members of my committee, Dr. Marcella Munson and Dr. Prisca Augustyn for their valuable participation and insights. More personally, I wish to thank my cousin three times removed (or something like that), Verena Kunath, for her sympathy and support while trying to complete this project while in Hamburg. I also want to thank my father for his silent, but strong support, as well as the MicrosoftWord and printing answers. I need to thank my brother, Genya, for his support as well. Even if it was more silent than Papa’s, I know I always have it. Finally, I need to thank meine Mama for her patience, guidance, and understanding. I am grateful for her shared invaluable knowledge of literature, insight across the field, and experience in applying it through interpretation.
