T. Gratrix reported the City of Camrose and Camrose County began work on an Intermunicipal Recreation Master Plan in February 2019. The final Intermunicipal Recreation Master Plan document was presented to both Councils on December 4.

Lee and Dawn Wilson reviewed their concerns regarding the borrow that was taken for the Road Project 3-12-15.

Road Maintenance - City of Camrose/Camrose County boundary

T. Miller reported on the complaints he has received regarding the condition of the roads along the City of Camrose/Camrose County boundary. He asked if the County could provide maintenance on these roads.

Z. Mazure reported that the County could not maintain those roads until they were brought up to an acceptable standard. If the roads were at an acceptable standard the Public Works department could then put some maintenance costs together.

#425/19 J. LYLE - That as per By-law 1443 that Camrose County Council AGD - establish the 2020 rate for non-potable water at the water 3910 dispensing stations at New Norway/Edberg, Bashaw, Kelsey and at two dollars and fifty cents ($2.50) per cubic meter. CARRIED.

#426/19 G. GILLESPIE - That as per By-law 1443 the Consumption Charge for Temporary Construction Services be established at Five Dollars ($5.00) per cubic meter. CARRIED.

2020 Wastewater Levy Hamlets of Kingman, Round Hill and Ohaton

Z. Mazure reviewed the 2020 Wastewater Levy recommendations for the hamlets of Kingman, Round Hill and Ohaton.

#429/19 B. WILLOUGHBY - That Camrose County Council establishes the AGD - annual levy for wastewater services for 2020, as per By-law 1319, 3912 for the Hamlet of Kingman at four-hundred-seventy-seven dollars and eighty-nine cents ($477.89). CARRIED.

#430/19 G. GILLESPIE - That Camrose County Council establish the annual levy for wastewater services for 2020, as per By-law 1318, for the Hamlet of Round Hill at three-hundred-nine dollars ($309.00), CARRIED.

#431/19 J. LYLE - That Camrose County Council establish the annual levy for wastewater services for 2020, as per By-law 1320, for the Hamlet of Ohaton at four-hundred-thirty-two dollars and sixty cents. ($432.60). CARRIED.

2020 Metered Wastewater Disposal Rates

Z. Mazure reviewed the 2020 Metered Wastewater Disposal Rates.

MILLER - That Camrose County establish the 2020 AGD - Consumption rate for wastewater disposal at fifty percent (50%), 3909 or equivalently two dollars and fifty-eight cents ($2.58) per meter cube of metered water consumption for those services in the Hamlets of Ferintosh and New Norway and the Residential Subdivision of Braim. P. King reported the 2020 interim budget reflects Administration's goal to maintain a high level of service to our ratepayers, Council's strategic direction and Municipal Operating Principles. The proposed interim budget is based on assessment data for the 2019 final budget and subsequent reductions based on the SGWTI program implemented by the Provincial Government as well as required changes as a result of the dissolution of the Village of Ferintosh.

Discussion ensued.

#450/19 B. WILLOUGHBY - That Camrose County Council approves the AGD - 2020 Operating Interim Budget - Total Operating Revenue - 3903 $19,159,453.00 Total Operating Expenses - $33,075,293.00 and a total estimated 2020 Tax Levy (Operating) - $13,915,841.00. CARRIED.

2020 Interim Capital Budget

#451/19 J. LYLE - That Camrose County Council approve the 2020 Interim AGD - Capital Budget - Total Capital and Project Expenses - Seven 3905 Million Two Hundred and Thirty-Nine Thousand Six Hundred and Ninety-Six Dollars ($7,239,696.00), to be funded by internal resources (own resources - grants, debentures or reserves) of, Six Million and Eighty-Five Thousand One Hundred and Ninety- Six Dollars ($6,085,196.00), and a Total Capital Levy of One Million One Hundred and Fifty-Four Thousand Five Hundred Dollars ($1,154,500.00). CARRIED.

Fusarium Granimarium

B. Willoughby reported there is a concern with regard to the number of samples that are testing positive with Fusarium Granimarium. The current policy has a zero tolerance.

P. King will talk with M. VanPetten to obtain additional information with a recommendation brought back to Council.

REEVE'S REPORT Reeve's Report

Reeve’s Report for November 23th - December 6th, 2019 • November 26th – Camrose County council meeting, sign cheques, Camrose County Budget Meeting, Camrose Regional Exhibition meeting. • November 27th – Camrose County Budget Meeting, • December 2nd – Camrose Regional Exhibition 50/50 draw • December 4th –Presentation to County and City Councillors of the Recreation Master Plan, Camrose Chamber of Commerce Lunch, R.C.M.P. Townhall Meeting in Hay Lakes with Councilor Lyseng, CAO Paul King, CPOs Mike K. and Mike D. • The R.C.M.P. Townhall meeting was presenting the merger between the and Camrose detachments and the positive aspects that have resulted. Good questions came from the approximately 40 attendees. Another R.C.M.P. Townhall is proposed for New Norway in the new year. • December 6th – Attended the Highway 12/21 Water Commission at the Lacombe County Office. Attended Minister of Indigenous Relations Rick Wilson’s Open House in Wetaskiwin • Minister Wilson and I were able to have a good conversation regarding the police funding model, he is suggesting that we write a letter to get confirmation on what our investment will mean to Camrose County. It is his belief that we will be credited for the amount that we currently are paying for

Rick also mentioned that all of the Indigenous stakeholders that have the Trans Mountain Pipeline crossing their land have signed agreements and are happy with the pipeline project. There are two other groups that remain unhappy with the project, mostly because the line does not cross their land and they would also like to have financial benefit. • Dec 6th – Participated in the Santa Claus Parade in Camrose.

