INTRODUCTION

1. Introduction : Dehradun is located in the Doon Valley on the foothills of the nestled between the river on the east and the river on the west. The city is famous for its picturesque landscape and slightly milder climate and provides a gateway to the surrounding region. It is well connected and in proximity to Himalayan tourist destinations such as , and Auli and the Hindu holy cities of and along with the Himalayan pilgrimage circuit of Chota .

Dehradun Municipal Corporation is locally known as Nagar Nigam Dehradun. Other urban entities involved in civic services and city governance and management include Mussoorie Dehradun Development Authority (MDDA), Special Area Development Authority (SADA), Jal Sansthan, and Jal Nigam among others. Dehradun is also known for its Basmati rice and bakery products.

For the past one and a half decade the passenger car population has been steadily increasing. This is mainly because the Indian economy is now considerably liberalized for all types of industries. is having around 30 odd passenger car models on the roads developed indigenously and equal number of models in commercial vehicle segment. Even though there has been a decrease in sale of commercial vehicles, the sale of cars and other vehicles has been increasing. All the international major passenger car manufacturers and two wheeler manufacturers are showing keen interest in the Indian market, and many have come out with new models. The Indian industry with its cost advantage and fundamental engineering capabilities has become a major source. The manufacturer has to gear upto the expectations in the international market.

In view of above, the proponent has proposed to construct a Car service center & showroom located at Khasra No. 255 KA, Kuawala, Dehradun, Uttarakhand by Trolling Wheels Pvt. Ltd in the city of Dehradun. The proposed site is accessible by N.H. 72 (10 mtr in W). Nearest Railway Station is Harrawala– 2.5 Km N direction and nearest Airport is Jolly Grant Airport – 17 Km SE direction. Nearest City is Dehradun located at distance of about 9.5 km in N direction to the existing site. Nearest River is Song River which is 3.5 km East. The Total cost of the proposed establishment is estimated as Rs.1600 lacs. which would serve the visitor / officials / delegates & other tourist with high quality of hospitality. This will facilitate the customer by providing them place of accommodation and dinning at the proximity to the heart of the city.

a) The Project is being promoted by Trotting Wheels Pvt. Ltd, with a view to tap tremendous scope of the automobile industry and to cater the increasing demand on the Dehra Dun – Haridwar National Highway and in the city of Dehradun. The project is proposed to be set up at Khasra No. 255 KA, Kuanwala, Dehradun, Uttarakhand.

The project will have passenger car service station, showroom, machinery and open car parking. Good facilities to be provided to visitors of project. The map has been approved by the SIDA vide letter no. SIDA/0080/2019 dated 28.06.2019

2. PROJECT /BACKGROUND INFORMATION The Service Center & Showroom is to be developed by Trotting Wheels Pvt. Ltd. They are the promoters of this project.

A. Identification of the project and Project proponent Category of Project: Category B2 (Doon Valley). The PP owns the land of the project. It attracts the conditions of Doon Valley Notification, 1989.

B. Brief Description of Nature of Project

The project will have passenger car service station, showroom, machinery and open car parking. Good facilities to be provided to visitors of project. The map has been approved by the SIDA vide letter no. SIDA/0080/2019 dated 28.06.2019

C. Need for the Project & Importance to the Country The Indian auto industry became the 4th largest in the world with sales increasing 9.5 per cent year-on-year to 4.02 million units (excluding two wheelers) in 2017. It was the 7th largest manufacturer of commercial vehicles in 2018. India is also a prominent auto exporter and has strong export growth expectations for the near future. Automobile exports grew 14.5 per cent during FY 2019. It is expected to grow at a CAGR of 3.05 per cent during 2016-2026. In addition, several initiatives by the Government of India and the major automobile players in the Indian market are expected to make India a leader in the two-wheeler and four wheeler market in the world by 2020.

The automobile industry is supported by various factors such as availability of skilled labour at low cost, robust R&D centres and low cost steel production. The industry also provides great opportunities for investment and direct and indirect employment to skilled and unskilled labour.

This project is situated on National Highway; it also attracts people for buying new products and offers the service delivery of four wheelers in proximity to their homes. It serves all amenities ranging from high class services, qualified staff and knowledgeable workers ready to service the vehicles if and when required.

D. Demand and supply gap Increased productions of automobiles both in domestic market and worldwide have boosted the confidence of auto ancillary units and automobile servicing sector. As the servicing of existing vehicles population is an essential activity, there is large scope in this area given the increasing number of vehicles on the road year after year

Dehradun has become a prominent place for automobile sector and business visitors from outside because of expansion of Industries in and around the area. Due to this expansion there is a need and shortage of the service centers and showrooms for visitor, hence the project this help in overcoming this shortage in the area.

E. Domestic/Export Markets The project offers good facilities according to the location and helps people by promoting and generating the revenue for the state itself. The connectivity of the project to the road is very good which is on the NH 72 and Railway is only 2.5 km away from the site. This project will try to become a state of art in its own way.

F. Employment Generation (Direct & Indirect) due to the project With this proposed project there will be direct generation of employment for 100 persons in worker/supervisor/ managerial category. Indirect generation of employment will also be there in way of contractors, transportation, suppliers. Other service providers with continues chain of employment will also have a chance.

