  • The Trump Foreign Policy Legacy in the Middle East
    THE TRUMP FOREIGN POLICY LEGACY IN THE MIDDLE EAST In his foreign policy, President Trump followed new approaches and shaped the international stage in ways that will be hard for the Biden administration to reverse. These approaches, nowhere more apparent than in the Middle East, include, first, focus on near peer competition, in the Middle East, that included containing Russia, Iran, and Islamic violent extremists such as al-Qaida and particularly Daesh or ISIS. The second is reliance upon partners and allies. The Trump administration succeeded by its standards using the above approaches: Iran’s regional advance was contested and to some degree constrained, Teheran is under far greater economic pressure and faced with a regional coalition encouraged by the Abraham Accords. The administration had moved most of the region beyond the endless Palestinian issue as the lodestone of regional diplomacy, destroyed the ISIS territorial state, and with help from Turkey contained Russian advances. With the exception of the Iranian nuclear file, this looks like success. The issue now is whether the Biden administration can build on this success or revert to Obama policies now obsolete. The U.S. as yet does not have a comprehensive policy to confront Iran. Any such policy cannot hold the Joint Comprehensive Plan of Action (JCPOA) nuclear Agreement with Iran sacrosanct. Options concerning that agreement must be considered but as part of a larger strategy. Focusing only on the JCPOA to the exclusion of Iran’s destabilizing actions through the Middle East would be a fundamental mistake. To deal with those actions, the first priority is the Levant, from Iran to Lebanon. The U.S. must convince the international community, the Russians, and indirectly Iran, that the internal situation in both Iraq and, especially, Syria, and the presence of foreign forces there including Iranian, Iranian surrogate, and Russian, is a major security concern for the U.S and an existential threat to our allies and partners beginning with Israel, Turkey, Jordan and the GCC states. The stakes here are high: if America does not stop the Iranians on this front, they will soon emerge with their allies as the dominant force in the region. INTRODUCTION The United States in negotiating the JCPOA bet implicitly on that diplomatic approach not only as a means to constrain temporarily Iran’s nuclear weapons program, but to engender a transformation of Iran from an anti-status quo, in some respects revolutionary Islamic movement, into a ‘stakeholder’ for regional stability.

    TESTIMONY BEFORE THE HOUSE FOREIGN AFFAIRS COMMITTEE IRAQ JAMES FRANKLIN JEFFREY, PHILIP SOLONDZ DISTINQUISHED VISITING FELLOW, THE WASHINGTON INSTITUTE FOR NEAR EASTERN POLICY The turn of events in Iraq over the past month, leading to the establishment of the Islamic State (IS) by the Al Qaeda in Iraq offshoot group Islamic State of Iraq and Levant (ISIL), is a stunning blow to US policy and objectives in the Middle East. The creation of an extremist quasi-state, analogous to Afghanistan under the Taliban, carries the risk of further escalation including a regional Sunni-Shia conflagration, and a dramatic loss in US influence in the region. Simultaneously, in part as trigger, in part as reaction to this development, we are facing a militant Iran on the march, allied with Syria’s Assad, Hezbollah, and some in Iraq. The US government must counter both the IS threat and the overall deterioration of stability throughout the region. This is an emergency, not an everyday crisis, and the caution which characterizes US actions often is inappropriate. The costs of doing nothing significant now are greater than the risks of most actions short of committing ground troops. The significance of this situation can be seen by juxtaposing it with President Obama’s description of America’s vital interests in the Middle East in his September, 2013 UN General Assembly Speech: responding to external aggression against our allies and partners, ensuring the free flow of energy from the region, dismantling terrorist networks that threaten our people and not tolerating the development or use of weapons of mass destruction.
