Assalamualaikum warahmatullahi wabarakatuh dan salam sejahtera dan selamat pagi. Ahli-ahli Yang Berhormat saya ingin mengucapkan setinggi-tinggi tahniah dan mengalu-alukan pelantikan Yang Berhormat Laksamana Tan Sri Dato’ Sri Mohd Anwar bin Haji Mohd. Nor (B) sebagai Ahli Dewan Negara kita pada pagi ini [Tepuk] Sebagaimana lafaz sumpah taat setia yang baru sahaja Yang Berhormat lafazkan sebentar tadi menekankan supaya Yang Berhormat akan tetap taat setia pada Malaysia, di samping akan mempertahankan Perlembagaan Negara Malaysia. Sebagai salah seorang Ahli Dewan Negara yang tergolong kepada sebahagian Ahli Parlimen mestilah memainkan peranan dan bertanggungjawab sebagai pembuat dan meminda undang-undang negara. Sebagai seorang bekas Panglima Angkatan Tentera Malaysia (ATM), pelantikan Yang Berhormat di bawah Perkara, 45 Perlembagaan Negara, tentu sekali menjadi satu kebanggaan dan penghormatan kepada seluruh pasukan angkatan tentera dan rakyat Malaysia amnya. Lafaz ikhlas taat setia yang baru sahaja dilafazkan sebentar tadi supaya taat setia pada Malaysia dan mempertahankan Perlembagaan Negara bukanlah perkara baru kepada Yang Berhormat. Saya DN 23.4.2015 2 berharap semoga perangai dan perwatakan serta keperibadian tinggi, beradab dan bersopan santun wajar dikekalkan agar menjadi contoh atau teladan kepada Ahli-ahli Parlimen semuanya. Sekarang ini saya berasa risau kerana terdapat segelintir bilangan Ahli-ahli Parlimen yang melanggar peraturan mesyuarat, tidak menghormati Dewan dan juga melanggar peraturan Perlembagaan Negara. Saya memperingati diri saya dan ingin berkongsi kepada semua Ahli-ahli Yang Berhormat supaya kita hendaklah memahami segala peruntukan yang termaktub dalam Perlembagaan Negara ini dan segala peraturan Dewan yang mulia ini. Sebagai contoh, Perkara-perkara dalam Perlembagaan ini wajib difahami dan dipraktikkan adalah seperti berikut. Pertama, Perkara 3 dan 11 menyentuh berkenaan agama Islam sebagai Agama Persekutuan tetapi agama-agama lain bebas untuk melafazkannya, menjalankannya dan bertindak, secara aman dan harmoni. Inilah kunci kepada kejayaan kita daripada mula kita merdeka sampai hari ini. Kita generasi sekarang berasa amat bersyukur dan terima kasih kepada pemimpin-pemimpin lama serta nenek moyang kita yang telah banyak berkorban untuk membangunkan negara yang begitu berjaya sehingga sekarang ini. Berpandukan kepada semangat dan prinsip bersatu padu, bekerjasama, serta memegang prinsip-prinsip Rukun Negara sehingga menentukan keamanan dan kesejahteraan yang kita kecapi tetap terjamin sehingga hari ini. ■1010 Pada masa-masa kebelakangan ini saya dapati banyak tindakan yang tidak bertanggungjawab, melanggar Perlembagaan Negara dan tidak menghormati undang-undang yang telah diluluskan di Dewan yang mulia ini. Saya tidak faham. Justeru, saya menyeru dan ingin mengingati semua Ahli Yang Berhormat supaya mestilah mempunyai satu semangat kebertanggungjawaban that is, dengan izin, sense of responsibility to all concern. Perkara 152, Bahasa Melayu sebagai Bahasa Kebangsaan dan juga Perkara 153 beberapa keistimewaan kepada orang Melayu dan anak-anak Sabah dan Sarawak, negeri Sarawak. Perkara ini telah termaktub dalam Perlembagaan. Tidak perlu lagi diungkit-ungkit kerana ini telah menjadi sejarah hingga menjayakan negara kita sampai sekarang ini. Akan tetapi kebelakangan ini, kenapa berlaku yang melanggar perkara yang amat kita risaukan. Saya berharap Yang Berhormat semua, marilah kita sama- sama mempertahankan dan memperjuangkan supaya keamanan, keharmonian negara kita tetap terjamin. Satu perkara lagi saya ingin mengambil perhatian ialah Perkara 10 iaitu Kebebasan Bercakap, Berhimpun dan Berpersatuan. Ada dalam Perlembagaan. Sungguhpun ada kebebasan tersebut mengikut Perlembagaan Perkara 63(4) supaya Ahli Parlimen bebas bercakap di dalam Dewan dan sebagainya, tetapi ada batasannya. Yang Berhormat mesti faham, negara kita mempunyai masyarakat majmuk berbilang kaum, berbilang bangsa, berbilang agama dan sebagainya. Perkara-perkara seperti peruntukan Akta Hasutan contohnya, Akta Hasutan telah diwujudkan semenjak pemerintah British