3. PROJECT DESCRIPTION

A. Type of Project including Interlinked and Interdependent Projects, if any There is no interlinked and/or interdependent project linked with it. No other allied activities and/ or services will be carried out with this project.

B. Land allocation within plant The total land area for project is 4611.27 sqm. Out of which 423 sq. m (9.37 % of the remaining plot area) will remain under green area.

 6.4 KLD waste water will be generated from the car washing process which will be treated in the 10 KLD of ETP. Treated water will be reused in the car washing.

 2.5 KLD waste water will be generated from the domestic activity which will be treated in the 5 KLD of STP. Treated water will be reused and recycled in flushing & green belt development.

 Zero liquid discharge will achieved.

Brief description of the STP:

The generated sewage& waste water from Industrial activities will be treated up to tertiary level in Sewage Treatment Plant (STP). The entire (100%) treated water from STP of 5.0 KLD capacity will be reused in the flushing & Green Belt. The installed capacity of STP will be 5.0 KLD, Various treatment units which will engaged in sewage treatment and listed below.

MBBR Treatment Technology: Moving bed biofilm reactor technology is based on the principle of attached growth process. Raw sewage will be collected under gravity into the equalization tank after allowing to pass through the bar screen. Screens will be provided in screen chambers and it will be manually cleaned by going down to a platform. The bar screen, by removing coarse solids from the sewage help in protecting the raw sewage pump. Fully submersible centrifugal non clog sewage handling pump will be provided in the collection cum equalization tank to pump the collected waste water to the next MBBR tanks. Automatic level controller will be provided in the tank to turn the pump off at the low water level in the tank and to start the pump when water level is high automatically. Air will be introduced in this tank to prevent any potential foul smell problem & to provide the mixing of wastewater to avoid the sedimentation of solids in this tank. Air Grid used for aeration purpose shall be non-clog.

The sewage collected in equalization tank is pumped the moving bed bioreactor. There shall be two nos. of bioreactors in series for the efficient working and removal of BODs for the required retention time. The process inside the moving bed bioreactors consists of adding small cylindrical-shaped polyethylene/polypropylene carrier elements in aerated basins to support biofilm growth. The small cylinders are provided with a cross inside the cylinder and longitudinal fins on the outside. The biofilm carriers are maintained in the reactor by the use of a perforated plate with appropriate slot at the

Service Center and Showroom Page 57 tank outlet. Air agitation or mixers are applied in a manner to continuously circulate the packing. The packing may fill 25 to 50 percent of the tank volume. Specific surface area of the packing is about 450-500m2/m3 of bulk packing volume. The waste water from first bioreactor flows by gravity through the perforated plate/mesh to the next bioreactor kept in series. Inside the bioreactors, aerobic bacteria grow in an attached growth from around the moving plastic media inside the reactors. The bacteria have to reduce BOD & COD of waste water in the presence of oxygen provided through the air grids located at the bottom of the reactors. The Process does not require any return activated sludge flow or backwashing.

From the bio-reactors, the effluent passes by gravity into the clarifier (Tube Settling Tank). Clarifier will be a hopper bottom sedimentation tank provided with appropriate size PVC tube deck media. The suspended solids will settle at the bottom of the tank & clear supernatant will overflow to filter feed tank through outlet launder. The collected sludge at bottom shall be transferred through pumps to sludge holding tank. The clear supernatant after clarifier will be collected in to filter feed tank. This tank will act as housing tank for filter feed pumps. The clarified & dis-infected water will be then fed to filtration unit.

Filtration unit consisting of Dual Media sand filter, activated carbon filter and ultra- filtration system (optional) will remove the residual impurities such as odor/color, suspended solids, BOD/COD. The treated water after the filtration unit will be collected in Irrigation cum Flushing water storage tank from where it is transferred to flushing water tank at terrace & Irrigation System. Excess sludge from the bottom of the settling tank will be removed and transferred to sludge holding tank. Air grid shall be provided in this tank to avoid conversion into anaerobic conditions, thickening of sludge and keep sludge in homogenous condition. The digested & thickened sludge shall be further thickened through Sludge Dewatering System (Filter press with screw pump) and disposed off periodically through closed tanker or can be reused as manure.

5. REHABILITATION AND RESETTLEMENT (R & R) PLAN R & R Plan is not required in this Project.

6. PROJECT SCHEDULE AND COST ESTIMATES  Project will be delivered in one year from the date of commencement of construction.  The Total Cost of the Project is Rs. 1600 Lacs

7. ANALYSIS OF PROPOSAL (FINAL RECOMMENDATIONS) The Govt. of Uttarakhand has always been taking initiatives to promote industries in Uttarakhand. Dehradun is of great significance in Uttarakhand because of being its capital; the Commercial Area in Dehradun has been set up in view to gain economic growth in the region. As such because of Govt. Policy towards Uttarakhand regarding evasion of certain types of Industrial taxes for promotion of industries many companies from other states has set up their division and units to the nearby industrial areas. This created a demand for Hospitality services in the area because of influx of visitors from outside. Hence keeping above in view the proponents has proposed to start with Automobile project which will serve the visitors from outside with high quality services and will also contribute in generating employment for the people of the region which will improve the socio-economic structure of the region. After observation and findings it is concluded that the Project aforesaid is feasible in all respect.