RUSA Conference Highlights/Notes from Attendees

The week of December 3-6, 2019 Curtis Smith, Lynn Levers, Mark Werner and Chad Luckwell participated in the 2019 RUSA conference in Red Deer. The following is some of the take-away information from the conference:

Cargo Securement - This was a very informative course with lots of information to take in from Al Saunders the presenter. The legislation for cargo securement was a lot more in depth that I previously thought. The course talked about all the different regulations in place, the responsivities of the carrier, the shipper and receiver. It also discussed different ways to strap loads down, the regulations and recommended best practices. It was also discussed as to how one would properly load articles for shipment on flat deck trailers enclosed cargo vans and even load securement inside truck boxes. Forces, friction and the way different loads would react during evasive maneuvers was discussed. There was a book which was used as part of the course “Practical Cargo Securement – Guidelines for Drivers, Carriers and Shippers”, the purchase of this book for our Health and Safety program was highly recommended by both Lynn Levers and myself to Linnet H.

Lagoon Operators – This course touched on some of the regulatory ministries and upcoming changes to standards with regards to lagoon discharge effluent quality, as well as some of the common pitfalls and issues that municipalities run into with regards to their wastewater lagoons. They also highlighted some technologies for lagoon solids mitigation/removal and wastewater reclamation/reuse. I found the idea that was presented for a metered wastewater truck dumping station intriguing as it could be a great source of added revenue for the County and a site like the New Norway Lagoon has massive amounts of capacity to accommodate such a venture.

Alberta Environment Lead Management – This was probably the best course I have taken in my time going to the RUSA conferences. In 2019 Health Canada lowered the MAC (maximum allowable concentration) for Lead in drinking water. This in itself is not a huge deal however the regulation that has been put into place requires levels of Lead in drinking water to be monitored all the way to the end user. This no longer means that a municipality can simply test from distribution. Alberta Environment has come out with a process they are implementing to mirror the Health Canada regulation changes, as well as processes and monitoring requirements. This is all explained in a 50-page guidance document for managing Lead in municipal drinking water systems in Alberta. I personally have read the document prior to this course but had a completely different mindset for the implementation process for the new regulations. The presenters walked us through what AEP recommends and requires for the Phase 1, tools for utilities to plan, assess and implement lead management. They discussed phase 1 in detail covering everything from developing policies, procedures and SOP’s for the regulations to suggestions of determining places and areas of concern for the different municipalities to planning and record keeping, FOIP (freedom of information and privacy), system assessment, sampling, reporting and they also provided case study reviews as well. It’s not very often I can say that a course put on by AEP was 100% beneficial and held my attention all the way through, but this one did.

What’s Trending in Water and Wastewater

Fortis – The basic steps of performing a line locate and who to contact. Fortis would come to site to provide a informative course on power line safety.

Tradeshow Vendors Ipex Novaform – Discussed a new product used for relining both sewer mains and culverts up to 36”. This would be a beneficial product for the County to look into if full sewer line replacement is being considered due to infrastructure reaching the end of it’s life cycle. Checkmate - Working alone app, Camrose County will be looking into a similar style of app, this one specifically was very easy to use based off the demonstration. https://proteleccheckmate.com/ NS Pauluk – Discussed hot taps and valve inserts. service but should the situation arise this specific company has been in the industry for many years and it appears they would be a good company to contact due to their experience and track record. Badger Hydrovac – Discussed overall hydrovac steps, they also discussed the benefits of a “hydrovac” over a “combo flusher/vac truck”. Two items that were of interest which need to be looked into further was the discussion of completing a Bill of Lading and how to properly dispose of hydrovac waste.

During the month of December, Protective Services staff received 15 complaints from the public which are as follows:

57 Violation Tickets were issued during the month of November. County Officers also issued 19 Verbal Warnings and attended 4 Motor Assists. 22 over dimensional/overweight permits were approved.

Traffic Stop of Interest: On December 15th, as part of an ongoing complaint regarding suspicious activity in this area, a County Officer stopped a motor vehicle in the area of TWP 474 & RRD 194. The vehicle was originally pulled over for failing to stop at a stop sign. Further investigation revealed the driver was Criminally Suspended. The County Officer seized the vehicle and laid the following charges:

Bawlf – The County Officers conducted eight (8) hours of patrols during the month of December. During these patrol hours, County Officers patrolled the Village to monitor traffic. Officers received no new complaints from the Village Office. Bawlf was generally quiet.

Bashaw – County Officers conducted two (2) one (1) hour patrols within the Town of Bashaw during the month of December. During these designated times, County Officers patrolled the Playground zones and operated radar within the 50km/h zone on highway 53. Officers has one trial file related to a speeding charge. The Officer attended Court on December 9th and the accused was found guilty. Officers issued three (3) Tickets/Summons and issued one (1) verbal warning within the Town of Bashaw, all traffic related offences.

Bittern Lake – During the month of December, County Officers conducted two (2) one (1) hour patrols within the Village of Bittern Lake. During these designated patrol times, County Officers patrolled the Village to be visible. No new complaints received from the Village of Office.

Hay Lakes – During the month of December, County Officers conducted two (2) one (1) hour patrols within the Village of Hay Lakes. During these designated patrol times, County Officers patrolled the Village to be visible and monitored traffic for moving violations. Officers issued one (1) traffic related Violation Ticket and three (3) verbal warnings. Officers currently have one ongoing Nuisance Property complaint.

ADMINISTRATION OF THE JOINT MUNICIPALITIES UNIFORM QUALITY MANAGEMENT PLAN

Adherence to the Uniform Quality Management Plan

“City of Camrose, Camrose County, Village of Bawlf, Village of Bittern Lake, Village of Edberg, Village of Hay Lakes, Village of Rosalind Town of Bashaw” herein referred to as “The Joint Municipality” is responsible for the administration, effectiveness, and compliance with this Quality Management Plan (QMP) that includes Schedule A – Scope and Administration and Schedule B - Service Delivery Standards.

The Joint Municipality will provide services under Schedule B –Service Delivery Standards through their own staff or one or more accredited agencies. When providing services through an agency(s), the Municipality will contract with the agency(s) to provide services in accordance with Schedule B –Service Delivery Standards. The Municipality is responsible for monitoring the contracted agency’s compliance with Schedule B –Service Delivery Standards.

