This paper addresses the issue of selecting a suitable location for a fire station in canton of Fribourg, as a result of a fire brigades’ merger, by applying Multiple Criteria Decision Analysis (MCDA) methods. Solving the problem of determining fire station locations through various methods has been analyzed in-depth by researchers. However, a different approach, based on application of ELECTRE I and ELECTRE II methods is advanced in this paper. The selection of the most suitable fire station site is obtained by applying the designated methods to five distinctive alternatives (called scenarios), taking into consideration the relatively limited information and specifics, and the extensive number of relevant criteria that summed up to sixty-one. Taking the merger of the three local fire departments as an example, the proposed methods for selecting a suitable location for the fire station demonstrate and justify the reason behind this choice. Research shows that the applied methods have been proven to be useful and powerful tools that exhibited acceptable levels of consistency when selecting the best project. The main finding is that one scenario in particular proved to be preferred over the others and most suitable in determining the fire station location.

    Strasbourg, 15 December 2009 MIN-LANG/PR (2010) 1 EUROPEAN CHARTER FOR REGIONAL OR MINORITY LANGUAGES Fourth Periodical Report presented to the Secretary General of the Council of Europe in accordance with Article 15 of the Charter SWITZERLAND Periodical report relating to the European Charter for Regional or Minority Languages Fourth report by Switzerland 4 December 2009 SUMMARY OF THE REPORT Switzerland ratified the European Charter for Regional or Minority Languages (Charter) in 1997. The Charter came into force on 1 April 1998. Article 15 of the Charter requires states to present a report to the Secretary General of the Council of Europe on the policy and measures adopted by them to implement its provisions. Switzerland‘s first report was submitted to the Secretary General of the Council of Europe in September 1999. Since then, Switzerland has submitted reports at three-yearly intervals (December 2002 and May 2006) on developments in the implementation of the Charter, with explanations relating to changes in the language situation in the country, new legal instruments and implementation of the recommendations of the Committee of Ministers and the Council of Europe committee of experts. This document is the fourth periodical report by Switzerland. The report is divided into a preliminary section and three main parts. The preliminary section presents the historical, economic, legal, political and demographic context as it affects the language situation in Switzerland. The main changes since the third report include the enactment of the federal law on national languages and understanding between linguistic communities (Languages Law) (FF 2007 6557) and the new model for teaching the national languages at school (—HarmoS“ intercantonal agreement).

The word is usually used in reference to a kind of fret in architecture, or to a badge or insignia used in military or police uniforms to indicate rank or length of service, or in heraldry and the designs of flags (see flag terminology). The symbol is also used on highway signs to guide drivers around curves. Ancient history The chevron occurs in early art including designs on pottery and rock carvings. Examples can be found approximately 1800 BC in archaeological recovery of pottery designs from the palace of Knossos on Crete in the modern day country of Greece.[1] Sparta (Lacedaemonia (Λακεδαιμονία)) used a capital lambda (Λ) on their shields. Heraldry A chevron is one of the ordinaries in heraldry, one of the simple geometrical figures which are the chief images in many arms. It can be subject to a number of modifications. When the ends are cut off in a way that looks like the splintered ends of a broken piece of wood, with an irregular zig-zag pattern, it is called éclaté.[2] When shown as a smaller size than standard, it is a diminutive called a chevronel. 1 ____________________________________________________ Chevrons appeared early in the history of heraldry, especially in Normandy. In Scandinavia the chevron is known as sparre; an early example appears in the arms of Arvid Gustavsson Sparre.

