PARISH OF ST BRELADE PARISH ASSEMBLY Minutes of an Assembly of Principals and Electors of the Parish of St Brelade held at the Parish Hall, St Aubin, St Brelade on Tuesday 4 March 2014 commencing at 19.05 hours. President of Connétable, Mr Steve Pallett, presided. Assembly: Convening The Convening Notice was read by the Parish Secretary. Notice: Minutes of The minutes of the previous Assembly of Principals and Electors of the Parish of Previous St Brelade held on Tuesday 3 December 2014, were adopted, and signed, Assembly: following a proposition by Mr Peter Norman, which was seconded by Centenier Michel Bougeard. Election of The Connétable called for nominations to fill the position of Vingtenier for the Vingtenier for Vingtaine de la Moye for a term of three years. the Vingtaine de la Moye Reverend Mark Bond proposed Mr David Machon be re-elected to his position. This nomination was seconded by Centenier George May. There were no other nominations. The Connétable declared Mr Machon duly re-elected as a Vingtenier for the Vingtaine de la Moye for a term of three years. The Connétable congratulated Mr Machon and advised that the date to appear before the Royal Court of Jersey to take the Oath of Office is Friday 21 March 2014. Election of The Connétable then called for nominations to fill the position of Vingtenier for Vingtenier for the Vingtaine des Quennevais for a term of three years. the Vingtaine des Quennevais Centenier Michel Bougeard proposed Mr Raoul Gear be re-elected to this position. This nomination was seconded by Centenier George May. There were no other nominations. The Connétable declared Mr Gear duly re-elected as a Vingtenier for the Vingtaine des Quennevais for a term of three years. The Connétable congratulated Mr Gear and advised that the date to appear before the Royal Court of Jersey to take the Oath of Office is Friday 21 March 2014. Mins Parish Assembly 14.03.0403.04 Licensing: In accordance with Article 5 (1) of the Licensing (Jersey) Law, 1974, as amended, the following application was considered for recommendation to the Licensing Assembly: Name: G & B Restaurant Traders Limited t/a Lazin Lizard Categories: 3rd Category (Restaurant) Licence Secretary: Rosscot Secretaries Ltd Address: Limoncello Mont les Vaux St Brelade The Connétable advised the Assembly that all reports had been received by the Parish in respect of the establishment. The Fire Service assessed the occupancy at 50 persons and were awaiting Servicing Certificates from the Company regarding fire extinguishers and lighting. Health and Social Services felt that sanitary accommodation is sufficient for up to 60 persons, however if the Fire Department felt a lower limit was sufficient, this should be used. The Structural Engineers were satisfied with the property, stating that it was not near to any immediate residential premises other than those residing on the upper floors and therefore the restaurant is unlikely to cause any nuisance to surrounding residents. The Connétable invited Mr Manning, Lawyer for the Company, to address the Assembly on behalf of the licensee. Mr Manning advised that in effect this application was a transfer of the existing licence as the premises has been run as a restaurant for numerous years. The new applicants had renovated the premises which have been inspected by all the required services, they are hoping to open in 2 or 3 weeks’ time. The new operators of the licence both had many years’ experience as Chef’s at establishments such as Feast and have been resident in the Island for 15 years. The Connétable then called for any questions or comments. Mr Michael Jackson asked two questions, the first concerning the arrangement for the storage of bins for refuse from the property which are currently positioned he believed on Parish property and secondly whether the restaurant will be utilising the terrace at the top of the property as the previous company stored used oil here which wasn’t pleasant for the neighbours in Gervaise Le Gros. The Connétable confirmed that the reports stated that the restaurant will only be using the ground floor of the premises. Mr Garth Marsden then stated that they had hoped to continue to place the refuse bins where they assumingly have always been situated. Mr Jackson commented that possibly some kind of recompense could be made to the Parish in order to maintain this arrangement. The Connétable replied that he could not envisage a problem with keeping the bins as they are and could discuss with Mr Marsden a form of compensation and also advised that the Parish will help out wherever they can. Mr Marsden further confirmed that no oil would be stored on the balcony. Mins Parish Assembly 14.03.0403.04 There were no other questions or comments. Recommendation of the application to the Licensing Assembly was proposed by Mrs Natalie Duffy (mandataire for the Salty Dog Restaurant), this was seconded by Miss Summer Parkin (elector) and following a vote by a show of hands was supported by 15 votes in favour with no members of the Assembly voting against. All voting was by a show of hands. In thanking the remaining 26 persons for their attendance the Connétable declared the meeting closed at 19.25 hours.