The Municipality recognizes that the Safety Codes Council (SCC) or its representative may review/audit for compliance to this QMP and will give full cooperation to the SCC or its representative in business related to the administration of the SCA including the conduct of reviews/audits. The Municipality will implement the recommendations of the reviewer/auditor.

The Joint Municipality will encourage and maintain an atmosphere that supports objective and unbiased decisions. All Safety Codes Officers (SCOs) working in the Municipality have the ability and opportunity to make decisions relative to compliance monitoring independently, without undue influence of management, appointed or elected officials.

The Municipality, in the event that it ceases to administer the SCA for any new thing, process, or activity under the SCA, retains responsibility for services provided under the SCA while accredited, including the administration and completion of services for permits issued.

The Municipality recognizes that failure to follow this QMP may result in suspension or cancellation of the Municipality's accreditation.

Policy for Personnel Training

The Municipality will ensure that SCOs of the Municipality attend updating seminars required by the SCC to maintain current SCO certification.

Freedom of Information

The Canadian Charter of Rights and Freedoms applies to all activities undertaken in the administration of this Quality Management Plan. The Freedom of Information and Protection of Privacy Act applies to all information and records relating to, created, or collected under this QMP.

Records Retention & Retrieval

The Joint Municipality will retain the files of all projects including those where an accredited agency(s) was involved, for at least three (3) years or in accordance with the Joint Municipality’s record retention policy, whichever is greater. Such files will be available at the Joint Municipality’s office. Files where an accredited agency was involved are the property of the Municipality and will be returned to the Joint Municipality within a reasonable time after completion of the services, or upon request.

Declaration of Status

The SCOs, staff, officers, and accredited agency(s), whether employed, retained or otherwise engaged by the Joint Municipality will not participate in any safety codes administration, inspection, or investigation of properties or fires where they may have pecuniary interest.

Annual Review

Internal reviews will be carried out annually by the QMP Manager or the Manager’s delegates to evaluate whether or not compliance of the Quality Management Plan is being achieved. At the conclusion of the internal review, the QMP Manager will provide, to the Safety Codes Council, a letter of QMP compliance that has been signed off by the municipality’s executive authority. The letter must be comprised of all findings of the review including any successes, areas for improvement and the methodology used to achieve improvement or correction as it relates to the approved Quality Management Plan.

This is a mandatory requirement and failure to comply may result in cancellation or suspension of a municipalities’ accreditation designation. All findings for the annual internal reviews are due to the Safety Codes Council no later than the last day of March of the following year that is being reviewed.

Revisions

Revisions to this QMP may only be made to the Scope and will only be made by the Chief Administrative Officer responsible for this QMP. A Resolution from the Municipal Council will be included with a revision. The SCC must approve any change in the QMP.

Revision Control System

The Joint Municipality will ensure its SCOs have ongoing access to a copy of this QMP and contracted accredited Agencies are provided with a copy of this QMP and any amendments.

The Joint Municipality will maintain a registry of the SCOs and Agency(s) that have been provided with a copy of this QMP and amendments. The Municipality will immediately distribute copies of approved amendments to all registered holders of this QMP.

Section 1: Scope of Services

The Service Delivery Standards establishes responsibilities and minimum performance criteria for providing compliance monitoring services under the SCA including: • code advice, • plans examinations, • site inspections, • site investigations, • alternative solutions/variances, • orders, • verification of compliance, • identification and follow-up of deficiencies and unsafe conditions, • collection and remittance of SCC fees, • maintaining files and records.

Section 2: Performance

The Joint Municipality will: • perform the services in an effective and timely manner, • endeavour to work co-operatively with the owner and/or the owner’s representative(s) to achieve compliance with the SCA and applicable Regulation(s), • perform the services with impartiality and integrity, and • provide services in a professional and ethical manner.

Section 3: Personnel

The Joint Municipality will: • employ persons knowledgeable about the applicable codes, standards and regulations, relative to the services it provides, • employ SCOs who are certified and designated at an appropriate level to provide compliance monitoring and investigations relative to service levels the Municipality provides, and • maintain a registry of all SCOs they employ, their level(s) of Certification, and Designation of Powers.

Section 4: Quality Management Plan Training

The Joint Municipality will: • train its SCOs and other involved staff in the requirements of this QMP, and • maintain the training records on the employee’s file.

Section 5: Records

The Municipality will maintain a file system for all the records associated with performing the services including: • plans, specifications, and other related documents, • plans review reports, • inspection reports, • investigation reports, • verifications of compliance, • Alternative Solutions / Variances, • Orders, and • related correspondence and/or other relevant information.

Section 6: Orders

Will be issued and served in accordance with the SCA, the Administrative Items Regulation, and SCC policy. Orders will be in the format provided on the SCC web site: www.safetycodes.ab.ca. Upon compliance with an Order, a notice of compliance will be provided to the person(s) to whom the Order was served and to the SCC.

Section 7: Alternative Solutions / Variances

Will be issued in accordance with the SCA and SCC policy. An Alternative Solution / Variance will be in the format directed by the SCC (available on the SCC web site: www.safetycodes.ab.ca. ).

A SCO may issue an Alternative Solution / Variance from a code or referenced standard if the SCO is of the opinion that the Alternative Solution / Variance provides approximately equivalent or greater safety performance than that prescribed by the code or standard.

A request for Alternative Solution / Variance must be made in writing and include support documentation. A SCO will only make a decision respecting an Alternative Solution / Variance after having thoroughly researched the subject matter.

A copy of an Alternative Solution / Variance issued will be provided to the: • owner, • contractor if applicable, • SCC, and • the Municipality’s file.

Section 8: Compliance Monitoring

General

The Joint Municipality will monitor compliance through a program of , plans examination (when applicable), site inspection, and follow-up inspections or verification of compliance; using appropriately certified and designated SCOs to provide compliance monitoring in accordance with the SCA and associated codes and standards.

