1.0 INTRODUCTION

1.1. Paul Mew Associates (PMA) is instructed by Swan Housing Association to prepare a framework Residential Travel Plan in relation to the approved development on land at 39 Ilford Hill, Ilford, IG1. The site location is presented in Figure 1 of this report; the application site’s boundary is shown in red on an Ordnance Survey (OS) mapping base in Figure 2.

1.2. This Travel Plan aims to educate and promote the health, economic, environmental and social benefits of greener travel amongst future residents and to reduce the number of vehicle trips generated by the site from the outset of the development being brought into use.

1.3. Specific Travel Plan targets will be set to achieve realistic modal shift goals throughout the plan’s lifespan. The initial targets will be agreed between the developer, Swan Housing Association (through its Travel Plan Coordinator), and Redbridge Council after the results of the initial post occupancy baseline travel survey has been reported.

1.4. The following points summarise the measures to be introduced at the site to promote each travel mode:

 General – Formation of ‘travel information leaflets’ and travel plan promotional posters.  Walking – Provision of pedestrian route maps showing nearby public transport access points and key local pedestrian walkways / cut-through / bridle paths etc.  Cycling – Provision of cycle route maps, secure and sheltered on-site cycle parking, SUSTRANS and cycle training promotional literature.  Public Transport – Supply of bus and rail route maps, timetables, locations of nearby service access points, links to the TfL website and use of TfL’s ‘journey planner’ tool, gift vouchers for public transport tickets.  Car club – Provision of free car club membership

 Car share – Promotion of local and regional car share initiatives.

Site Description

1.5. The site is situated within Ilford Town Centre and is within a few minutes walk of Ilford Rail Station and numerous bus services as well as a host of town centre amenities. The A118 Ilford Hill passes the site one-directional for eastbound travelling traffic and forms part of the Ilford gyratory traffic system. Prior Road is a private road leading off of Ilford Hill; it serves the application site, the adjacent Icon Building development, the Valentines House office building, and the BT buildings to the west of the site connecting to Mill Road. Refer to Figure 1.

Planning History

1.6. A full planning application was submitted in January 2011 regarding three blocks, providing a total of 141 dwellings. A slightly revised scheme also comprising of 141 residential units, along with flexible A1, A2, A3, B1 and D2 floor space (Ref: 1279/13) was subsequently registered in June 2013 and approved with conditions in March 2015.

1.7. A Travel Plan was initially written in May 2013 for the initial application which has now been approved. The original Travel Plan has now been updated.

1.8. Condition number 21 of planning permission 1279/13 has been extracted herein for ease of reference:

“21. A residential travel plan shall be produced (within 6 month of first occupation) in line with TfL’s current travel plan guidance ‘Travel Planning for New Development in London’ (March 2011) and to be ATTrBuTE compliant. The Travel Plan shall be submitted to and approved in writing to the LPA. The plan shall describe the means by which residents, visitors and users of the development shall be encouraged to travel to the site by means other than by private car. The plan as approved shall be monitored and reviewed on an annual basis and a copy of that annual review and action plan arising shall be submitted to the LPA. The measures described in the action plan shall be implemented in the time period identified”

The Approved Scheme

1.9. The residential units comprise of 61 one-bedroom, 54 two-bedroom and 26 three-bedroom units in three separate blocks. The residential units are provided with 44 car parking spaces inclusive of Blue Badge parking spaces. Secure and sheltered cycle parking has been provided at a ratio of one space per one and two bedroom and two spaces per three or more bedroom residential units.

1.10. Due to the highly sustainable town centre location, and the likelihood therefore of linked trips with other town centre amenities, the commercial unit is not provided with designated car parking.

1.11. Cycle parking is provided to the front of the site in the form of secure Sheffield type cycle stands for public use. The site is accessed via Prior Road which is an existing junction off of Ilford Hill; refer to Figure 1.

1.12. The approved site plan is presented in Appendix A of this report.

Public Transport Accessibility

1.13. A total of 18 daytime bus services operate from stops within a close distance to the site. The closest of these bus stops is directly outside the site on Ilford Hill. Refer to Figure 3.