Jean-Pierre Dorand, Fribourg, le 9 janvier 2019 2 1 L’Ancien Régime et un long 19e siècle (1798-1914) Une Ville-Etat d’Ancien Régime et la Révolution française La formation territoriale du canton est réalisée par la Ville de Fribourg qui s’émancipe progressivement de la tutelle seigneuriale et entre dans la Confédération suisse (1481). La capitale contrôle d’abord les « Anciennes Terres » sises autour de ses murs, essentiellement les districts actuels de la Sarine et de la Singine. Elle acquiert par le jeu des conquêtes et des achats de terres les « Nouvelles Terres » de la Broye, de la Glâne, de la Gruyère et de la Veveyse qui deviennent des bailliages, la ville reprenant les droits et les franchises des anciens seigneurs féodaux. La Ville-Etat de Fribourg détient avec Berne les bailliages communs d’Orbe, Grandson, Echallens, Morat et Schwarzenbourg. Elle est l’un des 12 cantons qui participent à l’exploitation des bailliages du Tessin. La Réforme marque une rupture capitale. Fribourg est entouré par la puissante Ville et République de Berne (1536). Elle peut partiellement échapper à l’étreinte de l’ours voisin par le corridor terrestre qui mène à Delley-Portalban, puis par le Lac de Neuchâtel et les terres de l’allié neuchâtelois vers Paris.

    PERSPECTIVES DE L’économie fribourgeoise LE MARCHÉ IMMOBILIER FRIBOURGEOIS 2018 Editorial La Banque Cantonale de Fribourg en collaboration avec le cabinet de conseils Wüest Partner a le plaisir de vous présenter la 6ème édition de l’étude du mar- ché immobilier fribourgeois. Cette édition confirme les fondamentaux sur lesquels repose le marché immobilier. En effet, les segments des villas et des PPE restent robustes après plusieurs trimestres de fluctuations. Comme annoncé en 2017, le segment locatif doit continuer à être surveillé étant influencé par le ralentissement de la croissance démographique et les investissements dans la construction qui restent soutenus. La place économique helvétique a commencé l’année 2018 favorablement. Les perspectives de croissance du PIB sont annoncées en moyenne Suisse à plus de 2%. Ceci devrait permettre d’inscrire le taux de chômage en léger recul. Ces nou- velles économiques globalement positives devraient renforcer le désir d’accéder à la propriété et revitaliser la croissance démographique créant ainsi un nouveau dynamisme à la demande. Ce dynamisme est le bienvenu sachant que l’offre reste soutenue, ceci particuliè- rement dans le segment des immeubles multifamiliaux. Les demandes de permis de construire confirment cette tendance. En étudiant de plus près cet indice nous constatons que c’est le segment des appartements en location qui croît le plus fortement. Ces indications tendent à faire reculer les loyers. Dans ce contexte, nous avons jugé intéressant d’agrémenter cette édition d’un chapitre spécial précisant la notion de logement vacant. En effet, l’indicateur du taux de vacance publié chaque année par l’OFS (office fédéral de la statistique) est un indicateur important et très commenté.

    Strasbourg, 2 September 2008 ACFC/OP/II(2008)002 ADVISORY COMMITTEE ON THE FRAMEWORK CONVENTION FOR THE PROTECTION OF NATIONAL MINORITIES _____________________________________ Second Opinion on Switzerland, adopted on 29 February 2008 ___________ EXECUTIVE SUMMARY The protection of persons belonging to linguistic minorities in Switzerland is highly developed due to the institutional arrangements and the Federal system, which allow for an effective participation of these persons at all levels. Major constitutional reforms in several cantons and important new laws, both at the Federal and cantonal levels, have been adopted in recent years. As a result, legal certainty has been strengthened as concerns the use of languages in official contexts. Italian and Romanche languages have in particular gained increased protection due to the enactment of comprehensive legislation at the Federal level and in the canton of Graubünden. The emphasis must now be placed on the implementation of these new guarantees. General budgetary savings in the public sector have adversely affected institutions promoting human and minority rights and ongoing discussions on the possible introduction of an Ombudsman Office or an independent human rights institution have not yet yielded concrete results. Although the language of instruction and the teaching of national languages are closely linked to the traditional territorial distribution of languages, there have been commendable efforts to move towards a coordinated inter- cantonal development of language teaching in compulsory education. This should foster language proficiency at an earlier age in all cantons, while ensuring that the development of English teaching does not take place to the detriment of national languages. However the overall situation of Italian and Romanche-speakers who live outside their traditional areas of settlement has not significantly improved with regard to access to language teaching and opportunities to enjoy cultural and linguistic support.