Site Inspections

An SCO will inspect: • to determine if the use, occupancy, sites or work complies with the SCA and relevant codes and standards, permits, and conditions, • within the time frames noted in the discipline specific sections of this QMP, • in a timely fashion (endeavour to inspect within 2 working days and will not exceed 5 working days, when contacted for a required inspection unless otherwise noted in this QMP), • at the stage(s) indicated in the discipline specific sections of this QMP, and • all work or occupancy(s) in place at the time of the inspection.

The Municipality may, at their discretion, extend the time frame for a required site inspection(s) by documenting in the file: • the reason for the extension, and • the new time frame or date for conducting the inspection(s).

Inspection Reports

A SCO will, for each inspection required by this QMP, complete an inspection report noting: • file number (if applicable), • discipline, • municipality name and date, • owner name, address, phone number, and email, • contractor name, address, phone number, and email, • legal description, address (if applicable), and municipality, • stage(s) of work being inspected, • a description of the work in place at the time of inspection, • all observed deficiencies (any condition where the work is incomplete, or does not comply with the SCA or an associated code or regulation and in the opinion of the SCO is not an unsafe condition), • all observed unsafe conditions (any condition that, in the opinion of a SCO, could result in property loss, injury, or death, and is not a situation of imminent serious danger), • all observed situations of imminent serious danger and the action taken by the SCO to remove or reduce the danger, and • name, signature, and designation number of the SCO conducting the inspection.

The Municipality will, for each required inspection: • provide copies of Inspection Reports to the applicant, contractor, and Municipality’s file; and if requested to the owner, project consultant, architect, or consulting engineers, and • follow-up on noted deficiencies or unsafe conditions through re-inspection(s) (or at the discretion of the SCO, a verification of compliance may be accepted in lieu of an on-site reinspection).

Verification of Compliance

A SCO may, at their discretion, accept a verification of compliance (reasonable assurance provided from a third party that work complies): • as follow-up to deficiencies or unsafe conditions noted on a site inspection, or • in lieu of a site inspection when permitted in this QMP (eg. labelled mobile home siting, minor residential improvements).

An SCO, when accepting a verification of compliance, will document the information to the permit file including: • identification of the document as a verification of compliance, • name and title of the person who provided the verification of compliance and how it was provided (i.e. written assurance, verbal assurance, site visit by designate, etc.), • date accepted by the SCO, and • signature and designation number of the SCO.

No-Entry Policy

When a SCO is unable to gain entry to a site for a required inspection, the SCO will leave a notification on- site in a visible location, or forward notification to the Owner or permit applicant (as appropriate), advising of the inspection attempt and requesting that the Municipality be contacted to arrange for the site inspection.

If the Joint Municipality does not receive a response within 30 days of notification, the Municipality will mail the Owner or permit applicant (as appropriate), a second notification requesting that the Municipality be contacted within 30 days to arrange for a site inspection.

If the Joint Municipality is not contacted within 30 days of the second notification, the inspection stage may be considered a “no-entry” and counted as the required interim or final inspection.

Fire Investigations

Investigations will be conducted by a Fire SCO to determine the cause, origin, and circumstance of every fire in which a person dies or suffers injury that requires professional medical attention or in which property is damaged or destroyed. The results of each investigation will be reported to the Fire Commissioner in accordance with the Administrative Items Regulation. A Fire SCO may arrange for any additional municipal, law enforcement, agency, or other resources as required to assist in an investigation including representatives from the Fire Commissioner’s Office. In the event of a fire resulting in a death or where arson is suspected, the investigation will include immediate notification to the Alberta Fire Commissioner’s Office.

Fire Investigations will include the following information: • file number, • location of fire, • date of fire, • date of investigation, • building / property use, • cause of fire, • origin of fire, • value of loss, • name and designation number of SCO conducting the investigation, • comments, and • date of completion/sign off.

Fire Investigations will utilize the applicable forms/reports as provided on the SCC web site: www.safetycodes.ab.ca.

Fire Prevention Programs

Fire prevention programs will include but are not limited to public awareness and consultative services orientated to assisting one or more of the following: • individuals, • business, and • industry in understanding and providing effective Fire Safety Plans.

The Joint Municipality will support and provide one or more but is not limited to the following educational programs annually: • school curriculum, • minority focused programs, • seniors programs, • community education, and • other programs such as but not limited to: o Risk Watch (an injury prevention program), o Getting to Know Fire (fire educator lesson plans), o Seniors Fire Safety Programs, o Juvenile Firesetter Intervention Program, o Fire Smart, and o Shelter-in-Place.

That Council deny Second Reading to Bylaw 1457 to redistrict a portion of Lot 1, Block 1, Plan 092- 6826 (SE-26-47-20-4) from A - Agricultural to CR2 - Large Lot Country Residential.

BACKGROUND INFORMATION:

The applicants want to divide the existing acreage into 4 parcels. One with the existing residence and three vacant residential parcels. In order to approve this type of subdivision, the land must be rezoned.

This quarter already has 4 parcels on it, each with a residence.

The property is classified as a mix of good and poor farmland. While our policies allow rezoning of poor farmland (rated less than 40%), in this case the property is marked as an area prone to flooding, which makes it unsuitable for residential development.

The ASP submitted with the redistricting states that the intent is to provide water by cistern or other means, water wells would require a water study. The sewage will be covered by holding tanks or other system, and drainage will rely on the natural flows. The proposal will add two or three additional approaches onto

Policy, Bylaws, Provincial Acts or Regulations: Municipal Development Plan Policies: 4.3.4 Lands with a lower capability of supporting agricultural activities may be used for non- agricultural uses, subject to being compatible with the surrounding land use and development.

5.1.2 To allow for residential development while minimizing the loss of high capability agricultural land.

5.2.1 To ensure future residential development occurs in continuation with compatible existing development and within low capability agricultural lands.