1.14. The nearest Station within proximity to the site is Ilford Rail Station; refer to Figure 3. National Rail services run between Shenfield and .

1.15. The Transport Assessment which accompanied the original approved application and Travel Plan dated May 2013 concludes that the site has a public transport accessibility level (PTAL) score of 6a which is an ‘excellent’ rating as defined by TfL and represents of the highest scores achievable; full details of the PTAL

assessment are presented in Appendix B of this report. The PTAL score has stayed the same, at 6a.

1.16. Full details of the bus and rail services within proximity to the site are presented in Chapters 4 and 5 of this report respectively.

The Travel Plan

1.17. This Travel Plan has been produced to mitigate the traffic impact of the residential aspect of the approved development. In the short term the Travel Plan aims to publicise and raise awareness of the health / economic / environmental and social benefits of greener travel, and resultantly in the longer term aims to physically reduce the number of car borne journeys generated by the site as a whole.

1.18. The Travel Plan itself will be initiated prior to the development being brought into use through the appointment of a Travel Plan Coordinator. This document sets out how the Travel Plan will be formulated and the range of options available.

1.19. The primary focus of this Travel Plan will be to minimise and discourage the use of the private car, and especially single occupancy car trips, by residents and visitors from the outset of the development being brought into use, through the promotion of sustainable modes of travel.

1.20. This document sets out how the Travel Plan scheme will be structured, how it will operate, the alternatives available and their suitability for different users.

1.21. Swan Housing Association will set aside funds for the Travel Plan in line with the company’s considerable experience with similar schemes in the recent past. Funding will be made available to secure the Travel Plan, to monitor the Travel Plan, and to incentivise the Travel Plan through promotional and marketing measures and subsidies such as public transport vouchers and car club membership etc. This is detailed later in this report.

2.0 SUSTAINABLE TRAVEL & TRAVEL PLANS IN A POLICY CONTEXT

2.1. The main planning policy document which provided a context for sustainable transport is the National Planning Policy Framework (NPPF), published July 2018.

2.2. The NPPF, which supersedes Planning Policy Guidance Note 13 (PPG13) sets out key sustainable transport objectives.

2.3. Promoting sustainable transport is an integral part of transportation policy. NPPF states that Travel Plans are a key tool to ensure that sufficient consideration is given to encourage people to chose sustainable travel choices into the future, and that all areas of reducing traffic congestion and assisting travel behaviour are considered.

2.4. An extract from section 9 ‘Promoting Sustainable Transport’ of the NPPF is set out as follows:

“108. In assessing sites that may be allocated for development in plans, or specific applications for development, it should be ensured that: a) appropriate opportunities to promote sustainable transport modes can be – or have been – taken up, given the type of development and its location; b) safe and suitable access to the site can be achieved for all users; and c) any significant impacts from the development on the transport network (in terms of capacity and congestion), or on highway safety, can be cost effectively mitigated to an acceptable degree.”

“111 All developments that will generate significant amounts of movement should be required to provide a travel plan, and the application should be supported by a transport statement or transport assessment so that the likely impacts of the proposal can be assessed.

2.5. ’s (TfL) Travel Planning Guidance November 2013 offers guidance on the content of Travel Plans. The document supersedes the former ‘Travel Planning for New Development in London: Incorporating Deliveries and Servicing’ (January 2012)’.

2.6. Table 2.1 of TfL’s Travel Planning Guidance November 2013 document provides a development scale guideline for travel plans. Under use class C3 (residential) all schemes with more than 80 units require a Travel Plan.

2.7. A summary from TfL’s Travel Planning Guidance November 2013 document is extracted as follows:

“3. What should the travel plan contain? The overarching purpose of any travel plan should be to influence behaviour change and lead to use of more sustainable modes of travel and/or to reduce overall travel to/from the site. This is critical for new developments in order to facilitate the use of sustainable modes among occupiers and visitors from the outset, or to mitigate the impact of trips generated by the site. Therefore, when preparing travel plans, their authors and local authority officers should consider the overarching purpose of the particular travel plan. Whilst the travel plan should be developed as a standalone document, it should aim to address any issues identified within the associated transport assessment (TA) for the development through the promotion of sustainable transport.”

