Dr. Edy Ikhsan, SH, M.A Universitas Sumatera Utara ABSTRAK Kain tapis Lampung merupakan suatu produk hasil kerajinan tangan tradisional masyarakat daerah Lampung yang telah berlangsung selama ratusan tahun dan merupakan produk kerajinan tangan yang menjadi ciri khas daerah Lampung. Meskipun kain tapis Lampung sudah di produksi secara tradisional oleh masyarakatdaerah Lampung selama ratusan tahun namun pada kenyataannya kain tapis Lampung sebagai produk indikasi geografis di Direktorat Jenderal HKI. Subtansi permasalahan belum terdaftarnya kain tapis Lampung sebagai produk indikasi geografis ke Direktorat Jenderal HKI di duga akibat kurangnya dukungan dan promosi yang diberikan oleh pemerintah daerah Lampung dalam memasyarakatkan produk tradisional kain tapis Lampung tersebut ke seluruh masyarakat Indonesia maupun ke masyarakat mancanegara. Perumusan penelitian adalah bagaimana kain tapis sebagai produk kerajinan tradisional masyarakat Lampung, bagaimana dampak negatif yang dialami para pengrajin di lampung apabila kain tapis tidak didaftarkan sebagai produk indikasi geografis dan bagaimana peranan dan upaya hukum pemerintah daerah lampung sebagai salah satu pihak yang berhak mengajukan permohonan pendaftaran produk indikasi geografis dalam memberikan pelindungan hukum terhadap produk kerajinan tradisional kain tapis Lampung. Jenis penelitian ini adalah penelitian yuridis normatif. Sifat penelitian ini adalah deskriptif analitis dimana penelitian ini berupaya untuk menggambarkan, memaparkan dan menganalisis permasalahan yang timbul, lalu mencari jawaban yang benar sebagai solusi dari permasalahan tersebut.Penelitian ini dilakukan dengan menggunakan metode penelitian kepustakaan (library research) dan analisis data kualitatif. Hasil pembahasan dari permasalahan yang timbul dalam penelitian ini adalah kain tapis Lampung sudah diproduksi secara turun temurun dalam jangka waktu yang sudah cukup lama. Selain itu kain tapis Lampung sudah cukup dikenal di Indonesia dan di manca negara (internasional) sebagai produk yang memiliki kualitas yang baik dan reputasi yang tinggi hasil karya kerajinan tangan masyarakat pengrajin di daerah Lampung. Para pengrajin kain tapis tersebut secara hukum HKI tidak terlindungi karya nya baik secara nasional maupun secara internasional, sehingga rentan menimbulkan perbuatan melawan hukum oleh pihak lain dalam mengambil alih HKI kain tapis Lampung untuk diproduksi dan diperdagangkan di daerah atau di negara lain, yang dapat merugikan kerugian ketentuan hukum adalah menerbitkan peraturan perundang-undangan dalam bentuk Perda Provinsi, Perda kabupaten/kota di Provinsi Lampung dan juga peraturan kepala daerah untuk melindungi dan melestarikan kain tapis Lampung dalam penggunaannya di masyarakat daerah Lampung, dan juga perda provinsi yang sedang dalam proses pembahasan akhir di DPR Provinsi Lampung mengenai pelindungan hukum khusus terhadap kain tapis Lampung dan Upaya hukum pemerintah provinsi Lampung dalam mengajukan permohonan pendaftarannya sebagai produk indikasi geografis. Kata Kunci : Pendaftaran, Kain Tapis Lampung, dan Perlindungan Hukum i Universitas Sumatera Utara ABSTRACT Tapis (Indonesian weaving style form Lampung Province) is a traditional weaving product from Lampung Province that has been produced for hundreds of years and has become the characteristic of Lampung. Although tapis has been produced traditionally by Lampung people for hundreds of years, but it is not yet registered as the geographical indication at the General directorate HKI (Intellectual Property Rights). This problem is presumably caused by the lack of support from the government of Lampung Province to promote its traditional cloth either throughout Indonesia of to foreign countries. The research problems are how tapis is considered as the society’s traditional weaving product, how about the negative impacts encountered by the weavers in Lampung if tapis is not registered as the geographical indication product and how about the role and legal efforts of the government of Lampung as one of the parties who is rightful to submit application to register tapis as a geographical indication product in providing legal protection for the traditional weaved cloth, tapis Lampung. This is a normative juridical research. It is analytically descriptive in which it describes, explains, and analyzes the problems, and finds the solutions to the problems. The results find out the problem of this research; that tapis Lampung has been produced from generations to generations for a long time. In addition, it has also quite known in Indonesia and foreign countries (internationally) as a product with good quality and high reputations produced by the weavers in Lampung. The products produced by the weavers of tapis Lampung are not legally protected by HKI, either nationally or internationally, so that it is susceptible to be taken over and traded in other regions or countries, which may couse loss. The legal provisions that can be made is publishing the laws and regulations in form of Provincial Perda (provincial regulations), Municipal regulations in Lampung, and regulations issued by heads of regions in Lampung to protect and preserve tapis Lampung in its usage within the society in Lampung, and the provincial regulations is in final disccusion at the People’s Representative Council in Lampung concerning special legal protection for tapis Lampung. The effort that can be made by the government of Lampung Province is submitting and application to register tapis Lampung as a geographical indication product.     CURRENT AFFAIRS – AWARDS – JANUARY, 2020 ‘Padma Awads’ – one of the highest civilian awards of the country, are conferred in three categories, namely, Padma Vibhushan, Padma Bhushan and Padma Shri. The awards are given in various disciplines/fields of activities, viz., art, social work, public affairs, science and engineering, trade and industry, medicine literature and education, sports, civil service etc. ‘Padma Vibhushan’ is awarded for exceptional and distinguished service. ‘Padma Bhushan’ for distinguished service of high order. ‘Padma Shri’ for distinguished service in any field. The Government of India has announced 141 Padma Awards for the year 2020 on the occasion of 71st Republic Day. The Padma Awards list comprises of 7 Padma Vibhushan, 16 Padma Bhushan and 118 Padma Shri. 34 awardees are women and 18 foreigners. 12 persons are awarded posthumously.