5.3.8 Multi-lot residential development shall be within the identified growth centres and in the existing serviced areas provided the following criteria are met: a) The proposed development is supported by an approved ASP or ARP, as deemed necessary by the County Council. If Council deems it applicable, an Outline Plan may be considered as an alternative to an ASP (unless otherwise specified in the IDP). b) The residential development should be proposed adjacent to any existing

5.3.11 Residential development shall not be permitted within the floodplain of any watercourse.

5.3.15 Notwithstanding any other policies in this Plan, subdivision and development shall not be permitted if the land is unstable, subject to erosion or flooding, does not have access, and/or is unsuited for permanent structures.

Land Use Bylaw 633.1 Notwithstanding that a use of land may be permitted or discretionary in a land use district, the Subdivision Authority may refuse to approve the subdivision of a lot and the Development Authority may refuse to issue a Development Permit, if in his opinion, the proposed building site is not safe and/or suitable for the intended structure.

633.2 A building site is deemed unsafe or unsuitable if it: b. is subject to more than a 1:100 annual risk of flooding, calculated using methods acceptable to Alberta Environment and Parks; c. has a high water table which makes the site unsuitable for foundations and sewage disposal systems; k. has an inadequate or unsafe water supply;

633.3 Nothing in this Section shall prevent the Subdivision Authority approving a lot, or prevent the Development Authority from issuing a Development Permit, if he is satisfied that there is no risk to persons or property, or that these concerns will be met by appropriate engineering measures.

634.2 The Municipal Planning Commission may approve a Development Permit for the construction of a second residence on a parcel if: a. the parcel is over 2 ha (5 acres) in size; b. the parcel is zoned General A - Agricultural, CR2 – Large Lot Country Residential or WP – Watershed Protection; c. the dwelling unit meets all other requirements of this Bylaw; and d. the Commission is satisfied that the residence will not unduly affect the use or enjoyment of surrounding properties.

Water Act and Regulations Act 23(3) If, on or after January 1, 1999, a subdivision of land of a type or class of subdivision specified in the regulations is approved under the Municipal Government Act, a person residing within that subdivision on a parcel of land that adjoins or is above a source of water described in section 21 has the right to commence and continue the diversion of water under section 21 only if

(a) a report certified by a professional engineer or professional geoscientist, as defined in the Engineering and Geoscience Professions Act, was submitted to the subdivision authority as part of the application for the subdivision under the Municipal Government Act, and the report states that the diversion of 1250 cubic metres of water per year for household purposes under section 21 for each of the households within the subdivision will not interfere with any household users, licensees

Regulation 9(1) Subject to subsection (2), a type of subdivision of land for the purposes of section 23(3) of the Act is a subdivision that results in 6 or more parcels of land in a quarter-section or in a river lot. Planning does not support the proposed redistricting of the parcel for the following reasons: 1. Historic assessment records, aerial photos and the documents submitted by the applicant indicate that large portions of the proposed parcels are subject to flooding and are in a depressional area. There is a large dugout and clear drainage path within the middle lot, as well as low ground in the northern lot. Building in areas that are prone to flooding is not supported by our planning documents, see MDP Policy 5.3.11 & 5.3.15 and LUB Policies around safety and suitability of site. 2. Administration has received feedback from two adjacent landowners who do not feel that the intensification of residential uses on this property it compatible with the community in compliance with MDP Policy 4.3.4. The landowners live directly north and south of the proposed subdivision, on the same quartersection. They also raised concerns on drainage from the new properties and impact on groundwater sources. There is a gas pipeline that bisects the building envelope of the north property. While the site allows accommodation of development around the pipeline, it isn't best practice to have a pipeline divide a residential lot. 5. This property is not within an identified growth node, nor is it adjacent to a subdivision that is or will be serviced with municipal infrastructure (water & sewer) in compliance with MDP Policy 5.3.8.

We are writing you in regards to Bylaw No. 1457, the proposal to redistrict Pt. Lot 1, Block 1, Plan 092-6826 (SE-26-47-20-4) from A- Agricultural to CR2- Large Lot Country Residential.

As neighboring landowners, and the owners of the largest portion of SE-26-47-20-4, we are strongly opposed to this subdivision proposal. The first concern that we have is the well water quantity. Many homes in the area have cisterns to ensure enough water supply due to unsuccessful well drilling attempts; we currently have a working well, however are concerned that if more wells are drilled next to our property, the water supply will decrease. This is especially concerning as we currently have livestock to water.

Our second concern is water drainage. The property being proposed to subdivide and the surrounding land is low and wet; this spring and summer there was water sitting in the furthest north section of the proposed plot. Our concern is that if there are houses and other buildings going up, and the land is elevated to do so, the water will be pushed onto our property.

Lastly, we bought land in the country to appreciate the quiet and have fewer neighbors; if this land is subdivided then there will be seven subdivisions on SE-26- 47-20-4. According to Camrose County Municipal Development Plan Bylaw 1372, residential goal 5.1.4 states: "To support the rural lifestyle while maintaining a balance between the urban and rural residential, and agricultural land uses." We view the rest of the quarter section (SE-26-47-20-4) as agricultural land, therefore in our opinion this amendment to the bylaw is not upholding this balance between agricultural land use and residential development.

BACKGROUND INFORMATION:

December 30, 2019 the following e-mail correspondence was received from the City of Camrose, City Manager:

As you may recall, in 2018 the Province of Alberta funded a 2-year pilot project to provide a regional bus service between Camrose and Edmonton. The “Camrose Connector” service has been in place since September 2018 and we have seen ridership grow from an initial 300 rides per month to over 600 rides per month by the end of 2019.

Provincial funding for the service is scheduled to end in August of 2020. The City of Camrose is contemplating approaching the Province to continue providing funding for this lifeline transit service. With that in mind, please consider providing a letter of support from your municipality / organization in order that we can evaluate the level of support and approach the Province as a region. If possible, please respond by January 23rd in order that we can ensure a timely conversation with the Province and potentially prevent an interruption to the service in 2020.