2.8. At the local level, the London Borough of Redbridge has adopted its Local Plan 2015-2030 (March 2018). This replaced the suite of existing development plan documents. Policy LP22 relates to promoting sustainable transport and the provision of Travel Plans to accompany planning applications such as this:

“Policy LP22: Promoting Sustainable Transport 1) The Council will work with partners to support the delivery of the Mayor’s Transport Strategy, London Freight Plan and Local Implementation Plan (LIP). To deliver a more sustainable and efficient transport network that supports growth and a prosperous economy, reduces car dependency, encourages sustainable forms of transport, improves air quality and reduces greenhouse gas emissions it will:..” “…(h) Require major development to provide Travel Plans to demonstrate what measures will be introduced to ensure that the future users of developments will be less reliant on private motor vehicles, and promote sustainable forms of transport such as walking and cycling;” “4.11.2 To further encourage more sustainable forms of transport the Council will require Travel Plans from all new major development in the borough. The Council expects Travel Plans to include an integrated package of

measures designed to reduce the need for travel overall and to encourage uptake of more sustainable modes of transport among residents, employees, visitors and suppliers of an organisation. As well as helping tackle climate change and other environmental benefits travel planning can help residents and employees to save money and improve and maintain their health and wellbeing. Measures which can be included in new developments include end of journey facilities such as lockers and showers, high quality cycle parking facilities (see LP23), reduced travel cost schemes and car parking management.

2.9. The following section outlines this Travel Plans operation, objectives, monitoring, action plan and funding.

3.0 OPERATION, OBJECTIVES, MONITORING, ACTION PLAN & FUNDING

Operation

3.1. The proposals contained in the Travel Plan will be promoted by the management of the approved development site, through the appointment of a Travel Plan Coordinator.

3.2. PMA will act as the Travel Plan Coordinator contact for this development.

3.3. The Travel Plan Coordinator will encourage and promote the proposed measures of the plan amongst the sites future tenants. The roles and responsibilities of the Travel Plan Coordinator are listed as follows:

 Developing and implementing promotional, publicity, and awareness campaigns,  Administering the Travel Plan Measures,  Organising the collection, analysis and presentation of information related to the monitoring and development of the Travel Plan from this point forward,  Liaising with Swan Housing Association and the key site management personnel,  Liaising with the Local Planning Authority on Travel Plan progress and development, and  Acting as a point of contact for all residents requiring information.

3.4. In addition, the Travel Plan Coordinator will carry out regular monitoring of the plan through resident questionnaires, and the associated reporting of the findings

back to the local planning authority. This would form part of the Final Travel Plan.

3.5. Promotion of the plan will be by means of travel information and Travel Plan initiatives being displayed to all residents. As part of this promotion, future occupants will be supplied with travel awareness information packs, made available as part of a sales pack.

3.6. This information will include details of public transport services, cycle and pedestrian facilities, car club operations and financial incentives to be made available to encourage sustainable travel. It will be the duty of the Travel Plan Coordinator to make this information available.

Objectives

3.7. The general aim of the Travel Plan is to achieve a reduction in the use of private cars, in particular single occupancy vehicle trips, for trips to and from the site by residents and visitors by promoting sustainable travel choices from the outset.

3.8. As part of this aim, the management of the development site will endeavour to reduce the number of journeys to and from the site by residents and visitors by private car by a target percentage within years 1, 3 and 5 of the Final Travel Plan being implemented.

3.9. The final modal shift targets would be set once the post occupancy travel mode surveys have been reviewed and an achievable mode shift can then be decided. This would be done in consultation with the Council’s Travel Plan Officer. The penultimate chapter of this report sets preliminary modal shift targets based on trip generation projections for the proposal based on survey information obtained from the TRAVL traffic database which was submitted with the approved planning application.

