Th e policy of the PAI is to cooperate in preparing special issues with outstanding international research and expert institutions, and to promote inter- national comparative research in the fi eld of public administration. Th is Special Issue of the PAI is prepared jointly with the Kennan Institute – a division of the Woodrow Wilson Center for International Scholars (Washington DC, USA). Most of the articles in the Special Issue (seven out of a total of nine) are dedicated to subjects that were either based on or related to the research projects that were completed by scholars during their stay at the Kennan Institute. Th e in- terest for participation in our Special Issue was so great that it was not an easy task for the Editorial Board to choose the articles for publication from more than twenty which applied for publication. We would like to express our huge appreciation to the Kennan Institute for their valuable support of this scientifi c initiative, as well as for the distribution of the call for papers among the Kennan alumni, which had a favorable response, and for providing constant and fruitful communication with the authors during the process of improving the draft articles. Th e content of the Special Issue covers areas of research connected with con- temporary theory and practice of public administration and public policy, of which scholars in Russia and in the USA continue to have enthusiastic discussions. Two women facing the same charges in Krasnoyarsk will go on trial on 27 November, and another man in Rostov-on-Don is likely to be tried soon after. Four more people are soon to be brought to court on similar charges. Another Muslim from Perm, who reads the works of the late Turkish Muslim theologian Said Nursi, was given a suspended prison sentence in June. Also, the Jehovah's Witness community in Samara - forcibly liquidated on charges of "extremism" - has been unable to overturn the liquidation ruling on 12 November in the Supreme Court. In Taganrog a similar 2009 liquidation also upheld by the Supreme Court has been used to justify banning all Jehovah's Witness activity. Subsequently, seven Jehovah's Witnesses were found guilty of "extremism" in August 2014 for continuing to meet together for prayer and Bible study. Akmulla, Ufa, 450008, Russia Abstract. This article sheds light on the role diatomic algae in soils play in the assessment of bee farm and nearby territories in four soil and landscape zones in Samarskaya Oblast. The community of diatomic algae is characterized by low species diversity, of which 23 taxons were found. The most often found species are represented by Hantzschia amphioxys (Ehrenberg) Grunow in Cleve & Grunow and Luticola mutica (Kützing) D.G.Mann in Round et al. The maximum of phyla (18) were found in the buffer (transient) zone; in the wooded steppe zone, 11 species were recorded; in the steppe – 2 species, and in the dry steppe zone no species of diatomic algae were found. The qualitative and quantitative characteristics of diatomic algae communities in various biotopes depend on the natural and climate features of a territory and the degree of the anthropogenic impact on the soil and vegetation, which is proved by the fact that high species wealth signifies that the ecosystem is stable and resilient to the changing conditions in the environment, while poor algal flora is less resilient due to the lower degree of diversity. 1 Introduction Diatomic algae play a special role in habitats with extreme conditions [6, 7].

AZERBAIJAN’S GEOPOLITICAL IDENTITY IN THE CONTEXT OF THE 21ST CENTURY CHALLENGES AND PROSPECTS The 21st century began with chaos in international relations, the growing multipolarity of the once unipolar world, and geographic determinism giving prominence to regional leaders, who are resisting unipolar projects and competing with each other in their geographical region. However, nation states have shown that they are still to be reckoned with. International organizations and transnational law enforcement agencies, which were created to fi ght transnational threats such as international terrorism, drug cartels and criminal organizations, have not increased their effi ciency. Nation states continue to shoulder the biggest burden of fi ghting the above threats. Globalization has stimulated integration and accelerated various global processes, but it has not made this world safer or more stable. The connection between national, regional and global security is growing stronger. The fact that transnational threats operate as a network has highlighted the importance of interaction between nation states in fi ghting these threats. But strained relations between the geopolitical power centers, contradictions between regional states and the revival of bloc mentality are hindering the civilized world from consolidating its resources.

Working Paper, June 28, 2017 – Stephen Blank EXECUTIVE SUMMARY This paper explores the opportunities and challenges that Russia has faced in its economic pivot to Asia and examines the potential roadblocks to its future integration with the region with special regard to multilateral Asian institutions. Main Argument Despite the challenges Russia faces, many Russian writers and officials continue to insist that the country is making visible strides forward in its so-called pivot to Asia. Russia’s ability to influence the many multilateral projects that pervade Asia from the Arctic to Southeast Asia and increase its role in them represents an “acid test” of whether or not proclamations of the correctness of Russian policy can stand up to scrutiny. Such scrutiny shows that Russia is failing to benefit from or participate in these projects. The one exception, the Eurasian Union, has become an economic disappointment to both Russia and its other members. Russia is actually steadily losing ground to China in the Arctic, Central Asia, and North Korea. Likewise, in Southeast Asia Moscow has promoted and signed many agreements with members of ASEAN, only to fail to implement them practically. Since Asia, as Moscow well knows, is the most dynamic sector of the global economy, this failure to reform at home and implement the developmental steps needed to compete in Asia can only presage negative geoeconomic and geopolitical consequences for Russia as it steadily becomes increasingly marginalized in the region despite its rhetoric and diplomatic activity.

Data collection INDUSTRIAL FRAMEWORK OF RUSSIA The ranking is based on the municipal statistics published by the Federal State Statistics Service on the official website1. Each technological period forms a certain set of innovations directed to the sustained economic growth. In the developed countries from 40% to 90% of the growth of the gross domestic product is formed due to high technologies. For Russia, which is in the sphere of political and economic sanctions, one of the main forces in formation of sustainable development there have to be science and technology parks. Their main objective is creation and advance of scientific and technical business. Diversification and new technologies are very important for Russia which is in rather dense technological dependence on a number of foreign countries today. It is on the basis of the retrospective analysis of emergence and development of science and technology parks in country aspect, the qualitative analysis of changes of the comparative characteristic of the technological processes accompanying development of territorial and industrial complexes and creation of the knowledge-intensive competitive production.

Ecological safety of the territory plays an important role in the socio-economic regional welfare. The goal of the research is to define the condition of ecological safety of the Samara region, a large region of Russia. The objectives of research cover the evaluation of natural (gross and specific) environmental indicators of natural-anthropogenic environment of rural municipal areas for the period 2014-2017. Materials for the calculations were official statistics. Methods of description, comparison, mathematical analysis, logical constructions have been applied. As a result, natural and anthropogenic environmental instability, the ambiguous situation in the subregions and unresolved problems in land use, forest use, air pollution, water use, water supply and wastewater disposal, and waste management were identified. It is proposed to use the results that were obtained in strategic planning and improvement of measures to ensure sustainable development of rural areas.