Also note that, other than minimal administrative support, the City of Camrose has not budgeted any municipal funding for this service. Nor is it our intention to request funding from our other regional municipal, education or healthcare partners. If this program is not supported at the Provincial level, it will most likely end in August 2020. To put this in perspective, at the current pricing and ridership levels, that annual subsidy would amount to approximately $230k.

At the Regular Council meeting on August 27, 2019, Council passed a motion from the Recreation Committee to award a Legacy Grant to the Bawlf Lions Club for upgrades to the Community Hall in the amount of $11,792.25. The grant was contingent on the Lions receiving CFEP grant funding.

Unfortunately, the Bawlf Lions were unsuccessful in their CFEP grant application and as such they have reduced the scope of their project to only include refinishing the floor, LED lights, and a gas range (the air exchanger has been removed from the project). They have requested that Camrose County reduce the Legacy Grant for the project to $4946.50 (25% of project costs of $19,786.00) and remove the contingency of CFEP funds. The remainder of the project will be paid for as follows: • Bawlf Lions $3840 • Bawlf Recreation $4000 • Bawlf Seniors $5000 • Bawlf Legion $2000

As we discussed previously the Bawlf and District Lions Club did not receive a CFEP grant for our Community Centre Improvements project. While our submission scored high on community need and bene?ts we were turned down because the Community of Bawlf has received several -gaminggrants over the last few years and one of the goals of the program is to spread funding to as many communities as possible. Our County Legacy Grant was approved in the amount of $11,792.25.

Without the CFEP grant we do not have the ?nancial resources to complete all the items we had plarmedfor this project. In consultationwith the various community stakeholderswe have reviewed the project and propose to proceed with a items the community considers a priority. We are a service club providing volunteer services and financial support for local programs, facilities and charities, as well as support for other local nonprofit organizations such as the recreation board, seniors association, the Bawlf School and Bawlf playgroup. We also make yearly donations to STARS Canada, Camp He Ho Ha, Ronald McDonald House and The Stollery Chi|dren’s Hospital.

The Lions Club currently manages and maintains the Bawlf Community Centre which is a 6000 ‘ square-foot multi use facility open to the general"".__+'*"public. It has a meeting$3-'='-""'=room, community kitchen, 1.m"common hall area with the hardwood floor curling surface and a raised stage. The facility was booked for 165 events last year. The goal of this project is to enhance the =—lifespan and support-—=h'r—-I-I-I':.I-;?_?_.'-EIE—-lI'li'-'-'-the creation of public use of our facility.

Without regular maintenance, community facilities can fall quickly into disrepair and are prone to abuse by users as a poorly maintained facility can communicate a lack of community pride and ;;_—.;4;;*-commitment. Keeping the Bawlf Community Center clean and well-maintained willencourage people to use the facility in a responsible manner.

Our project consists of repainting the interior of the hall while fixing the wear and tear gouges in .-..l'.'.?£-the process. The hall has not been painted since it's erection"""""p.'.".'n_-‘T.-|::E"5in 2006. The hardwood floor has been repaired once before,I-'-I-.'|I--I-'but now must be sanded ‘Hdown, repainted & refinished as the existing finish has been worn down to bare wood""""H§.%=..aEin some places and is negatively affecting the quality of the curling '-?oor. The ovens are too small to accommodate larger roasters used by caterers. That Council authorize the sale of the 1 acre parcel known as Pt. SE 30-45-20-4 for the agricultural land value of $5,937 + GST and all legal, survey and registration costs, with the condition that the parcel be consolidated with the remainder of SE 30-45-20-4.

BACKGROUND INFORMATION:

Camrose County obtained Pt. SE 30-45-20-4, an approximately 1 acre parcel along Aberhart Road, through the tax recovery process. The property was included in the December 2019 tax sale with a price of $53,000. The price was determined based on residential property values.

The property did not sell, but the owner of the remainder of SE-30-45-20-4, who is currently farming this parcel as part of the remainder of their farmland has expressed interest in purchasing this land and consolidating it with the remainder of SE 30, provided the County sells the land at farmland value. See attached letter.

The property has an approach that the adjacent landowner already uses to access the farmland and some trees along the north property boundary. The property does not contain power, a well, or any structures.

The property is 50.29m deep. Setbacks on this property are 10m from the rear property line and 40m from the front (road) property line. This leaves a developable strip of 0.29m (approximately one foot) of land that meets the setback requirements. Since there is no developable site, we would not approve this subdivision today. The MPC could, on request, relax the front and/or rear setback to create a small developable area. However, because the Aberhart Road has significant traffic volumes planning would not recommend reduction to the front property line setback and a reduction of the only the rear setback still makes this site almost impossible to develop for residential purposes.

Assessment provided a residential value of $53,000 for the tax sale. They have provided an average farmland value per acre south of Camrose at $4,437, with prices ranging from $3,875 to $5,188 on the 9 relevant sales. The purchaser should also be responsible for any registration, legal, and survey fees related to the transfer.

BACKGROUND INFORMATION:

Currently before any wheat or barley lots get cleaned at the Plant, it must get a fusarium graminearium (fusarium) test done by an accredited seed test lab, Policy 11.29 (9): 9.Prior to cereal grains being accepted into the facility for processing, a certified negative test result from an accredited laboratory verifying the grain is free of fusarium graminearium.

During the 2019/2020 cleaning season, there are a significant amount of samples coming back with trace levels, (.05% or lower) of fusarium detected. The current policy at the seed plant is 0%.

Neighbouring seed plants are cleaning seed that has 0.5% fusarium, (Strome, Bashaw, Wetaskiwin, Lougheed, Strathmore).

In the 19/20 cleaning season, 32 samples have come back positive for fusarium graminearium. In past years, 5-10 samples have come back with fusarium.

Of concern to our producers with the amount of fusarium and low germination, finding good viable seed is a significant issue.