3.10. This strategy for identifying targets is in accordance with TfL’s guidance. The Final Travel Plan will aim for targets which;

 relate to the development, and can be achieved at the specific site,  are easy to monitor through annual surveys and trip counters,  cover a small range of relevant issues,  can be linked to enforcement measures if necessary and will avoid targets which;  simply adopt broader targets (eg London-wide or borough targets) which may be impossible to achieve at a single site,  require expensive and complicated monitoring,  cover a range of issues, with low relevance to the actual plan,  are not enforceable.

Monitoring

3.11. The first task of the Travel Plan Coordinator will be to ensure that sustainable travel awareness information packs are produced and distributed as part of sales packs made available upon purchasing the units. Promotion of public / sustainable transport at this early stage will be crucial in influencing peoples travel behaviour at the outset of the development being occupied.

3.12. The Travel Plan Coordinator would then carry out TRICS SAM compliant surveys to determine how residents and visitors travel to and from the site; the post-occupancy travel survey would be iTRACE compatible. The survey will be carried out within six months of the development being brought into use, when up to say 75%+ of the residential units are occupied.

3.13. Based on the findings of these studies, a clear indication of the desired level of reduction in car based trips will be determined. The Travel Plan Coordinator, working in conjunction with the site’s management, will identify measures suitable to promote to residents and to an extent visitors based on the results of the surveys.

3.14. The results of the post-occupancy travel survey would be made available to the local authority and would be used to support the Final Travel Plan. This would be carried out by the Travel Plan Coordinator within two months of completion of the survey.

3.15. After implementation of the Final Travel Plan it will be fully reviewed and reported back to the Council, including full TRICS SAM compliant survey results, at years 1, 3 and 5 after the approval date of the Final Travel Plan. From then on, the site management will continue to observe and be bound by the provisions of the Final Travel Plan. It will be the responsibility of the Travel Plan Coordinator to undertake the TRICS SAM compliant review surveys at years 1, 3 and 5 and report the results back to the local Council for consultation.

Action Plan & Funding

3.16. The programme for the implementation of the travel plan measures for the proposals will be produced as and when they are brought forward for development.

3.17. The action plan for the development will set out tasks, intended implementation dates and funding sources. It is intended to be a live document which will be updated by the Travel Plan Coordinator to reflect the outcome of consultation with the local planning authority, once the first full multi-modal travel survey has been completed. The action plan for the development proposals is set out in the summary table overleaf.

3.18. The provision of an approved Residential Travel Plan in accordance with current TfL guidance together with the implementation of site wide ‘action’ type targets will be secured through a planning condition.

3.19. The developer will set aside funding for the Travel Plan. A budget has been agreed to undertake the Travel Plan Coordinator role prior to occupation of the new dwellings.

3.20. The budget, agreed by the developer and PMA as the Travel Plan Coordinator, will include the following items:

 Fund the Travel Plan Coordinator role up to the point of a handover to a nominated person within Swan Housing Association,  The Travel Plan Coordinator budget will include the preparation and distribution of Travel Information Welcome Packs for each residential unit upon occupation of the new premises,  Fund other marketing and promotional measures such as car club provision, informative Travel Plan posters displayed in communal areas,

 The Travel Plan Coordinator budget will also include the preparation and collation of TRAVL compliant post-occupancy travel survey information and the associated reporting back to the local Council, and  Thereafter funding will be made available for full Travel Plan reviews at years 1, 3 and 5 after submission of the Final Travel Plan.

3.21. The remaining sections of this report set out the services available to future tenants at the site, how they will be promoted and some preliminary Travel Plan targets.

4.0 TRAVEL PLAN INITIATIVES – BUS SERVICES

4.1 The Travel Plan will promote the use of local public transport services including buses.

4.2 A total of 18 weekday and one night bus services operate on routes which pass within close proximity to the site.

4.3 These routes and service access points are shown in Figure 3 of this report and would be shown on the Final Travel Plan map. The bus services are detailed in Table 2.

