Page 1 of 3 NORTON ST PHILIP PARISH COUNCIL MENDIP DISTRICT OF THE COUNTY OF SOMERSET MINUTES OF THE MEETING held at 7.45 p.m. on Thursday 3 January 2013 at the Palairet Hall, Norton St Philip Present: Councillors C. Shellard (Chairman), M. Lutterloch, J. Davison, N. Jefferson, L. Oliver, A. Tollworthy In attendance: R. Campbell (Clerk) Absent: Cllr B. Graham 7029. Apologies Apologies were received and accepted from Cllrs N. Jefferson and L. Oliver, both away. 7030. Declarations of interest None PUBLIC FORUM The chairman adjourned the meeting and declared a public forum. The Clerk, as a member of the public, suggested that applicants for future new builds be asked to provide a model or, failing that, a pole to indicate the height of their proposal. The chairman reconvened the parish council (PC) meeting. 7031. Planning and housing (i) RESOLVED to make the following recommendations to Mendip DC. 2012/2519 (listed building consent) and 2520 (full planning permission). The Plaine Bell Hill Norton St Philip Bath Somerset BA2 7LT. New planning permission to replace an extant planning permission in order to extend the time limit for implementation (erection of conservatory). Recommend approval 2012/ 2925 Boreen Barn, Bath Road, Norton St Philip, Somerset, BA2 7LP. Single storey link extension to rear to for self-contained annexe. Householder planning permission. Recommend approval RESOLVED to hold over the following applications until 10 January. 2012/2972 East Lodge Farleigh Hungerford Bath BA2 7RW. To raise the roof of the existing garage, enabling rooms to be built within the roof void and hence the building to be used as a self-contained annex to the existing house. 2012/3012 (listed building consent) and 3013 (full planning permission) Hungerford Arms, Farleigh Hungerford, Bath, Somerset, BA2 7RX. Conversion of store rooms into letting bedrooms. 7032. Finance (i) The draft budget was considered line by line and amendments made. RESOLVED (proposed Cllr Lutterloch, 2nd Cllr Tollworthy) that budget expenditure for financial year 2013/14 be £20,070. Of this £8,500 will be available to external bodies which have applied for grants. The difference between expenditure and budgeted income of £17,518 (£2,552) is to be taken from general reserves. The number of precept months in general reserves at 31 March 2014 is anticipated to be 6.9. (ii) RESOLVED (proposed Cllr Davidson, 2nd Cllr Lutterloch) that a precept demand of £17,500 for 2013/14, an increase of 3.9% on the current year, be sent to Mendip DC. An increase of 2.8% is attributable to a start-up fund in relation to the proposed recreation land. Councillors noted that the population of the parish has started to rise. 7027. Reports (i) Cllr Davidson will attend a meeting with the area traffic engineer and Farleigh residents about a 20mph speed limit. The PC is supportive of this proposal. (ii) Curo is no longer interested in the affordable housing development in Norton St Philip on which it presented to the PC on 12 December. The intentions of the other partner are not known. (iii) The shop operator has indicated that he intends opening from 6.30pm to 10 or 11pm, from 31 January. He is looking for a local celebrity, possibly elderly, to perform the opening ceremony. 7028. Future meetings Dates for future PC meetings were confirmed as follows: Thursday 10 January 2013, 7.45pm, Palairet Hall, Norton St Philip Thursday14 February 2013, 7.45pm, Palairet Hall, Norton St Philip The Chairman closed the meeting at 9.45pm. .