Research shows that samples contaminated with very low levels of fusarium graminearium once cleaned and retested show a negative result, which indicates that the fusarium graminearium is on the small seed or chaff which is removed through the cleaning process. The plant is able to do a complete sanitization following the cleaning of any contaminated seed to prevent any spread of the disease.

Purpose:

To define the operations within the Seed Cleaning Plan and the expectations of their customers.

1. All grain will be cleaned by appointment only. Pre-booking is to be arranged with the Seed Cleaning Plant Manager or staff.

2. All serviced grain and clean-out material must be removed from the plant within 12 hours of notifications of readiness. Grain not removed and causing plant shut down will result in a charge as outlined in the Fee for Service By-law until such time as grain clears the premises.

3. Tartary Buckwheat is prohibited in this plant. There will be a charge for resulting plant contamination clean-up, at the posted per hour plant rate.

4. Mustard Seed will not be accepted for cleaning at any time.

5. No treated grain will be accepted for cleaning into the Seed Cleaning Plant.

6. All grain accepted shall be cleaned to the highest possible seed grade standard.

7. Any grain submitted for cleaning may be refused if in the opinion of the Plant Manager it cannot be cleaned to a Canada No. 1 seed standard.

8. Prior to canola being accepted into the facility for processing and cleaned for seed, a certified negative test result from an accredited laboratory verifying the seed is free of Virulent Blackleg is required.

9. Prior to cereal grains being accepted into the facility for processing, a certified negative test result from an accredited laboratory verifying the grain has a is free of fusarium graminearium level of 0.5% or lower.

10. A two (2) percent shrink tolerance is allowed on all grain.

11. All accounts are due at completion of servicing of lot of grain. Accounts outstanding after thirty (30) days will be charged at the current monthly interest rate established by Camrose County.

12. Any account in arrears of more than 6 months may at the discretion of the Board be subject to court action and also liable for all court costs.

13. No services shall be performed for patrons whose accounts are 12 months in arrears.

14. Customers are responsible to inspect their grain for quality concerns at the time of loading. No complaints will be acknowledged after grain clears the premises.

15. The rates for services performed at the Seed Cleaning Plant will be established annually by the Agricultural Services Board, and the rates shall be posted at the Seed Cleaning Plant.

16. Seed cleaning and treating rates are subject to revision by the Agricultural Service Board at any time.

17. The Seed Cleaning Manager is authorized to adjust the rate for bagging as required (i.e. increase/decrease as per cost of bag for the use of the Camrose County Seed Cleaning Plant Bagging machine).

18. That the Seed Cleaning Plant Manager is authorized to adjust the seed treatment rates, as required, to reflect a reasonable profit margin and to remain competitive within the marketplace.

19. Any seed grain that cannot be cleaned to an acceptable standard in during initial cleaning will be reprocessed upon request of the owner at a rate established by the Agricultural Service Board.

20. Seed Cleaning will have priority over dockage or separation cleaning.

BACKGROUND INFORMATION:

Currently our fee for service By-law does not address curbside waste collection, will be added for 2021 rates for the Hamlets of Ferintosh and New Norway which are both currently being serviced under third party provider contracts.

Recycling increase results as a result of a new contract which has a specified rate of $5.75 per month per house. The increase in waste collection brings the Hamlet of Ferintosh in line with cost for all County curbside collection communities.

That Council cancel the Camrose County Health Spending Benefit Policy 7.28 effective December 31, 2019 and implement the Health Care Spending Account through Sunlife Financial effective January 1, 2020.

BACKGROUND INFORMATION:

The current Health and Wellness Policy allows employees to describe what they will achieve physically, mentally, or emotionally if they purchase a certain item and can make it difficult when making a decision whether to approve or deny the claim. Some of the items that are currently being purchased would not be allowed under the Federal Income Tax Act, and should be treated as a taxable benefit.

The costs to the County for the current benefit are: • 2019: $55,257.94 • 2018: $53,712.55 • 2017: $58,352.69

The County budgeted $66,260 in 2019 for this benefit.

By implementing a Health Care Spending Account there would be no guessing as to what would be covered. The items would be listed in the employee’s benefits booklet. County Administration would not have to review the claims; making the process confidential. The claims would be paid directly to the employee's bank account through our benefit provider. • Employee’s dependents would also be eligible for this benefit (currently only the employee is eligible) • Annual credits are not pro-rated, it doesn’t matter when an employee is hired they will get the full benefit for that calendar year. • The amount must be divisible by 25, as such would need to be raised from $918 to $925, or lowered to $900. • This benefit can be carried forward for one year, if it hasn’t been used in the calendar year. • Medical items would be paid from the tax free Health Spending Account and other items would be paid from the taxable Personal Spending Account. • The amounts can be allocated to either the HSA or the PSA – the employee can pick which one

 Eligible employee/councillor will be required to complete Schedules “A” & “B”:  Schedule A - Stage 1 - January – June for a total Health and Wellness Benefit of $500.00 – must be submitted to the County Administrator or designate on or before June 30.  Schedule B - Stage 2 - July – December for a total Health and Wellness Benefit of $418.00 - must be submitted to the County Administrator or designate on or before December 31.

 The request must address the physical, mental, and emotional wellness of the employee, and speak to how this benefit will assist the employee with their physical, mental and/or emotional health.

 Upon approval from the County Administrator or designate, the employee will provide receipts for reimbursement up to the maximum allotment per request.

Please Note: As per the above criteria, the written request must be completed, received and approved by the County Administrator, prior to the purchase of an Employee Health and Wellness Benefit.

Receipts will not be accepted with the written request. Once approval is received it is the responsibility of the employee to submit their receipts to the payroll department for payment.

 Use of the Camrose County Health and Wellness Benefit is not mandatory. However, if the employee chooses not to use their benefit or utilize only a portion of the benefit it will not be carried forward to the next year. Submissions are valid for only the current calendar year. (Budget year).

 As per Revenue Canada Rules and Regulations, the Health and Wellness Benefit will be considered to be a Taxable Benefit.