4.4 With this level of provision and proximity, the promotion of bus services will form an integral part of the Travel Plan. Local bus information including timetables, route maps, and the locations of the nearest bus stops will be made available to future occupants of the residential units via travel information packs and posters / information boards displayed within communal areas such as entrances / hallways etc.

4.8 In summary, appropriate bus service provision would be promoted as part of the Final Travel Plan.

5.0 TRAVEL PLAN INITIATIVES – RAIL SERVICES

5.1 The Travel Plan will promote the use of local public transport services including rail.

5.2 The nearest rail connection to the site is Ilford Rail Station situated approximately 235 metres to the east of the application site; refer to Figure 3 of this report. There will also be a new entrance to the station located immediately next to the site. Ilford railway station is a suburban National Rail station located in Ilford in the London Borough of Redbridge. The station is managed by TfL and most trains run between Shenfield and Liverpool Street. The station is located in Zone 4.

National Rail Services

5.3 Typical off-peak services from Ilford Station run by TfL are as follows:  Ilford to Liverpool Street – around 6 trains per hour  Ilford to Shenfield – around 6 trains per hour

5.4 The proximity of Ilford to London Liverpool Street Station will be a major attractor for people looking to move into Ilford Town Centre, trains run to Liverpool Street every 10 minutes throughout the day and the journey time is approximately 18 minutes.

5.5 In addition to the above, the preceding destination from Liverpool Street is Stratford Rail Station; the journey time from Ilford to Stratford is approximately 9 minutes. Stratford is a very well served rail destination; it is situated on the Central and Jubilee lines of the Line network as well as running National Rail services, services, Docklands Light Rail (DLR) services and services.

5.6 Ilford Station will be rebuilt as part of the programme, including a new station entrance, better ticket hall and new lifts. The new Elizabeth line will offer passengers routes through central London without having to change trains. At

peak times 12 trains an hour will run between Shenfield and central London, calling at all stations.

5.6 Due to the range of destinations and frequency of services available from Ilford Rail Station, and its very close proximity to the application site, the use of these rail services will be heavily promoted to future residents. The new entrance to the station will provide excellent accessibility for future residents.

5.7 Details of services at Ilford Rail Station, including timetable information, service frequency and route maps, will be included within each travel awareness pack made available to all future occupants of the residential units.

5.8 As with bus, rail travel information including timetables and maps will also be displayed within communal areas of the site, as well as within the individual travel information packs.

5.9 Residents and visitors will be encouraged to combine rail and bus for journeys to and from work / the site.

5.10 In summary, appropriate rail service provision would be promoted to both residents and visitors as part of the Final Travel Plan.

6.0 TRAVEL PLAN INITIATIVES – CYCLING

6.1 Cycling to and from the site will be encouraged, with the provision of appropriate cycle facilities.

6.2 Secure and sheltered cycle parking will be provided on site. Sufficient cycle storage facilities will be provided for the flats at a ratio of one secure and sheltered space per one and two-bedroom units and two spaces per three+ bedroom units. Separate secure cycle parking stores will be provided within each block of residential units amounting to 167 spaces. Additional communal cycle parking will be provided to the front of the commercial unit and around the site in the form of Sheffield style cycle stands. Refer to Appendix A.

6.3 This level of cycle parking provision is in accordance with standards prescribed within The London Plan (GLA 2011).

6.4 Residents would be made aware of the location of bicycle stores.

6.5 The application site has a number of traffic free cycle routes and other signed on-road cycle routes running within a one mile radius of the site, including Ilford Hill and the Town Centre gyratory system which has a designated traffic-free cycle route in large parts.

6.6 TfL publishes cycling guides; there are 14 guides in total covering the whole of London. All of the cycle routes presented in the guides have been ridden and recommended by cyclists. Copies of local guides can be picked up from any bike shops in a given area; copies can also be requested via the ‘Cycling’ section of the TfL website or by calling 0207 222 1234.

