ADOPTION OF MINUTES OF PREVIOUS MEETINGS(S) Council Meeting - November 26, 2019 #414/19 B. WILLOUGHBY - That the Minutes from the November 26, 2019 Council meeting be approved as presented. CARRIED. Councillor Expense Claim Approval #418/19 G. GILLESPIE - That Camrose County Council approve the May AGD - 2019, June, 2019 Council Expense Claims of Councillor Miller, 3899 and further that County Council approve the Expense Claims for all Councillors except Councillor Willoughby for the months of July, August and September, 2019. CARRIED. November 2019 Bank Reconciliation Report #419/19 J. LYLE - That the Bank Reconciliation report for November 2019 AGD - be approved as presented. 3915 CARRIED. CORPORATE SERVICES MANAGER'S REPORT Corporate Service Manager's Report T. Gratrix reviewed the Corporate Services Manager's Report for November, 2019. #420/19 G. GILLESPIE - That the Corporate Services Manager's report for the month of November, 2019 be accepted as information. CARRIED. Recreation Master Plan T. Gratrix reported the City of Camrose and Camrose County began work on an Intermunicipal Recreation Master Plan in February 2019. The final Intermunicipal Recreation Master Plan document was presented to both Councils on December 4. #421/19 J. LYLE - That Council accept the Intermunicipal Recreation AGD - Master Plan for information. 3906 CARRIED. PUBLIC WORKS MANAGER'S REPORT Public Works Manager's Report Z. Mazure reviewed the Public Works Manager's Report for November, 2019. #422/19 B. WILLOUGHBY - That the Public Works Manager's report for the month of November be accepted as information. CARRIED. Mazure reviewed the changes made to the Road Maintenance Agreement with the Village of Bittern Lake. #423/19 T. MILLER - That Camrose County Council ratify the amended AGD - Road Maintenance Agreement with the Village of Bittern Lake. 3907 CARRIED. 10:00 am - Lee and Dawn Wilson - Borrow Concerns for Project 3-12-15 Windsor Lake Road Lee and Dawn Wilson reviewed their concerns regarding the borrow that was taken for the Road Project 3-12-15. #424/19 B. WILLOUGHBY - That Council receive the report from Lee and Dawn Wilson as information. CARRIED. Road Maintenance - City of Camrose/Camrose County boundary T. Miller reported on the complaints he has received regarding the condition of the roads along the City of Camrose/Camrose County boundary. He asked if the County could provide maintenance on these roads. Z. Mazure reported that the County could not maintain those roads until they were brought up to an acceptable standard. If the roads were at an acceptable standard the Public Works department could then put some maintenance costs together. MANAGER OF PLANNING & DEVELOPMENT REPORT There was no Manager of Planning & Development Report. MANAGER OF AGRICULTURE SERVICES REPORT There was no Manager of Agriculture Services Report. NEW/UNFINISHED BUSINESS Non-Potable Water Rates - 2020 P. King reviewed the 2020 Non Potable Water Rates. #425/19 J. LYLE - That as per By-law 1443 that Camrose County Council AGD - establish the 2020 rate for non-potable water at the water 3910 dispensing stations at New Norway/Edberg, Bashaw, Kelsey and Hay Lakes at two dollars and fifty cents ($2.50) per cubic meter. CARRIED. #426/19 G. GILLESPIE - That as per By-law 1443 the Consumption Charge for Temporary Construction Services be established at Five Dollars ($5.00) per cubic meter. CARRIED. Mazure reviewed the 2020 Metered Potable Water rates. #427/19 B. WILLOUGHBY - That Camrose County establish the 2020 AGD - metered water consumption rate at five dollars and fifteen cents, 3908 ($5.15), per cubic meter, for the communities including Armena, Braim, Duhamel, Ervick, Ferintosh, New Norway, and Ohaton.
