SHIPS OVERSEAS TO JUNE 194 0 URING the first ten months of the war, those Australian ships not D retained on the home station were employed in Imperial dispositions in widely separated areas . The first six months found Perth in Central American waters, mainly engaged in the dual task of protecting trade — especially the important tanker traffic in the Caribbean—and preventin g the escape of German merchant ships sheltering in neutral ports of th e islands and the Isthmus . Last of the three expansion-program cruiser s acquired from Britain, she had commissioned at Portsmouth on the 29th June 1939 as H .M.A. Ship under "Fighting Freddie " Farncomb, a studious , coolly-efficient officer whose nickname, bestowed during the war, reflected the confidence and esteem of the lower deck . Perth sailed from Portsmouth on the 26th July for Australia via th e Panama Canal, and reached New York, where she represented Australi a at the World Fair, on the 4th August. On the 21st of the month, after twelve days of American hospitality, she arrived at Kingston, Jamaica, an d was to have sailed for Panama on the 23rd, but in the early morning o f that date Farncomb received a signal sent to the Admiralty by the Com- mander-in-Chief, America and West Indies—Vice-Admiral Meyrick' — asking that Perth might remain on the station . Farncomb thereupon can- celled his sailing arrangements, thus anticipating an Admiralty signa l received later in the day directing him to "return Kingston and awai t further orders " . -

Appendix 1 – The Evolution of HMS Dorsetshire This image and the one on the next page show Dorsetshire in 1930, during builder’s trials1 Dorsetshire in July 19312 Dorsetshire in 1932.At this time her secondary and tertiary armament is still very light, just four single 4-inch guns abreast the forward funnels and four single 2-pdr pompoms abreast the bridge3 This 1948 model, shown to better advantage on the next page, depicts Dorsetshire under refit in 1937 in No. 14 Dock at Portsmouth Dockyard. The twin 4-inch mountings are in place abreast the funnels, as are the octuple 2-pounder pom poms aft of the torpedo tubes.4 Dorsetshire in dock at Singapore after her 1937 refit.5 This image and the one on the next page show how difficult it was for her to engage aircraft attacking from directly ahead. The arrows highlight her guns as follows: blue = twin 4-inch red = quad .5-inch green = octuple 2-pdr pom poms Dorsetshire in 19416 Three shots of Dorsetshire in 1941. The painting of the aft funnel and part of the hull in a light colour was meant to make her appear to be a single-funnelled vessel – a sloop, according to one source. The paint scheme was possibly first applied at Simonstown between 16 and 20 March, since this was apparently Dorsetshire’s only docking between December 1940 and June-July 1941. The top image was taken at Cape Town, possibly between 21 and 23 April 1941. The centre image was presumably taken prior to the June-July refit, since the ship sports what seems to have been the original version of this paint scheme. -

This paper explores what this means for UK defence, explains the current UK defence presence in the Indo-Pacific and discusses some of the concerns raised about the tilt. It is one of a series that the Commons Library is publishing on the Integrated Review (hereafter the review) and the command paper. 1. Why tilt to the Indo-Pacific? The Government says the UK needs to engage with the Indo-Pacific more deeply for its own security. The review describes the region as being at the “centre of intensifying geopolitical competition with multiple potential flashpoints.” These flashpoints include unresolved territorial disputes in the South China Sea and East China Sea, nuclear proliferation, climate change as a potential driver of conflict, and threats from terrorism and serious organised crime. -

NATO Summit Guide Warsaw, 8-9 July 2016 An essential Alliance in a more dangerous world The Warsaw Summit comes at a defining moment for the security of the North Atlantic Alliance. In recent years, the world has become more volatile and dangerous with Russia’s illegal annexation of Crimea and destabilisation of eastern Ukraine, as well as its military build-up from the Barents Sea to the Baltic, and from the Black Sea to the eastern Mediterranean; turmoil across the Middle East and North Africa, fuelling the biggest migrant and refugee crisis in Europe since World War Two; brutal attacks by ISIL and other terrorist groups, as well as cyber attacks, nuclear proliferation and ballistic missile threats. NATO is adapting to this changed security environment. It also remains committed to fulfilling its three core tasks: collective defence, crisis management and cooperative security. And, in the Polish capital, the Alliance will make important decisions to boost security in and around Europe, based on two key pillars: protecting its citizens through modern deterrence and defence, and projecting stability beyond its borders. NATO member states form a unique community of values, committed to the principles of democracy, individual liberty and the rule of law. In today’s dangerous world, transatlantic cooperation is needed more than ever. NATO embodies that cooperation, bringing to bear the strength and unity of North America and Europe. This Summit is the first to be hosted in Poland and the first to be chaired by NATO Secretary General Jens Stoltenberg, who took up his post in October 2014. -

1 MB1/I Mountbatten Papers: First Sea Lord, 1955-9 Mountbatten became First Sea Lord in 1955, fulfilling his ambition to succeed to the post that his father had held and which he had been obliged to resign in 1914 on account of the German origins of the Battenberg family. The First Sea Lord was the professional head of the navy, under the First Lord of the Admiralty, who was its political head. In practice, the latter seldom overruled the former on professional matters. Both were responsible to the Minister of Defence, as were the other two service ministries. The professional heads of each service, the Chiefs of Staff, met regularly to discuss service matters and to advise the government. Towards the end of Mountbatten's period of office as First Sea Lord, changes began to take place in this administrative structure. Macmillan felt that the Minister of Defence did not have enough control over the three service ministries to co-ordinate them properly. He therefore reduced the role of these ministries and increased the power and size of the Ministry of Defence. To strengthen this centralised structure, the chairman of the Chiefs of Staff committee was to be made Chief of Defence Staff, with his own organisation under him. On has appointment as First Sea Lord, Mountbatten was faced by a round of defence cuts, and was to be confronted with more when Duncan Sandys was appointed Minister of Defence in 1957. He decided that the navy had to become more efficient and to develop a higher profile if it were to resist such cuts. -

We are therefore especially grateful to Lord Mountbatten, for having been so unstinting in bis time and effort and letting us share with him some of his communication memories. -

Argentina and the Falkland Islands Standard Note: SN/IA/5602 Last updated: 27 January 2012 Author: Vaughne Miller Section IADS This Note looks briefly at the government in Argentina under Cristina Fernandez de Kirchner, who has pursued the Argentinean claim to sovereignty of the Falkland Islands as a constitutional mandate. The arguments on the Argentinean and British sides have not changed with a change of government, while recent developments such as changes to the way in which fishing licences are issued and oil exploration around the Falklands, are continuing to affect bilateral relations. The Falklands/Malvinas are regularly debated at the United Nations Committee on Decolonization, at which a resolution is adopted calling on the two sides to talk about the issues. Successive UK governments have insisted that it is the Falkland Islanders themselves who have the right to decide on their destiny. Argentina maintains that the UN principle of the right to self-determination does not apply in the case of the Falklanders. Both the UK and Argentina accuse each other of colonialism.