6.7 TfL’s Local Cycling Guide 5 covers Ilford and the surrounding area. Within each guide, cycle routes are categorised as follows:  Yellow – routes on quieter roads recommended by cyclists  Blue – route signed for cyclists that may be on busier roads  Light Brown – provision for cyclists adjacent to busy roads

6.8 An extract from TfL’s Cycle Guide 5, encompassing the area surrounding the application site, is presented in Figure 4 of this report. As can be seen from the extract, the site is well served by ‘yellow’, ‘blue’ and some ‘ light brown’ (refer to paragraph 6.7) cycle routes as defined by TfL.

6.9 A copy of TfL’s Cycle Guide 5 will be made available to residents as part of the promotional travel awareness packs, including any proposed future National Cycle Network Route information.

6.10 Links to the SUSTRANS website would also be promoted to encourage cycling to and from the site. Cycle routes would be shown on the Final Travel Plan map.

6.11 Further information regarding cycle training schemes will also feature in the travel awareness packs; including www.cycletraining.co.uk 02072316005, www.tfl.gov.uk/roadusers/cycling, etc.

6.12 In summary, cycle use would be strongly promoted as part of the Final Travel Plan.

7.0 TRAVEL PLAN INITIATIVES – WALKING

7.1 Residents will be encouraged to walk to and from the site. Where appropriate, they will be encouraged to walk to and from the site as part of linked trips using other forms of public transport.

7.2 All bus and rail services detailed in Chapters 4 and 5 of this report are within a very short walking distance of the site.

7.3 Footpaths around the site are well maintained and well lit. There is very good provision of signalised pedestrian crossing facilities in proximity to the site to facilitate safe pedestrian movement in and around the Ilford gyratory system.

7.4 Ilford Town Centre is approximately 200 metres to the east of the site following footpaths; Ilford Town Centre hosts an array of amenities and services that are accessible by foot from the application site.

7.5 In addition a large Sainsbury’s supermarket is just a short distance to the south of the site thus amenities will be very close by for future residents.

7.6 Details of important town centre facilities and amenities will be included in the travel awareness packs; together with details of walk / cycle routes to nearby schools.

8.0 TRAVEL PLAN INITIATIVES – CAR SHARING & CAR CLUB

Car Sharing

8.1 Car sharing, where feasible, will be encouraged among residents to further reduce the traffic impact of the approved development.

8.2 The car sharing scheme will be promoted by the Travel Plan Coordinator.

8.3 Details of car sharing websites such as http://www.carplus.org.uk and www.liftshare.com will be included within the Travel Pack.

8.4 It is hoped that by promoting car sharing the Travel Plan will be able to reduce the number of single occupancy vehicle trips thus reducing the overall number of cars on the local roads.

Car Club

8.5 At present Zipcar is the only recognised car club operator with a vehicle in close proximity to the site. There are currently three Zipcar vehicles stationed in designated car club only parking bays on Mansfield Road, Griggs Approach and Wellesley Road within less than 1 mile of the application site.

8.6 The three spaces currently offer access to two Hyundai I30’s (starting at £7 an hour) and a Volkswagen Transporter (starting at £10 an hour).

8.7 Swan Housing Association have signed an agreement with Zipcar which entitles three years’ free membership and £50 driving credit for each unit upon first occupation.

8.8 The Council have agreed to this approach.

8.9 Each residential unit will be provided with information on how to join Zipcar, the free membership and car club credit within their welcome pack.

8.10 The inclusion of Zipcar membership will promote more sustainable behaviours and reduce the need for car ownership in the future. Zipcar estimate that each vehicle takes 10-15 personally owned vehicles off the road.

9.0 PROMOTION OF THE TRAVEL PLAN

9.1 The primary focus of this Travel Plan will be to reduce the number of car based journeys made to and from the site as part of the approved development through the implementation of a variety of measures to promote the use of sustainable modes of transport as set out in this report.

9.2 The most effective way to influence the travel behaviour of future residents will be the provision of sustainable travel awareness packs made available to upon purchasing / renting the residential units.

9.3 The information packs would include the following details:

 Details of bus and rail services such as timetables and the location of access points  Details of on-site cycle facilities, local cycle routes, support for cycling and cycle training initiatives  Car sharing options  How to apply for public transport subsidies  Zipcar Car club details and the financial incentives available  Details of the Travel Plan and contact information for the Travel Plan Coordinator

9.4 Another way the measures of the Travel Plan will be promoted will be via posters and leaflets displayed in communal areas of the flats such as on notice boards in foyers etc.