lagi, tahun 1948, dengan izin, sense of sensitivity telah dihayati semasa penjajah dulu. Bermakna kalau keadaan itu kita mesti tahu supaya jangan menyentuh perasaan DN 23.4.2015 3 Malaysian and boleh menjurus dan mengancam keselamatan negara kita. Inilah kunci dan contoh-contoh yang telah kita sama-sama amalkan. Akan tetapi saya hairan, kenapa sekarang berbeza berlaku. Adakah kerana ledakan maklumat? Adakah kerana keadaan generasi baru tidak menghormati lagi? Terpulanglah kepada kita mencari jalan untuk menentukan keamanan negara tetap terjamin. Contohnya Yang Berhormat, jangan ingat Ahli Yang Berhormat bila berhujah, bercakap dalam Parlimen boleh cakap sehendak hati. Sungguhpun ada peruntukan seperti sebentar tadi saya katakan, batas-batasannya ada. Sebagai contoh, kes PP vs Mark Koding, dengan izin, 1983 dan saya terlibat secara peribadi dalam kes tersebut semasa saya menjadi pegawai polis dulu sebagai Investigating Officer, dalam satu MLJ dan juga kes Lim Guang Eng vs PP tahun 2002, dua MLJ, di mana kekebalan dan keistimewaan Ahli Parlimen ada batas-batasannya. Yang Berhormat sila bacalah kes tersebut untuk sebagai Ahli Parlimen mengetahui batas-batasannya di mana kita bercakap, setakat mana yang tidak boleh kita bercakap. Saya berharap semoga rakyat Malaysia yang cinta negara dan bangsanya, mestilah menghormati segala peruntukan dalam Perlembagaan dan undang-undang negara kita. Ahli-ahli Yang Berhormat, ini selesailah sudah majlis angkat sumpah kita pagi ini. Sekian, wabillahi taufik walhidayah, wassalamualaikum warahmatullahi wabarakatuh. [Timbalan Yang di-Pertua mempengerusikan mesyuarat] JAWAPAN-JAWAPAN LISAN BAGI PERTANYAAN-PERTANYAAN 1. Dato' Roslin binti Haji Abdul Rahman minta Menteri Sumber Asli dan Alam Sekitar menyatakan, usaha pemuliharaan semula hutan yang akan dilaksanakan oleh kementerian untuk memulihkan tanah rizab hutan yang rosak teruk akibat penerokaan hutan tidak terkawal. Timbalan Menteri Sumber Asli dan Alam Sekitar [Dato’ Dr. James Dawos Mamit]: Terima kasih Tuan Yang di-Pertua. Untuk makluman Yang Berhormat Senator Dato' Roslin binti Haji Abdul Rahman, Jabatan Perhutanan Semenanjung Malaysia (JPSM), Jabatan Perhutanan Negeri (JPN) dan Agensi Remote Sensing Malaysia telah pun membuat inventory di dalam Hutan Simpan Kekal dan mengenal pasti 5,000 hektar kawasan terosot dalam Hutan Simpan Kekal di Semenanjung Malaysia. Program pemuliharaan untuk kawasan terosot telah pun dibuat oleh Jabatan Perhutanan Semenanjung Malaysia dan ia rancangan pembangunan lima tahun, dari tahun 2016 hingga tahun 2020. Jabatan Perhutanan Semenanjung Malaysia telah pun memohon peruntukan dalam Rancangan Malaysia Kesebelas (RMKe-11) yang berjumlah RM340 juta untuk menjalankan pemuliharaan kawasan terosot. Komponen-komponen di dalam rancangan pembangunan ini termasuk: (i) penyediaan dan pengeluaran bahan-bahan tanaman yang berkualiti tinggi; DN 23.4.2015 4 (ii) pembangunan tapak semaian di setiap negeri dikawal selia oleh Jabatan Perhutanan Negeri; dan (iii) penanaman pokok dan seterusnya selepas pokok-pokok ditanam, ia dipantau dan diselenggarakan semuanya itu agar pokok akan tumbuh dan seterusnya membesar. Jabatan Perhutanan Negeri akan turut terlibat dalam pemuliharaan kawasan terosot dengan mengguna pakai peruntukan negeri masing-masing. Sekian, terima kasih. Dato' Roslin binti Haji Abdul Rahman: Seperti mana yang kita tahu, hutan belantara kita luas beribu-ribu batu dan jauh di pendalaman. Jika di Sarawak, penguatkuasaan menggunakan helikopter serta memantau secara satelit. Soalan saya yang pertama, adakah amalan ini juga dilaksanakan di Semenanjung? Kedua, bagaimanakah kementerian dapat memastikan kawasan yang telah dipulihkan sentiasa bebas daripada pencerobohan? Mohon untuk soalan ketiga, daripada statistik, adakah kementerian berpuas hati dengan sikap masyarakat mengenai pencerobohan hutan dan peranan di Jabatan Perhutanan mendidik masyarakat supaya sayangi hutan belantara kita.     