Bishop © 2005) Introduction The present-day area of the Rioja has since antiquity been crucial to East-West communications in the North of the Iberian Peninsula. The road that communicated with Aquitania (Aquitaine) from Asturica (Astorga) via Pompaelo (Pamplona) led off the road to Tarraco (Tarragón) through Caesaraugusta (Saragossa) by a deviation at Virovesca (Briviesca). It gave this area a special strategic importance in that it was traversed by the East-West Roman highway for the whole of its present length. Important Roman cities like Libia (Herramélluri-Leiva), Tritium Magallum (Tricio), Vareia (Varea), Calagurris (Calahorra) and Graccurris (Alfaro) flourished, doubtless with the help of this vital communication route. The whole of the later history of the Rioja is closely linked with this spinal column, which has not ceased being used up to today: it performs its purpose still in the form of a motorway. A large part of it served, as only it could, the stream of people and cultures created by the pilgrimage to St. James of Compostela. As a result of this combination of politics and history, of the means of communications, of royal interests, of religious foundations and various other factors, the pilgrim roads changed through the ages. The changes were more visible at the beginning, before the Way was established by the centres of religion and hospitality that were specially founded to attract and care for pilgrims. -

On 21 December 2005, the Commission adopted the Guidelines on National Regional Aid for 2007-20131 (hereinafter “RAG”). 2. In accordance with paragraph 100 of the RAG, each Member State should notify to the Commission, following the procedure of Article 88(3) of the EC Treaty, a single regional aid map covering its entire national territory which will apply for the period 2007-2013. In accordance with paragraph 101 of the RAG, the approved regional aid map is to be published in the Official Journal of the European Union and will be considered as an integral part of the RAG. 3. On 13 March 2006, a pre-notification meeting between the Spanish authorities and the Commission's services took place. 4. By letter of 19 September 2006, registered at the Commission on the same day with the reference number A/37353, Spain notified its regional aid map for the period from 1 January 2007 to 31 December 2013. 5. By letter of 23 October 2006 (reference number D/59110) the Commission requested from the Spanish authorities additional information. 6. Corp. www.cognizantcommunication.com THE FESTIVAL AS CARNIVALESQUE: SOCIAL GOVERNANCE AND CONTROL AT PAMPLONA’S SAN FERMIN FIESTA NEIL RAVENSCROFT* and XAVIER MATTEUCCI† *University of Brighton, UK †Canada Using empirical data from a questionnaire survey of residents and visitors attending the 1998 San Fermin fiesta in Pamplona, Spain, this article offers a critique of the contemporary construction of festivals as interpretive devices. Informed by the work of Bakhtin, this article makes the case that festivals should be understood as carnivalesque inversions of the everyday, deployed to maintain and reinforce social order and, thus, the discipline of bodies. This is achieved, it is argued, by creating “liminal zones” in which people can engage in “deviant” practices, safe in the knowledge that they are not transgressing the wider social structure they encounter in everyday life. It is suggested that the attraction of visitors is crucial, in providing a “cover” for this activity, as well as a conduit for the gradual legitimation of new and revised social values. The article concludes by arguing that this need for tourists (local and outsiders) is both recognized and embraced by residents and visitors alike, with neither fraction naive enough to believe that authenticity resides in representation, or even cultural (re)production.
