Furthermore, during·this investigation this task force has positively established that members of the Brotherhood have successfully obtained and are continuing to utilize excellent false identification which ;18 similar to the modus ope.randi ·of Weatherman fugitives. It is felt by the task force that 'I memb~rs of the· weatherman underground or· sympathizers may have coached or offered assistance to the Brotherhood organization ./ in est:ablishing false identities- in· order to leave the country or go into seclusion in order to avoid arrest. . As the Bureau is aware, the Swiss Government has recently ordered LEARY to leave that country not later than 10/31/72. As a result of this investigation, members of this task force have heard rumors and received information indi­ cati~g that members of the Brotherhood are attempting to purch~se property in the Vancouver, British Columbia, Canada, area which they hope to utilize as a haven for LEARY- at such time as he actually leaves '. Los Angeles has determined that local authorities are interested in obtaining process_for Weatherman who aided Leary in his-escape and for the two attorneys. For information, DENIS LEE KELLY, DOB 4/14/42, has been identified by Drug Enforcement Administration (DEA) as the individual who heads up one of the most unique LSD trafficking organizations in the world. KELLY's organization has developed the "window pane 11 technique for manufacturing LSD in which the LSD is painted onto large gelatinous squares subsequently reduced to 1/S"xl./8" "hits." KELLY's organization is believed to be the sole ~anufacturer of this type LSD which has been distr-ibuted nationwide as well as to five countries and four continents.

In the past the organization purchased over 200,000 packaging vials used to package 100 "hits" in each vial: This represents a potential production of over 20,000,000 dosage unl:ts or "hits" of LSD ' which. sell anywhere. from $2 to $8 on the 'Street. '-·

KELLY's organization disguises itself through the use --.of deceased infant false identities and front businesses. Its overt operations are conducted in San Francisco and its covert operations are conducted in oregon. At present, the organization has a warehouse in Tualatin, Oregon, where its LSD ffianufacturing equipment is stored. They have purchased a farm in rural cOttage Grove, Oregon, for over $50,000. The farm will be utilized for tpe manufacture of the LSD.

The organization is well represent-ed by noted attorneys and is a~sociated with many of the major rock ·groups in the country.

As can be expected, any organization of-this type requires an enforcement and procurement arm. FBI irivestigatian has determined that this phase of the organization is _in violation of. Federal law which in turn provides the elements far a RICO violation. The organization is involved in the procurement and ·distribution of firearms and has all types of motor vehicles·- including boats and airplanes at its disposal for distribution.

KELLY's organization has developed the 11 :Window pane" technique for manufacturing LSD in which the LSD is painted onto large gelatinous squares subsequently reduced to l/8 11 Xl/8 11 "hits." KELLY's organization is believed to be the sole manufacturer of this type LSD which has been distributed nationwide as well as to five countries and four continents.

In the past the organization purchased over 200,000 packaging vials used to package 100 11 hits 11 in each vial. This represents a potential production of over 20,000,000 dosage units or 11 hits" of LSD which sell anywhere from $2 to $8 on the street.

KELLY's organization disguises itself through the use of deceased infant falSe identities and front businesses. Its overt operations are conducted in San Francisco and its covert operations are conducted; in Oregon. At present, the organization has a warehouse in Tualatin,_. Oregon, where its LSD manufacturing equipment is stored. They have purchased a farm in rural Cottage Grove, Oregon, for over $50,000. The farm will be utilized for the manufacture of the LSD.

The organiz.ation is well represented by noted attorneys and is associated with many of the major rock groups in the country.

·As· can be expected, any organization of this type requires an enforcement and procurement arm. FBI investigation has determined that this phase of the organization is in violation of Federal la\o~ which in tUrn provides the elements for a RICO violation. The organization is involved in the procurement and distribution of firearms and has all types of motor vehicles includi~; boats and airplanes at its disposal for distribution.
