The greatest challenge facing the Village will be to influence these changes to align with its vision and values, to create positive results for both current and future residents, merchants, and other stakeholders of all income levels and ethnicities.     PERMANENT CITIZENS ADVISORY COMMITTEE TO THE MTA REPRESENTING MTA RIDERS SINCE 1981 2009 Annual Performance Review of The MTA and Its Operating Agencies Introduction The PCAC’s 2009 Performance Review marks our third report summarizing the accomplishments and continuing challenges of the MTA and its operating agencies. This report addresses a number of broad themes such as leadership, transparency, organizational structure, service performance, communication, and accessibility. These themes relate to the ability of the MTA and its operating agencies to deliver service effectively to the riders that we represent. While PCAC is vitally concerned about the critical issue of the almost $800 million operating funding shortfall from Albany, which is part of ongoing dialogues that the PCAC and its Councils maintain with public officials and the MTA operating agencies, this larger issue is outside the scope of this report. The PCAC is encouraged by the MTA leadership’s initial steps to make the overall organization more effective and efficient, and we intend our report to complement this effort. At the same time we are well aware that internal efficiencies are not enough to prevent serious damage to the system due to state funding shortfalls.1 The PCAC recognizes that some of the issues raised in the report are the subject of ongoing work by the MTA and its agencies, the body of this document addresses issues pertaining to the 2009 calendar year. Several related developments from 2010 are included as footnotes to the Review. The PCAC and its Councils are not legislatively mandated to address the operations of MTA Bridges and Tunnels or MTA Long Island Bus; consequently they are not addressed in this document.

KRAPELS, CEO OF ANBARIC DEVELOPMENT PARTNERS, BEFORE THE ENERGY SUBCOMMITTEE OF THE HOUSE ENERGY AND COMMERCE COMMITTEE, MAY 10, 2018 Mr. Chairman, distinguished members of the Energy Subcommittee of the House Energy and Commerce Committee. Thank you for inviting me to testify on the State of Electric Transmission: Investment, Planning, Development and Alternatives. My name is Ed Krapels and I am the founder and CEO of Anbaric. We build the electric businesses of the future. We helped spearhead two high-voltage, direct current buried transmission lines between New Jersey and New York, increasing market efficiency and saving ratepayers hundreds of millions of dollars as a result. This high-voltage direct current technology is common world-wide but not used much in the US – its small size makes it well suited to linking markets in congested areas of the country where construction is difficult. An article I have just published in The Electricity Journal, reviews why -- even though everyone agrees these kinds of interregional transmission links are useful and more are needed -- both existing and new interregional projects are choked off by well-intentioned but unproductive regulations. That article is part of my written testimony. We come here this morning, however, to discuss an extremely important new opportunity in our power industry. Federal energy and environmental policy can accelerate what promises to be a once-in-a-generation chance to launch a new domestic industry – offshore wind -- if we do it smartly and thoughtfully from the start. The key to success is to plan, design and build shared, independent offshore transmission systems – OceanGrids – in each of the participating coastal states.

Connors, PhD Dominican College Science Department [email protected] Abstract In New York State, 792 waterbodies are on the “Impaired/TMDL” list, which identifies bodies of water that might require remediation. The Sparkill Creek, placed on the list first in 2010, empties into the Hudson River. It faces issues with stormwater runoff, causing elevated levels of pathogens in the creek and decreased oxygen availability. According to published data, the levels of the indicator bacteria are 24 times higher than EPA standards. The Pocantico River, located in Westchester County, faces many of these same issues. Both were tested for microbial and coliphage loads and diversity as related to weather events. Coliform and E. coli levels were measured, with a significant increase found with a rainfall event for both sampling locations. The coliphage numbers and diversity were also significantly different with a rain event. Microbial community analyses were also completed. Of note was increased prevalence of Enterobacter and Escherichia three miles from the mouth of the creek. Future studies include a more thorough analysis of the microbial community data in both time and space, along with further testing of the fungal, bacterial, and algal populations.