9.5 The posters and leaflets, like the information packs, will highlight the location of the on-site facilities such as cycle stores as well as details of cycle routes, bus and rail routes, public transport timetables, service access points, car club and car sharing operations, financial incentives and local taxi companies.

9.6 It will be the responsibility of the Travel Plan Coordinator to keep this information up to date.

9.7 Surveys will be undertaken for the purpose of monitoring and assessing the effectiveness of the plan and to facilitate responsive actions to meet targets should the results of the surveys suggest a low level of commitment. This would be done in consultation with the Council. The surveys will be undertaken upon occupation within six months or (at least 75% occupied) and thereafter at years 1, 3 and 5.

9.8 To safeguard against non-compliance there will be an organisational commitment to increase investment in the Travel Plan initiatives by a proportion or amount agreed with Redbridge Council’s Travel Plan Officer.

9.9 Improvement of a substandard Travel Plan could be made with some or all of the following measures:  Carry out a further Travel Plan marketing campaign with fresh promotional literature and a renewed emphasis on sustainable travel,  Renew car club membership discounts to all dwellings,  Introduce / increase on-site parking rates,  Promote car sharing by giving priority access to parking spaces,  Provide subsidies to residents using public transport, cycling and walking.

10.0 TRAVEL SURVEY & PRELIMINARY TARGETS

10.1 In addition to this framework Residential Travel Plan, Paul Mew Associates previously prepared and submitted a Transport Assessment (TA) to support the planning application for the now approved 141 unit residential unit and the 300 sqm commercial unit.

Travel Survey

10.2 The TA provided multi-modal trip generation projections based on the proposed schedule of accommodation using data from the TRAVL traffic database. The TRAVL site’s used in this assessment have been previously discussed and agreed with London Borough of Redbridge’s Principal Development Control Engineer within Highways and Engineering Services.

10.3 This Travel Plan is aimed at the future occupants of the residential dwellings; future residents represent the highest proportion and most targetable populace of the development in Travel Plan terms.

10.4 The multi-modal trip generation projections for the residential aspect of the proposed development, based on surveys from seven similar residential site’s contained in the TRAVL database as agreed with the local Council, are presented in Appendix C of this report. The basic travel mode split summary is presented in Table 3 as follows:

10.5 The results summary in Table 3 demonstrates that the residential aspect of the development could generate in the order of 792 total trips (arrivals and departures) to the site daily. Of this total figure, the majority 54% of people are expected to use public transport as their main mode of daily travel with a further 23% being walk only trips and 17% are expected to use a private car as the main driver.

10.6 Just 1% and 2% of people are expected to travel to the site by motorbike and bicycle respectively based on the TRAVL data.

10.7 In order to further disaggregate ‘public transport’ trips travel to work census data has been obtained from the Office for National Statistics website. Table 4 sets out the lower layer super output area ward census data which contains travel to work data for the residents immediately surrounding the application site:

10.8 The results demonstrate that 46% of people use the railway services at Ilford station and 16% use local bus services. Therefore of the 619 total people stated as using public transport as their main method of travel to work, 74% were by train and 26% by bus.

Preliminary Targets

10.9 TfL’s Travel Planning Guidance (2013) document states that “Travel Plans should include … Baseline travel patterns derived from TRAVL and/or agreed alternative.”

10.10 The following preliminary targets are designed to ensure that the Travel Plan has an initial impact on the development once occupied, they are based upon the TRAVL trip projections set out herein and are linked to the Travel Plan objectives which are to decrease private car trips and increase sustainable travel patterns from the outset of the development being brought into use:

 Aim for a reduction in the number of single occupancy resident car trips daily by 10% within the first year of occupation, by 20% within three years of occupation and by 25% within five years of occupation,  Aim to double the number of people cycling as their main mode of travel to and from the site within the first year of occupation,  Aim for at least a 75% take-up of Zipcar membership amongst the future residents of the site within the first 6 months of the development being occupied. Zipcar to advise the Travel Plan Coordinator on this aspect, and  Aim to increase the number of people walking (total journey) daily by 10% within the first year of occupation.

