ACTION ITEMS Item 1: Consideration of the January 17, 2017 TCC Meeting Minutes. A clarification was made to Item 5 to say that the CMAQ funds were previously allocated to Thomasville but not used. The minutes were approved with change. Motion by: Scott Rhines Seconded by: Angela Wynes Vote: For: Unanimous Against: None Item 2: Recommendation to the TAC to approve amendments to the 2016- 2025 MTIP. TIP Project B-5353-US 29/70/Business 85 Bridge over S. Main St. to allow additional time to complete the design phase of the Replacement Bridge over S. Main St. Delay R- O-W from FY 17 to FY 18 and construction from FY 18- FY 19. There is also a new project to redo the entire interchange in this area. Greg is going to meet with Mike Stanley to see what the schedule is for these two projects. Motion by: Bryan Fulbright Seconded by: Scott Rhine 2 Attachment 1 Vote: For: Unanimous Against: None Item 3: Recommendation to the TAC to approve amendment to the 2016-2025 MTIP for PART funding for operating subsidy for FY2016-17 within the High Point UZA. The proposed amendments to the 2016-2025 MTIP for the funding from FTA Section 5307 Governor’s Apportionment (GA) account. High Point Urbanized Area MPO TCC/TAC adoption is needed for the MTIP to coincide with STIP amendment. Funding is operating subsidy for FY2016-17 services provided by PART Express within the High Point UZA. Local funding is provided by PART for the ongoing operations of PART Express. A copy of the NCDOT “Split Letter” is attached with official designation of funds from the State of North Carolina GA account. Scott stated that this amendment will be handed out to the Board of Transportation in April and acted upon in May. Scott is hoping that everything will be in place before the end of the fiscal year so funds can be drawn down and the grant will be open and closed within the same time period. Motion by: Angela Wynes Seconded by: Bryan Fulbright Vote: For: Unanimous Against: None Item 4: Recommendation to the TAC to approve the HPMPO prospectus. The Prospectus is primarily a reference document for the transportation planning staff. Its purpose is to provide sufficiently detailed descriptions of work tasks so that staff and agencies responsible for doing the work understand what needs to be done, how it is to be done, and who does it. A secondary purpose of the Prospectus is to provide sufficient documentation of planning work tasks and the planning organization and procedures so that documentation is minimized in a required annual Planning Work Program (PWP). 3 Attachment 1 NCDOT Transportation Planning Branch has reviewed the document and staff has made requested changes to the document. Motion by: Bryan Fulbright Seconded by: Scott Rhine Vote: For: Unanimous Against: None Information Items Item 5: Discussion on Transportation Alternative Program (TAP) Funding. Diane Hampton stated that NCDOT received a letter from Raleigh that the DOT is the recipient of TAP money. Each division is getting $1,000,000 which must be spent on new wheel chair ramps or upgrading old wheel chair ramps and associated crossing marking. They are asking for each municipality to turn in a list of what they would like to see improved at the intersections and ramps. The list must be received by Division 9 by March 3. The other divisions may have different dates. The packages must be out to bid by June. Half of the funds must go to areas with a population less than 5,000, unless there are not sufficient candidate projects to fulfill this requirement. The other half of the funds go to the larger municipalities. MPO Reports Item 6: NCDOT Division Reports Division 7 No one present. Division 8 Jen Britt introduced the new Division 8 Planning Engineer, Bryan Kluchar. Most of the projects on the report are upcoming projects. The Finch Farm Rd. Widening Project design plans are expected to be complete by this summer. At the South Main St. in Archdale interchange they are considering a diverging diamond. They are hoping to receive some solid plans soon. The traffic counts for the Archdale Rd. Widening Project came back kind of low. They are considering looking at a three-lane section with bike lanes. Division 9 Diane Hampton reported that the installation of the ADA ramps at various locations around Davidson, Forsyth, and Rowan Counties is underway. The conversion of an intersection to an interchange at Old Greensboro Rd. near Davidson Community College 4 Attachment 1 is a big project that is coming up. A public meeting is being planned for late Spring. The planning and design is underway on the Winston Rd. Widening Project. Right-Of-Way acquisition for the Hickory Tree Rd Widening will take place in 2021. The cost estimate for the Winston Rd. project was way under what it will cost to build it but Mike Stanley said that they will fund it at whatever it cost. Item 5: Triad Air Awareness No one was present. Item 6: NCDOT Transportation Planning Branch Michael Abuya was on conference call. He did not have anything to report. Item 7: Hitran Angela had nothing new to report. Item 8: PART Scott Rhine reported that the van pool activities are continuing to grow. They picked up a new one with Herbal Life and also have some opportunities coming up with some groups in the Piedmont Center area. There are some plans in the upcoming fiscal year for the PART Express System which will be very positive for most but will also be dealing with some unproductive routes in some areas. They will also be reviewing the fare structure for the entire system. PART had a very productive meeting last Friday with Mike Stanley and Pat Ivey in Winston Salem as well as Debbie Collins. They have been working for months on the mitigation strategy for Business 40 closure. There are funds that could be available through Federal Highways for different agencies. The final plans are anticipated to be complete in June. Phase one of the facility project is coming along good. The contractors work should be complete and a walk through scheduled for the 2nd week in March. The ribbon cutting is being planned for the May meeting. Vertical Steele is being put up this week for the second phase maintenance facility. The overall project is expected to be complete by the middle of July end of August and hopefully opening for operation by the beginning of the fiscal year. The existing hub will be used for storage, parking and shuttles. Item 9: Other Business Greg stated that the MPO Conference will be April 26-28 in New Bern, NC. The NC Association of MPO’s met last week. A discussion took place on PL funds and unobligated funds. Quite a few MPO’s have a funding balance that is not used and if it is not used by 2019 the Fed’s have talked about taking the funds back. High Point has one of the largest amounts available which goes back over 10-15 years. There was a vote by the Association of MPO’s to reduce that amount of funding to where each MPO has 150% over what their allocation is. The rest of the funds would be reallocated. CMAQ funding allocation for FY 18 and FY 19 CMAQ funds is approximately $1.3 million per year. Greg asked for 17 projects and got a little over so some may have to 5 Attachment 1 move to FY 19. The application for FY 18 funds has to be submitted to NCDOT by March 15. The Draft TIP is out. We will start the MTIP process within the next couple of months.
