Initially, the PMP software utilized was from GBA MasterSeries which eventually became LuCity. In 2013, the City converted to the StreetSaver PMP, which is the most widely used program in California. NCE assisted the City in developing maintenance and rehabilitation strategies for the decision tree and performed preliminary budgetary analyses for planning purposes. These efforts were documented in a technical memorandum dated October 28th, 2013. In 2014, NCE updated the City’s pavement management system by performing field condition surveys of the City’s entire pavement network (274.3 centerline miles). The network consists of 41.39 centerline miles of arterials, 44.42 centerline miles of collectors, 148.05 centerline miles of residential or local streets, 37.3 centerline miles of bike paths, and 42 parking lots. Field surveys were completed in May and August 2014 and all survey data had been entered into the City’s StreetSaver database. Recent pavement maintenance and rehabilitation