Governing Shōnan: The Japanese Administration of Wartime Singapore Clay Eaton Submitted in partial fulfillment of the requirements for the degree of Doctor of Philosophy in the Graduate School of Arts and Sciences COLUMBIA UNIVERSITY 2018 © 2018 Clay Eaton All rights reserved ABSTRACT Governing Shōnan: The Japanese Administration of Wartime Singapore Clay Eaton The Japanese military administration of Southeast Asia during the Second World War was meant to rebuild the prewar colonial system in the region under strong, centralized control. Different Japanese administrators disagreed over tactics, but their shared goal was to transform the inhabitants of the region into productive members of a new imperial formation, the Greater East Asia Co-Prosperity Sphere. Shōnan, the wartime name for Singapore, was meant to be the center of this Co-Prosperity Sphere in Southeast Asia. It was the strategic fulcrum of the region, one of its most important ports, and a center of culture and learning for the wartime Japanese. Home to thousands of Japanese administrators during the war and a linguistically, ethnically, and religiously diverse local population, Shōnan was a site of active debates over the future of the Sphere. Three assumptions undergirded these discussions: that of Japanese preeminence within the Sphere, the suitability of “rule by minzoku (race)” for Southeast Asians, and the importance of maintaining colonial social hierarchies even as Japanese administrators attempted to put the region on a total war footing. These goals were at odds with each other, and Japanese rule only upended social hierarchies and exacerbated racial tensions. The unintended legacy of the wartime empire lay, not only in the new opportunities that Japanese rule afforded to Southeast Asian revolutionaries, but in the end of the politics of accommodation with imperial power practiced by prewar Asian elites.

In addition, religion is occupying a more prominent place in the public sphere at the turn of the 21st Century, despite predictions of religious decline. The rise in religious diversity, and in the salience of religious identity, is posing both challenges and opportunities pertaining to issues of governance. Indeed, a series of tensions have arisen between state and religious actors regarding a variety of matters including burial rites, religious education and gender equality. Many of these debates have focused on the need for, and limits of, religious freedom especially in situations where certain religious practices risk impinging upon the freedom of others.     VLADIMIR BRAGINSKY CO-OPTING THE RIVAL CA(N)NON: THE TURKISH EPISODE OF HIKAYAT HANG TUAH Vladimir Braginsky [email protected] School of Oriental and African Studies (SOAS) University of London Abstract Among specimens of traditional Malay literary polemics, or rather, “wars of books”, we find an interesting group of texts of the mid or late seventeenth century, which narrate how an Acehnese embassy was dispatched to Ottoman Turkey to obtain “large cannons”. Remarkably, alongside literary pieces composed in Aceh, this group also includes the Turkish episode of Hikayat Hang Tuah (HHT), the epic created in Johor which describes the epoch of the Malaccan sultanate. However, HHT is a double-layered work in which Malacca not infrequently stands for Johor, whose relations with Aceh were more often than not hostile. HHT’s author covertly polemicizes against Acehnese literary works, striving to prove that Malacca (read Johor) allegedly established diplomatic relations with the Ottomans earlier than Aceh. HHT also attempts to show that its mission to Istanbul was much more successful than Aceh’s and that it completed the recognition of Malacca/Johor across the entire political space from China to Turkey. Yet, the political and literary agendas of HHT’s author differ radically. In the former, the forces of repulsion hold sway, which leads HHT to depict the triumph of Johor in its rivalry with Aceh. In the latter, on the contrary, the forces of attraction dominate. For this reason the Turkish episode in HHT borrows the plot of Acehnese works, constructs its portrayals of Istanbul from a mosaic of Acehnese sources, and resorts to the grand Acehnese literary style of the “gold-and-jewel” variety.