 If the employee leaves the employment of Camrose County before the end of the year in which their claim is made, the amount paid to the employee will be prorated and the employee will be required to repay the County or have the amount owning deducted from their final pay

You can use your Health Spending Account to cover expenses that are eligible medical expenses under the Income Tax Act (Canada) and that are not paid (or not paid in full) by any other private or government plan. A Personal Spending Account (PSA) offers more opportunities for health and wellness outside of your regular benefits plan. This can contribute to a healthier, happier, and more productive workplace. A PSA is a natural extension of the health and disability solutions you’re already offering employees through your core benefits plan. Our PSA covers a wide range of eligible expenses supporting the mental, physical, and financial well-being of working Canadians.

How it works A defined credit amount is added to each employee’s account annually. Any unused credits will carry forward into the next benefit year and forfeit after one year. Health Spending Account

A Health Spending Account (HSA) is a great addition to your group plan. It can cover expenses that aren’t covered by group health or dental benefits. HSA credits are allocated annually and can be used to pay for a wide variety of health and dental care expenses as deemed eligible by the CRA.

You can establish a set amount for each class of employee of $250 or $500 which is allocated annually. The employee would be reimbursed by Sun Life for their expenses up to the annual amount. Please note that the amount from one year can be carried over to the next. If they do not use it the second year it is no longer available to them.

An HCSA can provide several key advantages to a benefits plan including: ✓ you can offer new types of health-related benefits to employees without being locked into providing benefits that may become expensive in the future; ✓ employees are provided with the opportunity to claim for expenses which would otherwise not have been reimbursable under the benefits plan; ✓ coverage for predictable expenses, such as vision care, may be eliminated from benefits options to reduce the potential for adverse selection and coverage provided through the HSA instead.

Eligible Expenses You can use your Health Spending Account (HSA) to cover medical, hospital and dental expenses that are eligible under the Income Tax Act (Canada) and are not paid, or not paid in full, under your group plan, your spouse’s plan or any government-sponsored plan

Eligible expenses include but are not limited to the items listed below:

ACTION / RECOMMENDATION:

That Camrose County Council accept the petition subject to Section 392 of the MGA as sufficient as declared by the Chief Administrative Officer and the local improvement plan for the installation of a storm sewer along Gregory Street between 2nd and 3rd Avenue in New Norway will not proceed.

BACKGROUND INFORMATION:

During the October 8, 2019 Council meeting the following motion was approved:

J. LYLE - That Camrose County Council as per Section 394 of the Municipal Government Act, direct administration to prepare a Local Improvement Plan for the installation of a storm sewer along Gregory Street between 2nd and 3rd avenue in the Hamlet of New Norway on the basis of 90% funded by the petitioners and 10% funded by the municipality and further when the local improvement plan has been prepared, that Camrose County send notice to the persons who will be liable to pay the local improvement tax.

Administration prepared the Local Improvement Plan and a notice was sent to the persons who will be liable to pay the local improvement tax.

As per Section396(3) Subject to subsection (3.1), if a petition objecting to the local improvement is filed with the chief administrative officer within 30 days from the notices’ being sent under subsection (1) and the chief administrative officer declares the petition to be sufficient, the council must not proceed with the local improvement.

After reviewing the petition submitted January 7, 2020 the Chief Administrative Officer has found that it meets the criteria as outlined in the MGA Section 392(2): A petition is not a sufficient petition unless (a) it is signed by 2/3 of the owners who would be liable to pay the local improvement tax, and (b) the owners who sign the petition represent at least 1/2 of the value of the assessments prepared under Part 9 for the parcels of land in respect of which the tax will be imposed.

Therefore as per the CAO has declared the petition sufficient, therefore council must not proceed with the local improvement.

December 20th – attended Council/Staff Breakfast and Long Service Awards December 23rd – signed cheques January 2nd-5th – prepared presentation for the Rotary with the assistance of Paul King and Teresa Gratrix January 3rd – attended Marilyn Nordin’s retirement event. January 6th – Gave a presentation to the Rotary Club of Camrose “Leadership in Agriculture” January 8th – attended Camrose County/City of Camrose IDP Open House with councilors Lyseng, Gillespie, Gregorwich, Lyle, and Miller from 5-7pm. - 9pm attended Camrose Regional Exhibition Annual General Meeting. January 9th – attended a meeting with Paul King, Anjah Howard, Mike Kuzio and ratepayers regarding enforcement issues. - Attended Strategic Planning meeting with the Food Artisans of Camrose County along with councilor Lyseng. January 10th – Attended RMA District 5 meeting in St. Paul with councilors Lyle and Gillespie. Highlights of the meeting: Organization Meeting – Elected Gene Hrabec (Beaver County) Chairman, George L’Heureux (Lac La Biche County) Vice Chairman, Resolutions Alternate Kevin Smook (Beaver County). FCM representative Steve Upham (County of St. Paul). Membership fees will remain the same. Financial statement shows opening balance January 1, 2019 of $11,730.59 and December 31, 2019 balance of $27,606.42. Regular Meeting – RMA President President Al Kemmere – reported that originally there was to be 4 advisory committees for police funding implementation but now appears there will be only one. For 2019 there is $145,000,000 in unpaid oil and gas taxes. The Western Economic Advocacy Committee will now include representatives from B.C. Other reports came from Soren Odegard and Steve Upham. Guest Speakers were David Hanson MLA for Bonnyville-Cold Lake-St. Paul, RCMP Sergeant David Henry – Elk Point Detachment and RCMP Sergeant James Morton – St. Paul Detachment. Sergeant Morton spoke regarding his RCRU – Rural Crime Reduction Unit - $8 million was given to 4 of these units and he feels they are doing an amazing job apprehending the “bad guys” but did not want to comment on what happens after they are arrested. He has offered to speak to any groups of elected officials if they request it. Out of 69 municipal counties 8 do not have a RCMP detachment located in them.
