Present: Cllr C Abbott (Chair), Cllr J Scarrow, Cllr G Hitchins, Cllr M Walker, Cllr Eastment and Cllr B Lund. In attendance: Nicola Duke (Parish Clerk) and 5 members of the public. Public Participation Mrs Lucy Trott – spoke regarding agenda item 7925(c) re: pedestrian crossing at Bell Hill. It was noted that the school was currently without a lollipop person but it was also noted that the lollipop service did not cover pre-school hours. Mrs Trott reported that parents had expressed concern at the dangers of crossing Bell Hill with small children, due to the speed and volume of the traffic and asked for consideration to be given to a zebra or pelican crossing to address this problem. Cllr Scarrow confirmed that she shared the concerns raised and reported that the issue had been discussed at a recent governor’s meeting. She expressed concern that the 20 mph limit was not slowing the traffic down as it came into the village. Cllr Eastment reported that there were technical issues relating to the installation of any pedestrian crossing. He reported that the lollipop lady had left her post due to safety concerns. He also reported that the speed indicator device had been installed at the bottom of Bell Hill and the data would be extracted and reported to the police and to Highways.

    REPORT FROM THE INSPECTORATE Strode College February 1994 THE FURTHER EDUCATION FUNDING COUNCIL THE FURTHER EDUCATION FUNDING COUNCIL The Further Education Funding Council (FEFC) has a statutory duty to ensure that there are satisfactory arrangements to assess the quality of provision in the further education sector. It discharges the duty in part through its inspectorate, which reports on each college in the sector every four years. The Council’s inspectorate also assesses and reports on a national basis on specific curriculum areas and advises the Council’s quality assessment committee. College inspections involve both full-time inspectors and registered part- time inspectors who have specialist knowledge and experience in the areas they inspect. Inspection teams normally include at least one member from outside the world of education and a nominated member of staff from the college being inspected. GRADE DESCRIPTORS The procedures for assessing quality are described in Council Circular 93/28. In the course of inspecting colleges, inspectors assess the strengths and weaknesses of each aspect of provision they inspect. Assessments are set out in their reports. They also summarise their judgements on the balance between strengths and weaknesses using a five-point scale. Each grade on the scale has the following descriptor: • grade 1 – provision which has many strengths and very few weaknesses • grade 2 – provision in which the strengths clearly outweigh the weaknesses • grade 3 – provision with a balance of strengths and weaknesses •

    BRAM TEAM Review of 2019 – 2020 BRAM Team Report for Bath Group AGM – November 2020 BRAM Team installed 11 gates in the first 5 months of this reporting period, as well as 7 waymark posts, 6 bridge boards, 35 steps and some other sundry tasks. Oh! And we cleared about 900 metres of path. And then came “lockdown” … … So, we washed our hands, figured out how to do our shopping and went on our “daily exercise walks”. Meanwhile BRAM Shears & Secateurs Team members were allowed to continue monitoring and clearing of vegetation on their Promoted Routes provided it was within their daily walk from home. And then Ramblers’ Central Office withdrew insurance for that as well. … … Gradually the Shears & Secateurs Team were “allowed” to restart when they felt it was appropriate (some did, some didn’t) and I submitted a rather patchy “annual report” to BathNES Local Authority. In August we were “allowed” to re-start BRAM Team activities and we had to figure out how to work in a “Covid secure” way. This involves keeping a greater distance between team members than normal. So we have been doing LOTS more clearance (about 2300 metres in 3 months) and we have figured out a method of installing sign posts (9), steps (16), bridge boards (6), and stoned 5 metres of path whilst staying “distanced” from each other. We have not re-started gate installation again yet as that may involve working closer together (plus BathNES have run out of stock of gates). Our “annual get-together”, usually in October was cancelled and so the highlight of our year has been our Civic Reception at the Mayor’s Parlour in Bath in January.

Ellacombe of Clyst St. Mary, Devonshire, published a monograph on the Church Bells of Somerset, in continuation of his previous work on those of Devonshire. After a brief intro- duction in which something was said of the inscriptions on the mediaeval bells, and somewhat less of their founders, a list was given of the inscriptions on all (or rather, nearly all) the bells of the Somerset churches, ancient and modern. The indefatigable author had then reached the ripe age of eighty, and the book is a monument of an old man's industry. But for this very reason he was necessarily dependent upon the assistance of correspondents and helpers for all his informa- tion/and although he personally visited every tower but one in Devon (previously to 1867), it is probable that he never actually saw a single bell in Somerset. He tells us in fact, in his preface, how his information was all obtained by diligent posting of letters to incumbents, churchwardens, and even parish clerks. The result of this, however, was that his descriptions of the bells were by no means either as full or as accurate as could have been wished. Many of his correspondents were doubtless inexperienced in reading inscriptions, especially in old lettering, and they were liable to miss ornaments or marks in unusual positions. Thus at Hornblotton and at Lovington mediaeval bells are passed over in silence ;* at other places inscriptions 1.