10.11 A comprehensive set of Travel Plan targets, based upon the initial post occupancy travel mode survey, will be set and agreed with Redbridge Council’s Travel Plan Officer as part of the Full Residential Travel Plan which will be submitted within two months of the baseline TRICS SAM survey having been completed.

10.12 The final post occupancy targets would be SMART (specific, measurable, achievable, realistic and time-bound).

1. Specific – the targets will aim to specifically (not exclusively) promote walking and cycling to those residents working or seeking access within a reasonable distance of the site. Those that can combine public transport travel will be actively encouraged. Car sharing will also be promoted, organised by the travel plan coordinator. The targets will be set by using the results of the initial travel mode and post code survey.

2. Measurable – the targets would be measurable, based on the results of the initial post-development travel mode survey and review surveys to be performed at key intervals during the course of the travel plan lifespan.

3. Achievable and realistic – the targets would be achievable and not overbearing, again based upon the results of the travel mode surveys.

4. Time-bound – the travel plan will have a five year timeframe, with surveys and targets required at years one, three and five. Thereafter the site will continue to observe the general aims and objectives of the travel plan.

10.13 The Travel Plan targets set out above are expected to suffice at this stage.

11.0 QUALITY CONTROL

11.1 All Travel Plans require a certain degree of quality control in order that compilers and officers can ensure that a sound report has been prepared.

11.2 TfL’s Travel Planning Guidance November 2013 states a report needs to provide a completed iTRACE Travel Plan pro-forma in order to meet the required standards;

“iTRACE is an online toll that supports the development and monitoring of travel plans in London. It comprises of two key elements:

 A range of tools including online site audits, online/paper-based employee travel surveys and travel plan templates which organisations may use to develop their travel plan. Use of these tools is not a mandatory requirement to achieve iTRACE compliance, although their use would help ensure this.  A travel plan Project Management Application for use by local authority planning officers. This facility enables a range of key data related to individual sites (such as contact details, site description, baseline mode split and travel plan targets etc) with travel plans to be input into the iTRACE database by borough officers. iTRACE generates automatic reminders at key milestones such as when surveys are required. This enables officers to monitor and keep track of the number, status and effectiveness of travel plans in their borough.”

11.3 A copy of the completed iTRACE Travel Plan pro-forma can be found within Appendix D.

11.4 ATTrBuTE was previously the assessment tool for building, testing, reviewing and evaluating travel plans. It is now no longer in use.

12.0 SUMMARY AND CONCLUSIONS

12.1 To summarise, the approved proposals comprises the redevelopment of land at 39 Ilford Hill, Ilford for a residential and small commercial unit scheme.

12.2 Swan Housing Association is committed to reducing the traffic impact of the development through the implementation of a Travel Plan.

12.3 The application site is situated within an area of where public transport and sustainable transport links are readily accessible. These links will be heavily promoted as part of the Travel Plan.

12.4 Thorough and regular monitoring of the scheme will identify targets, and assess to what extent they are being reached over the life of the scheme. The reporting of the progress will be carried out in consultation with the Council’s Travel Plan Officer.

12.5 It is the aim of this outline Travel Plan to influence travel behaviour upon occupation, and to further reduce private car based trips to and from the site by residents over the first five years of the Final Travel Plan, and thereafter to continue to aim for further reductions.

12.6 The Travel Plan will be implemented upon occupation of the new facilities.

Targets

 Any Targets based on ‘Modal Shift’, to be included in a Travel Plan, should be provided (wherever possible) as ‘Percentage Point Change’ Targets. e.g. – increase the current level of cycling trip per household during AM peak by 5% (Percentage Points) by 2014 = if 10% of residents currently cycle from the development and a 5% (percentage point) increase is achieved by/or before 2014 then overall 15% of residents will be cycling from the development.
