Peace Process in India’s Northeast: An Overview Giriraj Bhattacharjee∗ and M.A. Athul∗ ∗ India’s North East Region (NER) has faced a multitude of separatist and secessionist insurgencies since Independence. These insurgent groups, although up in arms against the state, did not have unified or common demands. While some were secessionist in nature [such as the Naga National Council (NNC) and United National Liberation Front (ULFA)], others such as Bodos, Kukis and Dimasas, demanded a separate state or autonomous District Councils within the Union of India. Throughout the course of conflict, neither the state nor the insurgents have been able to prevail upon each other, thereby sparking a long, attritional pattern of violence. Throughout the seven decades of insurgency in the region, neither Government forces nor major insurgent groups have been able to militarily prevail upon each other, although the Army and other Government Forces now have a permanent presence in the region. The presence of the Indian Army has been consolidated * Giriraj Bhattacharjee is a researcher at the Institute for Conflict Management. ** Athul M.A. is a researcher at the Institute for Conflict Management. Giriraj Bhattacharjee and M.A. Athul in the region with two corps formations, 3rd and 4th, based in Rangapathar (Dimapur) and Tezpur (Assam).1 Both parties have realised that they would eventually have to come to the negotiating table and conclude a mutually acceptable end state agreement. However, the pattern of attrition seeps into the negotiation process as well, resulting in a long drawn out process. This also reflects the Government’s approach (irrespective of political dispensations over time), which is primarily aligned to a conflict management mode, rather than a resolution mode that could terminate the conflict.

  • Ethnicity, Ideology and Religion: Separatist Movements in India's Northeast
10 SUBIR BHAUMIK Ethnicity, Ideology and Religion: Separatist Movements in India’s Northeast The “Northeast,” seen as India’s “Mongoloid fringe,”1 was one of the last areas to be taken over by the British in the subconti- nent. Having conquered almost the whole of it by the first quarter of the nineteenth century, the British turned to secure the frontiers of their Indian Empire from the perceived threats of Russian expansion in Central Asia and from the westward surge of the Burmese Empire. The debacle in Afghanistan forced them to leave it as a useful buffer between Tsarist Central Asia and British India, but the defeat of the Burmese army encouraged them to take over the Northeast of India. The British decided on limited administration of the Northeast. The Inner Line Regulations ensured that the hill regions beyond the plains of Assam were largely left to their traditional chiefs once they accepted British suzerainty. The princely kingdoms of Tripura and Manipur were treated as dependencies, remote-controlled by political 1. Nandita Haksar, India’s leading human rights lawyer known for her campaign against excesses by security forces in northeast India, says “the northeast is very dis- tinct from the rest of India essentially because of race.” See Haksar, “Movement of Self Assertion in the Northeast,” in Madhushree Dutta, Flavia Agnes and Neera Adarkar, eds., The Nation, the State and Indian Identity (Kolkata: Stree, 1996). 219 220 SUBIR BHAUMIK agents but not administered on a day-to-day basis. • Socio-Political Realities of Assam Reflected in Uddipana Goswami's
International Journal of Humanities and Social Science Invention (IJHSSI) ISSN (Online): 2319 – 7722, ISSN (Print): 2319 – 7714 www.ijhssi.org ||Volume 8 Issue 06 Ser. I || June 2019 || PP 40-43 Socio-Political Realities of Assam Reflected in Uddipana Goswami’s Short Stories Lekhika Gogoi 1 Research Scholar (JRF), Department of Assamese, Dibrugarh University, Assam ABSTRACT: Socio-political issues always influence literary works directly or indirectly. Literature from a particular region may therefore act as mirror to a specific society by presenting the vivid picture of everyday life, beliefs and ideologies of the people. The short stories of Uddipana Goswami, a well known journalist and writer from Assam also depict the same. The present paper tries to examine how her short stories deal with the issues of social discrimination, communal riots, insurgencies and problems of immigration in the midst of serene ecology of Assam. In some of her stories Goswami shows the gradual increase of social disintegrations among people from different backgrounds. She hints out the issues of economic disparities that prevail in Assamese society as well. The stories basically focus on the downtrodden communities residing in tea estate areas as wage labourers.
