    Historical Legacies at the Grassroots: Local Public Goods in Agra District, 1905-2011 Alexander Lee* September 20, 2020 Abstract Accounts of the historical origins of spatial inequality often use aggregated spatial units, and do not measure outcomes between the time of treatment and the present day. This paper analyses a new panel dataset of local public goods provision in a single North Indian district with observations at the village decade level going back to 1905, and detailed information on colonial land tenure institutions, landholding patterns and demographics. A historical factor often thought to influence rural politics in India, the presence of large or absentee colonial landowners, explains little variation in local public goods conditional on population and spatial location, while villages inhabited by upper caste groups had an advantage only during the mid-20th century. This non-effect is in part a result of changing effects over time. In particular, while villages have always been more likely to gain public goods while a member of the village’s largest caste group was in power at the state level, changes in the composition of Northern India’s political class have meant that this favoritism has benefited different groups in different periods.     Action Plan For Critically Polluted Areas of Agra COMPREHENSIVE ENVIRONMENTAL POLLUTION INDEX (CEPI) U.P POLLUTION CONTROL BOARD, AGRA 1. Background Central Pollution Control Board (CPCB) in collaboration with Indian Institute of Technology (IIT), Delhi had carried out comprehensive environmental assessment of 88 prominent industrial clusters during 2009-10 based on Comprehensive Environmental Pollution Index (CEPI) criteria. CEPI is a rational number between 0 and 100, assigned to a given location to characterize the environmental quality following the algorithm of source, pathway and receptor. Out of identified 88 prominent industrial clusters, 43 industrial clusters in 16 States having CEPI score of 70 and above are identified as Critically Polluted Industrial Clusters. Further, 32 industrial clusters with CEPI scores between 60 & 70 are categorized as severely polluted areas. Subsequently, Ministry of Environment, Forest and Climate Change, GoI had imposed a temporary moratorium vide O. M. 13.01.2010 on consideration of developmental projects in critically polluted industrial cluster/areas including the projects in pipeline for Environmental Clearance. In the 1951 census, when the tabulation has been more elaborate than e~er. in view of the require, ments of the country, the district... wise volume has been expanded into a "District Census Handbook", which now contains the District Census Tables (furnishing data with break ... up for census tracts within the district), the District Index of Non' agricultural Occupations. agricultural statistics from 190V02 [0 19$°"'51 and other miscellaneous statistics in addition to the usual village population statistics. The village population statistics also are given in an elaborate form giving the division of the population among eight livelihood classes and other details. 2. It may be added here that a separate set of district ...wise volumes giving only population figures of rural areas by villages and of urban areas by wards and moha11as and entitled "District Population Statistics" has already been published. This separate series was necessitated by the urgent requirements of the U. P. Government for elections to local bodies. 3. The number of Distnct Census Handbooks printed so far is thirty seven. Special arrangements for speeding up the printing have now been made and it is hoped that the remaining Handbooks will be printed before the end of 1955.
